Abstract

This paper discusses empowerment program for coastal communities in Cilincing district, North Jakarta. Basically, the program has bees relatively successful in developing coastal communitiess entrepreneurship. This can be seen from the estabilishment of cooperatives and small scale enterprises in that area. But, this paper underlines that grant allocation for the fisherman is still limited. Otherwise, the merchants received the most amount of grant allocation. In other word, bias on delivering program has occurred. Furthermore, target location for this program has not been equal yet.It was concentrated on few villages only low understanding for loan scheme also became crucial problem for the program. This has pushed for bad credit in a lot of amount.

Abstract

Tenaga listik adalah suatu kebutuhan masyarakat yang sangat penting dikarenakan tenaga listrik mempunyai peran kepada kehidupan masyarakat yang berguna untuk sebagai alat menggerak semua benda dan alat bantu sebagai penerangan. Keberadaan listrik yang sangat dibutuh membuat beberapa masyarakat melakukan hal-hal yang merugikan pihak PT. PLN (Persero). Salah satunya konsumen melakukan penambahan daya tenaga listrik secara tidak sah menurut kontrak perjanjian, konsumen melakukan hal tersebut agar bisa mendapatkan tenaga listrik yang lebih besar, tetapi membayar sedikit. Penelitian ini dilakukan untuk mengetahui perbuatan penambahan daya tenaga listrik secara tidak sah menurut kontrak perjanjian menurut hukum perdata, mengetahui faktor-faktor yang menyebabkan konsumen melakukan perbuatan tersebut, dan mengetahui upaya yang diberikan pihak PT. PLN kepada konsumen. Penelitian yang dilakukan menggunakan penelitian hukum yuridis normatif dengan pendekatan yuridis sosiologis. Berdasarkan hasil penelitian dan analisis data yang peneliti dilakukan di PT.PLN (Persero) Rayon Medan Kota, maka diperoleh bahwa menurut hukum perdata Perbuatan Penambahan daya secara tidak sah menurut kontrak perjanjian diatur dalam Keputusan Direksi PT. PLN (Persero) Nomor: 1486.K/DIR/2011 tentang Penertiban Pemakaian Tenaga Listrik dengan berpayung hukum pada Pasal 1365 Kitab Undang-Undang Hukum Perdata dan Undang-Undang nomor 30 tahun 2009 tentang Ketenagalistrikan. Faktor-faktor yang menyebabkan konsumen melakukan perbuatan tersebut berasal dari faktor konsumen itu sendiri yaitu untuk memperoleh daya tenaga listrik yang besar dengan harga yang murah serta faktor ekonomi, sedangkan faktor dari pihak mekanik dari PT.PLN (Persero) yaitu pihak PT.PLN (Persero) salah menghitung pemakaian tenaga listrik konsumen, dan upaya hukum yang diberikan PT.PLN (Persero) ialah melakukan memberikan teguran, melakukan pemutusan sementara, serta memberikan denda.

Abstract

This study seeks to determine and characterize the efficacy of the waste management system in Jaring Halus Village, Secanggang District, Langkat Province. The method of research employed is qualitative research. Interviews, observation, and documentation were employed as data collection technique. The data were then examined using Duncan's theory, which includes the elements of goal attainment, integration, and adaptation. The North Sumatra Provincial Environment Service, the Langkat Regency Environmental Service, the village head and Jaring Halus Village Apparatus, and the Jaring Halus Village Community were among the 11 informants in this study who had knowledge of the waste management system. Based on the findings, it is clear that the waste management system in Jaring Halus Village, Secanggang District, Langkat Province has not been effective. Due to various difficulties, including the absence of solid waste services and monitoring, unsustainable Jumat Bersih and collaboration actions, and the community's continued practice of dumping trash into the sea. One positive outcome of integration has been increased sociability and cooperation among the multiple stakeholders. The waste management system adaptation dimension in the province of North Sumatra has not been as effective as in Langkat Regency, particularly Jaring Halus Village. Due to a lack of resources to support the deployment of the waste management system, the infrastructure is inadequate. Moreover, the capacity of human resources to teach the public remains insufficient.

Abstract

Penelitian ini bertujuan untuk menganalisis psikologi anak usia dini di TK Syarif Ar-Rasyid Binjai dengan menggunakan lensa teori perkembangan kognitif Jean Piaget. Psikologi anak usia dini merupakan cabang ilmu yang memfokuskan pada pemahaman dan analisis perkembangan psikologis anak pada rentang usia 0-6 tahun. TK Syarif Ar-Rasyid Binjai memandang bahwa setiap anak adalah individu yang unik, dengan kebutuhan perkembangan yang beragam. Oleh karena itu, pendekatan psikologi anak usia dini di TK ini diarahkan pada pemahaman mendalam terhadap karakteristik setiap anak, yang diintegrasikan ke dalam lingkungan pembelajaran. Dalam penelitian ini, metode penelitian kualitatif deskriptif dengan menggunakan wawancara digunakan sebagai pendekatan untuk mengumpulkan data berupa kata-kata dan pemahaman mendalam tentang psikologi anak usia dini. Hasil penelitian menunjukkan bahwa penerapan teori perkembangan kognitif Piaget memberikan pedoman bagi guru dalam merancang pengalaman pembelajaran yang sesuai dengan tingkat perkembangan anak. Kesimpulannya, pemahaman mendalam tentang psikologi anak usia dini di TK Syarif Ar-Rasyid Binjai menjadi landasan bagi pengembangan strategi pendidikan yang lebih baik, memberikan dampak positif pada masa depan anak-anak dan masyarakat secara keseluruhan. Kolaborasi erat antara sekolah dan keluarga menjadi kunci keberhasilan, dengan dukungan orang tua yang menjadi faktor penentu. Dengan mengintegrasikan teori perkembangan kognitif Piaget dengan praktik pembelajaran yang kreatif, sekolah dapat menciptakan lingkungan pendidikan yang merangsang pertumbuhan holistik anak-anak.

Abstract

This research was motivated by the large potential of dry leaf waste in the campus environment of the University of North Sumatra and the awareness of the importance of appropriate innovation in the use of dry leaf waste as an environmentally friendly alternative fuel. The aim of this research was to determine the potential of leaf waste in the campus environment as a raw material for making environmentally friendly charcoal briquettes. The research method was observation, conducted in the campus environment of the University of North Sumatra, followed by calculating the amount of leaf waste produced per day, and testing continued with the production of dry leaf briquettes. The test results of the three combustions with different mixtures of raw materials in each combustion resulted in solid dry leaf briquettes that could ignite well. This study produced briquettes with proximate and ultimate tests that met SNI No.01-6235-2000 standards with a moisture content test of 4.35%, ash content test of 5.65%, carbon content test of 78.68%, calorific value of 6115 cal/g, and a burning rate of 1.5 grams/minute. Briquettes that meet SNI standards can become an environmentally friendly alternative energy source, a source of livelihood, and will certainly have a positive impact on waste management on the campus of the University of North Sumatra.

Abstract

Penelitian ini di latar belakangi oleh tidak tepatnya waktu penyelesaian dokumen kartu keluarga, tidak adanya kepastian biaya dalam pengurusan kartu keluarga dan kurangnya pegawai yang bertanggungjawab dalam pelayanan kartu keluarga. Penelitian ini bertujuan untuk menelaah dan mendeskripsikan secara mendalam bagaimana kualitas pelayanan administrasi kependudukan dalam pengurusan kartu keluarga di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Deli Serdang. Metode penelitian yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan cara observasi, wawancara, dokumentasi dan kepustakaan. Hasil penelitian menunjukkan bahwa bukti fisik sudah cukup mendukung kualitas pelayanan mulai dari sarana prasarana dan fasilitas yag seharusnya ada sudah cukup tersedia. Pada indikator kehandalan masih belum berjalan maksimal dikarenakan tidak ada kepastian waktu dalam penyelesaian dokumen kartu keluarga dan tidak adanya transparansi jumlah biaya yang dikeluarkan. Selanjutnya indikator daya tanggap sudah berjalan baik melalui program percepatan pelayanan. Pada indikator jaminan sudah terealisasi dengan baik melalui kerja sama antara Disdukcapil Kabupaten Deli Serdang dengan rumah sakit. Terakhir pada indikator empati masih perlu di tingkatkan lagi mengenai sifat dan sikap para pegawai dalam memberikan pelayanan kepada masyarakat sebagai penerima pelayanan. Maka dengan demikian, berbagai kendala yang dijelaskan harus dibenahi untuk mewujudkan tata pemerintahan yang baik, berkualitas, berwibawa dan bertanggung jawab

Abstract

This study aims to determine the correlations of hardiness personality and optimism with academic stress in students of SMA Negeri 1 Binjai. Academic stress is the emotional tension that arises from life events at school and feelings of threatened student safety or self-esteem. The hypothesis proposed in this study is that there is a negative correlations of hardiness personality and optimism with academic stress, The type of research is quantitative, which is a study that emphasizes its analysis on numerical data or numbers, a sample of 95 students. The data collection method uses the hardiness personality scale and optimism and the academic stress scale. Data analysis using multiple regression analysis, the results obtained by Rxy) = -0.728 with p = 0.000 < 0.050, this shows that there is a significant correlations of hardiness personality and optimism with academic stress, thus the hypothesis proposed is accepted. The contribution of resilient personality and optimism to academic stress is =53%, meaning that there are still 47% more factors that affect academic stress that are not seen in this study, namely factors of self-esteem, intelligence, problem solving, and self-efficacy of the sources of stress experienced by students including the desire to achieve achievements, and external factors while factors that can reduce stress are ridha with God's provisions,  gratitude, positive thinking and dhikr (religiosity).

Abstract

Waste management at the community level is crucial to promoting sustainable development, especially in coastal regions. The problem of household and shellfish waste being carried by ocean currents and accumulating in the environment is a concern in Pakam Village, Batu Bara Regency, North Sumatra. This state detracts from the village's aesthetic attractiveness in addition to polluting the environment. To enhance residents' ability to manage their own waste, community service projects are being implemented through the Universitas Sumatera Utara 2025 Assisted Village initiative. Technical waste processing training, stakeholder Focus Group Discussions (FGDs), the establishment of an Environmental Working Group, and the creation of local regulations in the form of Village Head Regulations (Perkades) were among the implementation strategies. Additionally, a display of processed waste products was implemented. The activities' outcomes demonstrated the development of active local institutions, a greater understanding of household waste sorting, an improvement in the community's ability to process waste into value-added products like handicrafts and calcium powder, and the creation of more practical village regulations than the Perdes. Additionally, Pakam Village was effectively linked to the Batu Bara Regency Waste Bank effort through this scheme. As a result, this service strengthened the village's institutional and regulatory foundations while also helping the community shift its perspective from viewing garbage as a problem to recognizing it as an economic resource.

Abstract

Good Governance is a fundamental aspect in building government governance that is oriented towards the principles of integrity, transparency, accountability, effectiveness, and responsiveness to public interests. Good Governance includes several main principles, including transparency, accountability, participation, the rule of law, effectiveness, efficiency, and justice. This study aims to analyze the application of Good Governance principles reviewed from the aspect of government transparency in the procurement process of goods and services in the tender for the construction of the Regional General Hospital in Mandailing Natal Regency. The background of this study is based on the still low level of public information disclosure in the implementation of the tender, which causes project failure, construction delays, and disruptions to the Electronic Procurement Service (LPSE) system. The research method used is a descriptive method with a qualitative approach.. Data were collected through interviews, field observations, documentation, and literature studies relevant to the goods and services procurement process. The research informants consisted of the Head of the Goods and Services Division, the Head of the Development and Advocacy Division, implementing staff, and representatives of local media. The results of the study indicate that the implementation of Good Governance principles in the procurement of goods and services in Mandailing Natal Regency has not been running optimally. This study emphasizes the importance of implementing the principles of transparency and accountability in the public procurement system to create good, clean, and community-oriented governance.

Abstract

Referral services under BPJS Health in Medan City continue  to encounter issues such as delays, mismatched facilities, and limited empathy from healthcare personnel, contributing to rising public dissatisfaction. This study aims to analyze the influence of BPJS Health service quality on user satisfaction in referral services in Medan City. A quantitative approach was employed through questionnaire distribution to BPJS participants who had accessed referral services, with validity and reliability testing conducted on the instrument. Data were analyzed using correlation tests and simple and multiple linear regressions to determine the relationships and effects among variables. The results show that both service quality and referral process quality have strong and significant impacts on user satisfaction. Responsive service, clear procedures, timeliness, and effective coordination between healthcare facilities were found to enhance participants’ perceptions of service quality. The study concludes that improving service quality particularly within referral mechanisms is essential for increasing user satisfaction and improving the effectiveness of healthcare delivery in Medan City.
