Abstract

This article is the result of a study of the local wisdom values of the Lampung indigenous people (Pi`il Pusenggighi) in the ancient manuscripts of Kuntara Rajaniti and Jugulmuda. More specifically, this article wants to know the basic values of the social philosophy of the Lampung indigenous people are in the ancient text and how the content of Islamic teachings on the husband and wife rules. The research was conducted using a socio-philosophical approach and content analysis theory to answer this question. As a result, there are many Islamic values contained in the ancient manuscripts of Kuntara Rajaniti and Jugulmuda and the basic values of the social philosophy of the indigenous people of Lampung (Pi`il Pusenggighi). Another conclusion is that the basic values of the social philosophy of the Lampung indigenous people are full of Islamic values. Especially in the introduction to describe the Prophet Muhammad. Besides that, it also applies the analogy proposition similar to the Qiyâs proposition in Islam.Keywords: Pi`il Pusengighi, Social Philosophy, Lampung, Ancient manuscripts, Kuntara.

Abstract

Penelitian ini dilatarbelakangi oleh belum optimalnya implementasi Peraturan Daerah Kabupaten Lampung Timur Nomor 11 Tahun 2016 tentang Pengelolaan BUMDes, khususnya Pasal 22 mengenai tugas, kewajiban, dan kewenangan pelaksana operasional BUMDes di Desa Sumber Gede Kabupaten Lampung Timur. Permasalahan akademik penelitian terletak pada ketidaksesuaian antara norma hukum yang menghendaki pengelolaan BUMDes secara profesional, transparan, dan berorientasi pada peningkatan Pendapatan Asli Desa (PADes) dengan realitas empiris pengelolaan BUMDes yang masih menunjukkan lemahnya manajemen usaha, rendahnya kapasitas sumber daya manusia, serta belum optimalnya transparansi dan akuntabilitas pengelolaan usaha desa. Penelitian ini bertujuan untuk menganalisis implementasi Pasal 22 Peraturan Daerah Kabupaten Lampung Timur Nomor 11 Tahun 2016 dalam perspektif Siyāsah Tanfīdziyyah. Metode penelitian menggunakan pendekatan kualitatif dengan jenis penelitian normatif-empiris melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi Pasal 22 secara formal telah berjalan melalui pembentukan struktur pengelola dan pelaksanaan usaha peternakan kambing sekitar 30 ekor, namun secara substantif belum berjalan optimal akibat lemahnya tata kelola usaha, belum profesionalnya sistem manajemen, serta rendahnya transparansi pengelolaan BUMDes kepada masyarakat desa. Dalam perspektif Siyāsah Tanfīdziyyah, pengelolaan BUMDes belum sepenuhnya mencerminkan prinsip amanah, tanggung jawab, akuntabilitas, dan kemaslahatan dalam tata kelola pemerintahan desa. Dengan demikian, implementasi pengelolaan BUMDes di Desa Sumber Gede belum mampu mencapai tujuan peningkatan kesejahteraan masyarakat dan Pendapatan Asli Desa secara optimal.
