Abstract

The Health Information System is expected to support health development by producing quality data and information. However, in its implementation there are still obstacles, and the human factor is the most dominant obstacle. The interaction of information systems and humans gives rise to behavioral problems, so it is important to understand the factors that influence the success of SIK implementation from the user's perspective to increase the use of SIK. This research uses a literature review method from several databases. Research findings show that there are several factors that influence the success of SIK implementation, including performance expectations, business expectations, facilitating conditions, self-confidence and anxiety, social influence, information quality, intentions, attitudes, system quality, service quality, user satisfaction, and usage behavior. Understanding the factors that influence the success of Health Information System implementation will minimize the risk of failure, serve as a guide in improving the system, optimize the use of resources, ensure alignment with organizational goals, and encourage effective use of Health Information System.

Abstract

Penyandang disabilitas kerap mendapatkan perlakuan diskrimitatif seperti masih terbatasnya akses untuk memperoleh pelayanan kesehatan. Berdasarkan studi pendahuluan yang dilakukan peneliti, Ketua Dewan Pembina PERPENCA (Persatuan Penyandang Cacat) Kabupaten Jember menyebutkan bahwa infrastruktur dan sumber daya manusia fasilitas pelayanan kesehatan belum terdistribusi secara merata. Penelitian ini bertujuan untuk mengkaji bagaimana implementasi pemenuhan hak kesehatan berdasarkan variabel isi kebijakan, konteks implementasi dan dampak kebijakan. Penelitian ini merupakan penelitian studi kasus dengan pendekatan kualitatif. Implementasi kebijakan pemenuhan hak kesehatan berupa upaya pelayanan kesehatan preventif dan promotif serta penyediaan fasilitas pelayanan kesehatan tingkat pertama bagi penyandang disabilitas di Kabupaten Jember telah disesuaikan dengan isi kebijakan dalam Peraturan Daerah Nomor 7 Tahun 2016. Berdasarkan konteks implementasi kekuasaan kebijakan mencakup pada wilayah Kabupaten Jember. Karakteristik lembaga pelaksana sebagai yang menyediakan fasilitas dan merancang penganggaran dana, dirasa belum seluruhnya pelaksana mengetahui adanya peraturan daerah terkait. Meskipun, secara garis besar kepatuhan dan daya tanggap lembaga legislatif maupun eksekutif dalam implementasi dinilai baik oleh masyarakat. Implementasi kebijakan ini juga memberikan dampak positif maupun negatif yang dirasakan mulai dari kalangan pemerintah maupun masyarakat. Kebijakan pelindungan dan pemenuhan hak kesehatan penyandang disabilitas di Kabupaten Jember telah diimplementasikan, namun perlu dilakukan evaluasi kebijakan untuk selanjutnya dapat dilakukan perbaikan serta pengembangan kebijakan.

Abstract

Health Operational Assistance (HOA) is a program aimed at funding promotive and preventive activities of national priority health programs. The absorption of the HOA budget for the 2021-2024 fiscal years was 24.21%, 69.43%, 80.81%, and 85.7%, respectively. This absorption isn’t yet considered good, with a percentage of <90% and impacting the reduction in the proposed allocation for the following fiscal year. This study used descriptive research. The respondents were the Head of the Public Health Division, the Head of the Planning and Finance Subdivision, and Public Health staff. Primary data for this study were obtained through interviews, while secondary data included the HOA Realization Report, the Decree of the Head of the Health Office concerning the HOA Management Team, and the Technical Guidelines for the Use of HOA Funds for 2021-2024. Data analysis used descriptive analysis. The results showed that the planning process used a bottom-up proposal method. The Health Office used the Decree of the Head of the Health Office concerning the Health Office's HOA Management Team in 2023. Implementation obstacles included the late determination of the Budget Implementation Document (BID) in March, which delayed activity implementation. Supervision was carried out by the Health Office, the Supreme Audit Agency (SAA), and the Regional Financial and Asset Management Agency (RFAM), as well as reviews by the Ministry of Health's Inspectorate General. This research suggests that the Health Office can further optimize program implementation, particularly for activities with low budget absorption, by improving cross-sectoral coordination and building harmonization with the legislature.

Abstract

The COVID-19 pandemic condition presents its own difficulties in achieving this competency for students. Learning from home has several limitations so that the Government of Indonesia through the Indonesian Ministry of Education allows the school learning process offline or face-to-face. This requires readiness from schools in implementing health protocols in a disciplined manner to reduce the risk of transmission of covid 19. Supervision of the enforcement of health protocols will be very difficult if you only rely on health workers. The Hope Integrated Islamic Elementary School (SDIT Harum) Jember will now start limited face-to-face learning in order to fulfill the competence of students. The Faculty of Medicine and the Faculty of Public Health, University of Jember have a moral responsibility to provide education and health promotion activities to the surrounding community, one of which is basic education institutions. One solution that can be done is to form cadres who are tasked with enforcing the implementation of health protocols in a disciplined manner. The hope of this program is that this health protocol discipline enforcer cadre can become an extension of health workers in promoting the importance of health protocol discipline as the main pillar of preventing COVID 19 in limited face-to-face learning.

Abstract

Background: During the Covid-19 pandemic, the management of drug inventory and sypply faces a great challenges. A common problem in the management of supplies at the pharmacy installation is the accumulation of drugs that are rarely used, which causes drugs to become damaged or expired, as well as the shortage of drugs that should be available. RSU Kaliwates Jember has implemented a strategy in 2023 to optimize the drug inventory in the Pharmacy department by applying a Just-In-Time strategy in drug purchasing. This study aims to analyze the impact of the strategy in three sector: drug procurement cost, total inventory cost, and inventory day. Methods:   The analysis applied the Quacy-experimental one group pretest-posttest design. The main goal is to analyze causal relationships by comparing the results of the two tests in order to determine the impact of the treatment. This study is a one-group pretest-posttest research design by comparing the value before and after the implementation of just-In-Time strategy, value at 2022 and 2023. The data was obtained from system management at RSU Kaliwates Jember (SIMRS) for procurement cost, inventory values, an inventory days. Results:   The analysis showed that there is a significant efficiency in drug procurement cost with a p-value of 0.041. For the total inventory value, the strategy could significantly reduce the value wiyh p-value of 0.006. In addition, the strategy could shorten significantly the inventory days with p-value 0.017. Conclusions:   This study conclude that the implementation of just-in-time strategy has an impact on improving the efficiency of drug inventory management especially in the reduction of the procurement cost, inventory value and inventory days. The impact of this strategy is worth to further analyze in the other sector such us in the drug wastage due to dead stock or expire drug and drug shortage that could affect the pharmacy care.
