Abstract

Public service is one of the absolute government functions implemented. The success indicators of public services provided by the government is, people's satisfaction of the service. Therefore, through KEPMENPAN No. 25/2004, the government established General Guidelines for Preparation of Public Satisfaction Index, Government Agencies Services Unit, with the aim of knowing how much the level of community satisfaction with services provided by the government, measuring about: service procedures, service requirements, clarity of service personnel, service personnel discipline, responsibility of service personnel, the ability of service personnel, speed of service, justice in service, the decency of service personnel, reasonableness of fees, service charges certainty, the certainty of the service schedule, environmental comfort, and security services. Conceptually, there are five principles that must be observed in order to achieve the service quality, namely: tangible, reliable, responsiveness, assurance and empathy. The level of community satisfaction towards services permits issued by SKPD in the Government of Kupang City, as measured by the five principles of quality service to fourteen elements of the people’s satisfaction shows that, the level of community satisfaction with services permits issued by SKPD in the Government of Kupang City, has varying degrees, both in view of the elements of society and the satisfaction of the five principles of quality service. This proves that, the issue of public satisfaction with public services cannot be merely viewed from one aspect, but are complex and multi-dimensional. Thus, to increase community satisfaction with services provided by the government, must be done comprehensively, both from the physical and non-physical aspects, in a sense, is not just a question of the completeness of infrastructure or the speed and ease of service, but also aspects of the attitudes and behavior of officers in giving service.

Abstract

Public service is one government jobs which must be done. The achievement institution especially in public service is are of succes indicators indoing then job. Assessment for public service achievenment based on PERMEN PAN-RB number 38 year 2012 about guidance of performance assessment of public service unit includes nine components that is : vision, mission and motto, service standard and service announcement, system, procedure and mechanism, human resource, fool and infrastructure, hardling denuciation, society satisfaetion index, public service information system and productivity of targeting service achievement. Conceptually there are five principles that must be considered to reach the quality of service such as tangible, realiable, responsiveness, asurance and emphaty. The performance of permit service on Local Government Agencies of Kupang City Goverment, is measured by five superior service principles with nine performance assessment showed that the performance of Local Government Agencies of Kupang City Government, especially in permit service has variety range which can be shown from perfomance assessment or five quality principles service. It is proved that the performance of public service cannot be seen from one component or one aspect only but i is complex and multi dimensional. Thus the rising of permit service perormance must be done comprehensively, at least it includes three aspect such as human resource, fool and infrastructure and work system.

Abstract

After 2018 revitalization, Waiwerang public market hasn’t served to its’ best function, as mandated inthe 2014-7th Law of Trading. Using the Context, Input, Process, and Product (CIPP) model, this researchaims to value how the program meets public needs, the properness of resources and implementationprocess according to the plan, to evaluate the goal and change in the society, using the qualitativedescriptivedesign. Data collected by interview, observation, and documentation methods. Results showthat revitalization was irrelevant with vendors and surrounding business’ needs. Vendors’ lowparticipation during the planning process was the main cause of inaccurate needs assessment. Programimplementation was not supported with sufficient local market management’s quality and capability. Thissituation happened because of the partially interpretation of the program’s goals, which stated in the2014-7th law and 2019-2nd Law of the Ministry of Trading Affairs. Trading facilities and infrastructureswas not properly utilized in supporting the market function attainment. Shortage of kiosks number, smallsize, and air circulation, were the main caused. The change of building appearance have been achieved,however, the availability of capital and production stability by using the credit union have not beenachieved. The role of social /institutional capital in building the stability of market ecosystem was stillneglected by the market management.

Abstract

Increased exploration of coastal and marine areas can damage the environment and threaten ecosystem sustainability. Renewal of governance based on local values is needed. The article seeks to introduce local values in the Letu Ai and Lara Lowa rituals while offering a local value-based governance model. This research is a descriptive qualitative research. Ritual analysis unravels local values: ecosystem harmonization; religiosity, social integration and the existence of customary institutions. Governance reform is directed at improving conservation points and systems; increasing ethical awareness in the form of environmental respect attitudes and behaviors; local government intervention to protect the existence of customary institutions, involving the active role of young people in maintaining ancestral heritage.

Abstract

Sampah adalah hasil dari aktivitas manusia. Dengan bertambahnya jumlah penduduk, jumlah sampah yang dihasilkan pun cenderung bertambah. Sampah yang tidak terkendali, akan berimbas pada pencemaran lingkungan hidup, baik itu tanah, air, maupun udara. Pasar Mirek adalah pasar tradisional di Kecamatan Witihama yang saat ini mengalami persoalan pengelolaan sampah, yang mengakibatkan lingkungan pasar berbau tidak sedap. Hal ini terjadi akibat aktivitas pedagang pasar yang selalu meninggalkan sisa bahan-bahan jualan yang dianggap sudah tidak berguna lagi, yang dibuang sembarangan dan akhirnya menjadi sampah yang menumpuk dan berbau. Oleh karena itu, pada program pengabdian masyarakat kali ini akan dilakukan kegiatan pembersihan sampah bersama pemuda dan masyarakat sekitar. Tujuan aktivitas ini adalah meningkatkan kepedulian dan peran semua kalangan, khususnya masyarakat Desa Oringbele dalam menjaga kebersihan lingkungan Pasar Mirek. Metode pelaksaan adalah observasi, sosialisasi, kampanye, pemasangan pamflet dan tempat sampah, serta aksi pembersihan pasar gotong royong bersama pemuda dan masyarakat di sekitar sebanyak lima kali. Hasil pengabdian menunjukan bahwa keterlibatan pemuda dan masyarakat sekitar dalam kegiatan pembersihan semakin meningkat dari aksi pertama sampai ke lima. Masyarakat juga antusias dengan adanya kegiatan ini karena dapat membantu mereka mengatasi masalah penumpukan sampah serta polusi udara di Pasar Mirek. Garbage is the result of human activities. The increase in population, will also increase the amount of waste. Uncontrolled amount of waste will pollute the environment, such as the soil, the water or air pollution. Mirek Market is a traditional market in Witihama District, which currently has problem in waste management, resulting in a smelly market environment. The situation happened because of traders’ activities in the market, which always leave leftovers that thrown away and eventually become trash. Therefore, through this community service program, we carried out garbage cleaning activities with youth and the surrounding community, in order to increase the awareness and role of people of Oringbele Village, in keeping Mirek Market environment clean. Methods used in the program are: observation, community outreach, campaigns among traders, making pamphlets and trash cans, and conducting five times market cleaning actions with youth and the surroundings community. The result showed that there was increasing in the involvement of youth and the surrounding community from the first time until the fifth cleaning activities. The community is also enthusiastic about this activity because it helps them to overcome the waste problem at Mirek Market.

Abstract

Dengan meningkatnya tugas dan tanggung jawab para pegawai Kantor Desa Oringbele, Kecamatan Witihama, Kabupaten Flores Timur, pengembangan penataan dan pengelolaan surat masuk dan surat keluar memerlukan sistem yang terstruktur untuk mengelola arus surat dengan baik. Penulis melihat bahwa terdapat permasalahan yang perlu untuk difokuskan dan diatasi yaitu kurangnya pemahaman bidang administrasi dalam memahami prosedur dan penglasifikasian surat sehingga menyulitkan dalam pengelolaan disposisi surat. Pengabdian kepada masyarakat ini bertujuan untuk meningkatkan efektivitas dan mengembangkan praktik-praktik terbaik yang dilakukan bidang administrasi guna mempercepat proses pelayanan administrasi di Kantor Desa Oringbele yang lebih responsif. Metode kegiatan yang digunakan penulis adalah menggunakan pendekatan kualitatif melalui tahap observasi, sosialisasi, pemeliharaan, wawancara, evaluasi/dampak serta analisis dokumen untuk mendukung hasil temuan yang disajikan. Hasil penelitian menunjukkan bahwa administrasi surat mengalami perubahan yang dilakukan penulis dengan menerapkan prosedur penataan dan pengelolaan surat yang benar dan pengklasifikasian surat sesuai bidangnya dengan menerapkan penggunaan teknologi informasi yang dilihat dari evaluasi/dampak yang telah dilakukan. Pentingnya pengembangan penataan dan pengelolaan surat di Kantor Desa Oringbele yang melibatkan pembagian tugas yang jelas antara staf/pegawai administrasi serta penerapan prosedur yang teratur. Untuk itu, penataan dan pengelolaan surat menjadi aspek krusial yang perlu dikembangkan sebagai bentuk dari peningkatan kinerja administratif desa dalam memberikan pelayanan publik.

Abstract

This study examines efforts to prevent drug and alcohol abuse at SDI Lamalewar, Nagawutung, Lembata, NTT. This study was motivated by the increasing prevalence of drug abuse in the school-age group in Indonesia, which reached 2.6% (2.3 million people), as well as data from the Lembata Regency BNN which recorded 28 cases of drug abuse throughout 2022, with 15% involving children under the age of 15 years. In Nagawutung District itself, there was a 23% increase in cases of alcohol abuse with 12% of perpetrators under the age of 15 years.

Abstract

Education plays an important role in shaping a child's character and personality. Schools as formal educational institutions are not only tasked with imparting knowledge, but are also a place for the formation of social values, morals and behavior. (Cahyani et al., 2021) However, the reality shows that schools are often places where negative behavior emerges, one of which is bullying. The method used in this community service activity uses a participatory method by involving the school in the continuity of socialization activities. The approach taken is to direct and explain efforts to deal with the implications of bullying through the elementary school environment. The place of service was carried out at SDN Penikenek, Nagawutung District, Lembata Regency involving research subjects consisting of the Principal, teachers, students, grades 1-6. Community service activities with the title "educational services in overcoming the implications of bullying at SDN Penikenek in Penikenek Village, Nagawutung District, Lembata Regency". Penikenek Elementary School is an elementary school with 39 students and 11 teachers. This service activity takes place by providing material through outreach and donating wall magazines in the form of magazines related to bullying prevention. Implementation of the outreach program at SDN Penikenek is a strategic step designed to increase students' awareness and understanding regarding the dangers of bullying. In this activity, material about the definition, impact and ways to prevent bullying is delivered using a participatory method involving all elements of the school. This method has proven effective in creating open dialogue, building empathy, and increasing collective commitment to overcoming bullying.

Abstract

Maintaining the school environment is the responsibility of each individual to keep the environment clean and comfortable by doing waste management properly. Waste management is the activity of sorting waste according to its type, namely organic waste and non-organic waste. However, there are still many people who do not understand the importance of protecting the school environment by littering. Therefore, in this community service program, waste cleaning activities will be carried out in the SDK Lamablawa environment. The purpose of this activity is to increase the awareness and role of SDK Lamablawa students and teachers in maintaining cleanliness in the school environment. The implementation methods are observation, socialization, installation of daily picket rosters and cleanliness posters, and trash bins, as well as the action of cleaning the school environment with the students and students of SDK Lamablawa and the teachers of SDK Lamablawa who are very enthusiastic. with this activity can help them overcome the problem of waste in the SDK Lamablawa environment.
