Abstract

Penelitian ini tentang Strategi Pemerintah Desa Dalam Penyedian Prasarana Penampungan Air Bersih (Fiber) ) Bagi Masyarakat (Studi Kasus: Didesa Tesa Kecamatan Laen Manen Kabupaten Malaka) dengan Masalah dalam penelitian ini adalah kurangnya prasarana air bersih. Oleh karena itu tujuan dari penelitian ini adalah (1) Untuk mengetahui strategi pemerintah dalam menyediakan prasarana tempat penampungan air bersih (fiber) bagi masyarakat (2) Untuk mengetahui cara pemerintah mengatasih kekurangan air bersih bagi masyarakat. Metode yang digunakan adalah deskriptif kualitatif dan teknik penggumpulan data yang digunakan adalah menggunakan teknik obsevasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa (1) Pemerintah melakukan perencanaan untuk menyediakan fiber bagi masyarakat yang kekurangan air bersih. Namun tidak semua masyarakat mendapatkan prasarana fiber tersebut, karena akan dilakukan secara bertahap pada setiap tahun, (2) Pemerintah membentuk organisasi sehingga rencana penyediaan fiber kepada masyarakat bisa berjalan dengan lancar dan mencapai tujuan, sehingga organisa yang terdiri dari kepala dusun, rukun tetangga (RT), rukun warga (RW) bisa membantu pemerintah desa dalam melaksanakan penyediaan fiber kepada masyarakat, (3) Pemerintah melakukan pergerakan sehingga perencenanaan penyediaan fiber bisa cepat terlaksana dan sampai ke tangan masyarakat dengan tepat waktu, sehingga masyarakat bisa memanfaatkan prasarana fiber tersebut untuk kebutuhan rumah tangga masyarakat, (4) Pemerintah melakukan pengawasan terhadap prasarana fiber yang sudah diberikan kepada masyarakat. Namun, tidak berlangsung lama karena pemerintah memberikan kepercayaan kepada masyarakat untuk menjaga prasarana fiber tersebut.

Abstract

Proper management of Village Funds plays a crucial role in improving development outcomes and community welfare at the village level. Although the Indonesian government has allocated Village Funds to strengthen rural development, many villages continue to face various challenges in managing these resources effectively. The community service program carried out in Oelami Village, Bikomi Selatan Subdistrict, North Central Timor Regency, was designed to enhance the capacity of village officials in managing Village Funds more efficiently. Using the Participatory Learning and Action (PLA) approach, participants received guidance on village financial planning, implementation, and reporting, with a strong emphasis on transparency and accountability. The training resulted in improved understanding among village officials in preparing the APBDes, monitoring program implementation, and drafting accountability reports. Participants also demonstrated strong engagement and began to recognize that accountable financial management is not only about complying with regulations but also about building public trust and accelerating development in the village.

Abstract

Villages are integral to national development and serve as a cornerstone for broader regional advancement. This study introduces an innovative village development planning model designed specifically for border areas, emphasizing the alignment of national policies with the needs of local communities. Using a qualitative descriptive approach, the research examines the distinctive challenges and opportunities faced by villages in border regions, with a particular focus on Napan Village, situated along the border between the Republic of Indonesia and the Democratic Republic of Timor-Leste. Data were collected through observation, semi-structured interviews, and document analysis and subsequently processed using a systematic framework of data reduction, presentation, and conclusion drawing. The proposed model highlights the importance of participatory planning and structured implementation to address community aspirations while ensuring alignment with national priorities. By offering a replicable framework for addressing the complexities of border areas, this study contributes to the discourse on governance and sustainable development, enhancing the capacity of border villages for inclusive and long-term growth.

Abstract

Public services provided by local governments are essential administrative functions, with the government serving as the sole provider. Consequently, the public’s reliance on these services underscores the importance of maintaining high levels of employee performance. Employee performance is influenced by various organizational and individual factors, particularly work culture, work environment, and work discipline. This study investigates the extent to which these three factors affect employee performance. A quantitative research design was employed, targeting a population of 43 employees. The study used a probability sampling technique, specifically simple random sampling, to select a sample of 38 respondents. Data were analyzed using both descriptive and inferential statistical methods. Descriptive statistics, including frequency analysis, were used to determine the mean scores for each item. Inferential analysis applied multiple linear regression to examine the effects of the independent variables on the dependent variable. The results indicated a positive association between work culture and employee performance; however, the effect of work culture was not statistically significant, with a t-value of 0.246 exceeding the 0.05 significance threshold. In contrast, both the work environment and work discipline had statistically significant and positive effects on employee performance when examined independently. Furthermore, a combined analysis of work culture, work environment, and work discipline revealed a significant joint influence on employee performance, as reflected by an F-value of 30.078 and a p-value below 0.05. In conclusion, while work culture alone may not significantly enhance performance, the collective influence of work culture, work environment, and work discipline is critical in improving employee outcomes. These findings suggest that organizations should prioritize these factors to optimize employee performance and achieve broader organizational objectives.

Abstract

This article aims to describe the implementation of student internship activities at the Faculty of Social and Political Sciences, Timor University. One of the locations for student internship is in Bonibais Village, Laenmanen District, Malaka Regency. This activity was carried out based on several stages, including planning and mapping problems, field observations, implementation of field internships, and evaluation of student internship activities. The results of the activities were the implementation of all work programs designed by the Student Internship Team, namely administrative arrangement, population data collection, local potential data collection, and arrangement of the Bonibais village office environment. From the results of this activity, it was recommended to the Bonibais Village government to utilize existing local potential to improve the community's economy

Abstract

This study aims to determine the implementation of the Village Regulation (Perdes) on livestock management in Humusu Wini Village, North Central Timor Regency, Indonesia. Using a qualitative descriptive approach, data were collected through observation, in-depth interviews, and documentation with selected informants, including village officials, BPD members, security forces, and livestock owners. The results indicate ongoing challenges in communication, institutional coordination, and socio-cultural acceptance. Inconsistent outreach limited community understanding, while weak coordination reduced the BPD's oversight function. Security forces tended to use a repressive approach, which fueled resistance. From an economic perspective, most households considered the cost of building cages unaffordable, and culturally, the custom of releasing livestock remained strong. The study concluded that successful policy implementation requires more than formal regulations; it requires ongoing communication, material support, a persuasive approach, and respect for local wisdom. Collaborative governance is key to ensuring community acceptance and sustainability of the policy.
