Abstract

Innovation is present to accelerate economy growth in both advanced and developing countries. It brings about many changes in several fields including changes in public policy. In developing countries, public policy for innovation is not easily implemented, including in Indonesia. Though Government of Indonesia has many inovation programs at national level, but practice of innovation policy is still not optimal. This study is s qualitative research method using primary and secondary data sources. In nut shell, This study is aimed to explain key determinant factors hindering innovation policy in Indonesia, particularly to answer why classic issue of innovation problem is still unresolved in recent condition. The study finding is that vague mechanism to coordinate among each ministry, R&D institutions/universities, and enterprises is homework of Government of Indonesia.Keywords: Innovation, Policy, Government, Indonesia

Abstract

Indigenous tourism has not become a priority approach in encouraging the tourism potential of the Baduy community which is managed by tourism stakeholders. Limited studies on the concept of indigenous tourism have made local parties focus only on promoting their culture and natural environment. This article aims to find out 1) how the steps of Lebak Regency tourism stakeholders in managing Baduy tourism through the indigenous concept. The research method was carried out qualitatively, through literature study. The results show that indigenous tourism is relevant as an alternative approach in managing cultural tourism that is friendly to the environment of the Baduy indigenous people. And the main key to indigenous tourism in Baduy lies in the management of control on the environment, community, industry and appropriate marketing strategies to harmonize environmental and Baduy culture conservation issues which have not been the focus of local governments.

Abstract

Competent employees are the strategic advantage of the organization in achieving its performance goals. The Ministry of Manpower (Kemnaker) has made a strategic target for developing human resources, namely SMART ASN, which includes mastery of information technology, foreign languages skills, hospitality traits, and attitudes, ability to build networks, and entrepreneurship. However, the practice of human resource development does not fully refer to the strategic planning agenda. This article explores the perception of how HR employees and stakeholders harmonize HR development with the strategic plan through SWOT analysis. Informants and respondents are functional officials who have the task of collecting and formulating HR policy documents. The results show that there are a number of advantages such as the millennial generation and the weakness is the inadequate direction of HR development policies. On the other hand, the rise of digitalization and its rapid changes are both opportunities and threats for organizations. The author formulated the strategies of strengths-opportunities (SO), weaknesses-opportunities (WO), strengths-threats (ST), and weaknesses-threats (WT). Finally, the author hopes that the article can be an option of recommendations for organizational leaders in human resource development strategies at the Ministry of Manpower.

Abstract

Sejak tahun 2017 di POLRI terdapat peningkatan kasus PTDH secara signifikan yang disebabkan adanya keterlibatan anggota polisi pada kasus penggunaan narkoba, desersi pelanggaran disiplin, korupsi  perzinahan maupun kekerasan dalam rumah tangga. Penelitian dilakukan dengan tujuan menganalisis faktor-faktor yang mempengaruhi employee retention pada POLRI.  Penelitian ini dilakukan pada tahun 2021. Metode penelitian menggunakan metode kuantitatif. Teknik pengambilan data menggunaan teknik survei dengan jumlah sampel 80 personel Polri yang mengalami kasus PTDH  dan personal yang sedang menjalani sidang Komisi Kote Etik Polri, dengan lokasi penelitian di Mabes Polri. Analisis data dilakukan dengan menggunakan analisis regresi linier berganda, dengan uji hipotesis menggunakan uji signifikansi t (uji parsial). Hasil penelitian menunjukkan bahwa komponen organisasi, peluang karir, penghargaan, rancangan tugas dan pekerjaan, dan hubungan anggota terbukti berpengaruh signifikan terhadap employee retention. Pemahaman tentang faktor yang mempengaruhi ritensi personel akan berimplikasi pada strategi pengelolaan personil sehingga diharapkan menurunkan Kasus Pemberhentian Tidak Dengan Hormat (PTDH) di tubuh Polri.Abstract : Since 2017 in the POLRI there has been an increase in PTDH cases caused by the involvement of members in narcotics cases, desertion, disciplinary violations, adultery corruption and domestic violence. The research was conducted with the aim of analyzing the factors that influence employee retention in the Indonesian National Police. This research was conducted in 2021. The research method used quantitative methods. The data collection technique used a survey technique with a sample of 80 Polri personnel who experienced PTDH cases and personal who were undergoing a trial of the National Police Code of Ethics, at Polri Headquarters. Data analysis was performed using multiple linear regression analysis, with hypothesis testing using the t significance test (partial test). The results showed that organizational components, career opportunities, rewards, task and job design, and member relationships proved to have a significant effect on employee retention. An understanding of the factors that affect personnel retention will have implications for personnel management strategies so that it is expected to reduce Cases of Disrespectful Dismissal (PTDH).

Abstract

The research in the form of community service that the author conducted has the aim of analyzing how the implementation of Transparency, responsiveness, professionalism, rule of law vision strategic has been applied to contribute to the performance of Village Owned Enterprises (BUMD). The survey was conducted using a descriptive and exploratory qualitative approach. The research was conducted using a descriptive exploratory qualitative approach. The data were obtained through interviews with competence to explain the state of the South Maja Bumdes. The purpose of this research is to find that governance practices with the principles of transparency, responsiveness, professionalism, rule of law, and vision strategies can hinder the performance of Village Owned Enterprises (BUMDes). The research to be carried out is a qualitative descriptive exploratory research. The author obtained data from informants through interviews, the informants used were competent parties and had knowledge about the activities of Bumdes in Maja Selatan Village. The results survey this will be used as input and evaluation material for improving the performance of the South Maja Bumdes, Maja District, Majalengka Regency. The results of research conducted by Kurniasih (2014) explained that the poor performance of Bumdes was partly due to the inability of managers to create efficiency, effectiveness, and weak responsiveness. This condition can be seen from the suboptimal local village resources in the management of the Bumdes, as well as the weak participation of the community in the management of the Bumdes. Sofyani, et al. (2019) provides an explanation that the determining factors in improving the performance of Bumdes are the involvement and enthusiasm of the community, the competence of Bumdes managers, education and training for Bumdes managers, honest behavior, good teamwork, good communication, kind, transparent and responsible.

Abstract

This study is important to be carried out in the context of the Indonesian National Police (POLRI). This study analysis the mapping of preventive employee retention efforts that have been carried out by the Indonesian National Police in tackling PTDH. This research uses a post-positivist research paradigm. Data were collected using in-depth interviews and a literature study. The results of the study are, first, preventive efforts, namely the superiors to always check the condition of members from the physical, daily to the psychological side of members. Second, repressive efforts, namely by giving punishments that can deter violators and increase supervision of members. Third, a solution effort is to look for reasons why members do a dissertion and find relevant solution. Based on the results, the efforts of POLRI employee retention in tackling PTDH are considered not optimal, so innovation is needed. One of them is by providing the official home infrastructure with the smart home concept. The implications of this research are expected to provide improvements in terms of existing retention management so as to increase the retention of POLRI membership.

Abstract

This study aims to analyze the effect of gamification on the intention of engagement and brand attitude. This study also aims to identify and analyze user involvement in gamification activities as an open innovation process in the field of marketing. Questionnaires were distributed to 170 respondents and analyzed using SEM-PLS. The results of this study are the dimensions of perceived enjoyment have a positive and significant effect on the intention of engagement and brand attitude. The dimensions of perceived usefulness and perceived social influence only affect brand attitude. The perceived ease of use has no significant effect on the intention of engagement and brand attitude. In the context of user participation in open innovation, collaboration between users and Shopee does not seem to have a strong level of involvement. In the protection dimension, all games presented at Shopee Games have met the element of protection of intellectual property, which indicates an element of unique ideation as part of the sustainability of open innovation practices.

Abstract

Innovation is a source of competitive advantage. Halal labelled as an output of innovation is still very rare in research and publication. This study examines the influence of innovation attributes on repurchase intention of halal-labelled products of PT Indofood Sukses Makmur Tbk. The respondents are people who have purchased Indofood products and live in Jabodetabek area, amounting to 188 respondents. Data analysis applied simple linear regression test using SPSS software. Quantitative method conducted in this research and data collected through digital form questionnaire derived from each variable. The research results indicated that four dimensions of innovation attributes, namely relative advantage, trialability, observability, and compatibility, have a positive effect on repurchase intention, while one dimension, namely complexity, has a negative effect. It indicates that innovation attributes will be able to increase repurchase intention.  https://doi.org/10.21632/irjbs.15.1.17-25

Abstract

Penelitan ini bertujuan untuk mengetahui faktor-faktor apa saja yang mempengauhi penerimaan dan penggunaan sistem manajemen pengetahuan pada Badan Pendidikan dan Pelatihan Keuangan (BPPK). Model Unified Theory of Acceptance and Use of Technology (UTAUT) digunakan untuk menganalisis faktor-faktor yang mempengaruhi pegawai BPPK dalam menggunakan sistem manajemen pengetahuan. Penelitian ini menggunakan metode kuantitatif, dengan populasi penelitan adalah pegawai BPPK yang telah mengikuti e-learning manajemen pengetahuan. Pengumpulan data menggunakan metode survey dengan instrumen penelitiannya adalah kuesioner. Kuesioner yang dikembalikan dan lengkap diisi oleh responden adalah sebanyak 156. Hasil penelitian menunjukan bahwa faktor effort expectancy, social influence dan facilitating condition secara statistik mempengaruhi behavior intention dan use behavior karena memiliki nilai signifikansi < 0,05 dan t-statistik > 1,96, sedangkan faktor performance expectancy tidak terbukti mempengaruhi penggunaan sistem manajemen pengetahuan. Sehingga faktor-faktor yang mempengaruhi pegawai BPPK dalam menggunakan sistem manajemen pengetahuan adalah kemudahan dalam menggunakan dan mempelajari sistem manajemen pengetahuan, pengaruh dan rekomendasi dari orang-orang disekitar pegawai dan adanya dukungan teknis dalam penggunaan sistem manajemen pengetahuan.

Abstract

Abstrak: Pemberdayaan Masyarakat menjadi strategi bagi desa untuk menganalisa potensi lokal dan memetakan peran masyarakat agar dapat menyusun program agar meningkatkan kapasitas desa dan sumber daya manusia. Desa Teluk tercatat sebagai kawasan penghasil ikan tangkap tertinggi di daerah Pandeglang, akan tetapi kurangnya pemanfaatan teknologi membuat hasil laut menjadi belum berkembang. Kegiatan pengabdian dilakukan melalui sosialisasi dengan tujuan agar masyarakat dapat mengolah produk menjadi lebih variatif. Mitra pengabdian adalah Nina Kurniawati, seorang pendamping desa yang memperkenalkan teknologi dan modifikasi hasil olahan ikan. Sosialisasi dilakukan dalam empat hari. Hari pertama dibuka untuk sesi sosialisasi mengenai olahan ikan asin, hari kedua untuk mensosialisasi olahan otak-otak dan hari ketiga diisi dengan sosialisasi mengenai olahan pindang ikan. Hari keempat sebagai sesi penilaian dari hasil sosialisasi dilakukan melakukan kuesioner. Dari hasil 25 peserta yang mengikuti kegiatan sosialisasi diperoleh skor 73% menilai strategi pemberdayaan melalui program ini efektif. Abstract: Community empowerment is a strategy for villages to analyze local potential and map the role of communities in order to develop programs to increase village capacity and human resources. Teluk Village is listed as the highest fish producing region in Pandeglang , but the lack of technological use makes they undeveloped. Devotional activities are carried out through socialization with the aim that the community can process products more variatively. The partner is Nina Kurniawati, a village companion who introduces technology and modification of processed fish products. Socialization is done in four days. The first day opened for a socialization session on processed salted fish, the second day to socialize otak-otak preparations and the third day filled with socialization of pindang. The fourth day as an assessment session of the results of the socialization was conducted a questionnaire. The results of the 25 participants who participated in the socialization activity score of 73% assessed the empowerment strategy through this program effectively.
