Abstract

This paper describes the ethics of living in Rusunawa in Islamic Perspective. Rusunawa is a rented apartment tothe community. The writing of this paper is motivated by the findings of the lives of Muslims who live inrusunawa not in accordance with the values of Islamic law such as not keeping promises, not maintaining theenvironment, and others. Data collection was done by observation, interview, brainstorming, and literature study.Ethics of life in the Rusunawa Islamic perspective is to behave in accordance with the guidance of Islamic lawcontained in the Qur'an and sunnah of the Prophet. These ethics include: being honest, trustworthy, being frugal,keeping the environment clean, respecting each other, helping, and maintaining environmental security.  Keywords: rusunawa, ethics, islam, life

Abstract

Jakarta wants to be an informative, transparent, and high technology city. The Jakarta Smart City (JSC) policy has been implemented since 2014, developing and improving public services in terms of information services more easily and better for citizen. At least there are eight applications that have already supported the implementation of JSC, such as the Qlue and Zomato JSC. Now, Implementation of the JSC in the state capital, Jakarta, still finds a number of challenges. Jakarta has not succeeded yet , getting the Indonesian Smart City Rating (RKCI) at the end of 2017. The problem of this research is to answer "How is Jakarta Smart City (JSC) Policy Implementation in Jakarta?" This study uses a qualitative approach and descriptive method. A number of JSC stakeholders were interviewed in depth as informants, both from JSC managers and the community as users. The study was conducted on a number of Smart City applications in Jakarta and Surabaa. The theories of Colldahl (2013) and Griffinger (2007) about Smart City used as the foundations and theory framework of this research. This concept explained the Six Smart City Characteritics for analyze the JSC implementation in Jakarta. The results of this research showed that Jakarta, respectively, already have many programs and applications for the those Six characteristics of Smart City. Jakarta has just implemented smart city in 2014. Jakarta has succeeded getting Smart City awards from many institutions and foundations.

Abstract

Community participation in the formulation of APBDes is one of the determining factors for villages in achieving the autonomy and prosperity since the law number 6 of 2014 concerning Villages was issued. How Sasakpanjang villagers participate in APBDes formulation is an issue that wants to be clarified through this research. Knowing this can be used to improving policy in the APBDes planning. This study uses the participation ladder from Arnstein. Combined with participatory budgeting theory by Wampler.Method of this study uses a qualitative approach with a descriptive carried out in Sasakpanjang Village, Bogor Regency. The informants in this study were selected purposively. The sample of data sources chosen purposively. Data collection is done through document review and in-depth interviews. Analysis and test of the validity of the data is done through, coding and categorization interview transcripts, interim conclusions, triangulation/crosscheck, and final conclusions. This study has resulted that quality of community participation in Sasakpanjang village at the damping level in the tokenism degree. Communities have begun to have an influence on the APBDes policy, but its nature is still artificial, and has not been able to control the APBDes policy. The inhibiting factors include, weak village government institutions, lack of leadership, and community characteristics. Therefore, village assistance needs to be reoriented. Abstrak Partisipasi masyarakat dalam perumusan kebijakan Anggaran Pendapatan dan Belanja Desa (APBDes) menjadi salah satu faktor yang menentukan bagi desa dalam mencapai kemandirian dan kesejahteraannya. Penelitian ini bertujuan mengetahui bagaimana masyarakat desa Sasakpanjang berpartisipasi dalam perumusan APBDes-nya. Faktor apa yang menghambat partisipasi masyarakat penting untuk diketahui. Penelitian ini merujuk pada teori tangga partisipasi dari Arnstein dan teori penganggaran partisipatif Wempler. Metode penelitian yang digunakan kualitatif deskriptif. Data diperoleh dari telaah dokumen dan indepth interview. Kesimpulan penelitian ini, kualitas partisipasi masyarakat desa Sasakpanjang masih pada level peredaman dalam degree of tokenism. Masyarakat sudah mulai mempunyai pengaruh terhadap kebijakan APBDes, tetapi bersifat artifisial dan belum mampu mengontrol kebijakan APBDes. Faktor-faktor yang menghambat antara lain, lemahnya institusi pemerintahan desa, ketiadaan leadership, budaya masyarakat dan praktik pendampingan desa yang perlu reorientasi karena masih bersifat administratif.

Abstract

With the advancement of technology, digital marketing is an important strategy for the development of Micro, Small, and Medium Enterprises (MSMEs). However, in the Tarumajaya District, Bekasi Regency, many MSMEs still do not utilize the potential of digital marketing to increase competitiveness and product sales. Therefore, the purpose of this study is to provide digital marketing training for local MSMEs with an interactive approach so that participants can directly practice using digital platforms in managing their businesses. The method used in this study is descriptive qualitative and data collection through observation, interviews, and documentation. Despite challenges, such as the still many MSMEs who are not accustomed to using e-commerce platforms, especially those over 40 years old, the results of this study show a significant increase in the understanding and skills of MSMEs in digital marketing.

Abstract

Jakarta’s urban water crisis is not only a problem of infrastructure deficit but also a problem of governance transition. Despite ongoing efforts to expand piped water services, a substantial share of urban households continues to rely on groundwater, generating environmental risks, social inequality, and long-term threats to urban sustainability. This article examines how Jakarta governs the transition from groundwater dependence to sustainable urban water services through the lens of transformative governance. Drawing on a qualitative case study, the article analyzes policy documents, institutional arrangements, and stakeholder perspectives to assess five governance capacities: diversity, connectivity, polycentricity, redundancy, and directionality. The findings show that the transition is constrained by fragmented authority, uneven coordination across levels of government, limited integration between groundwater control and piped water expansion, and weak long-term strategic alignment. At the same time, emerging efforts in network expansion, regulatory reform, and institutional coordination indicate partial movement toward a more adaptive governance model. The article argues that sustainable urban water transition in Jakarta requires more than technical service delivery; it requires institutional reconfiguration, stronger cross-scale learning, and a clearer public direction toward water justice and resilience. By extending transformative governance to the study of urban water transitions in the Global South, this article contributes to debates on sustainability transitions, environmental governance, and equitable infrastructure transformation.

Abstract

This study investigates how the green economy agenda is operationalised through eco-edu tourism along the Ciliwung River in Kelurahan Cikoko, South Jakarta. Drawing on qualitative case-study evidence, the research documents how the kelurahan initiated riverbank revitalisation by convening multi-actor collaboration involving residents and neighbourhood organisations, community groups, relevant government units, and private-sector support. Data were collected through in-depth interviews, field observations, and document review, and analysed through iterative coding (open–axial–selective) to trace how governance arrangements translated sustainability aims into practice. Empirically, the initiative transformed previously neglected riverbank segments into public eco-edu spaces featuring urban farming plots, community learning areas, and hands-on environmental programmes. Interview accounts highlight practical learning activities such as urban farming, waste management, rainwater processing, plant nurseries, and small-scale aquaculture, complemented by river-based experiential activities (e.g., river exploration/education programmes). These practices strengthened community participation and environmental literacy, while also generating micro-level economic benefits through cultivation outputs and visitor-linked activities. Persistent constraints were also identified, notably coordination burdens across institutions, limited and fragmented financing for routine maintenance, and the vulnerability of programme continuity to shifting political priorities. The study concludes that urban eco-edu tourism can function as a workable green economy instrument when cross-sector coordination is institutionalised, community co-management is supported, and resource-circular practices are embedded as visible learning infrastructure. The findings offer actionable implications for metropolitan governments seeking to implement green economy initiatives through community-based, education-oriented urban tourism.

Abstract

Digital transformation in population administration services represents a strategic step toward establishing effective, efficient, and responsive governance. However, implementation at the local level often faces obstacles regarding the readiness of technical regulations and the internal capacity of the implementing agencies. This study aims to analyze policy readiness and institutional capacity in supporting the digital transformation of population administration services at the Population and Civil Registration Agency of Subang Regency. A descriptive qualitative research method was employed, utilizing data collection techniques such as in-depth interviews, observation, and document analysis. The findings indicate that, regarding policy readiness, the Subang Regency Government possesses an overarching regulatory framework aligned with national policies; however, there remains a lack of technical regulations concerning cybersecurity risk mitigation and personal data protection. Meanwhile, based on Merilee S. Grindle’s organizational capacity theory, institutional capacity dimensions show imbalances: technological infrastructure development has not been matched by an equitable distribution of digital human resource quality at the sub-district and village levels; incentives for non-civil servant (non-ASN) operators remain low; and there are budgetary constraints regarding long-term system maintenance. The study concludes that while digital transformation in Subang Regency is underway, it has not yet reached optimal levels due to gaps in policy synchronization and limitations in institutional operational capacity. Recommendations include accelerating the structured enhancement of staff digital competencies, strengthening local data security regulations, and securing a sustainable budget allocation for system maintenance.

Abstract

This study aims to analyze the effectiveness of community-based disaster mitigation policies in Lembang District, West Bandung Regency, a densely populated hilly area with a high risk of landslides. The method used in this research is descriptive qualitative, with data collection techniques utilizing in-depth interviews, field observations, focus group discussions (FGD), and documentation studies involving the Regional Disaster Management Agency (BPBD), village officials, and local volunteers. The results indicate that the community-based policy effectively increases the social capacity of residents significantly through the establishment of the Disaster Risk Reduction Forum (FPRB). The strengthening of social capital has successfully reduced independent emergency evacuation response times to less than 15 minutes through regular simulations and community-based patrol systems. However, the long-term effectiveness of this policy faces massive structural barriers in the form of uncontrolled conversion of hilly land for commercial tourism, as well as the operational failure of technical early warning systems (EWS) due to the absence of a consistent maintenance budget from the local government. This study concludes that social resilience at the grassroots level will not operate optimally without the integration of strict ecological spatial control and a sustainable operational budgeting commitment from the local government.

Abstract

Population growth and economic activity in Cimahi City have triggered a significant rise in urban waste generation, necessitating an adaptive and inclusive governance strategy. This study aims to analyze waste management policy in Cimahi City through a collaborative synergy approach involving various stakeholders. A descriptive qualitative research method was employed. The findings indicate that the implementation of waste management policy via collaborative synergy has not been optimal, as it remains dominated by a rigid, top-down government authority. This situation has fostered passivity within the private sector and caused fluctuations in public participation, driven by the absence of economic incentive systems and a lack of mutual trust. Structurally, governance is hindered by land constraints, reliance on regional landfills, overlapping regulatory and operational functions, and outdated local regulations. The study concludes that the success of collaboration hinges heavily on leadership commitment and clearly defined roles. The primary recommendation is the need to accelerate the establishment of a Regional Public Service Agency (BLUD) for waste management and to strengthen formal regulations that integrate the penta-helix model.

Abstract

Digital transformation through smart city policies represents a strategic move to enhance public service quality and the efficiency of local government governance. However, implementation often faces challenges regarding the alignment between infrastructure readiness and the bureaucracy's non-technical capacity. This study aims to conduct an in-depth analysis of the Cimahi City Government's readiness to implement digital transformation via smart city policies, focusing on the initiation phase of the "100 Smart Cities" movement. A descriptive qualitative research method was employed. The findings indicate that the Cimahi City Government possesses robust readiness in terms of formal regulations and physical ICT infrastructure, evidenced by the existence of a Smart City Masterplan, an inter-agency fiber-optic network, and a centralized local data center. Nevertheless, significant obstacles were identified regarding cultural dimensions and human resource capabilities; these include persistent sectoral ego among regional government agencies (silo mentality), a proliferation of overlapping applications, resistance from senior officials to shifting away from manual work systems, and stark disparities in employees' digital literacy. The study concludes that digital transformation readiness in Cimahi City remains uneven, necessitating a strategic shift toward a people-and-process-oriented approach—specifically through the implementation of single sign-on systems and structured digital training reforms for civil servants.
