Abstract

The Malaysian 14th General Election (GE14) has ended the political domination of Barisan Nasional (BN) of the last 61 years and resulted in a new discussion in Malaysian politics. The main purpose of this study is to explore the factors that caused BN to fail in the last election and to refine the incumbency theory posited by Hirano and Snyder Jr (2012) and Torcal (2014). We argue that various factors have contributed to the defeat of the BN government in the 14th GE, namely the 1MDB corruption scandal, the implementation of the progressive Good and Service Tax (GST), the rise of living costs, and the China-oriented foreign and economic policies, as well as the Mahathir factor. Our results also contribute to further developing incumbency theory. Instead of relying on traditional factor of incumbent defeat in election such as scandal and economic factors, the role of new media in spreading the news about the corruption scandal and the government’s economic underperformance have also contributed to a political shift in Malaysia.

Abstract

The breakthrough to achieve justice in the political field is the implementation of an affirmative action system, which is a system used globally to enable women to play their role, especially in the world of politics. The purpose of this research is to find out, analyze and explain what factors influence women's representation in the West Tulang Bawang Regency DPRD election results in 2019 and to find out, analyze and explain strategies for increasing women's representation in PDIP, Nasdem Party and Gerindra Party. As for those who became respondents in this study amounted to 7 people. The results of this research are 1) The factors that influence women's representation in the Legislative Election DPRD Tulang Bawang Barat Regency are 3 (three), namely political education, political communication and political culture and the most dominant factor influencing is "patriarchal culture" with the conclusion explanation as follows: The following: 1) Political education: political education efforts for legislative candidates, especially women, are not effectively implemented, this is due to time constraints and the reluctance of women legislative candidates to access and deepen knowledge about the world of politics, b) Political communication: political communication efforts the majority of legislative candidates only rely on the media mix and are less effective in direct political communication or interpersonal communication such as open campaigns or door to door. c) Political culture: patriarchal culture is still cultured, namely a culture that places women in a position that is always under men, is considered to have duties and responsibilities in domestic management of the household, namely kitchens, wells and mattresses. And 2) The strategy to increase women's representation in PDIP, Nasdem Party and Gerindra Party is carried out in 3 (three) ways, namely a) Increasing political education, b) Increasing political marketing and c) Increasing women's political participation.

Abstract

Direct regional elections are a form of implementing democracy at the local level, after previously regional elections were held indirectly elected through the Rakyar Regional Representative Council constituencies with this method were still carried out at the beginning of the 1999 reform regulated through Law Number 22 of 1999 concerning Regional Government, but then with the spirit of democratization regional elections were finally held directly where the people were the ones who determine who is eligible to be the regional head and its implementation was first carried out in 2005 based on Law Number 32 of 2004 concerning Regional Government. But in its implementation, it turns out that dynamics emerge, especially efforts made by candidates for regional heads to win contestations using tribal and religious sentiments or known as Identity Politics. The use of identity politics in local elections also occurred in the regional elections of East Lampung and Pringsewu districts to win regional elections in these areas.

Abstract

The failure of political parties and the mistakes of their elites have made swing voters maintained in every election. Swing voters are not the same as abstain who do not exercise their constitutional rights. Swing voters are voters who change their choice or change their support for the implementation of the previous election. This research uses descriptive qualitative research method. The results show that the swing voters are caused by the failure of political parties in carrying out the function of cadre and political education, that political parties are not a tool for the struggle of society, clarity of party programs and platforms, that pragmatic reasons are not rational, that the party's image is declining in the eyes of voters due to the behavior of political elites, the form of voter protest, mass mobilization, situational influences, candidate figures, and alternative candidates which are considered credible.

Abstract

Peraturan Daerah Kabupaten Pringsewu tentang kebijakan pemilihan Kepala Pekonmenggunakan sistem e-voting terkesan terburu-buru. Dengan persiapan satu bulan menujupelaksanaan pemilihan Kepala Pekon di desa Nusawungu mengakibatkan tidak tersosialisasikandengan baik ke masyarakat. Penelitian ini menjelaskan potensi-potensi kecurangan dan kendalayang dihadapi panitia ataupun masyarakat pada proses pemilihan Kepala Pekon menggunakansistem e-voting. Jenis penelitian yang digunakan secara kualitatif dengan pendekatan deskriptif.Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Hasilpenelitian menemukan bahwa terdapat ketidakefisiensian waktu dan anggaran pada prosespelaksanaan pemilihan Kepala Pekon serta tidak adanya asas Luber Jurdil (Luas, Bebas, Rahasia,Jujur dan Adil) karena hadirnya panitia Pendamping dalam Bilik Suara yang bertugas sebagaipembantu bagi pemilih yang belum atau tidak bisa menggunakan alat e-voting.

Abstract

Desa diberikan wewenang yang luas untuk memanfaatkan dana desa sepenuhnya demi kemajuan dan kemakmuran desanya. Laporan Kinerja pengelolaan Dana Desa secara administratif terlihat cukup baik dan rapi, namun tidak menutup kemungkinan kenyataan di lapangan masih terdapat dinamika permasalahan dan kesenjangan yang cukup signifikan antara dokumen pelaporan dengan praktik implementasinya. Berkenaan dengan hal tersebut, adapun tujuan dalam penelitian ini untuk menganalisis bagaimana pola hubungan politik antar aktor dalam pengelolaan Dana Desa terjadi di Desa dengan kinerja keuangan yang baik dan kurang baik, serta faktor-faktor yang memengaruhi perbedaan dalam pola interaksi tersebut dengan menggunakan perspektif Pluralisme-Elitis. Penelitian ini menggunakan tipe penelitian deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Pekon Margodadi Kecamatan Sumberejo yang berstatus Kinerja Keuangan yang baik dan Pekon Gunung Meraksa Kecamatan Pulau Panggung memiliki Staus Kinerja Keuangan Kurang Baik menjadi sampel peneliatian. Penelitian ini menunjukkan bahwa pada Pekon Margodadi yang berstatus kinerja keuangan baik, memiliki pola hubungan Pluralis. Sedangkan Pekon Gunung Meraksa yang berstatus kinerja keuangan kurang baik, memiliki pola hubungan Elitis. Adapun pola hubungan diantara kedua Pekon tersebut dipengaruhi oleh beberapa faktor, antara lain : kepemimpinan, BPD, partisipasi masyarakat, patronase, transparansi dan dinamika konflik.

Abstract

This article discusses local political dynamics in Indonesia, notably in the city of Metro. There are several factors why a particular candidate is more politically electable than others, including ethno-religious factors and money. Moreover, a traditional factor that needs to be considered in the study of electoral geography is the influence of the spatial effect upon voting behaviour. In the election, demographics and geography are two important factors in voting behaviour. The local election resulted in a competitive and dynamic political contest among the local elite in Metro. The result of the 2020 local election was particularly interesting because the independent candidate won and defeated the party-based candidate. This is a mixed methods approach combining the data from interviews and a qualitative survey. This research aims to analyse the spatial factor in Metro’s local election, looking at why a certain candidate won in a particular area and how the geographical factor influenced voting behaviour. Secondly, the result of the qualitative survey supported the finding that voters still consider ethno-religious factor. The finding obtained by this research reveals two significant narratives, specifically the crucial factor of ethno-religious sentiment on voting preference and the spatial factor related to residency in securing a victory for the candidate in the local election. Essentially, research concludes that the spatial factor is of importance in the context of Metro’s local election and supports Woolstencroft's (1980) classical concept of electoral geography comprising “friends and neighbours”.

Abstract

The 2019 general election was the first simultaneous election with 5 ballot boxes. With such conditions, election organizers are required to be able to work in accordance with changes in applicable rules. The Voting Organizing Group (KPPS) as the organizer of elections at polling stations (TPS) is the spearhead of the implementation of voting and counting of votes, but various problems occur in the implementation of voting and counting of votes carried out by KPPS in the 2019 elections in Mesuji Regency. The research was carried out through a literature study using secondary data types and limited the focus on the problem of KPPS work quality in writing and copying C1 forms in the 2019 elections in Mesuji Regency. The KPU is committed to conducting elections transparently through the publication of election results. KPU Regency/City as the executor of the scan and entry of Form C1 into Situng is not allowed to make improvements to form C1 which has a writing error by KPPS. Errors in the writing of form C1 were corrected in the recapitulation of the results of the counting of votes at the district level. Likewise, improvements are carried out in stages up to the national level. With such a procedure, when the public and stakeholders access preliminary information about the results of the votes from the C1 form that has been scanned and entered it turns out that there is an error, it will cause public distrust of the election results. This kind of phenomenon occurs in the KPU of Mesuji Regency. In the 2019 elections in.

Abstract

In a democracy, the state is obligated to guarantee citizens’ political rights, particularly the right to vote and to run (and be elected) in any general election. However, case studies in four districts of Jambi Province (Batanghari, Sarolangun, Tebo, and Merangin) reveal the opposite. Many members of the Suku Anak Dalam (SAD) community were excluded from the permanent voter list, effectively depriving them of their constitutional right to vote. This study investigates what causes this exclusion and offers relevant policy recommendations. The interviews with key informants identified several underlying causes in the 2019 elections: the absence of identity cards, low levels of literacy and education, poor economic conditions, and various technical obstacles. Other barriers included the lack of special polling stations and non-inclusive voting procedures. These findings suggest the need to strengthen education and literacy programs and establish accessible polling stations, as well as more inclusive voting procedures for the SAD community.
