Abstract

The study aims to analyze the factors supporting the electability of women candidates in Central Java DPRD election 2014. This type of research is descriptive. Techniques of data collection used the in-depth interviews with all women members of the Central Java DPRD election results 2014. Data processing techniques are data reduction, data display, concluding and verifying. The study found women candidate’s electability factors because they master/control the political capital, social capital and economics capital. By political capital (party officials) so candidate nominated in small number candidacy and electoral district party base. Social capital (activists of social/professional organizations ) support the loyalty and solidity candidate team and candidate voice, and economics capital to support the political cost. Some of them have kinship with the party elite /social elite so openly their access to social and politics capital. An open list proportional electoral system makes it difficult increasing women representation if not followed party policy affirmations committed. In order to reach the 30% the representation of women in the legislature should be intervention laws forcing the party implementing gender justice policies candidacyPenelitian ini bermaksud menganalisa  faktor-faktor pendukung keterpilihan caleg perempuan di DPRD Jawa Tengah dalam Pemilu 2014. Tipe penelitian ini deskriptif.Teknik pengumpulan data  menggunakan wawancara mendalam terhadap seluruh perempuan anggota DPRD Jawa Tengah hasil Pemilu 2014. Teknik pengolahan data dalam penelitian ini adalah reduksi data, display data, penarikan kesimpulan dan verifikasi. Hasil Penelitian menemukan faktor-faktor keterpilihan caleg perempuan karena mereka menguasai modal politik (pengurus partai) sehingga dicalonkan dinomor urut kecil dan dapil basis partai, modal sosial (pengurus organisasi sosial/profesi) yang membantu kerja dan mendapat dukungan suara, dan modal ekonomi untuk biaya politik, dan kekerabatan dengan elit partai/sosial membuka akses untuk modal politik dan sosial. Sistem pemilu proprsional terbuka menyulitkan kebijakan afirmasi jika tidak diikuti komitmen partai. Untuk bisa mencapai keterwakilan 30% perempuan di lembaga perwakilan harus ada intervensi undang-undang yang memaksa partai melaksanakan kebijakan berkeadilan gender dalam pencalonan

Abstract

AbstractGovernors/bupaties/mayors had previously been elected by DPRDs, but a 2004 law onregional elections mandated that they be elected through direct popular vote. In practice, under thatsystem raising widespread skepticism caused by some problems as such, holding direct electionshave been too costly, high violations and conflicts, and unsuccessful raising strong leader. In fact thevarious direct local election problems are mainly related to loophole in written and unwritten electionrules. Hence, direct elections are still relevant and no need to eliminate and return to the pastsystem. Abstract

AbstractLaw No. 22/1999 on local governance gives more power to Local Assemblies (DPRD) as"the local legislative body". The Law No. 22/1999 lays down their rights and responsibilities in somedetail. These include overseeing budgets, drawing up local regulations to select governor, mayor ordistrict head (bupati), including the power to call the governor, mayor or district head (bupati) toaccount. The Law No. 22/1999 was revised by Law No. 32/2004. Under Law No. 32/2004 DPRD haveloss many powers, including the power to select the governor, mayor or bupati. Today’s main issue isstrengthening the position of DPRD. Abstract

Abstract This study describes of  Kudus Regency (Kabupaten Kudus)  voting behaviour. Voting behavior is explained by three main approaches in the study of voting behavior, which are sociological models, psychological models and rational / economic model. Research was conducted in local election (Pilkada)  Kudus Regency. The research is based on survey with a sample of 100 members who are chosen randomly. The study found that the economic  models and candidate figure are the main factors. Abstract

Money politics happens in districts and provinces head local elections. The regulation (Law Number 32 of 2004) is not sufficiently strong in regulating money politics and providing sanctions on the money politics,  beside the problem is also on the law enforcement itself. This activity (money politics) threatens not only clean and effective governance but also clean and honest elections.  Those who spend money politics  to win elections are normally expected to recover after elections their investment with a profit. If unchecked, the defense of public interests and the common weal may be on the retreat. These are crimes, and seriously undermine the integrity of elections. We need law making bodies are pay attention how to  enforce controls on money politics. Abstract

Abstract :Corruption scandals surrounding  of  local budgeting is one of structural violence,  is paradox to increase the efficiency and responsiveness of the public sector. Local  head elections   increase in the number of regional heads who are involved in corrupt acts. There are 17 governors   and  138  regents and mayors across the country are currently under investigation or serving prison sentences related to corruption.  Why does corruption happen? Abstract

ABSTRACTEvaluation of the election monitoring movement of a milion volunteer in 2014, Central Java    Bawaslu is the body responsible for supervising the elections across regions of the unitary state of the republic of Indonesia. In efforts to reduce and prevent any violation in the 2014 election, Bawaslu involving public participation for the supervision activities through Gerakan Sejuta Relawan Pengawas Pemilu (GRSPP) With this movement existence, however, the election violation keeps coming up on the 2014 election in the Central Java Province.To discover the problem and the purpose of research, researcher used a qualitative-descriptive approach. Descriptive research is itended to explore and clarify a phenomena. The purpose of this research is to analyze the activity of Gerakan Sejuta Relawan Pengawas Pemilu at central Java. The data obtained is used to formulate recommendations as a feedback toward the sustainability of GRSPP in the future in the Central Java Province.The result of this study represents that GRSPP has not been running properly in the Central Java Province on 2014. This is caused by the less of effectiveness in creating  caring-society oversight the election supervision. The less quality of the volunteers in understanding to fill the report form of election violation and the violation itself is still noticeably high over the campaign phase. On the other hand, there are some purpose of this movement which has been already accomplished, such as enhance scientific repertoire and build up a fear feeling of the election candidates for committing violations.Recommendations can be given are: technical guidance and socialization by Bawaslu will Million Volunteer Movement Monitoring Election to the volunteers and the public, gave appreciation to the volunteers in the form of material and real, such as the provision of certificates to giving money when volunteers were enrolled find violations.Keywords: Evaluation, Gerakan Sejuta Relawan Pengawas Pemilu (GRSPP)

Abstract

Penelitian ini bertujuan untuk mendiskripsikan kesadaran gender bupati Badingah melalui keberhasilan Pengarusutamaan Gender Kabupaten Gunungkidul selama dua periode (2010-2020) dan untuk menjelaskan peran birokrasi dalam mewujudkan Pengarusutamaan Gender di Kabupaten Gunungkidul. Manfaat penelitian ini dapat memberikan perkembangan ilmu politik dan ilmu lain yang terkait serta dapat menjadi inspirasi bagi Pemerintah Daerah untuk membangun sumber daya manusia melalui perspektif gender. Metode penelitian adalah penelitian kualitatif dan jenis penelitian adalah studi kasus dengan teknik pengumpulan data yaitu studi pustaka dan studi lapangan. Penelitian yang dilakukan di Kabupaten Gunungkidul ini, menghasilkan bahwa kesadaran gender Bupati Badingah tercermin dalam keberhasilannya memimpin birokrasi untuk mewujudkan Pengarusutamaan Gender (PUG) di Kabupaten Gunungkidul sebagaimana dijabarkan dalam penelitian ini melalui pencapaian Program Responsif Gender, Kebijakan Responsif Gender, dan Anggaran Responsif Gender yang terus meningkat pencapaiannya setiap tahun.
