Abstract

This study aims to analyze the performance of village officials in Tutup Village, Tunjungan District, Blora Regency, in carrying out their main duties and functions, as well as to identify the factors contributing to their low performance, particularly in the context of information technology utilization. A descriptive qualitative approach was used, with data collected through observation, in-depth interviews, and documentation. The findings reveal that the performance of village officials remains suboptimal, characterized by low work discipline, limited understanding of duties, and insufficient competence in operating technology-based administrative systems. Only 60% of the officials are able to independently operate administrative applications, while the rest rely on their colleagues. The main factors affecting poor performance are a lack of skills and low work motivation. Limited mastery of information technology also hinders the achievement of efficient public services. This study recommends enhancing competence through information technology training and strengthening work motivation to support the development of professional and digitally adaptive village officials.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kualitas pelayanan dan disiplin kerja terhadap kepuasan masyarakat dalam pelayanan administrasi di Desa Bogowanti, Kabupaten Blora. Desain penelitian ini menggunakan pendekatan kuantitatif asosiatif dengan sampel sebanyak 208 responden yang diambil melalui teknik purposive sampling. Data dikumpulkan menggunakan kuesioner skala Likert dan dianalisis dengan regresi linear berganda. Hasil uji t menunjukkan bahwa kualitas pelayanan (t = 5,870; p = 0,000) dan disiplin kerja (t = 4,643; p = 0,000) berpengaruh positif dan signifikan terhadap kepuasan masyarakat. Secara simultan, kedua variabel berkontribusi sebesar 41,1% terhadap variasi kepuasan masyarakat. Kesimpulannya, peningkatan kualitas pelayanan dan kedisiplinan kerja menjadi faktor penting dalam meningkatkan kepuasan warga terhadap layanan administrasi desa.

Abstract

Transparansi anggaran desa sangat penting untuk mencegah penyalahgunaan dana dan meningkatkan partisipasi masyarakat dalam pembangunan, namun masih banyak desa yang menghadapi kendala seperti keterbatasan SDM dan budaya birokrasi tertutup. Penelitian ini bertujuan mengidentifikasi hambatan dan solusi peningkatan transparansi anggaran di Desa Gotputuk sebagai dasar perbaikan sistem administrasi desa yang lebih akuntabel. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus di Desa Gotputuk untuk mengkaji hambatan dan solusi transparansi anggaran desa melalui wawancara, observasi, dan dokumentasi, yang dianalisis dengan model Miles dan Huberman serta divalidasi melalui triangulasi dan member check. Hasil penelitian ini menunjukkan bahwa Desa Gotputuk di Kabupaten Blora menghadapi hambatan transparansi anggaran akibat rendahnya kapasitas aparatur, minimnya literasi digital, dan budaya birokrasi yang tertutup. Upaya seperti baliho dan musyawarah desa belum efektif karena kurang dipahami masyarakat, sementara pelibatan BPD masih bersifat formalitas. Digitalisasi keuangan desa, pelatihan literasi anggaran, dan reformasi birokrasi terbuka menjadi solusi strategis menuju transparansi. Sinergi antara pemerintah desa, masyarakat, dan lembaga pengawas sangat diperlukan agar tata kelola keuangan desa lebih akuntabel dan partisipatif.

Abstract

Community service activities carried out by the community service team for teachers aim to share knowledge and skills about developing a Higher Order Thinking Skill (HOTS)-based learning model. The direct benefit of this community service activity is to increase the knowledge, skills, and experience of school-mobilizing teachers in developing HOTS-based learning models. This community service activity is conducted as training by providing materials and practices for developing HOTS-based learning models. The target audience for this community service activity was 30 teachers in Grobogan Regency. The methods used in this activity were lectures, question-and-answer sessions, discussions, and practice, as well as a Participatory Action Research (PAR) approach that involved teachers in problem identification and training planning, enabling them to actively contribute to their own development and improve the quality of education. The results showed significant improvements, including increased teacher participation in discussion forums, from 40% to 80%, and that 60% of teachers were able to apply new teaching methods after the training. The evaluation included aspects of knowledge, skills, activeness, and attendance, reflecting the positive impact of the training. The impact of this activity includes a significant increase in teachers' knowledge and skills in developing HOTS-based learning models, which, in turn, can support improvements in learning quality in schools and sustainably enhance teacher professionalism.

Abstract

Penelitian ini bertujuan untuk menganalisis pengelolaan arsip dinamis di Dinas Pendidikan Kota Semarang serta mengidentifikasi faktor pendukung dan penghambat dalam pelaksanaanya. Pengelolaan arsip dinamis memegang peran penting karena memiliki fungsi sebagai dasar akuntabilitas, sumber informasi, dan pendukung pelayanan publik dalam instansi pemerintah. Permasalahan utama yang dikaji diantaranya yaitu belum optimalnya pengelolaan arsip dinamis, khusunya pada aspek sumber daya manusia, sarana dan prasarana, serta pemanfaatan sistem kearsipan elektronik. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Subjek penelitian ditentukan secara purposive sebanyak tujuh informan yang berdasarkan memiliki keterlibatan dalam pengelolaan dan penggunaan arsip dinamis. Pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi. Selanjutnya, analisis data menggunakan model inetarktif Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengelolaan arsip dinamis telah dilaksanakan melalui tahapan penciptaan, penggunaan, pemeliharaan, dan penyusutan arsip. Melalui aplikasi SRIKANDI, pemanfaatan sistem telah mendukung penciptaan dan penggunaan arsip, namun belum sepenuhnya optimal akibat kendala teknis dan keterbatasan kompetensi pegawai. Selain itu, sarana penyimpanan yang terbatas dan belum konsistennya pelaksanaan penyusutan arsip menjadi hambatan dalam pengelolaan arsip dinamis. Temuan ini menegaskan bahwa pengelolaan arsip dinamis memerlukan peningkatan kompetensi sumber daya manusia, penguatan sarana prasarana, serta optimalisasi sistem kearsipan elektronik agar mampu mendukung efektivitas administrasi dan pelayanan publik. Penelitian ini merekomendasikan peningkatan kompetensi sumber daya manusia melalui pelatihan kearsipan secara berkala dan mengoptimalkan pemanfaatan sistem SRIKANDI yang dapat mendukung efektivitas administrasi serta pelayanan publik. This study aims to analyze dynamic records management at the Semarang City Education Office and identify supporting and inhibiting factors in its implementation. Dynamic records management plays an important role because it serves as a basis for accountability, a source of information, and a support for public services in government agencies. The main issues examined include the suboptimal management of dynamic archives, particularly in terms of human resources, facilities and infrastructure, and the use of electronic archiving systems. This study uses a descriptive method with a qualitative approach. The research subjects were determined purposively, consisting of seven informants who were involved in the management and use of dynamic archives. Data collection was conducted through in-depth interviews, observation, and documentation. Furthermore, data analysis used the Miles and Huberman interactive model, which includes data reduction, data presentation, and conclusion drawing. The results showed that dynamic archive management had been implemented through the stages of creation, use, maintenance, and reduction of archives. Through the application of SRIKANDI, the use of the system has supported the creation and use of archives, but it has not been fully optimized due to technical constraints and limited employee competence. In addition, limited storage facilities and inconsistent implementation of archive disposal are obstacles to dynamic archive management. These findings confirm that dynamic records management requires improved human resource competencies, strengthened infrastructure, and optimized electronic archiving systems to support effective administration and public services. This study recommends improving human resource competencies through regular archiving training and optimizing the use of the SRIKANDI system to support effective administration and public services.

Abstract

Tourism villages that are inclusive, adaptive, and sustainable Wanurejo Tourism Village, located near Borobudur Temple in Magelang, Central Java, possesses remarkable potential in culture, nature, creative economy, and community-based tourism. However, challenges remain, including limited digital literacy, suboptimal tourism promotion, and manual village administration services. This community service program aimed to implement digital transformation by developing the “Smart Desa” (DEWI—Desa Wisata Wanurejo) Android application, which integrates public services, local MSME promotion, and tourism information. The service method used in the digitalization program for Wanurejo Tourism Village can be categorized as Participatory Action Research (PAR), as the entire process emphasizes active community involvement—from problem identification and planning to action and evaluation. A training module and Standard Operating Procedures (SOP) were developed to strengthen digital literacy and ensure sustainability. The results indicate that the Smart Desa application successfully digitalized at least five administrative services, engaged over 500 active users, and facilitated the participation of 20 MSMEs within six months. Digital literacy training improved community competence, with 70% of participants demonstrating enhanced skills. Digital promotion on social media increased the village account's followers by 5,000, boosting tourist visits and MSME transactions. Additionally, supporting infrastructure, such as Wi-Fi access points and digital information boards, was provided, while youth forums were established to manage digital content and tourism packages. This program demonstrates that digital transformation not only enhances service efficiency and transparency but also empowers communities, strengthens economic competitiveness, and fosters sustainable tourism development. The initiative aligns with SDGs 8, 9, and 11 and supports higher education performance indicators by involving lecturers, students, and the local community. Overall, Wanurejo Tourism Village has become a model for smart tourism pratices.
