Abstract

The city of Padang needs preparedness to deal with the earthquake and tsunami, which is likely to be repeated. The places that should get more attention during a disaster are public places and public facilities, such as schools, hospitals, offices, and shopping centers. This is because the human population is quite dense in these places so that an effective and planned evacuation process is needed to avoid many casualties during a disaster. Pasar Raya Padang, located in Kampung Jao, Kecamatan Padang Barat, is the largest shopping center in the city of Padang and has a relatively dense population. West Padang is included in a high-risk zone for tsunamis, while Pasar Raya Building Block I-IV located in the Pasar Raya area of Padang does not yet have fixed procedures for dealing with disasters and evacuation guidance signs in the building whereas the existence of procedures and guidelines for evacuation is a mitigation that must be done in the context of disaster preparedness. The implementation of community service activities is focused on developing procedures to deal with the earthquake and tsunami. The results will be implemented in the form of installing evacuation signs inside the building and evacuation instructions outside the building. It is submitted planning documents for the Pasar Raya evacuation signs Block I-IV to the Padang City Regional Disaster Management Agency (BPBD). Implemented 1 signpost of assembly point and 48 evacuation guidance signs consisting of evacuation route instructions, emergency access instructions, and exit access instructions at Pasar Raya Building Block IV.

Abstract

Visi Dinas Prasarana Jalan Tata Ruang dan Permukiman Provinsi Sumatera Barat adalah  mewujudkan prasarana jalan handal guna memacu daya saing ekonomi kerakyatan dan ekonomi skala besar. Tujuannya untuk pemerataan pembangunan di segala bidang. Dibutuhkan jalan yang stabil dan selalu mendapat penanganan. Keterbatasan dana diperlukan skala prioritas.. Tujuan penelitian menentukan urutan proritas penanganan jalan dengan metoda AHP, AMK, Metoda Bina Marga dan dilaksanakan Dinas serta membandingkan hasil urutan prioritas dengan metoda. Metoda AHP menggunakan pembobotan (weighting) hasil persepsi responden dan penilaian (scoring) dengan liniear models menghasilkan  prioritas utama dalam  pemeliharaan rutin adalah ruas Air Balam – Air Bangis (034), pemeliharaan berkala ruas Baso – Batusangkar (036), penanganan peningkatan Payakumbuh – Suliki – Koto Tinggi (069.2) dan  pembangunan adalah ruas Pasar Baru – Alahan Panjang (073). Metoda AMK menggunakan pembobotan dan penilaian dari responden menghasilkan penanganan rutin pada ruas Air Balam – Air Bangis (034), penanganan berkala pada ruas Simpang Koto Baru – Tj. Simalidu (011), penanganan peningkatan pada ruas Pangkalan - Sialang – Gelugur (076) dan penanganan pembangunan pada ruas Abai Sangir – Sungai Dareh (056.3). Metoda Bina Marga menggunakan volume Lalu Lintas Harian (LHR) sebagai input utama menghasilkan penanganan rutin pada ruas Surian – Simpang Pd. Aro (014.2), berkala pada ruas Jl. Veteran (Payakumbuh) (069.1), peningkatan pada ruas Simpang Duku Pariaman (075) dan pprioritas utama dalam penanganan pembangunan adalah ruas Pasar Baru – Alahan Panjang (073). Yang dilaksanakn Dinas penanganan pembangunan pada ruas jalan Alahan Panjang – Pasar Baru (073), ruas jalan Alahan Panjang – Kiliran Jao (082) dan ruas jalan Guguak Cino – Sawahlunto (038) dan penanganan peningkatan diprioritaskan pada ruas jalan Payakumbuh-Suliki-Koto-Tinggi (069.2).Kata kunci : prioritas, perbandingan, AHP, AMK, bina marga

Abstract

Dalam menunjang keberhasilan pembangunan infrastruktur, maka diperlukan  kerja sama yang baik antara owner, kontraktor dan konsultan yang harus didukung dengan penerapan sistem manajemen proyek. Beberapa penyebab keterlambatan penyelesaian proyek pada Dinas Prasarana Jalan, Tataruang dan Permukiman Prov. Sumbar berhubungan dengan penerapan sistem manajemen proyek yang masih rendah, Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang berpengaruh terhadap kinerja manajemen proyek kontraktor jalan untuk paket non kecil di Prov. Sumatera Barat, mengetahui  persepsi owner terhadap penyedia jasa konstruksi dan memberikan gambaran mengenai  kinerja manajemen proyek  yang perlu ditingkatkan kinerjanya oleh kontraktor nonkecil jalan di Prov. Sumatera Barat. Dari penelitian ini teridentifikasi terdapat 9 faktor yang mempengaruhi kompetensi manajemen kontraktor jalan, Melalui metode CSI diketahui  nilai Customer Satisfaction Index (CSI) sebesar 69% yang terletak pada rentang nilai antara 65% < CSI ≤ 80%) yaitu level ke IV (Puas) sehingga Owner merasa puas terhadap kompetensi manajemen kontraktor paket nonkecil yang bekerjasama dengan Dinas Prasarana Jalan, Tataruang dan Permukiman Provinsi Sumatera Barat, Dengan Metode Requirement Satisfacton Analysis yaitu metode kuadran dan gap analysis diketahui terdapat 3 faktor yang menjadi fokus dalam perbaikan yaitu  faktor  sistem manajemen pelaksanaan jalan, faktor administrasi dan dokumentasi dan faktor sumber daya. Faktor administrasi dan dokumentasi adalah  faktor yang memiliki Gap (selisih nilai)  kebutuhan dan kepuasan yang paling besar sehingga menjadi faktor yang paling prioritas untuk ditingkatkan kinerjanya karena sangat berpengaruh terhadap kinerja kompetensi manajemen kontraktor jalan untuk paket nonkecil di Provinsi Sumatera Barat.

Abstract

The increase in vehicle ownership number will affect the increase in traffic flow, which will usually result in congestion on the road network. This phenomenon causes vehicles to tend to travel close to one another (platoon). Characteristics used in describing the platoon phenomenon are the distance between vehicles (headway), average speed, and the number of vehicles in the platoon. This study is to analyzes the effect of variations in the leader and platoon length on vehicle speed. This research was conducted on Padang – Bukittinggi Road. Based on the Decree of the Minister of PUPR No: 248/KPTS/M/2015, Padang - Bukittinggi Road is categorized as a primary arterial road. This research used the primary data, a field survey, by recording vehicle traffic flow (traffic platoon) for two days. A distance of 50 meters is taken to determine the speed, and the time is measured with a stop program. The average headway on weekdays is 1.32 seconds and on holidays is 1.47 seconds. The size of the platoon and the type of platoon leader have a significant effect on the average speed of the vehicle in the platoon if the headway is  ≤ 2 seconds. At the addition of one vehicle in the platoon, which can change the vehicle's average speed, follows the equation y = -4.30x + 67.09.

Abstract

Naiknya  jumlah kepemilikan kendaraan akan berpengaruh pada peningkatan arus lalu lintas, yang biasanya akan menghasilkan kemacetan di jaringan jalan. Fenomena ini mengakibatkan kendaraan cenderung berjalan beriring – iringan (platoon). Beberapa karakteristik yang dipakai dalam mendeskripsikan  fenomena platoon tersebut yaitu: jarak antar kendaran (headway) kecepatan rata-rata  dan jumlah  kendaraan dalam platoon. Penelitian ini untuk menganalisa pengaruh variasi kendaraan leader dan panjang platoon terhadap kecepatan kendaraan. Penelitian dilakukan pada jalan raya Padang – Bukittinggi yang merupakan jalan arteri di Propinsi Sumatera Barat. Data yang dipakai adalah data primer, survey langsung dilapangan dengan merekam arus lalu lintas kendaraan beriringan (traffic platoon) selama 2 hari. Untuk menentukan kecepatan diambil jarak 50 m dan waktu diukur dengan stop program. Nilai rata – rata headway relatif sama pada pengukuran pada saat jam sibuk dan jam tidak sibuk. Secara umum  headway antar kendaraan bervariasi, disebabkan kecepatan kendaraan yang tidak konstan. Pengukuran platoon sampai dengan 2 detik lebih berpengaruh terhadap penurunan kecepatan daripada pengukuran platoon sampai dengan 3 detik. Pada pengukuran platoon sampai dengan 2 detik terjadi penurunan rerata kecepatan sebesar 8.36 % setiap penambahan 1 (satu) kendaraan pada platoon, sedangkan pada pengukuran platoon sampai dengan 3 detik terjadi penurunan rerata kecepatan  sebesar 4.40 %.

Abstract

Rework is a repeat job that is caused by an error from a construction project. In a construction activity almost always happens rework only the quantity is different. The purpose of this study is identify the factors that cause rework, identify the conditions of rework, identify the intensity of rework on road construction work item in the city of Padang. This study uses qualitative methods with a descriptive approach. The result of the study are the main factors that led to road construction rework in Padang city were design and documentation, managerial factor and resources. Little rework conditions occur in road construction work in the city of Padang. The intensity of work items the occur on average rework is rare. Abstract

Padang has been determined to be a livable city in 2024, according to the Mission of the City Major 2019-2024. Some improvements have been made, such as more BRT corridors, widening the sidewalk, and adding benches along the sidewalks. However, achieving a livable city is far more than just those thingies; we also need to know what people need and what the government is willing to do. This study explores the determinant factors in achieving the livable city criterion for Padang, especially regarding transportation-related variables in the expert views along and public and government interests. The quadrant analysis of Expectation-Performance and Effort-Effect Analysis was used to identify the determinant and priority factors in improving the livability of Padang. The results show that improving some essential elements has satisfied public expectations. Still, more things need to do, such as an integrated transportation system, comfortable public transportation, transportation for disabled persons, and a more environmentally friendly transportation mode. With less effort and high effect, the most priority factors are comfortable and secure pedestrian facilities, improving traffic to reduce travel time, and improving public transport facilities.

Abstract

A 6,1 Mw Earthquake hit West Sumatera on 22nd February 2022 at 08:39 Western Time of Indonesia. The epicenter of the earthquake was the slopes of Talamau Mountain. As a result, 27 people were recorded as dead and at least 457 people were injured. A total of 2,025 houses in West Pasaman Regency and 1,816 houses in Pasaman Regency were damaged. This resulted in at least 19,221 people being displaced. When the emergency response period ended, the refugees whose houses were damaged needed temporary housing until their houses were repaired. The purpose of the activities reported in this paper is to provide temporary housing for the victims, developed based on the standard designs from the PUPR Office. The temporary houses were made of wood, GRC and zinc with additional materials that can still be used from the rest of the building ruins. These activities were funded by the Indonesian Academics Association (ASASI), the Department of Civil Engineering of Andalas University, the Indonesian Red Crescent (BSMI) of West Sumatra, and Hatta University and hereinafter referred to as the Huntara Team. After the funds are raised, the next step is to conduct a survey to determine prospective recipients who deserve assistance. Based on the needs of prospective recipients and additional materials available, then modifications to the house design are made. Furthermore, the development of the house was carried out led by a local carpenter. The result of the activity is that five temporary houses have been built and used by the recipients.

Abstract

The rising fuel prices on September 3, 2022, are expected to reduce the use of private cars and increase the use of public transport. This expectation has raised optimism among public transport operators and is expected to encourage them to invest more. However, there is no evidence to support the expectation. Therefore, it is essential to study the effect of the fuel price on the use of a particular transport mode, thus motivating this study. This paper aims to investigate the impact of the rising costs of subsidized fuel on private cars. A Likert-scale type of questionnaire was used to collect data. The data was analyzed descriptively, and then a conclusion was made based on the results. The study found that the daily commute of respondents changed after fuel prices increased. Distance, duration, and frequency of travel tend to be reduced and prioritized over primary activities. To reduce travel costs, the respondents who usually use cars are more likely to use motorcycles than public transport. The findings of this study disprove that an increase in fuel prices would increase the use of public transport. Why is public transport less favoured compared to motorcycles? It seems that the quality of service provided by public transport fails to satisfy the consumers' needs.

Abstract

Many road damages are caused by road construction that does not follow standards, so evaluating road conditions and choosing the appropriate asphalt for each state is essential. So, in this study, the asphalt mixture was modified using rubber asphalt with a percentage of rubber of 7% in the Hot Rolled Sheet-Wearing Course (HRS-WC). This study aimed to identify the effect of rubber asphalt on Marshall's characteristics and durability in HRS-WC. The method in this study is the Marshall Test and the calculation of the durability index on the test specimen with an immersion time of 0.5, 24, 72, and 168 hours at a temperature of 60°C. From the test results, the Optimum Asphalt Content (OAC) value of the rubber asphalt mixture was 7.13% with Marshall characteristic values of 4078.686 kg, flow 3.266 mm, MQ 1270.676 kg/mm, VMA 21.487%, VFB 71.983%, and VIM 6.062%. From the durability test results, the Residual Strength Index (RSI) value entered the specification only until the 24-hour immersion time with a value of 94.891%. The First Durability Index (FDI) and Second Durability Index (SDI) values are positive, where the mixture loses strength with increasing immersion time. It can be concluded that using rubber asphalt in HRS-WC is good enough for pavement because almost all Marshall characteristics were included in the specifications used. The stability value in the rubber asphalt mixture is higher than that of the pen—60/70 asphalt mixture. However, the level of durability of the rubber asphalt mixture is relatively low because it can only last up to 24 hours of immersion. Therefore, HRS-WC using rubber asphalt is unsuitable in areas with low groundwater levels or areas that often flood.
