Abstract

Pemerintah daerah yang diteliti yaitu Pemkab Sleman, Pemkab Bantul dan Pemkot Yogyakarta yang secara kelembagaan memiliki perbedaan dalam pengelolaan teknologi komunikasi dan informasi (TIK).Ketiga lembaga pengelola bertanggung jawab kepada bupati melalui sekretaris daerah, namun kewenangan dalam menentukan kebijakan sangat berbeda. Pada sisi lain, adanya perbedaan pengelolaan TIK terlihat kurangnya standardisasi dalam manajemen. Rumusan masalah dalam penelitian ini adalah ”Bagaimana model manajemen teknologi komunikasi informasi yang ideal yang digunakan jajaran Pemerintah Provinsi Daerah Istimewa Yogyakarta dalam mendukung pemerintahan dan penanganan bencana alam?” Metode penelitian ini adalah deskriptif kualitatif yaitu membuat gambaran mengenai situasi atau kejadian. Hasil Penelitian menunjukkan manajemen TIK yang dilakukan oleh lembaga teknis yang mendukung sistem pemerintahan diantara subjek yang diteliti memang memiliki perbedaan dalam implementasinya.Perbedaan tersebut bersumber dari penerjemahan undang-undang serta peraturan di bawahnya yang berbeda-beda di antara subjek yang diteliti.Rekomendasi lembaga yang mengelola TIK untuk kegiatan pencegahan dan penanggulangan bencana adalah dengan penambahan Bagian Urusan Teknologi di struktur organisasi BPBD, yang memiliki dua seksi yaitu Seksi Operasional Administrasi serta Seksi Operasional Lapangan.

Abstract

Setiap manusia memiliki konsep diri dan identitas yang membedakan dengan manusia lainnya. Keduanya hanya dapat dikembangkan melalui interkasi; sebab melalui interaksilah semua bentuk pengalaman, rujukan, dan pengetahuan dapat diperoleh. Penelitian ini bertujuan menemukan peran kehadiran teknologi, khususnya internet, dalam membentuk konsep diri dan identitas siswa SMU di Catur Tunggal Depok Sleman. Metode penelitian berupa Focus Group Discussion (FGD). Hasil penelitian ini yaitu siswa SMU mengembangkan konsep diri dan identitas ketika mereka menggunakan internet, terutama situs-situs jejaring sosial. Komunikasi interpersonal memainkan peran penting dalam membentuk konsep diri dan identitas, khususnya pada identitas sosial, sebab setiap interaksi pasti melalui proses komunikasi. Permasalahannya menjadi lebih menarik ketika teknologi komunikasi dan informasi mempengaruhi cara berkomunikasi dan berinteraksi. Seperti telah diketahui bahwa kehadiran teknologi telah menentukan cara berkomunikasi. Teknologi dapat memperluas dan meningkatkan kapasitas dan kapabilitas kesadaran sosial yang akan mempengaruhi bentuk konsep diri dan identitas identitas sosial. Siswa-siswa SMU menggunakan CMC untuk mengekspresikan perasaan, emosi dan hiburan.

Abstract

Human relation is an integral part of an organization or company since all of activities conducted is intented to create organizations or companys positive image before the public. For creating such positive image to the existing role of human relations in the management of infor- mational contens of regional government’s website as media of communications relation with society. Human relations has role as communication fasilitatos i.e legal practisioner behaving as communicator or mediator to create two why or reciprocal communication between the organization or company and its public though online media. The purpose of this reseach was to know the role of human relations of regional Government of Sragen Regency in management of informational content in Regional Government’s website as communications relations with society in Regional Government of Sragen Regency. This reseach used descriptive qualitative reseach method. Technique of data collection was conducted by interview, observation and literal study. The result of this research suggests that human relation of Regional Government of Sragen Regency has role in organisational management in management process of informational contents contained in Regional Government’s website. Human relations strives to fulfill social demand to gain information on all policies, program and activated conducted by government. However, active participations of society is still felt as lack. Communication relations relate between government and society through online media has not been conducted optimally. There is still few amount of society that knows Regional Government’s website. Society only takes the advantages of website merely for gaining information. Thus, human relation keeps maintaining the use of conservative media as medium for conveying information to the cociety.

Abstract

Temanggung Regency, as an upstream area, has critical land, so the Regional Government has launched a Sustainable Soil and Water Conservation Program. The purpose of the audit communication for this socialization program is to diagnose the challenges and barriers that occur in the socialization process of a sustainable soil and water conservation program in Temanggung Regency and provide recommendations for future socialization. This research employs a concurrent embedded mixed methods design, with qualitative methodology as the primary method and quantitative methodology as the secondary method, in a proportion of 80% qualitative and 20% quantitative. Based on the results of the diagnosis, it is known that there is interference, which is a factor inhibiting the success of the socialization carried out in each observation unit. Several recommendations were made based on the audit that had been carried out. Namely, communicators must improve interpersonal communication abilities/skills and implement interactive communication to create more effective two-way communication. The context of the socialization implementation is carried out at the right time to support the effectiveness of the message's performance. Messages are packaged in clear, straightforward, intact, and simple language but must be supplemented with content according to program implementation instructions. The frequency needs to be increased, and a unique account for the conservation program is created. Written and bureaucratic communication must be maintained, but the effectiveness of the communication network needs to be increased through WhatsApp groups and other media. It is necessary to evaluate community feedback.

Abstract

The Yogyakarta government established the COVID-19 Task Force, involving various organizations, to effectively communicate with the public during the pandemic. Employing a persuasive communication model, the task force integrates the heart communication theory and utilizes techniques such as association, participation, and fear arousal. The study aims to identify this persuasive communication model's effectiveness for pandemic control. Utilizing a qualitative approach and case study methodology on the Yogyakarta COVID-19 Task Force, data collection involved interviews, observations, and documentation. The results reveal a hub-patterned organizational communication model, centered around the head of the COVID-19 Task Force, facilitating coordination. Techniques like association, participation, and fear arousal are applied to persuade the public to adhere to health protocols. Additionally, the task force incorporates the heart communication theory among field teams to manage emotions, fostering sympathy and empathy for disaster-affected populations. This approach ensures cautious communication to prevent conflicts within the community, contributing valuable insights for future disaster management strategies. This article contributes a tailored persuasive communication model for the COVID-19 Task Force, offering practical insights into effective strategies, emotional intelligence integration, and organizational communication. The focus on Yogyakarta's local context enhances the relevance of the findings, serving as a valuable resource for policymakers and disaster management teams in shaping future communication strategies.

Abstract

The third wave of the COVID-19 pandemic in Indonesia has affected various regions, including Klaten Regency, which is ranked third in the highest number of positive cases and second in the cumulative total in Central Java. Risk communication becomes crucial in reducing disaster risks due to COVID-19, and one effective avenue is through social media. The people of Klaten have started utilizing social media to receive information about COVID-19 and to provide feedback on the local government's handling of the pandemic. The objective of this research is to discover a risk communication model for COVID-19 disasters through social media in the Klaten Regency Government. This qualitative research employs interviews and social media analysis of the COVID-19 Task Force in Klaten Regency. The focus is on the risk communication model employed through social media by the Klaten Regency Government, with subjects being social media managers within the COVID-19 Task Force. The findings reveal a risk communication model that emphasizes enhancing social media management capabilities to mitigate the risks of COVID-19 in Klaten. This research contributes by introducing additional risk communication units to the existing COVID-19 risk communication model through social media and establishing Standard Operating Procedures (SOPs) for social media management in risk communication.

Abstract

The study examines the media's framing of the Papuan riots, with a focus on protests against racial discrimination. It highlights how stereotypes like "lazy" and "separatist" exacerbate social tensions for Papuans, particularly in urban areas. Triggered by a racially charged incident in Surabaya, these riots led to significant protests in Papua and West Papua, receiving national media coverage. Through qualitative analysis of news from SKH Kompas and Tirto.id, the research shows selective framing, often emphasizing violence and commodifying racial tensions, which perpetuates discrimination. The study advocates for the reevaluation of media narratives to improve the representation of marginalized groups and promote dialogue and reconciliation.

Abstract

Dampak pandemi COVID-19 menjadikan seluruh kegiatan di institusi pendidikan harus menjaga jarak danseluruh penyampaian materi harus tetap disampaikan di rumah. Salah satu pilihan proses pembelajaranselama pandemi COVID-19 yang paling umum dipilih adalah pembelajaran daring yang dianggap efektifdan efisien, namun pada praktiknya banyak kendala yang muncul dalam banyak hal mulai dari kegagapanhingga disparitas dalam akses jaringan internet dan kepemilikan teknologi. Penelitian ini bertujuan untukmenemukan model komunikasi pedagogik dalam proses pembelajaran daring selama pandemi COVID-19.Metode penelitian yang digunakan adalah deskriptif kualitatif yang berusaha mengungkap praktik dan faktadi lapangan proses komunikasi pedagogik pembelajaran daring. Hasil penelitian menunjukkan bahwa SMPN4 Depok Sleman melaksanakan komunikasi pedagogik pada aspek antisipasi didaktis secara inovatif denganmenambahkan materi pembelajaran yang berasal dari berbagai sumber digital berbentuk e-modul dan handout,sedangkan aspek didaktis pedagogik dipenuhi melalui penyediaan materi pada aplikasi pembelajaran daringmelalui pendekatan personal kemampuan siswa. Kontribusi penelitian ini memberikan model pembelajaranpedagogik pada pembelajaran daring sinkronis dalam bentuk brainstorming dan penugasan serta project basedlearning agar partisipasi aktif siswa dapat dilakukan dan memacu kompetensi siswa yang menyentuh aspek4C (Creativity, Collaboration, Critical Thinking, dan Communication) sebagai arah pembelajaran abad 21.

Abstract

Public Broadcasting Institutions (LPP) such as Televisi Republik Indonesia (TVRI) require quality human resources (HR) and requires good organizational communication. This is determined, among others, through the leadership model implemented. This study aims to examine the communication of leadership models in public broadcasting institutions. The research method used is qualitative with a case study strategy. The research was conducted at LPP TVRI Yogyakarta Station. Data were collected through in-depth interviews, documents, and literature. The results of the study show that leadership communication at TVRI Yogyakarta is determined by three strategic positions, namely the Head of Station as the leader of the organization related to regulations and policies and tends to be bureaucratic; the Head of the Sub-Section of Administration related to administration; and the Team Leader related to the freedom of creativity in broadcast program production and related to effective bureaucratic simplification.
