Abstract

Penelitian ini bertujuan untuk mengetahui proses pengendalian minuman beralkohol di Kecamatan Remboken Kabupaten Minahasa dengan menggunakan pendekatan kualitatif, dengan teknik pengumpulan data yaitu: observasi, wawancara dan dokumentasi. Sumber data dalam penelitian ini adalah: penjual minuman beralkohol di wilayah Kecamatan Remboken, Kepala Bareskrim Polres Remboken, Kepala Seksi Pengawasan Satuan Polisi Pamong Praja Kabupaten Minahasa. Hasil penelitian menunjukkan bahwa: 1) Kurangnya pengawasan dari pihak kepolisian dan Satpol PP, 2) kurangnya anggota dalam mengawasi minuman beralkohol, 3) penjual tidak memiliki izin dalam menjual minuman beralkohol. 4) penjual tidak mengetahui kebijakan yang mengatur minuman beralkohol. 5) kurangnya peran masyarakat dalam pengawasan minuman beralkohol. Untuk itu disarankan agar: 1) memperkuat koordinasi antara aparatur dengan pemerintah dan masyarakat serta sebaiknya aparatur menyebarkan poster di desa-desa tentang bahaya mengkonsumsi minuman beralkohol. 2) sebaiknya aparatur memaksimalkan pengawasan dengan memperbanyak jumlah anggota dalam melakukan pengawasan.

Abstract

Based on the Implementation of the Covid-19 Prevention and Control Policy by the Minahasa Regency BPBD, the policy implementation model is more directed to the Public Policy Implementation Model proposed by Grindle. Policies have clear objectives as a form of policy value orientation. The objectives of policy implementation are formulated into specific action programs and projects that are designed and financed. The program is implemented according to plan. The implementation of a policy or program is – broadly speaking – influenced by the content and the context of implementation. Overall the policy implementation is evaluated by measuring program outcomes based on policy objectives. The results of this qualitative study prove that the legal basis is binding on policies in the prevention and control of Covid-19 BPBD Minahasa Regency.

Abstract

Implementation of the policy of Governor Regulation Number 58 of 2020 concerning Karang Taruna in Manado City, North Sulawesi Province. Karang Taruna is one of the nation's strengths that has the potential to be developed to build the nation and state. Karang Taruna Sulawesi Utara works based on Peraturan Gubernur Nomor 58 Tahun 2020 concerning Karang Taruna Provinsi Sulawesi Utara. This study aims to describe and analyze the implementation of the policy of this regulation, along with its supporting and inhibiting factors. The author found that there were mismanagement of Karang Taruna of the City of Manado who did not understand well their functions as members of Karang Taruna, namely apathy or indifference in holding the position of Karang Taruna administrators, there were no plans to carry out their functions, in carrying out the functions of Karang Taruna, and do not have programs or activities so that regional regulations are not implemented properly. The inhibiting factors in the implementation process include communication, resources, attitudes, and bureaucratic structures

Abstract

Pemerintah Kota Tomohon mengeluarkan Peraturan Daerah No. 1 Tahun 2021 tentang Peningkatan Disiplin dan Penegakan Hukum Protokol Kesehatan Dalam Pencegahan dan Pengendalian Corona Virus Disease 2019. Penelitian ini bertujuan untuk mengevaluasi partisipasi masyarakat dalam upaya penanggulangan Covid-19 di Kota Tomohon sehubungan dengan penerapan kebijakan Pemerintah Kota Tomohon No. 1 tahun 2021, serta menganalisis faktor-faktor apa saja yang menghambat partisipasi masyarakat dalam mendukung penerapan kebijakan tersebut. Penelitian ini menggunakan metode kualitatif. Hasil penelitian menunjukkan bahwa penerapan kebijakan Peraturan Daerah Kota Tomohon No. 1 Tahun 2021 sudah berjalan baik. Pemerintah dan Satuan Gugus Tugas Covid-19 telah berperan aktif untuk mensosialisasikan dan melakukan pengawasan pelaksanaan peraturan ini, akan tetapi partisipasi masyarakat masih tergolong rendah karena beberapa kali kota Tomohon masuk dalam zona merah penyebaran wabah Covid-19. Hal ini membuktikan bahwa tingkat partisipasi masyarakat tergolong kurang. Adapun faktor –faktor yang mempengaruhi adalah 1) kurangnya pemahaman dan kesadaran, 2) penyebaran informasi yang tidak benar (hoax), 3) Ketidakpercayaan terhadap pemerintah, 4) Kelelahan pandemi, 5) faktor sosial dan ekonomi

Abstract

The purpose of this study is to find out the service procedures for managing electronic KTPs at the Population and Civil Registration Office of Minahasa Regency which have not been maximized. The approach used in this research is descriptive qualitative. Data collection techniques through observation, interviews and documentation. The data analysis used is data collection, data condensation, data presentation and conclusion. The results of this study indicate that judging from the KTP-Electronic service procedures at the Population and Civil Registration Office of Minahasa Regency, it can be seen from several indicators, namely, 1) Procedures for Submitting Applications, this indicator found that there are still obstacles to the lack of providing information regarding the flow of submissions and information regarding requirements. 2) Procedures for Handling The services provided by the agency are good enough where the employees in charge of providing services are careful enough in providing the existing services. 3) The method of delivering service results where in this indicator it is found that the delivery of results carried out is not in accordance with the existing SOP where there is still no certainty of the time given by the agency as a service provider, this is due to constraints on available facilities and infrastructure

Abstract

This study undertakes a comprehensive exploration of employee performance within the regional secretariat of Tomohon city. Employing a descriptive qualitative approach, the research involves five informants, utilizing observation, interviews, and documentation for data collection. The analysis follows a structured process of data reduction, presentation, and conclusion verification. The findings reveal suboptimal performance in carrying out main duties and functions by employees, as evidenced in the analysis of effectiveness and efficiency in staffing, knowledge, skills, and discipline within the general section of the Tomohon city regional secretariat. Notably, while some tasks are executed effectively and efficiently, others display shortcomings, impacting overall performance. The study also identifies knowledge gaps among employees, affecting the secretariat’s functional execution. Coordination issues and non-compliance with government regulations are evident in skills-related sub-focus areas. Additionally, a deficiency in employee initiative is observed, as some employees hesitate to discuss work-related problems or demonstrate proactive engagement. This study sheds light on critical areas requiring attention for enhancing employee performance in the regional secretariat of Tomohon city.

Abstract

Implementation of an electronic Restaurant Tax Transaction Data Monitoring System as a form of Restaurant tax monitoring is the latest policy implemented by the North Minahasa Regional Revenue Agency (Bapenda), aimed at increasing Regional Original Income (PAD) through increasing tax discipline. This research aims to evaluate the effectiveness and investigate the background to the implementation of the electronic Tax Transaction Data Monitoring System in the Bapenda of North Minahasa Regency. This research is qualitative with a descriptive approach. The data used consists of primary and secondary data. Data collection was carried out through interviews, observation, and documentation. Descriptive analysis is used by applying contribution and effectiveness ratio calculation formulas to evaluate the success of policies adopted by Bapenda. The research results show that the implementation of the electronic Tax Transaction Data Monitoring System was carried out in response to the tax payment policy with an online and self-assessment system. However, the effectiveness of this policy is not yet optimal because it does not meet the five implementation criteria. Some of the obstacles identified involve a lack of cooperation from taxpayers, a shortage of workers at Bapenda, interference with the electronic Tax Transaction Data Monitoring System equipment, and internet network problems. To overcome these obstacles, Bapenda took steps such as communicating again with electronic Tax Transaction Data Monitoring System technicians, conducting outreach, and giving awards to taxpayers.

Abstract

Penelitian ini bertujuan untuk menganalisis : a) implementasi program persetujuan bangunan gedung (PBG) berbasis web dengan menggunakan aplikasi sistem informasi bangunan gedung di kota manado, b) determinan implementasi-implementasi program persetujuan bangunan gedung (pbg) berbasis web dengan menggunakan aplikasi sistem informasi bangunan gedung di kota manado. Penelitian ini menggunakan jenis penelitian kualitatif fenomenologis. Hasil penelitian menunjukkan bahwa : a) program ini belum disosialisasikan kepada sasaran program yang berada di kelurahan Batukota dan Bahu, belum tercipta komunikasi antar instansi terkait tentang tujuan dan sasaran program, belum tercipta kerjasama antara pihak-pihak yang terkait dengan struktur program, sasaran yang mengajukan permohonan sertifikasi laik fungsi tidak dikenakan biaya, sumberdaya implmenter program tersedia memadai pada setiap jam kerja, kondisi sosial masyarakat kelurahan Batukota dan Bahu sebagian besar belum siap dan mampu menginput data melalui aplikasi berbasis web-SIMBG, pemerintah kota Manado belum berkomitmen sesuai tujuan program dan dalam mengimplementasikan program; dan b) lemahnya komiten pemerintah kota Manado dalam mengimplementasikan prorgram, pemerintah kota Manado belum melakukan sosialisasi secara tatap muka dengan sasaran, pemerintah kota Manado belum secara efektif mengkomunikasikan program ke kelurahan Batukota dan Bahu, kondisi sosial masyarakat belum siap menginput data melalui aplikasi berbasis web di aplikasi SIMBG.

Abstract

Sistem desentralisasi membuat pelimpahan kewenangan dari pemerintah pusat ke daerah untuk memanfaatkan sumber keuangan sendiri dan didukung dengan perimbangan keuangan antara pusat dan daerah. Namun masih ditemui provinsi yang memiliki kemampuan keuangan rendah. Hal ini diantaranya dapat dilihat dari indikator tingkat Kapasitas Fisal Daerah dengan kategori Sangat Rendah. Tujuan dari penelitian ini adalah untuk menguji pengaruh Pendapatan Asli Daerah, dan Dana Transfer ke Daerah berpengaruh terhadap Kemandirian Keuangan Daerah pada Kabupaten dan Kota di Provinsi Sulawesi Utara. Jenis penelitian dengan menggunakan metode kuantitatif. Teknik mengumpulan data menggunakan data sekunder. Metode analisis yang dipakai adalah analisis regresi linier berganda yang sebelumnya data yang akan diolah terlebih dahulu di uji dengan menggunakan uji asumsi klasik. Sedangkan untuk pemrosesan data penelitian menggunakan program komputer SPSS versi 26.0. Hasil penelitian melalui pengujian secara simultan (uji F) Pendapatan Asli Daerah, dan Transfer ke Daerah mempunyai pengaruh terhadap Kemandirian Keuangan pada Kabupaten dan Kota di Provinsi Sulawesi Utara. Setelah dilakukan pengujian secara parsial (uji t), Pendapatan Asli Daerah berpengaruh dengan hubungan positif terhadap Kemandirian Keuangan Daerah, sedangkan Transfer ke Daerah berpengaruh dengan hubungan negative terhadap Kemandirian Keuangan Daerah
