Abstract

This research is based on the presence of Government Employees with Work Agreements (PPPK) in the horizon of the civil service, who are one of the civil servants besides the State Civil Servants (PNS). PPPK holds the same position as PNS, but in terms of employment status, PPPK has a different employment status. This distinction in work status has effects on everything from the length of the employment contract to the fulfillment of human rights obligations, which are different from other civil servants as stated in the regulatory framework related to PPPK in Indonesia. This research aims to identify any regulations related to PPPK that identify status and positional differentiation, which would have negative effects on PPPK, as well as to ascertain whether Indonesian regulations or legal frameworks pertaining to PPPK are consistent with the principles of human rights. This study is a normative research using statute and conceptual approaches related to PPPK regulations, as well as the theory of legal certainty by Gustav Radbruch, and examines several legal sources. Therefore, the discussion and research results will focus more on the differences in employment status and the fulfillment of rights for PPPK within the legal framework governing PPPK in Indonesia.

Abstract

The government as a state administrator is obliged to provide services to the community by providing various information, facilities, and infrastructure to create responsive, solution and efficient public services. One of the ways this is realized is through the establishment of Public Service Malls (MPP). This research aims to find out how the Mayor's Regulation Number 16 of 2020 is implemented on public services in the field of business licensing in Surakarta through the One Stop Integrated Service (ONIS) model and what obstacles and efforts are made in innovating public services in the field of business licensing in improving service quality. in Surakarta. The research method used is empirical and uses a qualitative approach. In the Surakarta Public Service Mall DPMPTSP there are still obtacles, namely centralization of the OSS-RBA system by the center, lack of outreach to the community, and a lack of Human Resources (HR). DPMPTSP has also made efforts to overcome these obstacles, starting from holdingtraining, workshop, to the passivation of OSS-RBA socialization.

Abstract

The high public demand for sunscreen creates business opportunities for entrepreneurs. However, due to this substantial demand, it cannot be denied that some business actors resort to deceptive practices to maximize profits. This includes distributing sunscreen with exaggerated SPF claims or overclaiming SPF, indicating that the lab test results differ from what is stated on the label. The research method employed is qualitative, with a normative-empirical type of juridical research. The findings reveal that overclaiming constitutes a violation of consumer rights under Article 4 of the UUPK. Additionally, business actors infringe upon other provisions, namely, Articles 7, 8, and 17 of the aforementioned law. The responsibility of business actors for SPF overclaims is outlined in Article 19 of the UUPK, compelling them to compensate consumers for resulting damages. This serves as an implementation of Liability Based on Fault and Product Liability.

Abstract

This study examines the role of the Peatland and Mangrove Restoration Agency (BRGM) in the environmental context of Indonesia. Based on the analysis of factors strengthening community institutions, BRGM's strategic objectives for 2021-2024, key performance indicators for BRGM in 2023, and future challenges, this research concludes that BRGM plays a crucial role in advocating for the sustainability of peatland and mangrove ecosystems. Through its commitment to supporting peatland restoration, mangrove rehabilitation, community empowerment, and enhancing good governance, BRGM aims to address complex environmental and social challenges in the future. The implications of this research highlight the importance of collaboration between the government, private sector, and communities in preserving natural ecosystems and enhancing collective well-being.

Abstract

Poverty is a major and underlying problem in Indonesia. Poverty is usually caused by education, income, location, health care, finances and public services. One of the processing operations is city area processing. Through a complete and independent understanding in a structured program. The Sustainable Development Goals (SDGs) state that poverty is a priority issue that needs to be addressed urgently. Solving poverty is closely linked to global goals such as clean water, sanitation, well-being and health. Poverty is also a major problem in the city of Surakarta, which is currently developing aggressively and focusing on urban spatial planning. Because the study is descriptive and qualitative, the information obtained is in the form of verbal information. As outlined in the National Long-term Development Plan (RPJN) 2005-2025 and the Regional Medium-term Plan 2021-2026 (RPJMD), developing a poverty reduction strategy is an important step in influencing sustainability. The purpose of this study is to examine urban, riverside, and suburban poverty mapping. A phenomenological approach is used to acquire primary and secondary data sources. The method of collecting data by studying the literature on documents is deductive analysis using deductive methods. The results of this study show that there are differences in urban and regional poverty rates, but they share the same indicators. Based on the information obtained, practical solutions can be implemented. Specifically, the orderly structure of settlements, the coping with unexpected disasters, the provision of sanitation services, the coping with waste pollution, the activation of natural resources (SDA), and the certification of workers in the formal sector. Abstract

The purpose of this research is to evaluate the implementation of Regional Regulation Policy Number 9 of 2018 concerning billboards in Sukoharjo Regency and to identify obstacles and efforts related to billboard management. This empirical study was conducted at the One-Stop Investment and Integrated Service Office (DPM-PTSP) and the Civil Service Police Unit (Satpol PP) in Sukoharjo Regency, using both primary and secondary data sources. Data were collected through interviews and literature reviews, with analysis employing the deductive syllogism technique, which involves reasoning from premises to conclusions. Findings indicate that Satpol PP has coordinated with agencies like BKD, PLN, and DPU, and has implemented educative and preventive measures by issuing warnings to billboard organizers. However, challenges include insufficient equipment, such as cranes, the need for better coordination with PLN for electrical issues, and difficulties in identifying billboard owners due to third-party involvement in the licensing process. Efforts to enhance policy effectiveness include acquiring additional equipment, improving inter-agency coordination, simplifying the licensing process, educating the public, enforcing laws consistently, and conducting periodic evaluations. These actions reflect a commitment to creating an orderly and safe environment.
