Abstract

Purpose – The study presented in this paper reports on a pilot implementation of scientific management principles in addressing city government facility problems across divisions. To pursue more effective and efficient results, the Tambaksari site that serves various Surabaya Department of Water Resources and Highway Development (SubDRD) tasks, including welding, storage, repair, drainage work, refueling, and security, covering a 15,457 m2 area is evaluated and improved using facility layout, occupational health and safety, and simulation methods. Existing facilities lack grouping based on activities, resulting in inefficiencies. The site poses potential hazards, such as oil spills and hazardous welding practices. This research seeks to optimize facility layout by implementing occupational health and safety standards for effective, efficient activities, and appropriate control systems. Methodology – This research identifies facility needs, sizes, and proximity relationships using the BLOCPLAN algorithm. Hazard management employs the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method, identifying hazards through Process Hazard Analysis (PHA) and assessing risk levels with Failure Mode and Effect Analysis (FMEA). Control system planning, based on the hierarchy of control, is integrated into facility layout design. Stakeholder feedback is gathered through a Focus Group Discussion (FGD) to refine alternative designs. Arena software simulation assesses workstation utility, guiding adjustments for optimization. Findings – The combination of the BLOCPLAN algorithm, HIRARC analysis, and Arena simulation resulted in an estimated design layout that can reduce total out of direction travel distance by 47.32%, backtracking by 43.31%, and cross-movement by 47.37%. Research Limitations – Despite the practical implications involve shaping a more effective Tambaksari layout for SubDRD operations, potentially improving work productivity, creating a safer work environment, and enhancing maintenance service quality for Surabaya City Government infrastructure, the occupational health and safety aspects in this research are only considered concerning their influence on layout design and the simulations only target the workshop activities. Originality – This study is original in the scope of Indonesian city government work that rarely implementing scientific management methods in addressing their problems and challenges. In addition, this study provides integrated analysis across divisions in city government which are usually very rigid and limited by bureaucracy.

Abstract

Kerugian produksi akibat breakdown peralatan kritis menjadi perhatian utama dalam bisnis pembangkitan tenaga listrik karena dapat menurunkan pendapatan. Pada tahun 2023, Total Loss Production di PLTU ADP yang dikelola oleh PT XYZ mencapai 1.010.432,7 MWh, salah satunya disebabkan oleh breakdown pada coal feeder, sehingga target kinerja Equivalen Availability Factor (EAF) hanya tercapai 81,24% dari target 86,74%. Penyebab utama breakdown adalah strategi pemeliharaan yang belum tepat dan efektif. Penelitian ini bertujuan merencanakan preventif maintenance (PM) untuk coal feeder di PLTU ADP menggunakan metode Reliability-Centered Maintenance II (RCM II) dan menganalisis data kegagalan peralatan guna menentukan interval PM yang optimal. Proses penelitian meliputi pengumpulan data, perhitungan kehandalan peralatan dengan reliability block diagram, dan penentuan interval PM berdasarkan kriteria Reliability Function R(t)<60%. Analisis dilakukan dengan Failure Mode Equipment Analysis (FMEA) dan evaluasi Failure Consequences untuk menghasilkan tindakan pemeliharaan yang tepat. Hasil penelitian merekomendasikan strategi PM dengan tindakan Scheduled discard task atau Scheduled restoration task berdasarkan interval optimal, seperti Feeder Belt Assembly (2738,85 jam), Microprocessor Feeder Electronics (3312,1 jam), dan Cleanout Conveyor(8601,56 jam). Implementasi PM prioritas pada komponen dengan kehandalan <60% (Inlet Outlet Valve, Cleanout Conveyor, Microprocessor Feeder Electronics, dan Protection Device) dapat meningkatkan kehandalan coal feeder dari 11,21% menjadi 74,19%, mencegah kegagalan peralatan, dan mengurangi kerugian produksi.

Abstract

This research focuses on the importance of optimal machine performance in various industrial sectors, emphasising the reliability of each component as a crucial factor in maintaining productivity and operational efficiency. In this context, specific research was conducted to analyse the difference between the expected life of components and the actual life achieved in the field. There is a significant knowledge gap associated with the mismatch between expected and actual component life, potentially leading to unexpected increases in operating costs and decreases in efficiency. This study used survey methodology and linear regression analysis to evaluate the relationship between the expected and actual age of mainpump components on Komatsu PC200 units. The main results showed that the actual life of the components tended to be lower than the expected life, with an average gap of 3,257 hours, indicating the need for adjustments to maintenance and replacement strategies. The analysis also revealed that factors such as severe operational conditions and suboptimal maintenance methods contributed to this mismatch. The implications of this study point to the importance of implementing a more adaptive and data-driven maintenance strategy to improve operational efficiency and minimise unexpected downtime.

Abstract

A Project could be told success if it had a capability to fulfill a project’s goal, which was project could be done either in time or do not have a major lateness. Many things were affecting project buildings processing. This research purpose was to analyze whose causing lateness for apartment buildings project event in Surabaya. To analyze so many cause lateness event would be needed a systematic method approach. This research’s method was used a Fault Tree Analysis (FTA) Method which was used to seek cause event and the probability of lateness. Not only two of those methods, but also expert judgment technique was conducted by using questionnaire to seek probability and to analyze variable cause event. As a result of FTA method was obtained a very high probability of lateness with the main cause event was classified into 4 groups, were caused by owner, caused by supervising consultants, caused by contractor, and caused by environment circumstances. From four of those main causes was obtained some results, first of all from owner’s perspective were a lot of assignment alteration and late payment installment to contractor, second of all from supervising consultants’ perspective was a checklist survey result in certain area, the contractor’s work could not be continued because of such a certain things, third of all from contractor’s perspective was caused by inaccurate work method, and the last of all from environment circumstances was the local people felt so agitated because of the project location to close to them.
