Abstract

The conflict in Myanmar was triggered by discrimination against one of the ethnic minorities, namely the Rohingya living in Rakhine State. In 2017, the conflict in Rakhine State broke out again when a military operation carried out by the Myanmar military attacked the Arakan Rohingya Salvation Army (ARSA), one of the armed militia groups in Rakhine State. This military operation caused the Rohingya ethnic in Rakhine State to become victims. The Indonesian government made a quick move by performing marathon diplomacy. One of the implementations of marathon diplomacy carried out by the Indonesian government is to directly visit Myanmar and meet with several Myanmar authorities who are responsible for the incident. The Indonesian government also went to Bangladesh, visiting the Rohingya refugee sites with the largest number of refugees. This Indonesian marathon diplomacy approach bore fruit because the Indonesian delegates were later well welcomed by the government of Myanmar and Indonesia also received support from the United Nations (UN) and other countries for its humanitarian action in Myanmar.

Abstract

Taiwan and China are two countries that have a long history of ideology, government, and territory. The two countries have been at war since 1920 between the Chinese Communist Party and the Kuomintang until the ROC government finally moved to the island of Taiwan. Since then, cross-strait relations politically have not been good. On the other hand, trade between the two countries is very good, especially after the formation of the ECFA trade agreement in 2010 which made exports and imports easier. In trade expectations theory, this research analyzes the existence of a “peaceful trade” relationship between the two countries through trade and investment. China has trade dependence on Taiwan in integrated circuit commodities because Taiwan can produce good quality integrated circuits. Based on the principle of dependency, trade relations create “peaceful trade” conditions for cross-strait relations in unstable political conditions. Integrated circuits are also needed by many countries so that Taiwan can control 60% of trade in the global market. Taiwan also has dependence on China for FDI. The value of Taiwan’s FDI to China in 2021 is 46 times higher than integrated circuit exports to China in 2021. This research looks at cross-strait relations between Taiwan and China in ECFA cooperation regarding cross-border trade during the Tsai Ing-wen administration. The qualitative method used in this research took data from the Ministry of Finance of Taiwan. This research analyzes the trade relations between the two countries from exports, imports and FDI as the main findings so that the dependence of the economies of the two countries to date has created conditions for cross-strait relations.

Abstract

This study analyzes Indonesia's cooperation with South Korea in realizing Net Zero Emission (NZE) through the Battery-Based Electric Motor Vehicle (KBLBB) program. With the Theory of Environmentalism, the Concept of Anthropocentrism and the Concept of Environmental Regime, this study explores how the KBLBB program can be one of the strategic programs for mitigating climate change in the energy sector, especially transportation. Indonesia as one of the contributors to global greenhouse gas emissions, requires solutions to reduce carbon emissions and accelerate the green energy transition. With reference to the UNFCCC through the Long-Term Strategy for Low Carbon and Climate Resilience (LTS-LCCR), there are several targets that need to be achieved by Indonesia in the short, medium and long term for the realization of NZE 2060. However, Indonesia faces several challenges in developing infrastructure and production of electric vehicles, which requires Indonesia to partner with South Korea through the Indonesia-Korea Comprehensive Economic Partnership Agreement (IK-CEPA). This study reveals the importance of bilateral collaboration, technology transfer and investment to accelerate KBLBB.

Abstract

This research focuses on analyzing the cooperation between the United States and Australia within the framework of the Indo-Pacific Economic Framework (IPEF), particularly in realizing the clean economy pillar. Grounded in the Theory of Neoliberalism and the Concept of International Cooperation, this study aims to further examine the dynamics of IPEF collaboration, especially in the context of bilateral relations between the United States and Australia, to enhance economic growth through commodity exports and the development of low-carbon clean technologies to ensure environmental security and sustainability in the face of industrialization. In implementing the clean economy pillar of IPEF, the involvement of Non-State Actors in the energy sector, particularly Chevron Corporation, plays a crucial role in supporting and maximizing Australia’s agenda to become an energy superpower while maintaining environmental safety as a priority. Chevron’s presence is significant in the IPEF cooperation between the United States and Australia due to its substantial impact on the domestic economy and its tangible commitment to carbon emission reduction. This research reveals the importance of bilateral cooperation, investment, and the development of clean technologies in achieving the clean economy pillar of the IPEF.

Abstract

This research analyzes the implementation of the Blue Economy program in Natuna Regency to improve the welfare of coastal communities and achieve SDGs in 2019-2024. Natuna has abundant marine resources. However, the welfare level of coastal communities is still relatively low. Through a qualitative approach, this research analyzes the Blue Economy program implemented by the government by eradicating IUU fishing, developing Integrated Marine and Fisheries Centers (SKPT) that provide production, processing, and marketing facilities for marine products, including the involvement of coastal communities in decision-making and program implementation. Thus, this research is expected to evaluate Blue Economy programs and provide new insights into how these programs can be optimized to achieve economic, social, and environmental sustainability goals in Natuna and other coastal areas in Indonesia.

Abstract

Pura Mangkunegaran is a royal palace that serves as a center for the preservation and development of Javanese arts and culture. In an increasingly globalized world, Pura Mangkunegaran has assumed a significant role as a diplomatic window in international relations. After several decades, Pura Mangkunegaran has revived its spirit in carrying out its cultural mission in 2022. This cultural mission was held in three countries: Malaysia, Australia, and Thailand. This study aims to examine the role of Pura Mangkunegaran as a cultural diplomacy actor through the Kemantren Langenpraja International Roadshow 2022. This study employs a qualitative method, collecting data through a literature review and interviews. The results of the study indicate that the cultural diplomacy activities conducted by Pura Mangkunegaran, using art as a tool for cultural diplomacy, have successfully created a positive image in the eyes of the world, receiving appreciation and positive responses from various parties, particularly the international community in the target countries. Additionally, the success of the diplomacy carried out by Pura Mangkunegaran is closely tied to the collaboration between diplomatic actors who served as supporting actors in these activities.

Abstract

The rise of China through the Belt and Road Initiative (BRI) is a complex phenomenon that presents opportunities for development while also raising geopolitical and security concerns on the international stage. Several countries perceive the BRI as a threat due to China’s potential economic and political dominance, which could shift Western influence. This study employs a constructivist theoretical approach to offer an alternative perspective by examining the BRI through the ILSTC project as China’s effort to achieve a form of hegemony distinct from traditional understandings. The concept of hegemony analyzed here is rooted in Confucian philosophy, which underpins the values and foreign policy of modern China. The findings indicate that China’s hegemony, as reflected in the BRI and ILSTC, is neither aggressive nor threatening but is based on positive Confucian values such as harmony and virtue. In conclusion, China’s hegemonic approach through the BRI represents a strategy that emphasizes cooperation and joint development, and thus should be understood within the context of China’s culture and history

Abstract

Penelitian ini membahas mengenai keberlanjutan kerja sama antara Indonesia dan Norwegia dalam program Reducing Emissions from Deforestation and Forest Degradation (REDD+) setelah pemutusan sementara kerja sama pada tahun 2021. Fokus utama penelitian ini adalah untuk menganalisis dinamika hubungan bilateral Indonesia-Norwegia pada periode 2021-2024 dalam mengurangi emisi karbon dan pengelolaan hutan berkelanjutan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan sumber data sekunder seperti dokumen, laporan resmi, serta publikasi ilmiah. Hasil penelitian menunjukkan bahwa kerja sama Indonesia dan Norwegia tetap berlanjut pasca pemutusan melalui pembaharuan perjanjian pada tahun 2022, dengan didukung oleh kebijakan nasional dan sistem pengawasan lingkungan yang kuat. Faktor pendukung utama keberlanjutan kerja sama ini adalah komitmen bersama dalam penanganan terhadap perubahan iklim, regulasi yang memadai, dan sistem pemantauan karbon yang transparan. Sementara itu, tantangan terbesar dalam kerja sama adalah keterlambatan insentif keuangan dan kesenjangan dalam pemahaman dengan masyarakat adat

Abstract

Indonesia-Australia Comprehensive Economic Partnership Agreement(IA-CEPA) is a strategic economic cooperation framework built by Indonesia and Australia with the aim of improving the economy and achieving the national interests of each country. This study aims to analyze how Indonesia-Australia's economic diplomacy efforts are through a case study of IA-CEPA. The research method used is a qualitative method with literature study and interview data collection techniques. The results of the study show that although Indonesia's trade balance still shows a deficit trend because the import value is greater, IA-CEPA is not fixated on the existing trade balance deficit. There are other sectors that help Indonesia achieve its national interests, for example through working holiday visas, Mutual Recognition Agreement (MRA), increasing foreign investment (FDI), improving workforce skills, and people-to-people connectivity. The results of the study also describe that Indonesia-Australia's economic diplomacy efforts did not stop during the negotiation period for cooperation, but also continued during the implementation period when the two countries had to coordinate and harmonize in facing and resolving the challenges of IA-CEPA. The economic diplomacy between the two countries that was established helped Indonesia and Australia to achieve their respective national interests, where state and non-state actors played crucial roles. This is in line with the theory of liberalism which views cooperation in international relations optimistically and makes it a place of interaction for state and non-state actors.

Abstract

Penelitian ini berjudul ”Strategi Geoekonomi Tiongkok dalam Implementasi Belt and Road Initiative : Proyek Kereta Api Laos-Tiongkok 2019-2024. Latar belakang penelitian adalah penerapan strategi geoekonomi dengan memperhatikan pentingnya posisi tawar Laos sebagai penghubung Tiongkok ke kawasan Asia Tenggara melalui proyek ini. Tujuan penelitian adalah untuk mengeksplorasi strategi geoekonomi Tiongkok dalam implementasi Belt and Road Initiative terhadap proyek Laos melalui kereta Api Laos-Tiongkok. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi literatur dimana unitnya adalah strategi geoekonomi Tiongkok serta unit amatannya proyek kereta api Laos-Tiongkok. Hasil dari penelitian menunjukkan bahwa strategi geoekonomi Tiongkok memiliki korelasi dengan kepentingan maupun impian besarnya melalui pemanfaatan instrumen ekonomi seperti investasi, infrastruktur, dan kerja sama dalam pengaruh ekonomi-politik kawasan. Proyek ini terbukti meningkatkan konektivitas. Kesimpulannya, proyek kereta api Laos-Tiongkok sebagai cerminan strategi geoekonomi Tiongkok yang tidak hanya menguntungkan kedua pihak, tetapi upaya dominasi ekonomi dalam kerangka kerja yang sama.
