Abstract

The main issue faced by MSME actors is limited capital, which hinders business development and their well-being. This study aims to evaluate the impact of the micro-financing program on improving the well-being of MSME actors, with a case study at the "Maju Makmur" Women’s Cooperative in Minggirsari Village. Using a qualitative approach, the study found that the provision of capital to MSME actors in the cooperative has been well-implemented and has had a positive impact, particularly in increasing income, economic activities, and the ability to meet daily needs. Supporting factors for the success of this program include government funding support, good cooperative management, clear implementation and technical guidelines, and community support. On the other hand, hindering factors include the presence of other financial institutions in the village, causing cooperative members to have savings in other places, as well as bad loans and a lack of socialization regarding the micro-financing program. Overall, the micro-financing program at the "Maju Makmur" Women's Cooperative has significantly benefited the improvement of MSME actors' well-being in Minggirsari Village.

Abstract

This Community Service Programme was implemented to address the issues faced by Bank Sampah Anggrek's partners in Bendogerit Village, Blitar City. The main problems faced by the partners included limited variety of recycled products, simple waste processing techniques, and ineffective marketing strategies. Activities include socialisation, strengthening local partnerships, recycling training, and digital marketing assistance. As a result, members of the Waste Bank were able to create three new products: plant pots made from orange peels, carnival costumes made from fabric and plastic waste, and ecobrick furniture, and establish collaborations with two local businesses. The constraints of the Community Service Programme activities included limited production facilities, inconsistent participant attendance, low digital literacy, and competition with traditional waste collectors. This programme demonstrates that a waste bank-based sociopreneurship model can have economic, social, and environmental impacts while supporting sustainable waste management strategies. The programme was also successful due to its participatory approach, which actively involved Anggrek Waste Bank members in every step. Participants not only gained new information, but also acquired practical skills that can be used in the processing and marketing of recycled goods. This community service programme greatly helps to raise awareness of the importance of community-based circular economy. While reducing negative impacts on the environment, the sociopreneurship model can boost the community's economy. Bank Sampah Anggrek has the potential to develop into a centre for sustainable waste management innovation at the neighbourhood level by strengthening local capacity and opening up opportunities for cross-sector collaboration.

Abstract

Blitar City has various famous tourist destinations such as Bung Karno's Tomb, Kebon Rojo Park, Gebang Palace, and Ar-Rahman Mosque. However, there is one unique destination, Kampoeng Cyber, which offers a special educational tourism experience. Although the tourism sector in Blitar City is growing, the development of these destinations requires active participation from the community, not just the government. The main problem found is that community participation still varies, where most are only involved if they feel they will benefit directly. This study aims to examine how much community participation in the development of Kampoeng Cyber as an educational tourism destination, based on the theory of community participation according to Meronda (2021). This research uses descriptive qualitative methods with data collection techniques through observation, interviews, and documentation in Gedog Village, Sananwetan Subdistrict, Blitar City. The results showed that community participation in the development of Kampoeng Cyber is quite good, as seen from monthly meetings, local potential development programs, and regular evaluations. However, there are challenges in the form of pros and cons among the community. The main factor supporting this development is the great potential of Kampoeng Cyber in increasing community knowledge and awareness, while the obstacles are the differences in understanding and background among residents. Overall, the development of Kampoeng Cyber has had a positive impact both economically and socially, making it more widely recognized.

Abstract

The research conducted has the aim of knowing and seeking an overview of the quality of public services in the field of administration regarding the perspective of good governance in public services at the Rembang Village Office, Blitar City. Research conducted using qualitative methods with a case study research approach (case study). Data collection techniques were carried out using participatory observation methods, conducting interviews with selected informants and conducting literature studies and examining data sources from documents related to research. From all the data that has been collected, the researcher processes it using data collection, data condensation, data presentation (information display), and verification of research or conclusions, then the researcher checks the validity of the data using 1) Credibility test which consists of technical triangulation techniques, data source triangulation, time triangulation, 2) transferability tests in which researchers compile research reports by providing detailed, systematic, and reliable descriptions, 3) reliability tests are carried out through a series of audit processes by supervisors and, 4 ) Objectivity Test (Confirmability) in which the results of this study were tested through a series of examination processes carried out by the supervisor and the team of examiners through the final exam. Based on the results of the study, 1) the quality of public services in the administrative field at the Rembang Kelurahan Office is already good with evidence of the facilities, facilities and infrastructure provided by the Rembang Kelurahan Office being sufficient and supporting public services in public services at the office. In addition, professionalism, timeliness and speed in providing appropriate services are important factors regarding improving the quality of public services; 2) Administrative public services at the Rembang Village Office apply the principles of good governance, namely participation, rule of law, and transparency in public services by involving the community in all service activities, starting from the policy formulation stage to the evaluation level. This can improve the quality of public services and strengthen public trust in the government; 3) Supporting factors in public services in the field of administration at the Rembang Village Office, namely: a) adequate facilities and infrastructure; b) there is professionalism in providing services, as well as being responsive to customers, c) services that are in accordance with operational standards and are not complicated. While the inhibiting factors for public services at the Rembang Village Office are a) the lack of completeness of the requirements brought by the community; b) the public's lack of understanding of the requirements when applying for documents; c) the dissemination of information related to public services is still limited in order to improve public services through quality.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pengelolaan limbah industri di Kota blitar, dengan fokus pada peran Dinas Lingkungan Hidup (DLH) dalam menjalankan kebijakan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi. Analisis data menggunakan model Miles, Huberman, dan Saldana (2014) melalui tahapan reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum berjalan optimal karena keterbatasan sumber daya manusia, minimnya pengawasan, serta rendahnya kesadaran pelaku industri terhadap pengelolaan limbah. Meskipun demikian, terdapat upaya pembinaan dan sosialisasi oleh DLH untuk meningkatkan efektivitas kebijakan. Berdasarkan teori implementasi kebijakan Edwards (1990) dan prinsip good governance (Singh, 2023), penelitian ini menegaskan pentingnya komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi sebagai faktor penentu keberhasilan implementasi kebijakan lingkungan.

Abstract

Program Posyandu di Desa Jeblok Kecamatan Talun, Kabupaten Blitar, merupakan ujung tombak pelayanan kesehatan dasar bagi ibu hamil, balita, dan lansia. Namun implementasi belum optimal karena tingkat partisipasi masyarakat masih rendah. Hambatan yang teridentifikasi meliputi keterbatasan waktu akibat beban domestik, rendahnya literasi kesehatan, persepsi manfaat kunjungan rutin, ketidaksesuaian jadwal layanan dengan waktu luang warga, serta koordinasi yang belum padu antara kader, tenaga kesehatan, dan pemerintah desa. Penelitian ini bertujuan mendeskripsikan tingkat partisipasi warga dalam penyelenggaraan Posyandu serta menganalisis faktor penghambat dan pendorong partisipasi. Studi dirancang dengan pendekatan deskriptif kualitatif yang mengacu pada tipologi partisipasi masyarakat; data dikumpulkan melalui wawancara mendalam dengan kader, tenaga kesehatan, perangkat desa, dan warga sasaran, observasi kegiatan Posyandu, serta telaah dokumen operasional. Analisis dilakukan secara tematik melalui tahapan kondensasi data, penyajian, penarikan kesimpulan guna menjamin kredibilitas temuan. Luaran diharapkan memberikan gambaran menyeluruh mengenai keterlibatan warga pada tahap perencanaan, pelaksanaan, dan pemantauan Posyandu, sekaligus merumuskan strategi peningkatan yang kontekstual antara lain penyesuaian jadwal layanan, penguatan kapasitas kader, dan penguatan kolaborasi lintas sektor untuk mengoptimalkan mutu dan jangkauan pelayanan kesehatan desa

Abstract

The use of empty yards or that has not been used optimally by rural communities who still have a low economy is the basis for the use of yards for planting medicinal family plants, vegetables and various types of flower plants to be able to support the economic needs of the people in Gadungan Village, Gandusari District, Regency Blitar. The purpose of community service is: 1). To find out community empowerment through the utilization of house yards in a livelihood perspective. 2) To determine the impact of empowerment on the welfare of society. The service method used is Active and Participatory Learning. This method is carried out by cultivating vegetable and toga seeds to utilize the yard around the house. This activity consists of self-education and assistance in planting seeds. Periodic monitoring and assistance needs to be done to get maximum results.

Abstract

Immigration Office Class II Non TPI Blitar is an implementation in the field of immigration at the Regional Office of the Ministry of Law and Human Rights of East Java Province which is responsible to the Head of the Regional Office. Passport is a document that contains identity to enter the border of a country. In the implementation of passport making services at the Blitar Class II Non TPI Immigration Office, researchers found obstacles experienced by applicants such as the information provided was not clear, so the applicant had to return to the Blitar Class II Non TPI Immigration Office, because there was no delivery service for applicants who lived outside Blitar, the priority service room was underutilized due to lack of employees. Therefore, effectiveness in the implementation of public services is very necessary, because one of the requirements for implementing a program to improve the quality of public services. This study aims to analyze the making of passports at the Blitar Class II Non TPI Immigration Office. The method used in this research is descriptive qualitative method. Data collection techniques in this study used observation, interviews, and documentation methods. Public services in passport making at the Immigration Office Class II Non TPI Blitar show some positive results. The implementation of this program includes various services such as passport issuance in the office, out-of-office services, as well as special programs such as Sambang Haji and Sambang Sakit Services. However, there are several obstacles such as the lack of employees in the priority service room, unclear information, and instability in the Community Satisfaction Index (IKM).

Abstract

The increasing use of digital financial services has raised concerns about transaction security and consumer protection, particularly in light of measures such as account freezes implemented by financial regulators, including the Financial Transaction Reports and Analysis Center (PPATK) in Indonesia. This study aims to analyze the impact of account freezes on digital transaction security and consumer rights, with a focus on the regulatory challenges and cross-border implications associated with such measures. A systematic review of the literature on fraud prevention, money laundering prevention, and consumer protection in digital finance was conducted. The findings indicate that while account freezes significantly reduce financial crime and improve transaction security, they also pose challenges, particularly for consumers whose accounts are unfairly frozen. Transparency, consumer literacy, and precise complaint mechanisms are crucial in mitigating these impacts. Furthermore, cross-border challenges in digital finance regulation complicate efforts to implement effective money laundering prevention measures globally, as data privacy laws and cryptocurrency regulations vary significantly across countries. This study contributes to understanding the balance between consumer security and accessibility in digital finance, highlighting the need for a coordinated regulatory framework. This study encourages further research into new technologies and global regulatory collaboration to address the challenges posed by account freezing in digital financial systems.
