Abstract

Kebijakan perlindungan sosial melalui program-program kesejahteraan sosial yang dijalankan oleh pemerintah dan pemerintah daerah perlu dikaji ulang dengan seksama, baik dari aspek regulasi maupun implementasinya. Fenomena feminisasi kemiskinan di saat pandemi Covid-19 (feminisasi pandemi) dapat menjadi momentum transformasi kebijakan perlindungan sosial lebih responsif gender dan inklusif. Penelitian ini mengkaji kebijakan dan implementasi PKH dengan pendekatan dan perspektif feminis. Teori yang digunakan antara lain Gender and Welfare State Regimes-nya Diane Sainsbury. Alat analisis gendernya menggunakan Caroline Moser. Temuan penelitian menunjukkan bahwa transformasi kebijakan perlindungan sosial di Indonesia, termasuk PKH belum sepenuhnya responsif gender dan inklusif, meski kelompok sasaran utamanya adalah perempuan. Bantuan-bantuan sosial yang diberikan pun masih sebatas untuk pemenuhan praktis gender belum untuk pemenuhan strategis gender, sehingga belum mampu merubah pola relasi perempuan dalam keluarga maupun relasi sosial di masyarakat. Untuk itu, perlu pengkajian ulang dan pendalaman atas kebijakan-kebijakan perlindungan sosial, khususnya PKH hingga pada tataran implementasi agar lebih responsif gender dan inklusif. Penguatan kepada perempuan dan perempuan kepala keluarga miskin tidak boleh terjebak pada pembebanan kesejahteraan seseorang atau keluarga hanya kepada perempuan, ibu atau perempuan kepala keluarga sebagaimana diterapkan dalam Program Keluarga Harapan (PKH). Untuk itu, konsep teoritis tentang defamilialization and demotherization perlu menjadi kajian kerangka kebijakan PKH ke depan. Program-program kesejahteraan sosial, khususnya PKH, yang masih bersifat charity untuk pemenuhan kebutuhan praktis gender harus ditingkatkan menjadi program-progam yang lebih strategis gender.

Abstract

Cooking activities in the traditional kitchen or in the domestic area—which are supposed to be the domain of women—are interpreted as an obligation as well as a form of a woman’s service to her family, spouse, children, and even other people who are close to her life. In other words, cooking in the domestic area is an undefined job. Regardless of the fact, when cooking shifted to the public space, it turned into a professional job, a work area which was later known as the professional kitchen. People who work in a professional kitchen are given the title professional chef. Ironically, such a professional kitchen, often thought to be easily controlled by women—who for centuries have always been related to cooking activities—is actually controlled and dominated by men, starting from culinary studies (tata boga) to the industry. As a skill, cooking is actually an activity that can be performed by anyone, regardless of gender. In reality, cooking activities, in both traditional and professional kitchens, place women in a marginal and subordinate position. To learn why women, who are often considered as “the queen of the traditional kitchen”, find it difficult to control and dominate professional kitchens, we examine a number of studies that have analyzed the professional life of female chefs as well as various forms of gender inequality in the chefs’ workplace or the professional kitchen.

Abstract

Many traditions in the world require women to master cooking at an early age. Cooking in a traditional kitchen (domestic area) – always attached to women – is often interpreted as an obligation and a form of women’s service to their families, spouses, children, and other people in their lives. Hence, cooking in the domestic space is an undefined job. When these activities shift to a public space, it becomes a profession, with a professional work area, and the workers are predicated professional chefs. Ironically, the professional kitchen, which people assume, could easily be run by women, is controlled and dominated by men. This study focuses on the experience of female chefs in professional kitchens, noting the problems they face and often hinder their career paths, explaining their low numbers. This qualitative study is a feminist perspective with data collection methods from in-depth interviews with female chefs in professional kitchens. The analysis of the primary data was conducted by applying the theory of gender at work developed by Aruna Rao. Our research shows that female chefs face multiple barriers working in professional kitchens: both subtle and overt discrimination, various types of oppression, conscious or otherwise, influencing their decisions when choosing between work and family. This study shows that during their careers female chefs frequently face various gender-based obstacles arising from ability, resources and support, social norms, and deep structures, as well as rules and policy.

Abstract

Permasalahan kemiskinan energi yang multidimensi dan kompleks menimbulkan dampak negatif pada kelompok marginal terutama perempuan rural perdesaan. Salah satu intervensi dalam upaya mengentaskan kemiskinan energi adalah pengembangan listrik perdesaan. Representasi yang keliru tentang perempuan menyebabkan intervensi dalam kemiskinan energi bukan memberikan dampak positif ke perempuan melainkan menambahkan beban dan opresi bagi perempuan. Naskah ini menelusuri permasalahan seputar nexus gender dan kemiskinan energi dalam listrik perdesaandengan cara membedah sejumlah penelitian terdahulu melalui tinjauan pustaka kritis atas nexus gender dan kemiskinan energi. Salah satu tujuan naskah ini adalah memberi masukan kepada pengambil kebijakan yang terlibat dalam pengembangan listrik perdesaan. Temuan utama adalah pemiskinan energi terjadi akibat konstruksi sosial berideologi patriarki. Dominasi laki-laki, penggunaan asumsi bahwa perempuan adalah entitas homogen, dan relasi kuasa yang timpang, mempengaruhi keputusan-keputusan dalam proses upaya mengentaskan kemiskinan energi.

Abstract

As a national costume of Indonesia, the Kebaya experienced a shift in its form, function, and meaning upon entering the post-reform period. This shift has impacted changing the 'classic' kebaya model, which follows the traditional pakem standard, to a 'modern' kebaya with more freedom in its design. One of the modern Kebaya styles is the 'party kebaya. ' Since the 'classic' Kebaya is considered impractical, outdated, and anti-fashion, the 'party kebaya' is more preferable to be worn for various occasions such as weddings, parties, graduations, and the like. However, unfortunately, the 'party kebaya' design tends to ignore the pakem standard, so sometimes the outfit can no longer be considered the traditional 'kebaya'. In observing this phenomenon, women from kebaya associations concerned about preserving the tradition of wearing the Kebaya have introduced the 'Back to kebaya' movement to express their concern. The model of the Kebaya that they chose is the 'classic' Kebaya that could be worn for daily activities, not the fancy 'party kebaya.' This raises the question: why do these women care about preserving the tradition of wearing the Kebaya, and how do they gain attention and raise awareness from the public? This qualitative research applied the ethnographic method involving women members of various kebaya associations in Jakarta as research subjects and observing them in their activities and social media. This research was analyzed with the concept of self-expression, which is the author's interpretation of the theory of dress identity. This paper is aimed to present the novelty of the tradition of the Kebaya from an anthropology perspective, as well as understanding it from the perspective of the women who wear the Kebaya. Abstract

This study is to aiming the economic resilience of street vendors or Pedagang Kaki Lima (PKL) during the Covid-19 pandemic condition at DKI Jakarta. Economic resilience is one of the important aspects of actualizing economic resilience. PKL that has resilience can drive the national economy through the informal sector, otherwise, if it happens, it will become the burden of the city itself. The fragility of national security will threaten citizen’s safety and convenience. This study uses quantitative approach with the primer data from 1420 respondents PKL of study masterplan PKL DKI Jakarta in 2021. PKL is scattered in five areas in DKI Jakarta, most of the respondents are migrants or immigrants who have been living in DKI Jakarta for a long time. Result of this study is showing that social capital helps street vendors to survive, especially during the COVID-19 pandemic in obtaining loans without access to formal financial institutions. Social capital among street vendors saves them from falling into the trap hole, threatened with being homeless and beggars. They help each other among street vendors in terms of finance used for daily household needs as well as for trading capital. Social capital in the form of a sense of community and solidarity as well as mutual as a basis have trust among street vendors have become a factor in their economic resilience household, especially in these difficult times.

Abstract

Despite the growth and dynamism within the cosmetics industry, gender disparities in senior leadership persist, raising critical questions about how an ecosystem and various forces can impact the performance and professional advancement of female leaders. This qualitative case study explores the dynamics of female managerial performance within a global cosmetics company, focusing on two subsidiaries in countries with lower gender equality indices, namely India and Indonesia. Using the modified Gender at Work Framework developed by Rao et al. (2016), the research analysed the multifaceted factors influencing the performance of female managers within this industry. By navigating the intertwined areas of company policies, resources, organisation norms, and self-consciousness, the study aims to unearth nuanced insights into female managers' challenges and opportunities in these settings. Four themes are emerging: (1) Gender Equality at work, (2) Ownership of Performance and Career, (3) Digital Capability and innovation, and (4) Support system. Other findings of this study concern the various parties and the different environments that may foster the performance of female managers. This research contributes to the broader context of gender in the workplace, shedding light on strategies to enhance the performance and advancement of female managers within the cosmetics industry, particularly in regions where gender disparities persist.

Abstract

This research explores the experiences of female civil servants in Jakarta and Bogor regarding the social constructions that shape their roles as wives and mothers. This research uses a qualitative approach with a case study method. Data were collected through in-depth interviews and observations during October-November 2022 using Simone de Beauvoir's feminist existentialism framework. This study found that female civil servants are still expected to bear the full burden of domestic work despite their role in the public sphere. As a result, women often experience a double burden and are hindered from getting promoted. This is due to the view that women's role in the public sphere is secondary, in line with the legacy of the "ibuism" ideology introduced during the new order era. This reinforces the precedent that women's primary career is in the domestic sphere. Based on these findings, a more equitable division of labor and support systems for female civil servants in the domestic sphere and the workplace are needed. Thus, female civil servants can optimally perform their duties and have the opportunity to be promoted equally with male civil servants. By demonstrating the gap between society's expectations and the professional realities experienced by these women, this research contributes to the broader discourse on gender equality in the bureaucratic system. This research can serve as a basis for developing policies and mechanisms to foster a more supportive environment for female civil servants.

Abstract

The garment industry is an industrial sector that recruits more female laborers. However, female laborers in the garment industry often experience various forms of injustice and acts of violence, such as low wages, gender discrimination or high workloads. Various forms of injustice and violence must be studied continuously, considering that this industry is still rapidly growing globally. The emergence of the fast fashion trend encourages the expansion of the garment industry, which can potentially eternalize injustice and violence against female laborers. Female garment laborers bear a substantial role in the production sector, starting from preparing materials, cutting materials, sewing, ironing, and playing various roles as helpers in various production processes. This paper examines daily experiences of injustice and violence experienced by several female garment laborers from one of the garment factories in Jakarta. Adopting the theoretical approach of feminist everyday political economy, this paper analyzes those experiences that reflect miscellaneous structural and cultural gender violence heavily influenced by global capitalism.

Abstract

Penelitian ini bertujuan untuk menelusuri dan memperoleh informasi mengenai strategi perempuan pendatang dalam merespon sistem budaya padi sebagai sumber penghidupan, juga untuk menemukan bentuk-bentuk perjuangan perempuan pendatang dalam berurusan dengan serangkaian adat istiadat dan adaptasi budaya baru dalam kehidupan mereka sebagai perempuan adat. Subjek dalam penelitian ini adalah perempuan adat pendatang yang memutuskan untuk tinggal dan menetap di Kasepuhan Ciptagelar akibat menikah dengan laki-laki asal Ciptagelar. Metode yang digunakan adalah kualitatif perspektif feminis, teknik pengumpulan data dilakukan dengan wawancara mendalam dan studi data sekunder, analisis data dilakukan dengan cara coding dan pengklasifikasian data sesuai tema-tema hingga penarikan kesimpulan, lalu interpretasi data menggunakan teori feminist political ecology. Hasil penelitian menunjukkan bahwa para perempuan adat pendatang melakukan beragam strategi sebagai perjuangan dalam pemenuhan penghidupan mereka, seperti: meleburkan diri mereka terhadap masyarakat yang mereka datangi dengan cara taat pada aturan adat dan aktif berkegiatan di Imah Gede sebagaimana yang dilakukan para perempuan non pendatang, melakukan pertanian non padi untuk menopang perekonomian keluarga, dan memanfaatkan peluang mata pencaharian dari tamu yang berkunjung dan menginap di rumah mereka.
