Abstract

Angkutan kota merupakan bagian dari sistem transportasi kota dan hal tersebut memiliki peran penting dalam kehidupan masyarakat dalam menunjang mobilisasi masyarakat untuk melakukan aktifitas sehari-hari. Maka dari itu, keberadaan angkot harus ditangani dengan baik dan benar sehingga tidak menimbulkan masalah bagi kehidupan kota. Penelitian ini bertujuan untuk mengetahui dan menganalisis peran Dinas Perhubungan kota Medan dalam pengawasan pelaksanaan Standar Operasional Prosedur (SOP) bagi pengemudi angkot serta untuk mengetahui hambatan dalam menjalankan kegiatan pengawasan. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan dengan cara wawancara, observasi dan studi kepustakaan. Teknik analisis data berupa reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini menggunakan indikator pengawasan yang dikemukakan oleh George R Terry & Leslie W Rue (2012) yaitu Pemantauan, Pemeriksaan dan Perbaikan. Hasil dari penelitian ini menunjukkan bahwa peran Dinas Perhubungan kota Medan dalam pengawasan pelaksanaan Standar Operasional Prosedur bagi pengemudi angkot telah baik namun belum cukup optimal karena masih banyak ditemukan adanya angkot yang melakukan pelanggaran terhadap standar yang telah ditetapkan. Selain itu, Dinas Perhubungan dapat dikatakan belum cukup konsisten dan rutin dalam melakukan pengawasan. Adapun penghambat dari Dinas Perhubungan dalam melakukan perannya untuk pengawasan ini adalah keterbatasan sumber daya manusia, dana dan kesadaran pengemudi. Adapun saran yang dapat diberikan yaitu diharapkan Dinas Perhubungan dapat meningkatkan ketegasan dan komitmennya dalam menjalankan perannya agar permasalahan terkait tidak disiplinnya pengemudi angkot dapat teratasi.

Abstract

Procurement of goods and services is one of the strategic pillars in realizing effective, efficient, and accountable governance. Its successful implementation greatly depends on the availability of professional and proportional Functional Officials for Goods/Services Procurement (PBJ). This study aims to analyze the impact of the shortage of PBJ functional officials on the effectiveness of procurement implementation in Humbang Hasundutan Regency, with a focus on the adequacy of the number and suitability of job levels. This study uses a qualitative descriptive approach with Armstrong's (1980) Human Resource Management theory as the basis for analysis. Data collection techniques were carried out through document studies, observations, and in-depth interviews with stakeholders in the Goods/Services Procurement Work Unit (UKPBJ). Data analysis was carried out in four stages: data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that the shortage of functional officials, especially at the Associate Expert level, has various negative impacts, such as overlapping roles, an imbalance in workloads, delays in the procurement process, low budget absorption, and disruption of public services. The imbalance in job distribution also has an impact on weak planning, supervision, and regeneration of procurement human resources. In conclusion, the less-than-ideal functional position structure is a major obstacle to achieving optimal procurement. Therefore, systematic steps are needed, starting from mapping position requirements, fulfilling a balanced formation between levels, to strengthening training and continuous capacity building in order to improve procurement performance at the regional level

Abstract

Waste management at the community level is crucial to promoting sustainable development, especially in coastal regions. The problem of household and shellfish waste being carried by ocean currents and accumulating in the environment is a concern in Pakam Village, Batu Bara Regency, North Sumatra. This state detracts from the village's aesthetic attractiveness in addition to polluting the environment. To enhance residents' ability to manage their own waste, community service projects are being implemented through the Universitas Sumatera Utara 2025 Assisted Village initiative. Technical waste processing training, stakeholder Focus Group Discussions (FGDs), the establishment of an Environmental Working Group, and the creation of local regulations in the form of Village Head Regulations (Perkades) were among the implementation strategies. Additionally, a display of processed waste products was implemented. The activities' outcomes demonstrated the development of active local institutions, a greater understanding of household waste sorting, an improvement in the community's ability to process waste into value-added products like handicrafts and calcium powder, and the creation of more practical village regulations than the Perdes. Additionally, Pakam Village was effectively linked to the Batu Bara Regency Waste Bank effort through this scheme. As a result, this service strengthened the village's institutional and regulatory foundations while also helping the community shift its perspective from viewing garbage as a problem to recognizing it as an economic resource.
