Abstract

From time to time Semarang experienced flooding and sea water overflowing. This is because in the north which also called Kota Bawah is located lower than the sea. Implementation Policy of government has tried various policies in addressing the flood and sea water overflowing through the polder system, elevating the road and installing drainage. But when it viewed from the conditions in the field that flooding and overflowing of sea water are increasingly venturing into the city, it can be said until now the problem cannot be resolved.The purpose of this study was to determine the efforts of Semarang City Government in the implementation policies and know the obstacles faced in addressing flood sea water overflowing. This research was conducted at the Department of Water Resources and Energy and Mineral Resources of Semarang. This study uses qualitative and descriptive type of analysis, while the method of data collection was conducted through interviews and observation.Based on the analysis of implementation policy by Donald S. Van meter and Carl E. Van Horn who has six indicators, namely; standards and objectives, resources, inter-organizational relationships, implementing characteristics, socio-economic and political conditions, implementers disposition yet also shows the effective and efficient results. The results of this study indicate that implementation policy of Semarang in addressing the flood and sea water overflow according to the Regional Regulation No. 14 Year 2011 about Spatial Planning of Semarang Year 2011-2031 not optimal due to the flood still happened in some parts of the city of Semarang like in Johar Market area of Semarang is always experienced flooding when the rainy season and suffered sea water overflows when the rising tide inundation that occurred in most of the area.Referring to the results of the study suggested implementation policy of Semarang Government to control the flood and sea water overflow in an integrated and sustainable thus produce a more optimal achievement.Efforts should be made by the Government such as constructing of the addition of water pumps, constructing of the addition of retention ponds and enhance cooperation with Japan International Corporate Agencies relevant parties to resolve the flood in the city of Semarang.Keywords: Implementation Policy; Floods; Sea water overflow

Abstract

This research aims to find out potential tourism objects which located in Blora, they are Loco Tour and Geology. Besides having a vacation there, visitors can also learn something new from each object there. Blora local Government doesn’t optimally mange these tourism objects yet, however these can be attraction to get people to come. These tourism objects are not well managed, and people don’t even realize the existence of these objects and. Therefore, this study aims to determine the best strategy in developing Blora local tourism objects, such as Loco Tour and Geological Tour as educational tours in Blora and determine government’s policy in developing tourism objects as educational tour in Blora.In this research, the researcher used qualitative approach to describe the result at the end of the research. The research was conducted in Blora, Central of Java. The data was gathered from recorded interviews and literature review. The head of Department of Transportation Tourism Culture Communication and Information Blora, was interviewed as the key informant. And the others were the employee of Loco Tour and Geology Tour, local people, and also the visitors who came to the objects as well. For the documented data, it was gathered from private documentation which took around the objects.Strategy in developing the Loco Tour and Geology as an educational tourism object in Blora based on the analysis result of SWOT has been formulated in several aspects such as exploiting educational potential on Loco Tour and Geology tourism objects, promoting educational tour, increasing awareness of local people to participate, giving information to local people about educational tourism developing program, optimizing the role of Kelompok Sadar Wisata (POKDARWIS), improving coordination among agencies in the development of educational tours, recruiting the capable employees, creating the local rules of tourism. Whereas Government policies are providing and developing facilities, increasing the human resources, promoting educational tour, and improving inter-institutional performance.

Abstract

Food crisis issues in Indonesia caused by the lack of diversification and reduced agricultural land can be overcome with the use of forest land through intercropping system in which at the same time there is empowering of the village community forest. Empowerment for the community forest village itself consists of the provision of access and capacity enhancement.This study used qualitative research methods with a phenomenological approach. Through this method will be investigated regarding the empowerment of forest villagers to achieve food security at their household level through the experiences, behaviors, and their perceptions.Empowerment conducted in forest village communities in all district has been running for the maximum in terms of providing access to the provision of access to working the land in the forest area in the form of establishment of the service implementation is given work area as well as licensing. While in terms of improvement through facilitation has not running optimally, especially market and capital access, as well as business development.Differences crop intercropping utilization results from the empowerment of forests village communities provide different contributions to food security at their household level, especially on the dimensions of accessibility and availability of food. Keywords: Empowerment, Forest Village Communities, and Food Security

Abstract

Abstention phenomenon that occurs in the Pati Regional Head Election 2011 was ageneral election officer who has the highest number abstentions in Central Java at the time. Thestudy was conducted to analiyze the phenomenon of non-voters who happen to Pati Election2011 by using quantitative descriptive approach or talk about the frequency. This method is asurvey study in which the authors took a simple of the population and the use of questionnairesas the main data collection tool. Descriptive research is intended to careful measurement ofcertain social phenomena. Authors develop the concept and to compile fakt, but do not dopengjian hyphotesis, the result of the survey can also be used to hold a certain predictions aboutsocial phenomena.Abstensions of voter that occurs in Pati Election can be seen from the technical aspect,political aspect, ideological aspect and oersonal identity. This research found that the technicalaspect have to be main reason why Pati’s people unwilling to give vote. The technical aspect isconstraints that make people couldn’t voting, such as have other activities at the same timeelection day so could not come the polls. On the political aspects of behavior such as non-votershave no reason to believe the party, candidate/candidates or do not believe in change for thebetter. Meanwhile, if viewed from the aspect of one’s identity may be seen by religion, level ofeducation, age, gender and others. For example, if viewed in terms of religion for non-votersbecause someone decided that the party was not selected as candidate expected/ candidate, forexample in someone who is Christian tends not vote for a party that carried Islam as PPP, PKBwhile generally on the wing nationalist candidate or political party judged less respresentatif toaccommodate their asoirations, then the non-voters will be the final option is taken.

AbstractBy : RurinRoesyianaNIM : 14010111130088 Department of Government Science Faculty of Social and Political Science Diponegoro University Semarang  In order to accomplish the objectives of MDGs (Millennium Development Goals) which has become paradigm of global development, Indonesian Government has committed to accomplish all the objectives and targets. One of the commitments is reducing the number of residents who is not able to gain access to safe and sustainable clean water source and basic sanitation facilities in 2015. Semarang Municipality has the most community based sanitation program,  75  facilities  in  total.  Banyumanik  Sub-District  is  one  of  the  locations  for  the community based sanitation program.The research was aimed to observe and explain form of community participation in the program of community based sanitation as well as factors influencing the residents to support the program community participation in Banyumanik Sub- District. The method used in the research was descriptive qualitative where facts were described systematically. The data was then analyzed by in-depth interview to the stakeholders and documentation.The research that participation was done by the residents of Banyumanik Sub- District in forms of thoughts, direct participation, and materials. The influencing factors in the community participation are social economy, education, knowledge of program’s objective andbenefits,   local   history,   organizational   influence,   gender   egalitarianism,   and   community awareness to have healthy lifestyle. Key words: Community Participation, Sanitation

Abstract

One of the issues that must be considered in the study population are enviromental problems. Increasing number of people will have implications for the more challenging enviromental problems. Of various problems concerning enviromental health in the society, along with the many cases of waste management are detrimental to society and the enviromental. Waste pollution cases occur in many large cities, one in Tegal regency.Tegal district is the center of industry, including industrial centers are located in the district know Adiwerna. Knowing the typical food Tegal regency. Many craftsmen know in the district Adiwerna impact also on the quality of waste management know, because managemant waste know who carried out in the district entrepreneurs Adiwerna very doubt about. So that existence of questionable enviromental agencies and ultimately the role and function of enviromental oversight is not optimal. The background of the problem arises of how the analysis of waste management tahu, and how supervision by government enviromental agencies, especially in deadling with waste management knows and enviromental oversight funciton in waste. Method management research is a qualitative research method is descriptive with data collection techniques include observation, interview and literature. Waste managementin the district know Adiwerna experiencing various problems so that the implementation of waste management tofu. In the district Adiwerna not optimal. There are several factors that cause is not optimal waste management in the district tofuAdiwerna. These factors include inadequate waste management oversight conduceted enviromental agencies, both preventive and represive control. So we need a new construction. Abstract

 Thesis with the title " Winning Strategies Nasdem Party in the 2014 election in Central Java " is made to determine how political marketing strategy NasDem Party as a new party with the aim of winning the legislative elections in 2014 , especially in Central Java . The method used is a qualitative research model , the descriptive type . The primary data obtained through interviews with sources in this case the DPW board NasDem Party Central Java . Secondary data was obtained through literature and articles that are relevant to the research focus .The results of the study are in the preparation of the strategy to win the 2014 election , the Party Central Java NasDem refers to the strategic plan compiled from NasDem Party Center . Abstract

The Regional Budget Revenue and Expenditure (APBD) is a concrete form of local government’s work plans that is expressed in the form of money to achieve the goals or targets in one fiscal year that are discussed and approved jointly by local government and legislative, then adjusted in the form of local regulations. One of the component in the APBD is regional financing, which encompasses all of the financial transactions of local government, including earnings and expenditures, which need to be paid or be received back. It is mainly intended by the local government budgeting to cover the deficits and surplus or to make use of. On 2013 Semarang Regency’s financing budget has increases by 600% from assignment budget to adjustment budget. The aims of this research is to find out the cause of the high nominal progression in Semarang Regency’s financing budget in 2013 fiscal year. In addition, the writer wants to explain the source and allocation of financing budget on APBD in 2013.            The method uses in this research is a qualitative method, which focuses on descriptive research. In this research the writer studied and reviewed the data in the form of numbers, doing cross-examining with Regional Development Planning Board (BAPPEDA), Department of Finance Income and Assets Management Area (DPPKAD), and stakeholders that are involved in the budget process arrangement. In this study the writer examines data from Semarang Regency’s APBD, particular in 2013, as well as other supporting data which support this research.            Through several interviews and analysis of related data, the writer discovers that the increase of Semarang Regency’s financing budget is occurred due to the increase of rest of the more budget calculation (SILPA) from assignment budget to adjustment budget, particularly in the located-SILPA. Moreover, the writer also discovers that the high level progression in financing budget are caused by financing mechanisms and the lack of time in the budget implementation, thus it causes a build up of funds in the adjustment budget.            To minimize the build up in adjustment budget, Semarang Regency Government is expected to have courage to allocate the located-SILPA, particularly on assignment-budget, so the budget implementation have a longer period, and the budget expenditures will be more effective. Keywords : The Regional Budget Revenue and Expenditure (APBD), Financing Budget, Rest of the More Budget Calculation (SILPA)

Abstract

Abstract The wood craft industry is one of business that has a big contribution in Jepara’s economy. The wood craft industry GDP’s value higher than others make this industry has been choosen by majority of Jepara people. Moreover, because so strong products created on the national of international scene, Jepera City has a nickname “Carving Center”. In this case, researcher would try to investigate what is the role of Jepera’s Local Goverment in Keeping the continuity and existance of wood craft industry in “Carvung Center”.The goal of this research is to know the roles performed by Jepara local goverment in keeping continuance and the existance of wood craft industry. This research is a type of qualitative research. Than type of research used in this research is descriptive analytic research. The  data capture through interviews and and Departement of Industry and Comerce Jepara’s documents.Based on research result, it is known that the role of Jepara’s local goverment in keeping the existance of wood craft industry divided into 3 funtions, those are as regulatory policies, facilitatory, and motivator. As regulatory policies, the local goverment has published Perda No. 17 year 2013 about industry potection. Then as facilitators, the local goverment often has contribution to advance the wood craft industry enterprises. One of which is increas the quality of Human Resources. The activities of the local goverment in order to improve the quality of human resources are training, aid equipment and apprenticeship for craftsmen and entrepreneurs. Then, the last is motivator for wood craft industry, the local goverment has built cooperative relationship with institutions that take care of the wood craft industry.Research that has been done to provide information that in keeping the existance of wood craft industry in Jepara, local goverment have contribute and carry out takes according to their working area. But, one thing that needs to be underline that is basically the wood craft industry needs regulations that give special attention to wood craft industry. Because with the rules that focus in wood craft industry can walk up. Abstract

Semarang city is one of the major cities in Indonesia that development activities are often traversed the city and the purpose of the buffer zone communities Semarang. So that people need a buffer zone of Semarang city transportation that is reliable, fast, and efficient, as the center of activity is in the center of town. Along with the increasing needs of the transportation increase as well as vehicle ownership in the city, but it is not followed by the addition of road network and adequate road widening, so it is feared there will be traffic jams in many streets in the city of Semarang.            As part of efforts to solve the problems of congestion, the Central of Government through the Department of Transportation, the organization filed a Bus Rapid Transit (BRT) Trans Semarang. With the BRT Trans Semarang as mass transportation is expected to reduce congestion arising from the development of the city itself, because essentially BRT Trans Semarang instead of adding mass transit in the city, but the Bus Rapid Transit can replace three to four mass transportation in the city of Semarang . BRT Trans Semarang Route Corridor II is Mangkang – Pudak Payung, bus lines 3/4 with 22 seats and can accommodate 42 passengers for an area across the city of Semarang and Semarang regency.            In this study, researchers used a qualitative approach that will generate descriptive data. This research was conducted in Dishubkominfo Semarang . The data were obtained through observation, interviews aimed to analyze the pattern of cooperation Municipality of Semarang and Semarang District Government in implementing BRT Trans Semarang public transport between regions. The results of this study is collaboration between Semarang and Semarang in it needs to be underpinned by a statute or treaty between regions, so as to have the force of law binding on both parties. Given the strategic role played by the Provincial Government in the unitary state system, the ability to increase the role and mechanisms of cooperation in this province, including the structure and function of institutional adjustment, should be an important agenda of the government in the future.Keywords: The Cooperation Between Regencies, BRT Trans Semarang Coridor I
