Abstract

Social development should be able to evenly touch all areas, where welfare is felt by all groups of society. One of the areas in Indonesia that still has many social problems such as unemployment, poverty, health, or regional planning is kampong. Various programs have been carried out by the government as an effort to improve social development so that the kampongs are no longer in a condition called distorted development. One of the kampong improvement efforts in Indonesia is the thematic village program. Several regions in Indonesia use thematic kampongs as a means of promoting local potential, regional development solutions, or creating new ideas to achieve community welfare. The implementation of thematic villages has been successful in several areas such as Semarang City, Malang City, Bandung Regency, Bogor City, and Banjarbaru City. This study attempts to analyze one thematic kampong that is able to survive and get attention to foreign countries, namely Kampung Purun in Banjarbaru City, South Kalimantan. This study aims to analyze the Kampung Purun program in increasing social development through social development strategies, as well as social capital and supporting and obstacle factors. This research is expected to produce novelty considering previous studies on thematic kampong have not focused too much on social development strategies and community’s capital. This study uses a qualitative approach with descriptive methods. Data collection techniques using literature and documentary studies, in-depth interviews, and observation. The results showed that the social development strategies in the thematic kampong of Kampung Purun were government, community, and individual strategies. The capital of the community consisted of physical, financial, environmental, technological, human, social, and political capital. To enhance the development of Kampung Purun, this study employed a SWOT analysis (Strength, Weakness, Opportunity, Threat).

Abstract

The Covid-19 pandemic has exacerbated the literacy skills of elementary school students in Indonesia. The technical and non-technical constraints during distance learning result in literacy loss, which should be minimized as early as possible. Adjustment of learning systems and policies helps prevent the potential for literacy loss, one of which is implementing emergency curriculum policies issued by the Ministry of Education and Culture. The emergency curriculum policy was created to reduce learning obstacles students, teachers, and parents face due to the suboptimal implementation of Distance Learning. This study utilized a literature review method by providing an emergency curriculum policy to mitigate literacy loss in elementary school students. This policy contains several modules for children, teachers, and parents whose material focuses on basic literacy and numeracy needs, focusing on essential competencies and prerequisite competencies to support continuous learning. Thus, the emergency curriculum policy can be one of the ways to overcome disparities in human development and one of the ways to overcome current social development problems.

Abstract

Poverty remains a global central issue in all countries in the world. The purpose of this research is to describe and analyze the welfare of PKH social workers in East Jakarta and the factors that support and hinder the welfare of PKH social workers in East Jakarta. This study uses a descriptive qualitative approach. The results of this study indicate that the welfare of PKH social assistants obtained so far includes subjective welfare and objective welfare. Subjective well-being includes feelings of well-being, satisfaction, that a person feels when working as a social companion. Meanwhile, objective welfare includes aspects of opinion that are felt to be sufficient to meet the daily needs of the companions, then expenditure aspects that are felt to be lower than income, housing that is available even if only by contact or renting, availability of health services even though the companions have to pay their own expenses. , transportation is smooth even though there are no additional costs for transportation. On the other hand, factors supporting the welfare of the companion of age, religious attitudes, social support from the community and village officials, personality of the companion, proper housing and good social conditions of the accompanying family. Meanwhile, the inhibiting factor is the companion's salary, which is still below the Jakarta’s UMP.

Abstract

Welcome to Open Journal System of ASEAN Social Work Journal Vol. 10, No. 2, December 2022. It is a double-blind peer-reviewed, open-access journal. Previously, the journal Volume one to nine were published in two versions: printed and online versions uploaded to the website of ASEAN Social Work Consortium (ASWC). Starting from Vol. 10, No. 1, June 2022 we also applied an Open Journal System (OJS), in the hope that readers and the spread of authors’ research would be much broader. The birth of this journal is a significant part of the dynamic movement among ASEAN country members. This publication is an implementation of the workplan formulated at the first meeting of ASEAN Social Work Consortium (ASWC) in Manila in the year of 2011. Social work around the world, especially in ASEAN countries, is facing  new challenges and roles as the impact of covid-19 pandemic. The loss of the parets’role because they die due to covid-19, digitalization in all aspects of life, both business and social life because during the pandemic people have to do activities from home, so digitalization has become a new habit; people are also increasingly individualized because during the covid-19 pandemic they have to keep distance, even though the ASEAN communities generally have strong ties. Although at present the pandemic is becoming better, however, it has already caused major changes in people's lives. Social workers as agents of change are needed to support communities to learn and practice new norms and life skills as a result of the covid-19 pandemic. Abstract

The socio-economic conditions of fishermen in Kelurahan Kolakaasi describe work activities, relationships in the community and the use of assets as capital in developing capacity. They work as fishermen on the “Bagan Ship” which operates for a period of 3 to 4 months at the sea. This research uses qualitative methods with descriptive types. In-depth interviews were conducted using purposive sampling technique. The informant criteria is fishermen who are floating chart owners and fishermen laborers. The results showed that the fishermen's socio-economic conditions were described by several components. First, the work operational situation of fishermen shows the use of “Bagan ships” as operational vessels and control of fishing gear while at the sea. Second, the existence of productive work skills by relying on work commitments and the physical and mental abilities of fishermen while in the work operational area. Third, there are fishermen groups to do self-help. And fourth, there is economic capital for fishermen in the form of income and management as an asset.

Abstract

This study attempts to describe the implementation of the Family Hope Program (PKH) in Sawah Baru Subdistrict, Ciputat District, Tangerang Selatan City, which is adjacent to Bintaro economic area in Tangerang Selatan City and the DKI Jakarta Province. A descriptive qualitative approach is utilised to understand the phenomena experienced by research subjects. Data collected through observation, indepth interviews, literature study and documentation. The result shows the implementation of PKH in relation to the graduation of PKH recipients (Keluarga Penerima Manfaat/KPM PKH) in Sawah Baru, is in accordance with the technical procedures and guidelines for social assistance program released in 2019. Moreover, coordination and relations between the local government and the designated work unit in fulfilling its duties and functions is also in accordance with Law Number 23 of 2014 on Local Government. In addition, to encourage the graduation and improve community welfare, the KPM PKH facilitators in Sawah Baru have several procedural strategies as well as personal strategies. The procedural strategies are as described in the PKH technical guidelines issued by the Ministry of Social Affairs, while the personal strategies are taken by adjusting the dimensions of its internal strength. However, the number of KPMs graduated is only 3-5 percent of the national target, since there is a lack of awareness of the KPM PKH to improve their status into a prosperous family.

Abstract

PKH (Program Keluarga Harapan/Family Hope Program) is one of the poverty reduction intervention efforts to realize social welfare for the community. The process of implementing the program requires Human Resources as the driving force of the program itself. Therefore, it is necessary to ensure the quality of human resources as PKH Social Assistants are one of the resources of social welfare providers employed by the Government to ensure PKH is implemented according to the provisions. This study aims to determine the efforts made in investing in human resources through strengthening competencies to PKH social assistants and identifying the impact of strengthening these competencies on the performance of PKH social assistants in Nias Regency. The method used was qualitative by interviewing 11 informants. The focus aspects of this study's competencies refer to the three basic components that a person must have in developing the profession of practitioners in the field of social welfare, namely knowledge, skills and values. This study concludes that there is an impact received by Nias Regency Social Assistants, namely increased insight, increased technical ability, and increased commitment to work so that in the implementation of daily work or the performance of PKH social assistants can be more improved or of higher quality.

Abstract

Penelitian ini menganalisis intervensi masalah keluarga Koh Afuk di dalam film “Cek Toko Sebelah”, berfokus pada tahapan assessment atau penilaian masalah klien mengembalikan keberfungsian sosialnya. Penelitian ini bertujuan untuk memahami penyebab masalah yang dihadapi keluarga Koh Afuk, dengan mengidentifikasi dan menilai situasi dari level mikro dan mezzo, hingga menemukan potensi kekuatan. Penelitian ini menggunakan pendekatan kualitatif untuk menggambarkan dan memahami fenomena kemudian mendeskripsikan melalui kata dan bahasa. Metode pengumpulan data menggunakan teknik dokumentasi yaitu konten film “Cek Toko Sebelah” yang juga sebagai sumber data penelitian didukung penelitian terdahulu dan sumber lainnya. Teknik analisa data merujuk pada konten film untuk memperoleh gambaran masalah, selanjutnya diinterpretasi dan dianalisa secara kualitatif. Tahap assessment didukung empat sublangkah meliputi identifikasi klien, tahap penilaian situasi klien dari level mikro menunjukkan harapan Koh Afuk agar Erwin meneruskan usahanya namun Erwin lebih fokus pada karir sedangkan Yohan berkeinginan melanjutkan usaha Ayahnya. Pada level keluarga menunjukkan, Yohan dan Erwin diperlakukan berbeda oleh Ayahnya, di mana Yohan tidak mendapat kepercayaan sehingga menyebabkan perselisihan dalam relasi keluarga. Namun terdapat potensi kekuatan, yaitu sikap Erwin yang menginginkan kondusifitas keluarga dan berinisiatif meminta maaf pada Yohan dan Ayahnya, dan kontribusi Ayu yang menenangkan Yohan, mencari solusi dan menopang ekonomi keluarga. Penelitian ini menekankan pentingnya tahapan assessment dalam proses intervensi sosial dan menemukan potensi kekuatan individu dalam memecahkan masalah.Kata Kunci: Intervensi Sosial, Assesment, Film “Cek Toko Sebelah”, Keberfungsian Sosial.
