Abstract

Minapolitan program aims to increase the productivity and quality of fishery and marine products. Through the Minapolitan program, it is hoped that there will be centers of economic growth based on marine and fishery potential. The Minapolitan program is held in several regions in Indonesia, one of which is in Kalanganyar Village, Sedati District, Sidoarjo Regency. This study aims to describe inter-organizational communication in implementing the Minapolitan program in Kalanganyar Village. This study uses a qualitative approach. Data collection techniques are observation, interviews, document collection, and focus group discussions. The data analysis technique uses an interactive model. The results showed that inter-organizational communication that occurred in the implementation of the Minapolitan program consisted of 3 models, namely vertical upwards (implementing organizations to the upper structure), horizontal (inter-organizations implementing at the same level), and vertical downwards (implementing organizations to the lower structure). Vertical up and horizontal communication has been done well. On the other hand, vertical downward communication, especially in infrastructure development projects, has not been carried out correctly. This means that implementing organizations have not established good communication with local government organizations (villages) and community organizations related to the implementation of the Minapolitan program. As a result, the effectiveness of the Minapolitan program has the potential to be suboptimal. Suggestions, because the quality of communication is one of the keys to the success of program implementation, vertically downward communication should be considered

Abstract

Mandat yang terkandung dalam Undang-Undang Dasar 1945 menegaskan kewajiban pemerintah untuk menyediakan layanan publik dalam pengelolaan sampah, yang secara hukum menetapkan pemerintah sebagai pihak yang memiliki kewenangan dan bertanggung jawab atas pengelolaan tersebut. Di Kabupaten Mojokerto, kewajiban ini diimplementasikan melalui penerbitan Peraturan Daerah No. 1 Tahun 2020 tentang Pengelolaan Sampah. Penelitian ini bertujuan untuk menilai pelaksanaan kebijakan tersebut oleh Dinas Lingkungan Hidup Kabupaten Mojokerto, dengan fokus pada pengelolaan di Tempat Pembuangan Akhir (TPA) Karangdiyeng. Pendekatan penelitian yang digunakan bersifat deskriptif kualitatif, analisis penelitian menggunakan analisis data interaktif. Hasil penelitian ini mengungkapkan bahwa meskipun komunikasi antara Dinas Lingkungan Hidup dan masyarakat telah berjalan sesuai mekanisme yang ditetapkan, terdapat beberapa kekurangan terutama terkait dengan kejelasan SOP dan pengelolaan kerjasama. Selain itu, keterbatasan anggaran dan sarana fasilitas juga menjadi hambatan yang menyebabkan ketidakmerataan dalam pelayanan pengangkutan sampah serta kapasitas TPA yang cepat penuh. Secara keseluruham, kebijakan pengelolaan sampah di Kabupaten Mojokerto telah dilaksanakan dengan belum optimal.  Hal ini masih perlu dilakukan upaya perbaikan, terutama pada aspek komunikasi, sumber daya dan birokrasi, guna meningkatkan efektivitas serta pemerataan layanan pengelolaan sampah dan mewujudkan lingkungan yang bersih, sehat, serta bebas dari dampak negatif yang ditimbulkan oleh sampah. Abstract

Indonesia is still experiencing problems with malnutrition, namely undernutrition,stunting, andwasting, which are still at a high level when compared to the limit according to the World Health Organization. Referring to this problem, the Banyuwangi Regency Government carried out a convergence of stunting prevention and reduction based on Regent Regulation No. 68 of 2020. In this regulation, there is a strategic approach in the convergence of stunting prevention by carrying out a form of intervention carried out by the government through cross-sectors such as sub-district heads, police, TNI, village heads, education, Ministry of Religion, irrigation, BKKBN, and agriculture through a program echoed by the Banyuwangi Regency government, namely Banyuwangi Tanggap Stunting (BTS). The purpose of this research is to find out and analyze the implementation of stunting prevention and reduction through Banyuwangi Tanggap Stunting This research uses a qualitative approach. Data collection techniques in this study used triangulation techniques such as observation, interviews and documentation. The data analysis technique in this study uses the miles and huberman model which consists of data collection, data condensation, data presentation and data conclusions. This research produces interesting findings including: 1) in the aspect of policy standards and objectives, it has been said that it is quite good and has clear objectives, for example, the standard of the policy set in the Regent Regulation where the target prevalence of stunting reduction is at least 1% every year 2) in the aspect of resources, it is good because from a financial point of view, Cluring Sub-district has a large budget allocation for Resti pregnant women and stunting baduta 3) in the aspect of organizational characteristics of implementers Each policy implementer has run well. OPD carries out their respective duties and roles in accordance with what is stated in the Cluring Sub-district Decree 4) on the communication aspect, it has been running well because OPD coordinates both formally and informally through FGD meetings at Mini Loka Karya, besides always communicating through WA groups to convey the results of discussions to the community. 5) in the attitude aspect, the OPD implementers accept the form of policy with a positive response 6) and finally in the socio-economic and political aspects, it has gone well because they feel helped by the policy.

Abstract

The high unemployment rate in Surabaya has prompted the municipal government to initiate the Padat Karya program as a solution to improve community welfare. One of the implementations of this program is the establishment of Kampung Batik Tin Gundih in Bubutan District. This study aims to analyze community empowerment through the Padat Karya Program in Kampung Batik Tin Gundih, Bubutan District, Surabaya. This program is an initiative of the City Government to address unemployment and poverty through the creation of jobs based on local potential. The research uses a descriptive qualitative approach with techniques such as interviews, observations, and documentation. The theory used refers to Wilson's empowerment model, which includes four stages: awareness, understanding, utilization, and habit formation. The research findings indicate that all stages have been implemented: residents were made aware of local potential, batik-making training was conducted, batik production is ongoing, and batik-making activities have become part of daily life. However, challenges such as weak management, uneven incentives, and unequal participation remain obstacles. The conclusion of this study indicates that the Labor-Intensive Program is capable of empowering residents economically and socially, although improvements are needed in program management and sustainability. Recommendations are made for the government to strengthen institutional frameworks, stabilize incentives, and provide ongoing support to create equitable and sustainable transformation.

Abstract

Community empowerment is a process aimed at enhancing the capacity of individuals and groups to achieve independence, productivity, and competitiveness, both economically and socially. One concrete form of community empowerment at the village level is through the establishment of Village-Owned Enterprises (BUMDes) as economic institutions based on local potential. BUMDes not only function as profit-oriented enterprises but also serve as platforms to encourage community participation in village development. This study aims to describe and analyze the process of community empowerment through BUMDes “Pelemwatu Mandiri” in Pelemwatu Village, Menganti Subdistrict, Gresik Regency. The research uses a qualitative approach with a descriptive method. Data collection techniques include observation, interviews, and documentation. The data analysis follows four stages: data collection, data condensation, data presentation, and conclusion drawing. The analysis focuses on four key aspects of empowerment: human development, business development, environmental management, and institutional strengthening. The findings show that BUMDes “Pelemwatu Mandiri” plays an active role in empowering the community through these four aspects and has successfully increased local capacity. Although some obstacles remain, such as low public interest in training programs and limited understanding of technology, in general, BUMDes “Pelemwatu Mandiri” has succeeded in promoting independence and developing the local potential of the village community.

Abstract

Desa Kembangbelor ditetapkan menjadi salah satu desa wisata percontohan di Kabupaten Mojokerto sehingga peneliti tertarik untuk mengetahui bagaimana pemberdayaan masyarakat terhadap masyarakat Desa Kembangbelor dari adanya objek wisata Bernah De Vallei tersebut. Dalam fokus penelitian, peneliti menggunakan 4 aspek lingkup pemberdayaan yakni: Bina Manusia, Bina Usaha, Bina Lingkungan dan Bina Kelembagaan.  Penelitian ini menggunakan pendekatan kualitatif berjenis deskriptif karena penelitian ini bertujuan untuk mengetahui Pemberdayan masyarakat melalui Pengembangan objek wisata Bernah De Vallei Desa Kembangbelor Kecamatan Pacet Mojokerto,  dimana  peneliti  mendeskripsikan  fenomena-fenomena  secara  mendalam  dan  menyeluruh  sehingga  data  yang  dianalisis  berbentuk deskriptif. Sumber  data  yang  digunakan  berupa  data  primer  dan  sekunder.  Data  primer yaitu melalui  informan  Ketua BUMDES dan Ketua Karang Taruna serta  catatan lapangan.  Hasil penelitian menunjukkan bahwa pemberdayaan melalui upaya bina manusia, bina usaha, bina lingkungan, serta bina kelambagaan telah berhasil berdaya namun masih menemui beberapa tantangan pada upaya bina manusia serta bina lingkungan seperti adanya variasi tingkat pemahaman di antara pengelola serta tantangan pengunjung yang kurang sadar akan kebersihan.

Abstract

Tujuan penelitian ini untuk menganalisis model tata kelola pengembangan BUMDes Simo Djojo Makmur di Desa Simoketawang Kecamatan Wonoayu Kabupaten Sidoarjo. Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif, arti yang dimaksudkan yakni untuk memberi pemahaman kepada masyarakat mengenaiperan pemerintah desa dalam Pengembangan Badan Usaha Milik Desa (BUMDes). Teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisis dengan menggunakan model interaktif (interactive model of analysis). Berdasarkan hasil penelitian dapat disimpulkan bahwa pengelolan Wisata kelengkeng oleh BUMDes Simo Djojo Makmur dalam meningkatkan Pendapatan Asli Desa sudah dilakukan dengan baik. Secara empiris, BUMDes Simo Djojo Makmur sudah melakukan prinsip- prinsip pengelolaan BUMdes. BUMDes sudah menerapkan prinsip kooperatif pada Wisata kelengkeng dengan melakukan kerjasama yang baik antara pengelola BUMDes dengan pemerintah desa, masyarakat maupun pihak ketiga seperti Agen BNI46 dan perguruan tinggi. BUMDes Simodjojo Makmur telah mengadopsi prinsip emansipatif dengan baik dalam beberapa aspek BUMdes sudah menerapkam prinsip akuntable pada Wisata kelengkeng dengan bertanggung jawab terhadap keuangan Wisata kelengkeng yang dibuktikan dengan laporan keuangan dan administrasi yang rutin dilaporkan setiap dua kali dalam setahun meliputi pertanggungjawaban pada laporan keuangan yaitu Laporan Laba Rugi, Neraca, Arus Kas dan lain-lain. BUMdes sudah menerapkam prinsip sustanable pada Wisata kelengkeng dengan adanya pemasaran dari mulut ke mulut antar masyarakat desa dengan pengunjung sehingga kunjungan wisatawan terus meningkat setiap tahunnya.
