Abstract

Sistem desentralisasi membuat pelimpahan kewenangan dari pemerintah pusat ke daerah untuk memanfaatkan sumber keuangan sendiri dan didukung dengan perimbangan keuangan antara pusat dan daerah. Namun masih ditemui provinsi yang memiliki kemampuan keuangan rendah. Hal ini diantaranya dapat dilihat dari indikator tingkat Kapasitas Fisal Daerah dengan kategori Sangat Rendah. Tujuan dari penelitian ini adalah untuk menguji pengaruh Pendapatan Asli Daerah, dan Dana Transfer ke Daerah berpengaruh terhadap Kemandirian Keuangan Daerah pada Kabupaten dan Kota di Provinsi Sulawesi Utara. Jenis penelitian dengan menggunakan metode kuantitatif. Teknik mengumpulan data menggunakan data sekunder. Metode analisis yang dipakai adalah analisis regresi linier berganda yang sebelumnya data yang akan diolah terlebih dahulu di uji dengan menggunakan uji asumsi klasik. Sedangkan untuk pemrosesan data penelitian menggunakan program komputer SPSS versi 26.0. Hasil penelitian melalui pengujian secara simultan (uji F) Pendapatan Asli Daerah, dan Transfer ke Daerah mempunyai pengaruh terhadap Kemandirian Keuangan pada Kabupaten dan Kota di Provinsi Sulawesi Utara. Setelah dilakukan pengujian secara parsial (uji t), Pendapatan Asli Daerah berpengaruh dengan hubungan positif terhadap Kemandirian Keuangan Daerah, sedangkan Transfer ke Daerah berpengaruh dengan hubungan negative terhadap Kemandirian Keuangan Daerah

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana upaya peningkatan pendapatan daerah melalui pajak kendaraan bermotor pada Badan Pendapatan Daerah Provinsi Sulawesi Utara. Adapun metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan teknik pengumpulan data melalui wawancara, dokumentasi serta observasi. Penelitian ini berfokus pada strategi pemerintah provinsi sulawesi utara dalam meningkatkan pendapatan daerah dan faktor penghambat dalam meningkatkan pendapatan pajak kendaraan bermotor. Lokasi penelitian bertempat di Badan Pendapatan Daerah Provinsi Sulawesi Utara. Hasil penelitian mengenai Upaya Peningkatan Pendapatan Daerah Melalui Pajak Kendaraan Bermotor Pada Badan Pendapatan Daerah Provinsi Sulawesi Utara menunjukkan bahwa : 1) Situasi pembayaran pajak kendaraan bermotor saat ini sedang mengalami penurunan. 2) Terdapat beberapa wajib pajak yang terlambat membayar pajak karena alasan lupa dan kesulitan mencari waktu. 3) Tingkat Pendidikan, usia serta kondisi ekonomi seorang wajib pajak mempengaruhi dalam proses pembayaran pajak kendaraan bermotor. 4) Akses jaringan yang belum optimal berdampak pada sering terjadi gangguan dalam proses pembayaran pajak. 5) Pemerintah sudah menyediakan tempat atau beberapa titik layanan yang digunakan dan dimannfaatkan oleh para wajib pajak kendaraan bermotor untuk membayar pajak kendaraan bermotor yang sudah merupakan kewajibannya. 6) Kurangnya ketersediaan sarana dan prasarana yang dibutuhkan seperti perangkat komputer yang terbatas yang berdampak pada kualitas pelayanan yang diberikan.

Abstract

This study undertakes a comprehensive exploration of employee performance within the regional secretariat of Tomohon city. Employing a descriptive qualitative approach, the research involves five informants, utilizing observation, interviews, and documentation for data collection. The analysis follows a structured process of data reduction, presentation, and conclusion verification. The findings reveal suboptimal performance in carrying out main duties and functions by employees, as evidenced in the analysis of effectiveness and efficiency in staffing, knowledge, skills, and discipline within the general section of the Tomohon city regional secretariat. Notably, while some tasks are executed effectively and efficiently, others display shortcomings, impacting overall performance. The study also identifies knowledge gaps among employees, affecting the secretariat’s functional execution. Coordination issues and non- compliance with government regulations are evident in skills-related sub-focus areas. Additionally, a deficiency in employee initiative is observed, as some employees hesitate to discuss work- related problems or demonstrate proactive engagement. This study sheds light on critical areas requiring attention for enhancing employee performance in the regional secretariat of Tomohon city.

Abstract

Based on the Implementation of the Covid-19 Prevention and Control Policy by the Minahasa Regency BPBD, the policy implementation model is more directed to the Public Policy Implementation Model proposed by Grindle. Policies have clear objectives as a form of policy value orientation. The objectives of policy implementation are formulated into specific action programs and projects that are designed and financed. The program is implemented according to plan. The implementation of a policy or program is – broadly speaking – influenced by the content and the context of implementation. Overall the policy implementation is evaluated by measuring program outcomes based on policy objectives. The results of this qualitative study prove that the legal basis is binding on policies in the prevention and control of Covid-19 BPBD Minahasa Regency.

Abstract

This study evaluates the implementation of stunting prevention and reduction policies in Wori District, North Minahasa Regency, based on Regent Regulation Number 23 of 2023 concerning Integrated Stunting Prevention and Reduction. Although North Minahasa Regency shows a downward trend in stunting rates, Wori District recorded an increase in cases of up to 43 children in February 2025. The study used a descriptive qualitative approach with a phenomenological method, involving observation, in-depth interviews, and documentation. Data analysis followed the Miles and Huberman (2014) model through the stages of collection, condensation, presentation, and conclusion, along with verification. The results of the study showed that although the programs (Posyandu, PMT, nutrition education, specific and sensitive interventions, and involvement of Human Development Cadres) had been implemented, their implementation had not been optimal due to limited Village Fund budget, low capacity and number of cadres, socio-cultural barriers, inadequate sanitation infrastructure, and cross-sectoral coordination that was not yet synergistic. Based on the theories of Edward III, Van Meter & Van Horn, and Mazmanian & Sabatier, the determinant factors are mainly located in the context of implementation, such as the capacity of implementers, local political support, and community participation. Recommendations include increasing budget allocation, strengthening human resource capacity (continuous training for nutrition cadres and KPM), and strengthening cross-sector convergence coordination so that specific and sensitive interventions run in an integrated manner.

Abstract

Effective and efficient business licensing services are a primary requirement for improving the investment climate, especially for Micro, Small, and Medium Enterprises (MSMEs). The Indonesian government has implemented the Online Single Submission – Risk Based Approach (OSS-RBA) as a public service digitalization strategy aimed at simplifying the licensing process and enhancing legal certainty. However, the implementation of this system at the local level, including at the Investment and Integrated One-Stop Service Office (DPMPTSP) of North Minahasa Regency, faces several challenges such as low public understanding, limited infrastructure, and inadequate human resource competencies. This study aims to analyze the management of OSS-RBA in MSME licensing services at the DPMPTSP of North Minahasa Regency and to identify its supporting and inhibiting factors. The method used is a qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. Informants consist of DPMPTSP officials and business actors who are OSS-RBA users. The results indicate that although OSS-RBA provides convenience for MSMEs in obtaining a Business Identification Number (NIB) and shortens service time, its implementation is not yet optimal. Inhibiting factors include insufficient socialization, limited supporting facilities such as internet connectivity, and minimal personnel training. Meanwhile, supporting factors are the existence of clear regulations and the local government’s bureaucratic reform spirit. The discussion emphasizes the importance of system integration, capacity building for human resources, and the necessity of continuous monitoring and evaluation of the OSS-RBA system. In conclusion, OSS-RBA management at DPMPTSP North Minahasa is in a developmental stage but requires improvements in technical, structural, and HR aspects to become an effective instrument in public service and MSME empowerment.

Abstract

This study aims to examine and analyze the implementation of public order policy by the Civil Service Police Unit (Satpol PP) in Minahasa Regency, as well as to identify the factors that hinder its execution. Public order is a crucial aspect in creating a safe, orderly, and comfortable social environment. However, in practice, Satpol PP in Minahasa Regency faces various structural and functional challenges that affect the effectiveness of the policy implementation. This research employs a qualitative approach with data collection techniques including in-depth interviews, direct observation, and document analysis. Data analysis was conducted using the interactive model proposed by Miles, Huberman, and Saldaña, which involves data condensation, data display, and conclusion drawing/verification. The results of the study indicate that the implementation of public order policy has been carried out through several key activities such as early detection and prevention, community education and outreach, patrols, security, enforcement, and inter-agency coordination. Nevertheless, the implementation remains suboptimal due to several inhibiting factors, including the absence of a specific regional regulation (Perda) on public order, limited human resources and operational facilities, weak coordination among institutions, and low public awareness of existing regulations. The study concludes that the success of policy implementation heavily depends on the clarity of local regulations, budgetary support, and community participation. Strategic efforts are needed from the local government to strengthen the legal and institutional framework to enhance the effectiveness of public order policy enforcement in Minahasa Regency.

Abstract

This study examines the implementation of the Direct Cash Assistance (BLT) policy based on the Integrated Social Welfare Data (DTKS) and the Desil 1 of the Extreme Poverty Eradication Acceleration Program (P3KE) in Langowan Timur District, Minahasa Regency. Using a qualitative descriptive approach, this research explores four key variables from the Van Meter and Van Horn (1975) policy implementation model: policy standards and objectives, resources, inter-organizational communication and coordination, and disposition of implementers. Data were collected through interviews, observations, and documentation involving stakeholders, including village officials, community leaders, and aid recipients. Findings reveal that although the program generally aligns with its regulatory framework, several challenges persist, particularly in data accuracy, coordination among institutions, and infrastructure limitations. The study offers recommendations for improving the quality of data, enhancing community participation, and strengthening institutional capacity to ensure more equitable and effective policy implementation.

Abstract

This study aims to analyze the effectiveness of the use of occupational safety equipment on merchant ships in patrol operations carried out by the Bitung Class II Coast Guard Base (PPLP). This study uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, direct observation, and documentation. The main focus of the study covers three aspects: planning, implementation, and supervision and evaluation of occupational safety equipment maintenance. The results of the study indicate that the maintenance planning system has not been documented in a standard and standard manner, only in the form of monthly reports that are prepared informally without a fixed schedule. The implementation of maintenance is generally preventive, but still depends on the initiative of ship officers and has not been integrated into the digital system. Meanwhile, supervision and evaluation are still internal, reactive, and have not produced comprehensive policy follow-ups. Five main determinant factors were found that influence the effectiveness of the maintenance system, namely completeness of documents, personnel capabilities, availability of spare parts, implementation of digital systems, and safety culture. This study recommends the implementation of a digital-based maintenance management system such as the Computerized Maintenance Management System (CMMS), preparation of standard maintenance documents, routine training for ship technicians, and strengthening of data-based supervision and evaluation systems as strategies to improve the reliability of occupational safety systems on merchant ships.

Abstract

Penelitian ini bertujuan untuk menganalisis akuntabilitas kinerja Pegawai Negeri Sipil (PNS) pada Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Minahasa melalui empat sub fokus utama, yaitu kesesuaian dengan standar prosedur, indikator kinerja utama (IKU) pegawai, output dan outcome yang terukur, serta pemberian reward dan punishment. Metode penelitian adalah pendekatan kualitatif deskriptif denagn menggunakan teknik pengumpulan data observasi, wawancara dan dokumentasi kepada 8 orang informan penelitian. Teknik analisis data yang digunakan yaitu pengumpulan data, kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan akuntabilitas kinerja masih menghadapi berbagai kendala, antara lain belum meratanya pelatihan dan sosialisasi SOP, ketidakkonsistenan dalam penerapan standar prosedur, lemahnya keterlibatan pegawai dalam penetapan IKU, serta kurangnya pemahaman terhadap indikator kinerja. Selain itu, ketidakjelasan indikator output dan outcome serta kurangnya panduan teknis menyebabkan kesulitan dalam mengukur keberhasilan kerja. Sementara itu, sistem reward dan punishment dinilai belum berjalan konsisten, transparan, dan adil.
