Abstract

Engku Puteri Square is an open field which is usually called "Alun-Alun”, located next to the mayor's office of Batam which was originally planned as a public open space and venue for the ceremony ground of the Batam City civil servants. The concept of structuring the city square in several cities in Indonesia has been started since a long time ago, the city square has a potential role to be one of the city identities. This is important because we are now experiencing an identity crisis, especially in the field of architecture or urban planning.Engku Puteri square became a different public space when in 2003 the Municipality of Batam decided to construct the fence around the square area, especially when the Alun-Alun was decided to be the location for the implementation of the National MTQ when the Riau Islands Province hosted the event in 2014. A few months before National Level MTQ being held, there were a large renovation done, such as the addition of towers and gates permanently. The pulpit and Astaka used as the main arena of MTQ activities are also built magnificently. The Engku Puteri, which used to have an open concept now becomes more intimate and different from the initial concept, all might be due to the lack of awareness of the public and policy makers about the concept of public open space. The purpose of this paper is to find a concept of the city square that will be compared with the existing conditions as a consideration to restore the actual function of the Engku Puteri City Square.

Abstract

Slum settlements in Batam City are mostly inhabited by poor people who are unable to access proper housing. The inability of the poor to access these decent settlements, makes them choose to live in slum settlements with inadequate basic facilities and infrastructure. Relocation or resettlement is an alternative to provide opportunities for people living in slum settlements, whose land status is illegal or living in a disaster-prone environment to reorganize and continue their lives in a new place. This research was structured with the aim of knowing how the implementation of the relocation program for occupation settlements at the Simpang Barelang in the city of Batam. As a qualitative and quantitative descriptive research, the results of this study have both positive and negative impacts. In terms of physical conditions, relocation provides positive changes to the current settlement conditions. Then the social impact of the relocation carried out in the Tembesi Village, has also been successful in maintaining the social order that has been formed. However, in terms of the community's economy, the relocation program had a negative impact due to the loss of sources of income and decreased community income.

Abstract

The impact of urbanization is closely related to urban settlement problems. One of the government's efforts to solve the problem of housing needs for low-income people in densely populated urban areas is to build vertical housing or flats. The City Without Slums Program (KOTAKU) is one of the strategic efforts of the Directorate General of Cipta Karya, Ministry of Public Works and Public Housing (PUPR) to accelerate the handling of slums in urban areas and support the "100-0-100 Movement", namely 100 percent access to proper drinking water, 0 percent slums, and 100 percent access to proper sanitation. One of the efforts made by the Indonesian government in dealing with slum settlements is the implementation of the Cities Without Slums (KOTAKU) program. This study uses a qualitative research method that aims to understand the phenomenon of what is experienced by research subjects holistically. The results of the study show that from an economic perspective, the KOTAKU program is very well received by the community in the kelurahan environment, because the program includes a capital budget program for the surrounding community. Then in terms of environmental aspects, the KOTAKU program is here to provide solutions for the environment with road repair and drainage cleaning programs. Finally, from the social aspect, the KOTAKU program also has a positive impact on social relations in the urban village environment.
