Abstract

The issuance of the Law No. 20 of 2003 concerning the National Educational System further strengthened the existence of the Distance Education System which was regulated further through Ministry of Education and Culture Regulation No. 24 of 2012 and Ministry of Education and Culture Regulation No. 109 of 2013. The issuance of both regulations also provided opportunities for public and private higher education institutions to administer distance higher education platform, so that universities in Indonesia had many opportunities to provide their learning services through distance learning. Accompanied by technological advancements, the distance learning process got the opportunity to meet the community’s expectations for the reach of higher education. Serious management was needed in managing the teaching and learning process in distance education. Each media had its own characteristics and capabilities in reaching its audience. Therefore, it was necessary to observe what media that should be used in the teaching and learning process. To answer this problem, through ethnomethodology methods based on constructivist thinking, and based on the theory of diffusion-innovation, media interpersonal communication, and decontextualisation of messages, the results of this study provided an overview of how media selection and media utilization in the teaching and learning process in the distance education method.

Abstract

The emergence of the internet, which has the power of convergence and multiplatform, terminates the information boundaries. The information flow streaming through the internet creates numerous changes in various lifelines. One of the changes that are experienced is the information shift from print to online. This condition significantly affects print media companies, where customers and advertisers in newspapers begin migrating to a new platform, the internet. It becomes a big challenge for print media in addition to production costs that increase every year. In this era, if the print media do not immediately take action to adapt and innovate, it will be difficult to survive. Observing this development, it is essential to research to determine the strategies implemented by print media companies that currently exist to survive the disruption era. This study implemented a qualitative research method. This study’s results indicate that the print media's survival strategies are innovation, collaboration, maintaining good relationships with customers, and strengthening the journalistic content production to be more attractive.

Abstract

The culture of several regions in Indonesia has a tradition of welcoming guests in the form of traditional dance performances. This study intends to find out the traditions and developments of the welcoming dance at this time. In addition, this study suggests reasons why guests need to be presented with a performance in Minang, Bugis, Palembang and Javanese culture. This research reveals values ​​and meanings so that the characteristics and developments that a culture can carry out in honoring guests can be identified. The method used is qualitative by conducting in-depth interviews with traditional Minang, Bugis, Palembang and Solo artists. The findings in this study indicate that the main motive for guests to be respected and exalted in an area is because guests are considered "kings" by the four cultures. The context of being “raja” refers to two things: First, because this dance is really danced to welcome the king, as explained in the Paduppa, Selik Tubu and Gambyong dances. Second, the term "king" is just a parable so that the guests are treated as best as possible like a king. When the guests are "kingled", it is hoped that they will establish good relations and return to visit the area. This good relationship is symbolized by giving banquets to guests, such as cake, betel, gambir, tambakau, areca nut. By experiencing this banquet, it is hoped that the guests will also feel the bitterness of life that is felt by the community, so that later it will foster a sense of sympathy and empathy for the guests to uphold mutual respect and respect for one another.

Abstract

This research aims to evaluate the performance of employees in structural positions with functional positions after the issuance of the additional income allowance policy at the Mappi district education office. The method used in this research is qualitative. Based on interview data, the research results show that 1).Quality of work. In particular, there is no difference in performance achievements pre and post TPP administration. 2.) Quantity of work. There are differences in the quantity of work pre and post TPP in structural positions and functional officials. For structural officials, work is assigned in a quantity of 12 points post-TPP from 10 points pre-TPP, this means that there is an additional workload after the TPP is implemented. Furthermore, for functional officials, there has been a change in the provision of TPP from 12 workload points during pre-TPP to 10 TPP weight points, meaning there is a decrease in workload. 3). Supervision of structural positions. The obstacle is in the form of a lack of readiness of officials due to changes in workload which has increased more than after the TPP was given, then another obstacle is that the TPP program is not attractive. 4.) Attendance. The TPP program provided is unable to increase employee motivation to improve their performance because the amount of TPP received refers to work performance achievements, not based on discipline or the level of attendance of officials. 5) Conservation. The provision of TPP has fulfilled the efficient elements. Keywords: performance evaluation, TPP policy, structural position employees, functional position employees.

Abstract

This study aims to analyze the role of traditional villages in collaborative governance in the Community-Based Total Sanitation Program (STBM) in Tabanan Regency, especially to accelerate the achievement of stop open defecation (SBS) status. Descriptive qualitative methods were used in this study. Locations and informants were selected by purposive sampling. The results of the study indicate that collaborative governance that runs well at the Tabanan Regency level, Selemadeg District, and Wanagiri Kauh Village, is supported by trust, shared commitment, customary regulations (awig-awig/pararem), and synergy between community elements. This collaboration accelerates the achievement of SBS status in the area. On the other hand, in Penebel District and Babahan Village, collaboration with traditional villages has not been optimally formed so that program achievements are slower. Based on the results of the study, it was found that collaborative governance in the program is in accordance with the theory of Ansell and Gash. Indigenous villages play an important role in the pre-triggering, Community Led Total Sanitation (CLTS) triggering and post-triggering process, thus accelerating the achievement of ODF status in an area.   Keywords: Collaborative Governance, Indigenous Village’s Role, Program Implementation
