Abstract

The Planning Generation Program is carried out through two approaches, namely to teenagers through the Counseling Information Center and approaches to elderly people who have teenage children through Youth Family Development. With this goal, we increase the knowledge and skills of teenagers so that they have healthy behaviour, avoid the risks of the KRR Triad, delay marriage, have a family life plan, and create a happy, prosperous little family and become an example, model, idol and ultimate source of information for their peers. This research aims to describe the effectiveness of the Planning Generation Program in preventing early marriage in Malang Regency. The research method used is qualitative descriptive research. This research focuses on the effectiveness of the Planning Generation Program in preventing early marriage in Malang Regency by using the theoretical basis of Riant Nulgroho regarding the five correct principles for the effectiveness of policy implementation. The data collection technique in this research is through observation, in-depth interviews, and documentation review. The results of the research show that the Planning Generation Program is quite effective in preventing early marriage in Malang Regency, following Riant Nulgroho's theory, namely Right Policy, Right Implementation, Right Target, Right Environment, and Right Process. However, there are still several obstacles in its implementation.

Abstract

This research aims to determine the level of success of the Non-Cash Food Assistance Program (BPNT) in Cerme District, Gresik Regency. The research method used in this research is qualitative descriptive research. The research focus of this study is to describe the evaluation of the Non-cash Food Assistance Program (BPNT) in Cerme District, Gresik Regency. Data collection techniques in this research include interviews, observation, documentation and literature study. The data sources used are primary and secondary data sources. The results of research on the Evaluation of the Non-Cash Food Assistance Program (BPNT) in Cerme District, Gresik Regency, namely: that the BPNT program is useful in helping meet their economic needs even though the assistance provided is not commensurate with their food needs until the following month and assistance from last year was given alternately in the form of goods or given in cash. This is because the BPNT program plays a more or less significant role in meeting their daily needs, and also provides them with sufficient relief in meeting the food needs of underprivileged communities. Based on the conclusions, the Non-Cash Food Assistance Program (BPNT) in Cerme District, Gresik Regency, can be said to be quite successful.

Abstract

Violence cases in Surabaya City in 2022 experienced an increase in the number of cases compared to the previous year. The importance of parenting patterns in the family, efforts to fulfill children's rights, and the fact that some families are not harmonious trigger child abuse. This research aims to find out and describe the implementation of the parenting class program at the puspaga Balai RW Kelurahan Perak Barat Surabaya and the role of MSIB students as puspaga facilitators in the implementation of the parenting class program. This research uses qualitative research methods with descriptive research types. The research was analyzed using the theory of parenting program implementation by Asolihin (2013). The results showed that the implementation of the parenting class program at the puspaga RW hall in Perak Barat Surabaya has been running through 3 stages, that is the preparation/planning stage, the implementation stage, and the evaluation and monitoring stage. The role of the puspaga facilitator includes the role of promoter, communicator and companion in the implementation of parenting classes.

Abstract

Violence that often occurs in the family environment today requires special attention, families who should play an important role in meeting the needs of their children are also undeniably experiencing many failures in it. To prevent acts of violence and improve the quality of family life, prevention must be pursued together, with this the Surabaya City Government is committed to collaborating with DP3APPKB Surabaya City to carry out a prevention effort program, one of which is through the Surabaya City Puspaga which is now expanded to the lower layers of society, namely the RW Hall Puspaga. This research uses a qualitative descriptive approach. The data collection techniques used are through direct observation (observation), interviews, documentation. The theory used is optimization theory with 3 (three) indicators belonging to Hotniar Siringoringo, namely goals, alternative decisions, and limiting resources. The results showed that the Optimization of One Stop Service Puspaga (Family Learning Center) Balai RW in Kutisari Village was quite optimal, but there were still limiting resources including professional staff who performed services and the infrastructure used.

Abstract

Corporate Social Responsibility (CSR) is a commitment given by companies or the business world to contribute to sustainable economic development, this focuses on economic, social and environmental. Therefore, one way to reduce the poverty rate is by requiring every company to carry out social responsibility, especially for people who live close to the company's environment. PT Pelabuhan Indonesia Regional III Sub Regional Java is one of the companies that carries out social responsibility as stated in Law no. 40 Article 74 concerning Limited Liability Companies. This article aims to find out how the Corporate Social Responsibility (CSR) program of PT Pelabuhan Indonesia (Persero) Regional III Sub Regional Java is implemented in the context of community empowerment which will be reviewed through George C. Edward III's four implementation models, namely: Communication, Resources (Resources), Dispositions (Dispositions), and Bureaucratic Structure (Bureaucratic Structure). The research method used is descriptive qualitative, with data collection techniques using observation, interviews and documentation. The results of this research are the implementation of the Corporate Social Responsibility (CSR) program with indicators of Communication, Disposition and Bureaucratic Structure which has been running well. Meanwhile, the Resource indicator has gone quite well.

Abstract

Berdasarkan Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 1 Tahun 2020 tentang Pedoman Analisis jabatan dan Analisis Beban Kerja, menyebutkan bahwa intansi pemerintah wajib menghitung jumlah kebutuhan jabatan pegawai negeri sipil berdasarkan analisis jabatan dan analisis beban kerja guna memenuhi kebutuhan struktur organisasi pada instansi pemerintahan sesuai dengan tugas pokok dan fungsinya. Penelitian ini di lihat dari permasalahan yang ada pada Kantor Kecamatan Tambaksari Kota Surabaya yaitu beberapa pegawai masih kurang memahami adanya Analisis Beban Kerja yang dimana Analisis Beban Kerja itu sangat penting untuk menentukan jumlah pemenuhan pegawai dan menentukan berapa jumlah tanggung jawab beban kerja yang tepat. Tujuan dari penelitian ini untuk mendeskripsikan Implementasi E-ABK Pada Kantor Kecamatan Tambaksari Kota Surabaya. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik  pengumpulan data melalui wawancara, observasi , dan dokumentasi. Informan dalam penelitian ini adalah Sekretaris Kecamatan Tambaksari dan Kepala sub bagian umum dan kepegawaian kecamatan tambaksari. Penelitian ini menggunakan empat indikator yaitu komunikasi, sumberdaya, disposisi, dan stuktur birokrasi. Hasil penelitian ini menjelaskan bahwa implementasi penggunaan aplikasi Analisis Beban Kerja di Kecamatan Tambaksari Kota Surabaya dikatakan masih kurang efektif dan belum optimal dalam pelaksanaannya, karena tidak adanya sosialisasi pegawai dalam pelaksanaan pengisian aplikasi tersebut. Dapat di simpulkan bahwa implementasi belum terlaksana dengan baik karena adanya beberapa kendala dari segi pemahaman pegawai dan komunikasi antara pegawai Kecamatan dengan Sekretariat Daerah Kota Surabaya dalam melaksanakan pengisian data dukung analisis beban kerja dalam aplikasi E-ABK.

Abstract

Kota Surabaya sebagai Kota terbesar nomor dua berusaha berinovasi memberikan pelayanan terhadap pemenuhan hak kepada ABK, melalui UPTD Kalijudan Kota Surabaya. Hal ini menjadikan Kota Surabaya sebagai satu-satunya Kota yang memiliki UPTD yang berfokus kepada ABK terlantar di Jawa Timur hingga meraih penghargaan Kota Layak Anak (KLA) Tingkat Utama selama lima tahun berturut-turut. Pemerintah Kota Surabaya meresmikan UPTD Kalijudan sejak tahun 2010 dengan menerbitkan Peraturan Walikota Surabaya Nomor 22 Tahun 2013 Tentang Organisasi Unit Pelaksana Teknis Dinas Pondok Sosial Kalijudan Kota Surabaya. UPTD Kalijudan merupakan sebuah harapan pemerintah Kota Surabaya kepada ABK terlantar agar dapat memiliki ketrampilan sesuai minat bakat mereka dan menumbuhkan rasa percaya diri mereka dengan kemampuan yang mereka miliki, sehingga membuat ABK terlantar mnejadi pribadi yang mandiri dan memiliki motifasi melanjutkan hidup. Metode yang digunakan dalam penelitian ini yaitu kualitatif deskriptif. Fokus dalam penelitian ini adalah untuk mendeskripsikan manajemen strategi UPTD Kalijudan Kota Surabaya dalam mendukung Kota Layak Anak di Kota Surabaya berdasarkan teori Manajemen Strategi dari Fred R. David (2016) yang terdapat 3 fokus dalam melihat manajemen strategi yaitu perumusan strategi, implementasi strategi, dan evaluasi strategi. Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu wawancara kepada informan, observasi secara langsung dilapangan, serta dokumentasi.Dalam pelaksanaanya, UPTD Kalijudan Kota Surabaya memiliki fasilita serta intruktur yang ahli dibidangnya untuk membantu ABK terlantar untuk meningkatkan kepercayaan diri mereka dengan kemampuan yang mereka miliki, dan hal ini sesuai dengan Visi dan Misi yang mereka miliki. Kendala dalam melakukan pembinaan pada ABK terlantar di UPTD Kalijudan yaitu tidak sebandingnya jumlah instruktur dengan jumlah ABK. Evaluasi perlu dilakukan agar jumlah instruktur dapat ditambahkan dan kegiatan pembinaan menjadi lebih efektif dan efisien.

Abstract

Bojonegoro Regency has a low rate of Kartu Identitas Anak (Child Identity Card) issuance, reaching only 34.75% of the national target, which should have been 50% in 2023. The factors hindering the issuance of Kartu Identitas Anak in Bojonegoro Regency include a lack of public awareness, the absence of regulations requiring the use of Kartu Identitas Anak for any child-related identification purposes, a lack of support from other institutions or agencies, and inadequate infrastructure. To address this, Dinas Kependudukan dan Pencatatan Sipil (the Civil Registry Office of Bojonegoro Regency) launched the "Daakian" innovation in 2021, aimed at increasing the issuance of Child Identity Cards in Bojonegoro Regency. This study aims to understand and analyze the implementation of the Daakian innovation service in Bojonegoro Regency. The research method used is descriptive qualitative. Data collection involved interviews, observations, and documentation. This study uses Rogers' Innovation Theory, which consists of 1) Relative Advantage, 2) Compatibility, 3) Complexity, 4) Trialability, and 5) Observability. The technique for determining informants uses purposive sampling and snowball sampling. The results of this study indicate that the implementation of the Daakian Innovation in Bojonegoro Regency has been successful. This success is attributed to the Daakian Innovation providing greater ease for the public in Kartu Identitas Anak compared to the previous service. This ease has attracted public interest in obtaining Kartu Identitas Anak, which has positively impacted the increase in Kartu Identitas Anak issuance in Bojonegoro Regency.

Abstract

This research examines the effectiveness of E-ABK (Workload Analysis) in the Surabaya City Education Office. The aim of this research is: To find out how effective E-ABK is in the Surabaya City Education Office. The research method in this study uses a qualitative approach with descriptive research. This research wants to discuss the effectiveness of E-ABK (Workload Analysis) in the Surabaya City Education Office which consists of 5 indicators, namely Efficiency, Adequacy, Evenness, Responsiveness and Accuracy. This research uses primary data collection techniques in the form of observation, documentation and interviews, while secondary data uses the results of previous research with different loci. The research results show that the use of E-ABK (Workload Analysis) is in accordance with 5 indicators, namely Efficiency: Based on the data sources obtained, it is very supportive in assisting the process of filling in crew members. ASN employee resources that support the implementation of E-ABK can be said to be efficient if all ASN are able to understand the filling flow and complete it on time. ; Adequacy: The organization of regional apparatus in the Education Service has been carried out in accordance with the applicable mechanism, namely an analysis of workload on the organizational structure. The policy for structuring regional apparatus organizations in the Education Department has met the adequacy criteria. This can be seen from the fact that the organizational structuring policies implemented have met the needs of the city government organization itself. ; Alignment: By equalizing the workload, you can create a fairer and more equitable work environment where all employees can give their best. ; Responsiveness: Increasing responsiveness can increase efficiency, reduce waiting time, increase customer satisfaction, and increase employee morale. ; and Accuracy: The accuracy of the number of employees needed in the Surabaya City Education Department can be seen through the existing number which will later be determined and matched between the existing E-ABK and the existing number of employees currently. The implementation of E-ABK (Workload Analysis) for Employees at the Surabaya City Education Office has been going smoothly. Even though the infrastructure and human resources are available and sufficient, there are still some employees who still do not fully understand how to fill out E-ABK. To increase employee competency, regular outreach and training regarding the use of E-ABK is needed.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan strategi komunitas Save Street Child Surabaya dalam upaya pemberdayaan anak jalanan. Komunitas Save Street Child merupakan komunitas penggerak pemerhati anak jalanan dan marjinal di kota Surabaya. Sudah berdiri sejak lama, komunitas Save Street Child berkomitmen untuk melakukan pemberdayaan kepada anak jalanan di kota Surabaya dalam pemenuhan hak anak dalam belajar dan bermain. Yaitu dengan melaksanakan program yang berkaitan dengan pendidikan dan rekreasi. Metode penelitian yang digunakan adalah kualitatif. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Adapun strategi pemberdayaan yang dilakukan adalah enabling, empowering, dan protecting. Berdasarkan hasil penelitian, menunjukkan bahwa strategi pemberdayaan anak jalanan yang dilakukan oleh komunitas Save Street Child Surabaya, belum sepenuhnya terlaksana. Karena dari tiga strategi pemberdayaan, hanya dua strategi yang terlaksana seutuhnya ­yaitu enabling dan empowering. Sedangkan tahap protecting belum terlaksana dengan maksimal. Adapun rekomendasi yang dihasilkan dalam penelitian ini adalah perlunya peningkatan perlindungan pada legalitas komunitas Save Street Child Surabaya dengan mengurus surat legalitas agar terdaftar secara nasional dan mendapatkan manfaat yang lebih untuk perkembangan komunitas Save Street Child.
