Abstract

Spatial pattern planning of a certain area includes protected area and cultivated area allocation, based on the principle of the use of natural resources and environmental preservation for sustainable development. Included in the spatial pattern are forest areas designated by the Minister. The Objective of the research is to analyze 1) the function of feasible forest area in Tapanuli Utara Regency viewed from its biophysics, 2) the land cover in Tapanuli Utara Regency from 2014 to 2020 and 3) the forest area in Tapanuli Utara Regency which is still preserved as Fores Area or could be changed to be a non-forest area. The research uses descriptive qualitative method. The data are processed and analyzed by using overlapping method on biophysical data, existing condition, and other thematic data, using GIS (Geographic Information System). The Result of the analysis of the function of forest area in Tapanuli Utara Regency shows that the fungtion of its forest area of 198.002 hectares consisted of 1) Nature Reserve Area is 2.011 hectares, 2) Protected Forest area is 49.772 hectares, 3) Limited Production Forest Area is 69.093 hectares, and Production Forest Area is 77.126 hectares

Abstract

This study aims to evaluate the quality of business licensing services for food and beverage business actors at the Medan City Investment and One-Stop Integrated Service Office (DPMPTSP). Licensing services are a crucial aspect in supporting the growth of the business sector, especially in the rapidly growing food and beverage industry. This study uses a descriptive method with a qualitative approach. Data were collected through in-depth interviews with food and beverage business actors in Medan City. The analysis was carried out based on five dimensions of service quality according to the SERVQUAL theory, namely: reliability, responsiveness, assurance, empathy, and tangible (physical evidence). The results of the study indicate that in general the quality of licensing services at the Medan City DPMPTSP is considered quite good, especially in terms of the reliability and empathy of service officers. However, there are still obstacles in the speed of response and ease of access to information that are felt to be less than optimal by business actors. Therefore, this study recommends the need for increased training for service officers, the development of a more effective and user-friendly information system, and increased coordination between agencies in order to accelerate the licensing process and increase user satisfaction.

Abstract

"Tourism Development Sustainable in the District South Nias: Influence Government in Increase Community Welfare " is a purposeful study For understanding How the role of government in pushing development sustainable can increase the well-being community in the Regency South Nias, North Sumatra. Sustainable development, which is purposeful For increasing the well-being of society and fulfilling the needs as well as aspirations, became the focus main of the study This Study This carried out in coastal areas of Regency South Nias, with a focus on how role of government in developing coastal and marine areas, as well impact to well-being public. The study also includes an analysis of the development strategy economy area in frame increase capacity development economy. Results study This expected can give more understanding Good about How the government can role in pushing development sustainable and improving the well-being public. Besides that, research can become a reference for government and stakeholders' interests in formulating future development policies and strategies.

Abstract

Pengurusan SKTM di Dinas Sosial Kota Medan masih belum mencapai target yang diinginkan, terlihat dari data jumlah penduduk miskin di Kota Medan yang mencapai 187.740 jiwa pada tahun 2022, namun hanya 4.321 yang mengurus SKTM. Hal ini menjadi fokus penelitian terkait kinerja pegawai Dinas Sosial Kota Medan dalam pelayanan SKTM, serta faktor-faktor yang memengaruhi peningkatan kinerja mereka. Penelitian menggunakan pendekatan kualitatif deskriptif, yang bertujuan untuk mendeskripsikan objek, fenomena, dan setting sosial yang relevan dengan naratif berdasarkan observasi, wawancara, dan dokumentasi. Informan yang terlibat dalam penelitian ini termasuk Sekretaris Dinas, Kepala Bidang, Seksi Jaminan Sosial Keluarga, Analis Pelayanan Sosial, Penyusun Pemberian Bantuan Teknis, Staff loket, dan Masyarakat umum. Hasil penelitian menunjukkan bahwa kualitas hasil kerja pegawai Dinas Sosial Kota Medan dalam pengurusan SKTM masih belum optimal, dengan kurangnya komitmen dalam menyelesaikan tugas dan perluasan mutu hasil kerja. Ketepatan waktu dalam pelayanan SKTM juga masih perlu ditingkatkan, dengan memperhatikan teknik bekerja untuk menyelesaikan tugas sesuai dengan waktu yang ditetapkan dan menekankan penyelesaian tugas tepat waktu sesuai rencana kerja. Faktor-faktor yang mempengaruhi peningkatan kinerja pegawai Dinas Sosial Kota Medan dalam pelayanan SKTM mencakup hambatan terkait kemampuan mereka dalam melayani masyarakat.

Abstract

In the current era of reform, it demands changes and improvements to better public services. Implementation of Government Administration as stipulated in Law Number 30 of 2014 seeks to improve good governance and prevent the practice of Corruption, Collusion and Nepotism (CCN) which until now often occurs in various elements of government in Indonesia. Kelurahan is one of the smallest institutions in government that needs to improve the public service system, especially in the transparency of public services which are still full of problems to this day. The purpose of this study is to describe transparency in public services in the Padang Bulan Selayang II Medan Village and to find out the obstacles in its implementation. The research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection. This study uses the theory presented by Kristianten (2006) with indicators of document availability and accessibility, clarity and completeness of information, process openness, and a regulatory framework that guarantees transparency. The results of the study show that Transparency in Public Services in the Padang Bulan Selayang II Medan Village is quite transparent, but of course transparency still needs to be increased.

Abstract

This study aims to analyze the implementation of the One-Stop Integrated Service at the One-Stop Integrated Investment and Licensing Service (DPMPPTSP) of North Sumatera Province and what factors hinder increasing investment. This research method is qualitative with the type of data in the research using primary data through interviews with informants, then secondary data is obtained by conducting an analysis of literature and literature related to research. The analysis technique in this research through reducing data, presenting data and drawing conclusions. The results of this research shows that in order to attract investors to invest in North Sumatera Province, the DPMPPTSP of North Sumatera Province tries to create positive image by removing negative images of poor licensing services. In addition to creating positive image the DPMPPTSP of North Sumatera Province tries to implementing the One-Stop Integrated Service policy which is not yet complete, in the sense that there is still a gap in authority between agencies so that it has not fully met the expectations and satisfaction of users of licensing services and besides that, a complex bureaucracy which makes it difficult for investors to manage business the permits. This causing fluctuate on investment growth. In the context of licensing and non-licensing services the Governor of North Sumatera delegated authority in accordance with the regulation of North Sumatera Governor Number 39 of 2020, delegates its authority to the North Sumatera Province’s DPMPPTSP in particular to provide licensing services and supported community as users of licensing services.
