Abstract

The purpose of this study was to determine the planning of areas and the implementation of excessive and illegal sand mining permit ownership. This type of research is qualitative. Primary and secondary data were used as the data sources. The primary data were based on interview results. Secondary data uses figures and data, books and scientific journals which are used as the basis for scientific literature. The data analysis technique uses thematic analysis. Primary data are obtained from interviews with the Environmental Service and Mining Actors or workers in the Humbang Hasundutan Regency. The results of the study showed that sand mining in Purba Baringin Village, Pakkat District, and Humbang Hasundutan Regency was still found in many who did not have permits, and many met the need for sand from outside the district itself.

Abstract

TThis study aims to analyze the influence of infrastructure availability, human resources, tax incentives, political stability, and the investment climate on accelerating investment in the renewable energy sector—specifically hydropower—and regional economic development in North Tapanuli Regency. The study involved a saturated sample of 308 respondents: hydropower investors from 23 project sites, government officials, and local communities. Data analysis was conducted using both descriptive and quantitative methods. The findings reveal that infrastructure availability, human resources, tax incentives, political stability, and the investment climate all significantly influence the acceleration of investment in the renewable energy sector (hydropower) and regional economic development, both partially and simultaneously, in North Tapanuli. Human resources and political stability have the most substantial impact on these variables. High-quality human resources contribute to productivity and innovation, attracting investors, while political stability creates an optimal environment for investment—both critical for regional economic growth. This research serves as a vital foundation for creating a conducive investment climate, accelerating regional economic development, and fostering sustainable opportunities for future economic growth.

Abstract

The development of various types of health services makes the quality of health services in public health centers easily overlooked. In the framework of quality control to have accreditation standards, it is necessary to implement a quality program that includes monitoring evaluation activities.This study aims to analyze the relationship between the planning, implementation and reporting stages of monitoring evaluation with service quality at Sei Suka Public Health Center, Batu Bara District in 2019. The study was analytic survey research with a cross sectional approach. The sample in the study was 36 employees of the Sei Suka Public Health Center, and using non probability sampling with total sampling techniques and 36 patients at the Sei Suka Public Health Center with purposive sampling technique. Data analysis was univariate, bivariate with Spearman Rank correlation test and multivariate with multiple linear regression test at 95% confidence level, α = 5%. The results of the study showed that the planning phase activities were good, the implementation phase was not good and the reporting phase was not good. Service quality was still low. There was a relationship between the planning, implementation and reporting stages of monitoring evaluation with service quality. The implementation phase of monitoring evaluation was the most related variable to service quality in Sei Suka Public Health Center, Batu Bara District in 2019.The planning phase must be carried out by involving stakeholder and the health professionals involved. The implementation phase of monitoring evaluation must be carried out based on the planning phase that had been made, carried out on time and regularly periodically. The results of the reporting phase of monitoring evaluation must be socialized and communicated with all employees and service units involved.

Abstract

Desa Sibandang, situated along the eastern edge of Lake Toba in North Tapanuli, Indonesia, possesses rich cultural and historical assets, including traditional Batak architecture, ceremonial stone structures, and intangible heritage such as ulos weaving. Despite being designated part of the Lake Toba Super Priority Tourism Destination (DPSP), the village has yet to realize its full potential as a sustainable heritage tourism destination. This study explores strategic revitalization opportunities by identifying internal strengths, weaknesses, and external environmental dynamics through a qualitative descriptive approach. Data were collected via 15 semi-structured interviews, field observations, and analysis of planning and policy documents. The study employed a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis followed by a TOWS matrix to formulate actionable strategies. Findings indicate a favorable internal environment (IFE score: 2.92) and a strong external opportunity landscape (EFE score: 3.02), supporting an aggressive development strategy. Key challenges include inadequate infrastructure, weak tourism governance, and limited community capacity. Strategic directions proposed include digital heritage promotion, infrastructure enhancement, cultural interpretation training, and inclusive local governance mechanisms. This research contributes to heritage tourism planning by offering a replicable framework for integrating cultural preservation with community-based tourism development. It also emphasizes the importance of ethical, participatory planning in safeguarding the cultural integrity of heritage-rich rural villages.

Abstract

This study examines the effectiveness of e-purchasing in promoting domestic product utilization within the Bureau of Goods and Services Procurement of North Sumatra Province and explores the barriers affecting policy implementation. Using a qualitative descriptive case study, data were obtained through document review, observation, and interviews with procurement officials and stakeholders. Findings show that e-purchasing has improved efficiency and transparency in procurement and encouraged greater use of domestic products, although outcomes remain limited. While there is a positive trend in procurement packages meeting the Domestic Component Level (TKDN), the proportion remains relatively low. Key barriers include the weak competitiveness of local products, limited user understanding of the e-purchasing system, and inadequate oversight of TKDN enforcement. The study recommends strengthening local business capacity, expanding policy dissemination, and improving monitoring mechanisms to enhance the role of e-purchasing in supporting economic self-reliance through domestic products.‎

Abstract

This study analyzes community participation in paying the Rural and Urban Land and Building Tax (PBB-P2) in Medan City. It asks: What forms does citizen participation take, what strategies does the municipality deploy to stimulate fiscal engagement, and what obstacles limit participation? A qualitative descriptive design was used, combining in-depth interviews, field observation, and document analysis with informants from the local revenue agency and taxpayers across socio-economic groups. Findings show higher participation in urban neighborhoods due to better information access, stronger tax literacy, and uptake of digital services, while peripheral areas face uneven information distribution, limited access to efficient administrative services, and weak perceptions of tangible benefits. Municipal initiatives—service digitalization, community-based campaigns, and incentives—have yielded positive yet uneven effects, requiring broader reach and more consistent implementation. The study concludes that tax participation reflects the quality of state–citizen relations; sustained, collaborative, and equity-oriented approaches are needed to consolidate compliance and, in turn, strengthen locally generated revenue and inclusive development.‎

Abstract

Pemberdayaan memiliki peran penting dalam meningkatkan kesejahteraan masyarakat dengan mendorong kemandirian dalam mengelola sumber daya. Penelitian ini bertujuan untuk mengetahui bentuk pemberdayaan serta hambatan dalam implementasi program yang bersumber dari dana desa di Desa Tanjung Beringin. Metode yang digunakan adalah deskriptif kualitatif melalui wawancara, observasi, dokumentasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa pelibatan masyarakat masih rendah dan bersifat formalitas, terutama terbatas pada tahap pelaksanaan. Kurangnya komunikasi serta pendampingan dari pemerintah desa turut menjadi hambatan. Kondisi ini menunjukkan perlunya pendekatan pemberdayaan yang lebih partisipatif dan berkelanjutan untuk memperkuat kapasitas

Abstract

This study analyzes the issue of land and building tax (PBB-P2) in rural and urban areas in Medan City using a socio-economic analysis approach. This approach aims to look at the relationship between social and economic conditions and the level of community participation. The main problem that is the focus of this study is to include the level of community participation in each administrative area in Medan City by combining socio-economic disparity analysis. This study is motivated by factual data related to PBB-P2 which indicates the difference in income in each area of Medan City. This difference indicates a correlation with the socio-economic disparity of the community, especially PBB-P2 is the main supply in Regional Original Revenue (PAD). This study is classified as a type of qualitative research using a descriptive analysis approach. Data collection was carried out by or through interviews, documentation and field observation methods. There are two types of data in this study, including primary sources as the primary source and secondary sources as complementary or reinforcing sources. The results of the study include the relationship between socioeconomic disparities and community participation. Socioeconomic disparities occur due to differences in the significance of income in each region, so that, according to him, this encourages community participation in paying taxes. Then, the behavior pattern of people in paying taxes is also influenced by technological aspects. This can be seen in rural areas where the intensity of community participation in paying taxes is increasing. The information shows that there is a duality relationship between social disparities based on socioeconomic circumstances and technological advances as part of efforts to increase community participation in paying land and building taxes.

Abstract

Efforts to increase the purchase of domestic products as a step of economic development, especially local industries, face serious challenges. Product quality has not been maximized, complicated regulations are part of the problem. This study aims to describe problems related to obstacles to the procurement of goods and services through the e-purchasing method at the North Sumatra Provincial Goods and Services Procurement Bureau. This study uses a qualitative descriptive method and uses a case study approach. The study was conducted at the Goods and Services Procurement Bureau of the Regional Secretariat of North Sumatra Province which is located in the center of Medan City. There are two types of data in this study, namely primary data including primary data, then secondary data, namely supporting data, both data come from the collection of research documents, interviews and observations during the research process. The analysis focuses on the factors that affect the effectiveness of procurement of goods and services through e-purchasing in the North Sumatra Province area. The results of the study illustrate that obstacles in the procurement of goods and services are caused by aspects of the quality of local products that still do not reach the desired standards, so that this has an impact on the limited supply of existing goods. Most local product providers have also not followed administrative regulations so that some goods that are considered to meet the desired quality are hampered, this situation is mostly felt by small and medium-sized providers of goods and services. As for the obstacles to e-purchasing as a method of providing goods and services that are perfect, including the lack of knowledge of goods and services providers related to the work system and its regulations. This is due to the lack of information, socialization, and education provided by the government in strategic areas of the center of goods and services providers. This research is expected to be able to be considered and input for making regulations for local industrial development in the North Sumatra Province area.

Tp give the quality of public service needs an accurate and clear information from leader to subordinate, leader to leader, and subordinate to subordinate especially about the program and policy which have been formulated, so that every one in organization can understand what they need from others. It needs organizational communications. The channels of organizational communication are upward communication, downward communication, horizontal communication, and diagonal communication.
