Abstract

Public policy reform in Indonesia has emerged as a critical area of study over the past few decades, necessitating a comprehensive examination of its underlying instruments and models. This research aims to identify essential components and develop strategic frameworks for the effective reform and reformulation of public policy within the Indonesian government. Through an extensive thematic analysis of previous policy reforms, this study highlights recurring themes and successful patterns that inform best practices. Findings underscore the urgent need for reforms in the public service and agribusiness sectors, as well as the broader governance framework, to enhance policy effectiveness and societal outcomes. While political stability remains a vital prerequisite for successful public policy implementation, it is insufficient in isolation. The integration of Multi-Level Governance (MLG), active stakeholder engagement in policy development, and the incorporation of technological advancements are pivotal for facilitating meaningful reforms. Furthermore, political and governance reforms are essential to address emerging challenges. The adoption of data and system analytics within government agencies has shown promise in enhancing policy initiatives; however, it raises critical concerns about privacy and accountability. In the context of Indonesia's dynamic and diverse landscape, this research advocates for a strategic dissemination of substantial data to various stakeholders to foster informed decision-making and effective public policy reform.

Abstract

This study examines how well Indonesia’s excise tax policy reduces cigarette consumption in Bali Province, focusing on illicit cigarette circulation as a middle factor and economic, psychological, and law enforcement elements as adjusting factors. The aim is to check direct effects of tax increases on consumption, the mediating role of illicit circulation, and moderating influences, while suggesting better policy coordination. A quantitative approach uses partial least squares structural equation modeling on data from 358 adult smokers across nine districts, collected through an online questionnaire with five-point agreement scales. Results show tax rises strongly boost illicit circulation but only slightly raise total consumption, with no significant mediation as illegal products simply replace legal ones. Law enforcement weakens the tax-illicit link, but economic and psychological factors do not. In conclusion, excise hikes alone fail to curb smoking due to low price sensitivity and substitution; integrated fiscal-enforcement measures, regional rate adjustments, digital tracking, and public education are needed for effective health and revenue outcomes.

Abstract

The advancement of digital technology has encouraged e-commerce platforms to adopt interactive features such as Virtual Try-On to enhance a more visual and personalized shopping experience. This feature allows consumers to virtually try products, thereby assisting in product evaluation prior to purchase decisions. This study aims to analyze the effect of experiential value on customer engagement behavior, with customer satisfaction as a mediating variable. The research employs a quantitative approach through a survey of 150 respondents in Indonesia who have used Virtual Try-On, using a purposive sampling technique. Data were collected through questionnaires and analyzed using Partial Least Squares (PLS). The results indicate that experiential value has a positive and significant effect on both customer satisfaction and customer engagement behavior. Furthermore, customer satisfaction also has a positive effect on customer engagement behavior and partially mediates the relationship between experiential value and customer engagement behavior. These findings suggest that valuable technology-driven experiences can enhance customer satisfaction and encourage more active consumer engagement. This study contributes theoretically to the literature on digital consumer behavior and offers practical implications for e-commerce platforms in optimizing Virtual Try-On features.

Abstract

Hospital payment reforms, including pay-for-performance (P4P), diagnosis-related groups (DRG), bundled payments, value-based purchasing, and hybrid incentive systems, have been widely implemented to improve hospital quality, efficiency, and accountability, although empirical findings remain inconsistent across healthcare settings. This study aims to synthesize and evaluate the effectiveness of financial incentive reforms on hospital-level performance outcomes and identify the contextual factors influencing their implementation. Using a systematic review approach based on the PRISMA 2020 guidelines, this study analyzed 28 hospital-level studies published in Scopus-indexed journals (Q1–Q3) between 2015 and 2026. The findings indicate that 67.9% of the reviewed studies reported positive associations between payment reforms and hospital performance, particularly in process-based quality indicators, readmission outcomes, and selected efficiency measures. However, the effects on mortality, equity, utilization, and cost efficiency remain heterogeneous and context-dependent. The effectiveness of reforms is influenced by incentive magnitude, payment model type, indicator specificity, regulatory environment, baseline institutional performance, and digital monitoring capacity. These findings suggest that financial incentives are more effective when integrated into coherent governance and accountability systems.

Abstract

This study aims to analyze the influence of digital leadership and psychological empowerment on sustainable employability with work engagement as a mediating variable in Generation Z employees in Bali Province. This study uses a quantitative approach with a survey method of 150 respondents selected through purposive sampling techniques. Data were collected using a Likert scale questionnaire and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with the help of SmartPLS 4. The results of the study show that digital leadership has a positive and significant effect on work engagement, while psychological empowerment has a significant but negative effect on work engagement. Furthermore, digital leadership does not have a significant effect directly on sustainable employability, while psychological empowerment has a significant negative effect. On the other hand, work engagement has a positive and significant effect on sustainable employability. The results of the mediation analysis show that work engagement mediates the full relationship between digital leadership and sustainable employability. Meanwhile, work engagement partially mediates the relationship between psychological empowerment and sustainable employability in a negative direction. These findings suggest that work engagement has an important role in improving the sustainability of work capacity, while the influence of leadership and psychological empowerment shows more complex dynamics in the Generation Z workforce.

Abstract

This study aims to critically analyze how political communication practices carried out by the General Election Commission (KPU), regional head candidates, and the mass media contribute to fulfilling the public's right to electoral information in the context of local democracy in Bali. Using a qualitative approach with an exploratory case study design, this study combines data from in-depth interviews, focus group discussions (FGDs), and digital content analysis to examine the relationship between transparency, political communication, and public participation in the 2024 Bali Regional Elections. The results show that the Bali KPU has made efforts to fulfill the principle of the right to information through the provision of digital channels, the publication of electoral data, and cooperation with local media. However, the communication patterns that have been established are still one-way and lack deliberation. Meanwhile, candidates' political communication strategies are dominated by image-based and symbolic politics approaches that emphasize image and emotional slogans over policy program substance, creating information asymmetry between candidates and voters. Local media and digital spaces also do not fully serve as vehicles for political education, but rather as arenas for electoral promotion. This study confirms the gap between formal and substantive transparency in local political communication practices. Therefore, the fulfillment of the public's right to electoral information needs to be realized through more educational, participatory, and interactive political communication. This study contributes to the development of academic discourse on information politics and public accountability and provides practical implications for strengthening transparent and integrity-based local democracy

Abstract

The Badung Regency has emerged as Bali's preeminent tourism hub, experiencing a substantial surge in visitorship following the pandemic. This has boosted the regional economy, but also led to overtourism, which threatens public peace and order in tourist destinations. The Badung Regency government set up a tourism police force to enforce local regulations and maintain security and order in tourist areas. The objective of this study is to analyze the effectiveness of the performance of the Tourism-Specific Municipal Police of Badung Regency in enforcing public peace and order in tourist destinations. The objective of the present study is to identify the factors that affect police performance. The study will offer solutions to existing obstacles. The present research employs a descriptive qualitative approach. The data presented herein were collected through a combination of in-depth interviews, field observations, and documentation studies. The informants were municipal police officers, relevant stakeholders, community members, and tourism business actors in tourist destinations. The analysis used an interactive model for data reduction, display, and conclusion drawing. The findings indicate that the performance of the Badung Regency's Tourism-Specific Municipal Police in maintaining public order in tourist destinations has not yet been fully effective. The condition is primarily influenced by human resource, facility, and infrastructure limitations, as well as insufficient foreign language skills. Nevertheless, a number of factors were identified that provided support for this hypothesis, including a clear regulatory framework, strong policy support from the local government, and cross-sectoral coordination. The study says that to improve security and order in tourist destinations in Badung Regency, more officers are needed.
THE ROLE OF WORK-LIFE BALANCE IN MEDIATING THE EFFECT OF WORK FROM HOME IMPLEMENTATION ON BURNOUT AND PSYCHOLOGICAL DISTRESS AMONG GENERATION Z OFFICE EMPLOYEES WITH WORKLOAD AS A MODERATING VARIABLE Ni Made Widiyastiti; Nyoman Sri Subawa

Abstract

This study aims to examine the role of work-life balance in mediating the effect of work from home (WFH) implementation on burnout and psychological distress among Generation Z office employees, with workload as a moderating variable. The study was conducted in Indonesia and focused on Generation Z employees aged 18–28 years who work under a WFH system and experience high workloads. This research employed a quantitative approach using non-probability sampling, specifically purposive sampling. The sample size was determined using the Hair formula based on 25 indicators, resulting in a minimum of 175 respondents. Primary data were collected through a Google Form–based questionnaire using a six-point Likert scale. Data were analyzed using Structural Equation Modeling (SEM) with the Partial Least Squares (PLS) approach. The findings indicate that WFH has a significant negative effect on burnout and psychological distress, suggesting a protective effect on the mental health of Generation Z employees. Furthermore, work-life balance partially mediates the relationship between WFH and both burnout and psychological distress. Workload acts as a selective moderator, weakening the relationship between WFH and work-life balance and strengthening the relationship between work-life balance and burnout, while showing no significant moderating effect on other relationships. Overall, the results suggest that WFH can enhance the mental well-being of Generation Z employees through improved work-life balance, although these benefits may diminish when workloads become excessively high.
