Abstract

This study aims to analyze the effect of performance allowances on work discipline and performance among civil servants at the Bagansiapiapi Class II Immigration Office (TPI) and examine the role of work discipline as a mediating variable in this relationship. The research method used was a quantitative approach with an explanatory research approach. The study population consisted of 35 employees, all of whom were sampled using a census technique. Data were collected through a Likert-scale questionnaire and analyzed using path analysis. The results showed that performance allowances had a positive and significant effect on employee work discipline. However, performance allowances did not directly affect employee performance. Work discipline was shown to have a positive and significant effect on employee performance and was able to mediate the effect of performance allowances on employee performance. These findings indicate that improved employee performance is determined not only by the provision of performance allowances but also by the level of employee work discipline. The conclusion of this study is that performance allowances are more effective in improving employee performance through improved work discipline. Therefore, the implementation of performance allowance policies needs to be integrated with a consistent discipline monitoring and performance evaluation system to achieve optimal employee performance.  Keywords: Performance Allowances, Work Discipline, Employee Performance, Civil Servants

Abstract

Infrastructure development is a strategic fiscal instrument for poverty reduction in frontier (3T) regions, yet massive capital injections often fail to yield proportionate socio-economic benefits. This study evaluates the structural efficacy and implementation dynamics of physical infrastructure policy in Nias Regency, a disadvantaged archipelagic territory. Employing a qualitative descriptive design, data was gathered through semi-structured interviews, participant observations, and document analysis, and subsequently analyzed using William N. Dunn’s evaluation criteria alongside George C. Edward III’s implementation model. The findings reveal a distinct administrative paradox. While road network expansion effectively reduced spatial isolation decreasing isolated villages from 24 to 18 and achieving 233.89 km of reliable roads its capacity to eradicate systemic poverty remains structurally constrained. Policy performance is diluted by extreme geomorphological cost premiums (reflected in an escalating Construction Cost Index) and an inequitable capital allocation centralized around the district capital, Gido. Operationally, execution is hindered by extreme fiscal dependency, top-down communication that overrides grassroots planning forums (Musrenbang), and the systematic exclusion of local laborers by private contractors, triggering community alienation. To foster sustainable community welfare, local administrations must explicitly synchronize connectivity projects with economic empowerment. This study strongly recommends shifting fiscal priorities toward equitable rural network distribution, legally mandating local workforce quotas in private construction contracts, and adopting adaptive engineering designs to mitigate local environmental hazards.

Abstract

This study investigates how communication driven approach can strengthen virtual mentoring through improved tutor responsiveness, interaction quality, and personalized feedback. Employing a mixed-methods design, data were drawn from usage analytics, online discussion logs, tutor profiles, and student academic records with 51 students enrolled which it had average participant about 33 students, wits one session during one semester complemented by semi-structured interviews and platform observations.  Findings reveal delays in feedback, underutilization of interactive features, and student contributions dominated by brief, opinion-based responses lacking references. These limitations undermine communication quality and student engagement. The study highlights AI’s potential to automate routine feedback, provide adaptive interaction, and reduce tutor workload, thereby enabling more meaningful engagement. Practical recommendations are offered for integrating AI into distance education systems to improve communication effectiveness, enhance learner satisfaction, and support academic success at scale. Universitas Terbuka, as Indonesia’s leading public distance-learning institution, continues to face persistent challenges in ensuring effective communication and mentoring in the volatile, uncertain, complex, and ambiguous (VUCA) era.

Abstract

Community-based maternal and child health services require timely, accurate, and usable data, yet Posyandu administration often remains dependent on manual records and cadres may have uneven digital competence. This implementation study aimed to develop and evaluate an offline digital Posyandu application while strengthening cadres’ digital literacy through a structured educational intervention. A participatory community-based development approach was applied across 12 active Posyandu sites in Rawakalong Village, Gunung Sindur, Bogor, Indonesia. Needs assessment through observation and cadre consultation informed incremental development of a Lazarus/Free Pascal desktop application with an embedded Firebird database. Functional testing and user validation were followed by demonstration, hands-on practice, and workplace mentoring; training outcomes were assessed through pre-post questionnaires and practical tasks, while operational performance was monitored descriptively. The application supported maternal and child registration, growth monitoring, immunization data, master data, and automated reporting, with all core modules operating in the documented field tests. The program report recorded an 80% increase in cadres’ digital literacy, a 63% improvement in recording speed, a 45% reduction in input errors, and a decrease in monthly reporting time from 3–5 days to less than 24 hours. These findings indicate that the offline-first application and experiential cadre training were associated with improved digital competence and administrative performance during implementation. However, because individual participant counts, raw pre-post scores, and a control group were unavailable, the reported changes should be interpreted descriptively rather than causally. The study provides a practical model for community-health education and digital transformation in settings with limited connectivity.
