Abstract

Extreme poverty is a global priority within the framework of the Sustainable Development Goals (SDGs), with “No Poverty” designated as Goal 1 by the United Nations. Indonesia has targeted the eradication of extreme poverty to 0–1% by 2024, requiring each region to accelerate its efforts, including Jambi Province, which recorded an average extreme poverty rate of 1.36% in 2021. This study aims to identify priority areas of extreme poverty in Jambi Province and to formulate evidence-based strategies through the integration of spatial mapping using the Extreme Poverty Coefficient (K₀) with the Analytical Hierarchy Process (AHP). The analysis employed district/municipality-level data for the period 2021–2022, with K₀ constructed from official BPS indicators and AHP conducted through expert assessments across institutions. The findings reveal shifts in priority areas: in 2021, the highest-priority regions were Tanjung Jabung Barat, Tanjung Jabung Timur, and Jambi City, while in 2022, Sarolangun and Batang Hari emerged as new high-priority areas. The AHP results indicate that reducing household expenditure burdens is the main strategic criterion (0.748), followed by reducing poverty pockets (0.134) and increasing community income (0.119). The most prominent policy alternatives include food subsidies, energy subsidies, and the empowerment of local economies and MSMEs. Methodologically, this study contributes by integrating K₀-based spatial mapping with AHP to produce policy strategies that are convergent, measurable, and place-based. These findings are expected to strengthen Indonesia’s efforts to accelerate the eradication of extreme poverty.

Abstract

The transformation of regional taxation is a strategic agenda aimed at strengthening fiscal capacity, reducing dependence on central government transfers, and supporting sustainable development within the framework of regional autonomy. This study aims to identify the regional tax instruments with the greatest potential, analyze the challenges and opportunities associated with implementing local taxing power, and formulate adaptive fiscal policy strategies in Jambi Province. The research employs a qualitative descriptive-analytical approach, drawing on primary data from in-depth interviews and focus group discussions (FGDs), as well as secondary data from regional budget (APBD) reports, local revenue (PAD) statistics, and regional tax realization for the period 2021–2024. Thematic analysis was conducted using NVivo software, complemented by quantitative data triangulation. The findings reveal that the largest tax potential in Jambi lies in the Street Lighting Tax, Specific Goods and Services Tax, Land and Building Acquisition Duty (BPHTB), and Rural and Urban Land and Building Tax (PBBP2), with varying dominance across districts and municipalities according to their respective economic characteristics. The main implementation challenges include low taxpayer compliance, weak administrative systems and institutional coordination, limited human resources, and disparities in infrastructure development across regions. Nonetheless, significant opportunities exist through the growth of the digital economy, the rise of online-based SMEs, the development of tourism and real estate sectors, and the diversification of resource-based taxation. This study recommends adaptive fiscal strategies built upon three key pillars: regulatory reform, institutional and technological capacity building, and cross-sector collaboration, accompanied by public outreach. Such strategies are expected to foster a more inclusive, transparent, and efficient regional taxation system while strengthening fiscal independence in the post-HKPD 2022 era.

Abstract

This research aims to measure the extent of inclusive green growth in Jambi Province by considering the components of the Inclusive Green Growth Index that contribute to the potential of agrotourism and sustainable growth. It seeks to identify and analyze tourism potentials that can be leveraged to support inclusive green growth in various districts of Jambi Province. Additionally, the study aims to formulate strategies applicable to tourism villages in Jambi Province to realize agrotourism areas focused on improving the well-being of communities and the environment. This research employs both quantitative and descriptive qualitative methodologies. Data sources include primary and secondary data collected through interviews, observations, literature studies, and documentation. Informants were selected using purposive sampling, covering three regencies in Jambi Province: mountainous areas in Merangin Regency, non-mountainous and non-marine areas in Muaro Jambi Regency, and marine areas in Tanjung Jabung Timur Regency. The results indicate that Jambi Province has not yet achieved green inclusivity, with an Inclusive Green Growth Index value of 3.191. The study identifies several sample areas with green development potential, including Rantau Kermas Village in Merangin Regency, Tangkit Baru Village in Muaro Jambi Regency, and Kuala Simbur Village in Tanjung Jabung Timur Regency. Key findings include the green potential of tourism and plantations, dance arts, micro-hydropower plants (PLTMH), electricity, awards, funding, fishermen, locations, culinary, mangrove forests, customary forests, and marine products. Strategies to realize agrotourism areas based on improving community well-being and the environment include strengthening organizations, enhancing the quality of human resources, developing infrastructure, funding programs, applying customary law sustainability, offering tour packages, forming customary forest management groups, conducting research and development, implementing disaster mitigation measures, promoting tourism, and initiating the adopt-a-tree program.

Abstract

This community service program aims to promote local economic self-reliance and achieve food self-sufficiency through strengthening green financial literacy in Tangkit Baru Village, Muaro Jambi Regency, Jambi Province. This village is known as an agro-tourism area based on pineapple commodities, which has great potential to support regional food security and the development of a green economy. However, this potential has not been fully utilized due to the community’s low literacy in green finance, limited access to sustainable financing, and the absence of environmentally friendly agricultural waste processing technology. The program is designed to provide practical solutions through five main stages: proposal preparation, establishment of the implementing team and involved stakeholders, green literacy and green financial management education, report preparation and publication, and program evaluation. The educational component will focus on farmers’ understanding of the concept of green finance, as well as their ability to record and manage farm business finances in a simple manner. In addition, the program will facilitate strategic partnerships with green financial institutions and involve students through the ProIDE program as part of an integrative effort to encourage youth participation in sustainable development. The targeted objectives of this activity include increasing farmers’ understanding of green financial literacy, establishing farmer groups based on a green economy, and creating an integrated model linking agro-tourism and food self-sufficiency based on green finance. With a transformative and collaborative approach, this program is expected to become a model of sustainable village empowerment based on a green economy and contribute to achieving the Sustainable Development Goals (SDGs) at the local level.

Abstract

Pengelolaan sampah menjadi tantangan utama di perkotaan karena peningkatan volume sampah dan dampak negatifnya terhadap lingkungan. Kegiatan pengabdian Keluarahan Tahtul Yaman ini bertujuan memberdayakan komunitas Bank Sampah untuk mengelola sampah secara berkelanjutan sehingga tercipta lingkungan bersih dan ekonomi hijau. Metode yang digunakan adalah pelatihan, pendampingan, dan Penguatan kelompok pengelola sampah di Wilayah Tahtul Yaman Kota Jambi, Selian itu, memberdayakan komunitas dalam mengelola sampah organik secara berkelanjutan dengan mengarahkan proses pengolahan hingga menghasilkan volatile organic compounds (VOC). Kegiatan ini meliputi sosialisasi pengelolaan sampah organik dan anorganik, pembuatan bank sampah, serta pengolahan sampah menjadi produk bernilai seperti kompos dan kerajinan daur ulang. Hasil kegiatan menunjukkan meningkatnya kesadaran masyarakat dalam memilah dan mengelola sampah, terbentuknya kelompok pengelola sampah, serta terciptanya nilai ekonomi dari sampah yang sebelumnya tidak termanfaatkan. Kegiatan ini membuktikan bahwa pengelolaan sampah berbasis komunitas dapat menjadi strategi efektif untuk mewujudkan lingkungan bersih sekaligus mendukung ekonomi hijau

Abstract

Disparities in quality of life between regions and the phenomenon of economic growth that is not always linear with equitable welfare distribution are major challenges in development today. This study examines to analyze the dynamic determinants of the human development index and its implications for regional mobility within the framework of Klassen typology. The observation period spans from 2018 to 2023. Using the System Generalized Method of Moments (GMM) approach to overcome endogeneity issues, this study estimates the impact of economic growth, economic freedom, government effectiveness, and inflation on the HDI. The findings results show that economic growth has a positive and significant effect on the HDI, with the long-run impact being much greater than the short-run impact. This confirms that improvements in quality of life are cumulative and require steady growth. Conversely, economic freedom is found to have a significant negative effect indicating that market liberalization without institutional maturity actually hinders equitable development. Meanwhile, government effectiveness and inflation did not show a significant effect, implying a gap in policy implementation. This study concludes that in order to encourage regional transition towards higher levels of development, policy strategies must focus on long-run economic growth sustainability and strengthening social safety nets before pursuing aggressive market liberalization.
