Abstract

The dramatic shift in the management of local governmentin Indonesia, from the centralised, authoritarianNew Order Era to the more democratic ReformationEra since 1996, met public demands for, among other things, more accountability.Decentralised local government requires a systemthat allows the Central Government to supervise and,at the same time, gives local governments the capacityto carry out their duties. This paper comparesthe institutional capacity of three regencies inLampung using a ten-part inter-sector performanceevaluation method developed by the SustainableCapacity Building for Decentralization , projectfunded by the Indonesian Ministry of Home Affairs.Three separate surveys between 2007-2011 used thedata from a 10% sample of all civil servants ineach rank. We show that local government institutionalcapacities in Lampung Province differ not onlyregionally, but also within inter-sectors functions. Allthree regencies performed poorly in the inter-sectorfunction of information and communication, andall three performed best in procurement of goodsand services. In terms of local autonomy, the singlerecipe of symmetric decentralization which appliessimilarly all over Indonesia, needs to be replaced,we suggest, with asymmetric decentralization, whichis more suited to the local governments’ varied institutionalneeds. Keywords: local autonomy, inter-sector performancebased governance

Abstract

As a country that lies in the area known as the Ring of Fire, Indonesia is prone to many disasters and the aftermaths of such crises, from low-scale earthquake events up to mega-magnitude tsunami, earthquakes and volcanoes. The current Covid-19 pandemic is another disaster in mega magnitude scale that the country must deal with.  Research on disaster risk reduction and management has been conducted, yet little is known about how governments, as the most important actor in disaster countermeasures, develop their institutions based on unpredictable exogenous factors.  This study aims to critically analyse disaster and crisis countermeasures in Indonesia based on a constructivist perspective.  The data for this qualitative study were mainly collected through document studies, together with some interviews.  The mega-crisis due to the Covid-19 pandemic has resulted in the establishment of long-term national, provincial, local, and lower level task forces all over Indonesia.  This kind of institutional arrangement has never previously been developed in the country, not even after the 2006 mega-tsunami which hit various provinces and led to a huge death toll of over 100,000. The study shows that although the institutional arrangements for disaster countermeasures in Indonesia are based on the same law, the implementation of institutional structures and practices as disaster countermeasures vary greatly.

Abstract

The election of regional heads in the reform era was directly elected by the community, meaning that the election of candidates for regional head candidates was absolutely in the hands of the people. The existence of direct elections has an impact on the various political promises offered by candidates in order to attract voters' sympathy to choose the candidate at the time of the election. This study uses the Correspondence theory of truth, meaning that the researcher wants to find out whether the political promises promised by the regional head candidates at the time of the election have been realized in real terms, can be utilized, felt by the community. Candidates for the elected regional head or regent of West Lampung Regency in the 2017 regional elections, namely pair number (1), Parosil Mabsus and Mad Hasnurin at the time of the campaign offered various work programs or political promises summarized in pitu (seven) superior programs. Therefore, the aim of this research is to find out whether the 7 (pitu) political promise programs of the elected regional heads in the 2017 West Lampung Regency Regional Head Election have been fully realized and to find out the inhibiting factors that have not realized the political promises of the elected regional heads to the Great West Lampung in the Head Election. Abstract

Advancing women’s political interests is not an easy activity to do at least due to two factors.  First, women political representation is low both in national and local level.  Second, women’s political interests is yet acknowledged as  important subject compared to other more salient problems such as economic and political issues.  This paper aims to present a critical analysis of how women put forward their political interests in local level through local legislations.  I use mainly network institutionalism as my theoretical analytical tool. Data came from focussed group discussions (FGDs), interviews, participant observations, as well as documents from and with  women groups in executive and legislative bodies, women  non-government organizations (NGOs), women community based organizations (CBOs), professional groups, and academics.    I argue that despite their differences, women groups were able to set a relatively coherent political agendas in local level in Lampung, Indonesia.  This was shown by their ability to control sub-group identifications and develop a common identity with their slogan “united women will never be defeated” to work together for the success of their political interest advocacy.  It was also shown by their ability to develop mutual obligations and reciprocities for the success of the advocacy of the new Lampung Province Regulation on Gender-mainstreaming of Development.

Abstract

PKS Lampung Province is one of the political parties participating in the 2024 elections, but as a PKS cadre party it actually provides the same candidacy opportunities for old cadres and new cadres who register themselves when they want to nominate as legislative members of PKS without going through the selection stage or in-depth introduction to the vision and mission of PKS. The focus of this research is to examine the process and criteria for recruiting legislative candidates as determined by DPW PKS Lampung in facing the 2024 elections. This research uses the recruitment process theory according to Michael Rush and Philip Althoff, namely the open recruitment process and closed recruitment process and recruitment criteria based on rational theory. choices according to Barbara Gaddes are partisanship, meritocratic, survival, and compartmentalization. The research method used is descriptive qualitative. The data used is primary data obtained through interviews with research informants and observations with DPW PKS Lampung regarding the recruitment process and criteria, as well as secondary data obtained through documentation such as the list of PKS legislative candidates, the General Election Law, General Election Commission Regulations, and etc. The results of the research show that the Lampung PKS DPW uses a closed recruitment process, namely that the legislative member candidates nominated by PKS are all internal PKS members, because PKS does not nominate candidates independently. The recruitment criteria set are partisanship criteria because all candidates do not go through the selection stage, the priority is only on how much vote support they are able to collect, as well as survival criteria for candidates who are recommended directly by PKS as legislative candidates through providing financial assistance in fulfilling all nomination processes.

Abstract

Environmental education is an integral part of addressing sustainability challenges in tourist destinations, particularly in coastal areas that are vulnerable to the impacts of climate change. This Community Service activity implements the "Take Your Trash Home" campaign at the Banding Beach Tourist Area as an environmental education initiative supporting the achievement of Sustainable Development Goal (SDG) 13: Climate Action. This activity focuses on conveying the potential impacts of visitor and local community behavior in waste management within the tourist area, as well as exploring its contribution opportunities to climate change mitigation. Banding Beach, as a coastal tourism destination, faces serious challenges related to plastic waste and its impact on the marine environment. The "Take Your Trash Home" campaign was launched as an effort to raise awareness among the public and visitors about the shared responsibility of tackling waste problems. The activity's methodology includes surveys of visitors, interviews with tourism management, and analysis of community behavior data before and after the campaign implementation. The results of the campaign show a significant increase in the participation of visitors and the community in sustainable waste management practices. Increased awareness of the impact of plastic waste on the marine environment and maritime life became an important factor in behavior change. Furthermore, cooperation between the government, tourism managers, and the local community contributed to the success of this campaign.

Abstract

The traditional wisdom of tunggu tubang has shifted  due to economic needs, lack of agricultural land, job mobility, marriage with other than Semende tribe, which impacts the rights fulfilling and obligations of tunggu tubang. However, this shift has been  responded to by innovations so that this traditional wisdom persisted. This research  is to describe innovations in maintaining the traditional wisdom. This research uses descriptive quantitative method with 40 randomly chosen respondents. Data were taken from interviews using a questionnaire, and  interviews with key informants. The data were analyzed quantitatively with frequency tables, given the meaning with the structural functional approach of Talcott Parson, that traditional wisdom still functions when able to adapt,  goal attainment, integration, latent maintenance. The results showed:  92.5% tunggu tubang to get rights to houses, gardens, fields and carrying out their obligations, but 7.5% without these rights (tepang bangkang) so they cannot carry out their obligations, namely occupying an inheritance house, taking care of their parents and their younger siblings. Tunggu tubang property sold out. This violation is tolerated because of economic necessity. But tepang bangkang still the decision maker in the family and  can give the right for the next tunggu tubang. If tunggu tubang married to someone other than Semende tribe, her husband follows it.If working outside the city, rights are still given while obligations are carried out indirectly. This adaptation makes the  traditional wisdom survive, be the goal of life, carries out the function of integration, but the function of pattern maintenance is getting weaker.

Abstract

The Boycott, Divestment, Sanctions (BDS) is a global movement that aims to end international support for Israeli aggression against Palestinians and pressure Israel to comply with international law. This movement targets companies and products closely connected to Israeli violations, as any business relations with them are considered direct support for Israeli aggression against Palestine. Indonesia and Malaysia, as two Muslim majority countries in Southeast Asia, demonstrate their solidarity with the Palestinian people through the BDS Movement. This study employs a comparative method to examine similarities and differences in the implementation of the BDS Movement in both countries. The analysis is guided by the Transnational Advocacy Network (TAN) theory to explain the role of networks, framing strategies, and mobilization in shaping each country's BDS efforts. The purpose of this study is to describe the implementation of the BDS Movement in Malaysia and Indonesia, as well as to compare its dynamics, challenges, and impacts in the two contexts. The results of this study indicate that the Indonesian public remains selective in implementing the BDS Movement, while the Malaysian public has been more consistent in their actions. The study also finds that the BDS Movement in Malaysia has had a substantial impact on companies, resulting in stock declines, whereas in Indonesia, the movement has had a more direct effect on employees of the boycotted companies, who are vulnerable to layoffs.
