Abstract

USİNG AN ‘PENTA-HELİX’ TO BRİDGE THE PUBLİC'S REACTİON TO THE COVİD-19 VACCİNE. The response to the SARS-CoV-2 disaster calls for worldwide attention. This paper creates attributes in the ‘Penta-Helix’ that reflect pandemic prevention procedures. In order to run optimally, the enterprise strategy model makes it easier for the government to move the vaccine program. We explained critical exploration and focus group discussions (GFD) by the roles of the other four parties, namely academics, business, media, and community (A-B-G-M-C). The cluster at the ‘Penta-Helix’ mapped out and shared responsibilities in solidarity. Initially, performing this concept was determined academically, where the talents of skilled scholars were tested by studying findings relevant to the pandemic. The second step is business. Their position influences the production of vaccines, their distribution, and the price of medical devices for the public. Then, the fourth partner is tasked with limiting and filtering misinformation, especially vaccines. The benchmark for ‘herd immunity’ is how enthusiastic the public is about the popularity of the vaccine. Provision of vaccines in sufficient quantities is clear evidence that the government is convincing the community to follow the vaccination directions. Critical analysis puts forward the front line, actually based on the public spirit. The ‘Penta-Helix’ mechanism indicates a sustainable action plan. Future scenarios consider tactical managerial decisions.

Abstract

Sejak dilakukannya otonomi daerah di Indonesi, yang dimaksudkan untuk dapat mendorong pertumbuhan ekonomi melalui peran pemerintah daerah sebagai pelaksana anggaran daerah yang dirasa memiliki informasi yang lebih sempurna tentang sektor mana dari alokasi anggaran yang mungkin dapat mempercepat perekonomian. Terdapat kekhawatiran ketika pemerintah daerah menerima bantuan dana dari pemerintah pusat, dimana hal ini justru dapat meningkatkan pengeluaran belanja daerah lebih dari yang diharapkan seandainya uang yang sama diperoleh secara mandiri melalui pendapatan asli daerah, yang mana fenomena ini dikenal sebagai flypaper effect. Penelitian ini bertujuan untuk mengetahui ada tidaknya flypaper effect pada belanja daerah Kabupaten/Kota di Provinsi Kalimantan Timur dengan menggunakan regresi data panel pada data anggaran pendapatan dan belanja daerah Kabupaten/Kota di Provinsi Kalimantan Timur selama periode 2013-2020. Hasil pengujian hipotesis menunjukkan bahwa pendapatan asli daerah dan kelompok pendapatan transfer (pendapatan bagi hasil pajak, pendapatan bagi hasil bukan dari pajak dan dana alokasi umum), keduanya berpengaruh secara signifikan terhadap belanja daerah. Sedangkan dana alokasi khusus berpengaruh tidak signifikan terhadap belanja daerah. Namun ketiganya dari kelompok pendapatan transfer, yaitu pendapatan bagi hasil pajak, pendapatan bagi hasil bukan dari pajak dan dana alokasi umum memiliki nilai koefisien regresi yang lebih besar daripada pendapatan asli daerah, sehingga dapat disimpulkan telah terjadi flypaper effect pada belanja daerah Kabupaten/Kota di Provinsi Kalimantan Timur.

Abstract

Penelitian ini bertujuan untuk mengetahui Struktur dan Potensi Ekonomi yang ada di Kabupaten Kutai Timur, serta melihat peran dan kinerja sektor perekonomian Kabupaten Kutai Timur. Jenis penelitiannya bersifat Kuantitatif Deskriptif yaitu mengambil data sekunder melalui Badan Pusat Statistik (BPS) Kabupaten Kutai Timur dan Provinsi Kalimantan Timur dengan data time-series yaitu tahun 2015-2019 dengan harga konstan. Metode Penelitian menggunakan 2 alat analisis, Analisis Shift share, dan Location Quotient (LQ). Hasil analisis ini menunjukkan bahwa ada satu  sektor ekonomi yang unggul yaitu sektor pertambangan dan penggalian dan sektor satu-satunya penyumbang terbesar pembentukkan PDRB Kabupaten Kutai Timur.

Abstract

Economic development in a region is not only measured by the fiscal dimension andthe economic growth but also based on the income distribution. This study aims toanalyze the effect of fiscal decentralization on investment, economic growth, economic structure, employment opportunities, and income inequality between districts/cities in East Kalimantan Province, Indonesia. This study uses panel data (2013-2019) of the amalgamation of seven districts and three cities in East Kalimantan Province, analyzed using the Structural Equation Model (SEM). The findings show that regional tax plays a crucial role in enhancing regional investment, economic growth, and employment opportunities. It is also important for reducing the economic structure imbalance and income inequality. Profit-sharing funds improve regional investment, economic growth, and employment opportunities. At the same time, special allocation increases employment opportunities and economic structure imbalance. Furthermore, regional retribution increases employment opportunities and reduces the economic structure imbalance, but it harms regional economic growth. The practical implications offer solutions to the realization of local revenue sources for economic development and alleviation of social problems, such as employment opportunities and inequality in welfare.
