Abstract

In the era of the industrial revolution 4.0, the preparation of mastery of maritime technology and the preparation of human resources is the urgency of the Navy's education. STTAL as one of the Navy's educational institutions has a strategic role as a producer of the Navy's human resources capable of merging themselves in technological development. Demands for the development of science and technology that are so fast affect the development of modernization of technology in the rank of maritime technology and graduate qualifications, it is necessary to make adjustments by conducting an evaluation and development in the education curriculum. A concrete step in addressing this requires a strategy to develop STTAL education curriculum in response to scientific vision, efforts to achieve graduate qualifications expected in accordance with societal needs and stakeholder needs. With SWOT analysis, a matrix will be obtained which shows the strengths and weaknesses as well as opportunities and threats which will later be used as a reference to make the right and appropriate strategies.Keywords: SWOT Analysis, STTAL Education Curriculum, Industrial Revolution 4.0

Abstract

The Unitary State of the Republic of Indonesia (NKRI) is the largest archipelagic country in the world, two thirds of which are is seas, requiring the presence of the KRI in maintaining its sovereignty. Continuity of attendance in carrying out its main duties, the Navy depends on the readiness of the KRI (Indonesian Republic Warship). The Navy's strength development program is bound to the MEF (Minimum Essencial Force), the basic development policy of TNI AL towards minimum principal strength. The main target of MEF is a limited amount but can operate optimally. So we need a program to overcome these problems by maximizing the defense system maintenance program called SPT (Planned Maintenance System). To maximize the planned maintenance system that supports the MEF program requires prioritization in selecting the KRI that will carry out Depo level improvement (Hardepo). The selection of KRI determination that will implement Hardepo has several factors that need to be considered so that it is categorized in a multi-criteria decision environment, then the proposed model becomes an appropriate methodology to accommodate the criteria with the Fuzzy MCDM (Multi Criteria Decision Maker) approach. In this study there are six alternative KRI namely KRI Keris-624, KRI Rimau Island-726, KRI Kerapu-812, KRI Badau-841, KRI Jakarta Bay-541 and KRI Arun-903 where the first priorities obtained are KRI Rimau Island- 726 with a weight value of 0.1778. After the priority is obtained then schedule the duration and availability of Docking at PT PAL Indonesia where all KRI can carry out docking every TW (Tri Wulan) except KRI Arun-903 which cannot carry out docking on TW I 2019. Abstract

Pangkalan TNI AL memiliki peranan penting dalam menunjang keberhasilan suatu operasi di wilayah NKRI sebagai negara maritim. Berbagai permasalahan yang dihadapi serta dinamika perkembangan lingkungan strategis yang relatif sulit diprediksi dan semakin kompleks, menuntut jajaran TNI AL untuk mempersiapkan diri sedini mungkin dalam menghadapi setiap kemungkinan ancaman yang dapat mengganggu stabilitas pertahanan negara. Menyadari hal tersebut, pimpinan TNI AL berkehendak melakukan pengembangan pangkalan tertentu untuk dinaikkan status klasifikasinya. Bila dihadapkan pada keterbatasan kondisi anggaran pertahanan negara saat ini, maka perlu adanya prioritas dalam upaya pengembangan pangkalan tersebut sehingga dapat memberikan percepatan kontribusi terhadap operasi TNI AL, sehingga kriteria fungsi pangkalan secara keseluruhan dapat berperan dalam menunjang tugas TNI AL. Penelitian ini menggunakan metode Analytical Network Process (ANP) yang memiliki kemampuan untuk mengakomodasi keterkaitan antar kriteria atau alternatif. Dua jenis keterkaitan yang dimiliki dalam metode ANP yaitu keterkaitan dalam satu set elemen (innerdependence) dan keterkaitan antar elemen yang berbeda (outerdependence). Hasil penelitian berupa nilai bobot prioritas kriteria dan prioritas alternatif Lanal yang akan dikembangkan menjadi Lantamal. Nilai bobot kriteria yang terbesar adalah Fasilitas Pangkalan dan nilai bobot alternatif yang terbesar adalah Lanal Pontianak.

Abstract

Improved personnel performance will bring progress for the institution to be able to carry out its duties. Therefore, efforts to improve personnel performance are the most serious challenges for leaders because the success in achieving goals depends on the quality of the performance of human resources in it. The purpose of this study was to analyze the variables that have an effect on improving the performance of the Indonesian Navy's Diktukpa students Candidates including competence, career development and soldier motivation. The method used is a quantitative method with Structural Equation Model (SEM) analysis and AMOS software. The results showed that the competency variable had an adequate influence on performance although it was not significant. The soldier career development variable has a significant effect on the performance variable of the NCO soldier candidates for the Indonesian Navy's Diktukpa students. The soldier competency variable has a very significant influence on the motivation of the NCO soldier candidates for the Indonesian Navy's Diktukpa students. The soldier career development variable has a significant influence on the motivation of the NCO soldier candidates for the Indonesian Navy's Diktukpa students. The soldier's motivation variable has a sufficient influence on the performance of the NCO soldier candidates the Indonesian Navy's Diktukpa students even though it is categorized as less significant. The analysis of the results can be used as a basis for input in the formulation of strategies and policies as well as efforts to improve the performance of Naval Air Force candidates for the Indonesian Navy's Diktukpa students, given the very important function of the presence of NCO members who are the liaison between officers and enlisted. By increasing the performance of Naval Forces candidates for the Indonesian Navy's Diktukpa students, it will automatically improve the performance of the Indonesian Navy organization. Abstract

Indonesian Navy (TNI AL) as one of the core components of the national defense system, carries out the task of the marine dimension in the defense sector and protects the law and maintains security in the sea area in accordance with the provisions of national law and ratified international law. The readiness of the Navy's organization is supremely determined by the components of the Navy's strength, which consists of personnel and the main equipment of the weapon system (defense equipment). The placement of positions, especially for the position of commander of a patrol ship, is a process to obtain the best human resources. This study focuses on analyzing and determining the criteria for the position of the KRI Commander on the Patrol Ship (as one of the important positions in the Indonesian Navy). The Analytic Network Process Model can be used as an instrument in determining alternative officers fulfill the requirements for occupying positions. Hasil Kuisioner akan digunakan sebagai input dalam software Superdecision. Hasil dari software tersebut adalah bobot dari masing-masing subCriteria yang dapat digunakan dalam penilaian seleksi Komandan Kapal Patroli serta dapat diketahui peringkat dari alternatif calon pada model. The results of data processing using Super Decisions software can be known as alternative priorities by looking at the weight value of each alternative, namely Priority 1 is Candidate A with a weight value of 0.384181, Priority 2 is Candidate B with a weight value of 0.309020 and Priority 3 is Candidate C with a weight value of 0.306799. Abstract

The development of the strategic environment, especially in the fields of science and technology, requires the Indonesian Navy to prepare strategies to deal with these challenges. In addition to the readiness of the defense equipment, the human resources of the crew must also be superior and professional. The Marine Operations Education Command (Kodikopsla) is an educational institution for the Indonesian Navy which is the center for marine operations education. The purpose of this study was to determine an alternative Kodikopsla development strategy in order to increase its role in preparing superior Indonesian Navy human resources by using the integration of the SWOT, ANP and Balanced scorecard methods. The results of environmental identification in Kodikopsla contained 16 (sixteen) internal factors with 6 (six) strength factors and 10 (ten) weakness factors, and 15 (fifteen) external factors with 9 (nine) opportunity factors and 6 (six) threat factors. . By weighting the EFE and EFI metrics, the chosen strategy is the WO Strategy which means maximizing the improvement of weakness factors for exploiting opportunities. From the results of the weighting calculation using the ANP method, it is obtained that the WO1 priority strategy with a weight of 0.3851. Furthermore, 15 (fifteen) strategic targets were produced which were divided into 4 (four) BSC perspectives, namely financial, internal business, customer and learning and growth as well as determining the Key Performance Indicators (KPI) of each strategic target as the basis for strategy mapping Keywords: Kodikopsla, SWOT Method, ANP, Balanced Scorecard, Key Performance Indicator

Abstract

In the Navy's Posture Draft at 2005 to 2024, the readiness of Navy organization is determined by the component of Indonesian Navy's force consisting of personel, Alat Utama Sistem Persenjataan (defense system) and the method system it self. The Navy's Financial Accounting Unit as a Level IV Financial Agency is a unit that’s asked to assist the Commander / Head of the Unit to managing the management and administration of state finances. The selection or participation process is not only based on job descriptions, but must involve gentle and difficult factors. This study focuses on system analysis with several criteria in the position selection of Head of the accounting unit including soft and hard competencies and using the ANP method. This study aims to develop models and relevant criteria for selection of candidates for the Head of the Accounting Unit and provide alternative selection methods that can help the methods that have been used previously to get potential buyers who able to perform special tasks of the Navy. Furthermore, to process data, a literature study was conducted on the concept of MCDM, the Analytic Network Process (ANP). The Head of Account prospective scoring system application using Hypertext Preprocessor (PHP). The results of the study, obtained 5 criteria in the acquisition of Prospective Head of Accounts, these are Education, Competence, Health, Physical condition and performance. Abstract

The geographical location of the North Maluku region and the extent of the sea that is difficult to reach by thesecurity forces to cause this area prone to illegal fishing, illegal loging, illegal entry, smuggling guns and liquor.The water traffic situation in this region is also very dense, almost every time we can see the ship that passesthrough this line especially in ALKI III, both merchant ships, passenger vessels, and vessels Fishermen can alsobe encountered there. This is what led to the province of North Maluku to be very vulnerable and provideopportunities to be utilized by people and other criminal acts to commit abuses in the North Maluku waters. Tomaximize marine security operations in North Maluku, the TNI AL at the Koarmada operations staff need tothink about and perform a mature calculation in the selection of patrol boats. This research uses the method ofAnalytic Network Process (ANP) because ANP is one method that can represent the level of interests of variousparties by considering the interconnectedness between criteria and sub-criteria that exist. The assignment ofpatrol vessels has three criteria, namely tactical, technical and economic. Processing of this selection data usingSuper decision software for ANP calculation. The results showed that the highest priority was KRI Tatihu-853 of0.851923, then the second priority for KRI Albakora-857 of 0.089943, then the third priority for KRI Madidihang-855 of 0.020778, then the fourth priority for KRI Layaran-854 by 0.016319, then fifth priority for KRI Sura-802 of0.010707, and the last sixth priority is KRI Kerapu-812 for 0.010329.Keywords: Maluku Utara, Ship Selection, ANP.

Abstract

Indonesian Warship (KRI) is one of the Main System Weapons (defense equipment) owned by the Navy. In its2017 procurement, the Navy made a second generation Fast Ship Missile (KCR) made by PT PAL thatproduced more than the previous generation, both in terms of capacity and rich ships, named KRI KerambitClass. To support the battle, this KRI Kerambit Class will be equipped with a surface to surface missile (SSM) toimprove the ability to use maximum battleships. To be able to activate its function properly, it is necessary tochoose the right missile base weapon. The selection of alternative missile weapons over water requires analysisof information and collects important requirements about data from alternative weapons over the air. In additionto alternatives, it is expected that major criteria will be considered in the selection of the Weapons over the air.In making the decision to procure Weapons Over Water, where the conflict cannot be arranged in the form of ahierarchy because it requires interaction and higher level elements to lower level elements. Therefore in thisstudy the Trial Making and Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP) methodshave the ability to accommodate the interrelations between criteria or alternatives. Based on data processing,the Exocet MM 40 Block 3 has been selected. Abstract

Support the presence of the KRI elements it needs other supporting means such as Fasharkan (Maintenance and repair facilities) that serve as a supporter of logistics, especially repair and maintenance of KRI. The closest area of Fasharkan from the Sea of North Natuna today is Fasharkan Mentigi Lantamal IV Tanjung Pinang is approximately 510 Nm surely will be an obstacle when the presence of the KRI element in the North Natuna Sea operating area is shaken because The distance of Fasharkan from the distant waters of North Natuna to carry out maintenance and repair. So it is necessary to one more location of Fasharkan to support the operation of the KRI elements in the territorial waters of North Natuna so that the operation of the KRI elements can be carried out well. In the selection of Fasharkan location has several factors that must be considered so that categorized have multicriteria in the election. So to accommodate Multicriteria divided into Technical Requirements & Operational Requirements Then use the Fuzzy method MCDM (Multi-Criteria Decision Maker). Technical Requirement consisting of earthquake hazard, distance field operations (distance operations and ALKI 1), distance downtown (the distance of the center of the government and the settlement), and hydrography (depth, tidal, and speed of currents). While the Operational Requirement consists of the influence of other countries, threats (outside state threat and community conflicts), access transportation (military port and airport), supporting facilities (water facility, communication facilities, Electric facilities, transport facilities and sea flows), as well as operational costs. For the alternative location of Fasharkan consists of Lantamal XII Pontianak, Ranai Navy Base, and Tarempa Navy Base.Of the three alternative locations obtained the best alternative to the location of Fasharkan is Ranai Navy Base with the highest rank of 0.403 then Lantamal XII Pontianak with a value of 0.302 and Tarempa Navy base with a value of 0.295.
