Abstract

Kemiskinan merupakan suatu permasalahan mutidimensi yang diatasi dengan berbagai strategi penanganan. Program Keluarga Harapan (PKH) dengan pendekatan pembangunan sosial sebagai salah satu instrumen untuk mereduksi kesenjangan dan kemiskinan yang didalamnya terdapat pendamping sosial sebagai tenaga profesional. Penelitian ini bertujuan untuk menggambarkan peran pendamping sosial dalam mencapai graduasi sejahtera mandiri dengan keterkaitan latar belakang pendidikannya serta keterlibatan Pemerintah Daerah dalam mendukung peran pendamping sosial. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berupa studi dokumen, wawancara mendalam dan observasi. Pada hasil penelitian ditemukan peran pendamping sosial PKH dalam memberikan materi, informasi, motivasi, pelatihan sederhana, melakukan pemantauan terhadap data transaksi bantuan sosial, kondisi ekonomi Keluarga Penerima Manfaat (KPM) dan anggaran usaha KPM. Keterkaitannya dengan latar belakang pendidikan yakni terdapatnya perbedaan dalam melakukan engagement untuk membangun trust, asesmen didalam kelompok, networking sebagai upaya pemberdayaan ekonomi, inisiatif kolaborasi dalam pembentukan kelompok usaha. Perbedaan tersebut nampak pada Pendamping Sosial PKH dengan latar belakang pendidikan kesejahteraan sosial dan nonkesejahteraan sosial, serta Pendamping Sosial PKH nonkesejahteraan sosial dengan memiliki pengalaman sebagai relawan sosial. Kemudian terdapat keterlibatan Pemerintah Daerah yaitu terdapatnya program Jakpreneur, pengawasan serta dukungan sarana dan prasarana bagi pendamping sosial PKH.

Abstract

The number of reported incidents of sexual violence continues to increase in Indonesia, giving rise to deep concerns and calls to prevent sexual violence from occurring in the future. Some experts call it “the Silent Epidemic” because it is estimated that the actual number of events is much higher than reported. Therefore, research on this issue needs to be continued to get input on the cause and effect, impact and prevention efforts. Researches on child sexual abuse and the impact throughout the lives of the survivors is highly important in providing scientific evidences for developing the interventions in social work practice. However, it also comes with very specific challenges when conducting a research on this issue. There are no specific guidelines regarding ethics and methodology in carrying out research on survivors of sexual violence.  Therefore, in the future it is important to consider the methodological and ethical aspects before embarking on a research involving survivors of sexual violence. Based on the experience of carrying out this research, the aspects that potentially harm or put participants and researchers at risk can be minimized or even avoided. This experience can also provide reinforcement that research involving trauma survivors can benefit both the affected population as well as social work scientists and practitioners. This manuscript discusses the current thinking on these issues.

Abstract

Social protection (SP) programs for children who are victims of violence have been provided through Child Protection (CP) services, but there are still gaps in meeting the needs in a comprehensive and sustainable manner. This study aims to determine the quality of CP services and their integration with SP services for child victims of violence in Indonesia. Using a qualitative case study method, this study was conducted in 4 provinces and 10 districts/cities, 5 cases of child victims of violence, and a number of informants from parents of victims, and stakeholders in the regions who are responsible for the issue of child victims of violence. Using qualitative methods, the results of the study indicate that there is no integrated policy between CP and SP services for child victims of violence. The lack of integration of CP and SP   occurs both among institutions and within the Ministry that has the main tasks and related functions. In some policies related to SP in the form of social assistance under the social rehabilitation program, it is only intended for the poor, so that only children who are victims of violence and are poor can get this service. Integration of child protection and social protection is very important to create a comprehensive framework to address the needs of children who are victims of violence and their families. This paper recommends the integration of social protection and social protection programs by including violence against children as part of the poverty indicators.

Abstract

This study focuses on the implementation of the Non-Cash Food Assistance (BPNT) policy in poverty alleviation efforts in Kembangan District, West Jakarta, during the COVID-19 pandemic. While the BPNT program managed by the Ministry of Social Affairs of the Republic of Indonesia adheres to the distribution procedures, several challenges have emerged, including delays in disbursing aid funds, invalid beneficiary data, issues with E-waroeng (food stalls), account registration, delayed distribution, and occasional inadequacy of food supplies. However, supportive factors such as effective coordination, improved data management, education, active participation from local authorities, and the commitment of E-waroeng owners have contributed to the program's success and maximized its benefits for beneficiaries. Efforts to address these challenges and ensure enhanced efficiency and timeliness in BPNT program implementation are essential.

Abstract

This study aims to describe the efforts and challenges of social rehabilitation services for children through basic needs fulfillment programs in the Special Capital Region of Jakarta, Indonesia. A qualitative approach with a descriptive research design was employed to provide a detailed and contextual understanding of the phenomenon. A total of 14 informants were selected using purposive sampling based on Neuman (2014), consisting of policymakers, social rehabilitation practitioners (foster parents, social workers, psychologists), and service recipients (institutionalized children and care leavers). The findings reveal that social rehabilitation efforts include: (1) capacity-building services for children through physical guidance, psychosocial support, spiritual guidance, life skills training, and self-actualization support; (2) services to fulfill children's rights such as basic needs provision, accessibility services, caregiving, social advocacy, and family tracing; (3) pre-termination guidance including career development and support for higher education; (4) institutional strengthening through child protection policies, multidisciplinary approaches, human resource management, and institutional standards; and (5) termination processes such as family reunification and referrals to other care institutions. These efforts have successfully met the goals of social rehabilitation as outlined by Wallace (2023), enabling children to reintegrate and participate in education, employment, and social roles within their families and communities.

Abstract

This study aims to describe social support in order to fulfill the socio-economic rights of correctional clients. The socio-economic rights are the second generation of human rights groups which focus on the welfare aspect. Assistance as a form of social approach to achieve welfare based on human rights, where clients can identify their own needs, so as to minimize human rights violations and have the opportunity to function socially and live well. The existence of social support from the nearest environment makes the client able to adapt back to the community and be able to develop his potential. The research method is qualitative with descriptive design. Data collection techniques with literature study, in-depth interviews and observations, while the informants in this study were seven adult clients who had worked, two family members of the client, one community leader, and three community mentors. The results of the study illustrate that clients who have worked get good social support from their families and social mentors in the form of support, advice and information that can help clients solve any problems that hinder their potential development. Social support from the community towards the client is still lacking because there is a sense of community indifference towards the fulfillment of the client's economic rights. The community around the client's residence is limited to fulfilling the client's social rights by re-accepting the existence of the client in the environment, but has not paid more attention to the fulfillment of his economic rights. The need for the role of family and community counselors in taking a special approach to society in order to increase community support and remove the negative stigma toward clients, so that the client's socio-economic rights are fulfilled properly.

Abstract

Domestic violence is a delicate matter in our society. Many efforts have been made by many institutions to decrease the violence that continues to increase every year. One of them is a prevention effort through a Men Care program that presents the male-engagement. Therefore, this study specifically describes the Men Care program implemented by Yayasan PULIH in Jakarta. This research uses descriptive method with qualitative approach. The results is to describe the forms of male-engagement including advantages and disadvantages faced by Yayasan PULIH in disseminating those issue, as well as strategies undertaken to attract the public participation into the program.

Abstract

Family Hope Program aims to break the poverty cycle by giving social assistance to families, especially very poor households. In the implementation, community participation is emphasized due to its importance for the program effectiveness. It is a fact that household-based data is used to determine the beneficiaries, however, as its objective is to cut off the intergenerational transmission of poverty, the determination of beneficiaries should use child-based data, so it can also reach street children who still have family. Family plays a central role in the program. It is expected, through intervention to poor families, their quality of life changes significantly, especially the interventions covers very important aspects, such as health and education. The community workers are specifically recruited by the Ministry of Social Affairs to carry out the program.
