Abstract

ABSTRACTEnactment of Law No. 32 of 2004 on Regional Government, to provide flexibility in managing resources territorial waters. The biggest challenge in the district of South Kalimantan is a conflict between water users. This study aimed to: determine the status of government agencies and determine the government priorities in conflict management of territorial waters users. The study was conducted in South Kalimantan. The method used in this study is the Institutional Development Framework. Data retrieval techniques with purposive sampling of government institutions that play a role in conflict management. The results showed that the institutional capacity of government approaching stabilization stage, while the Navy and DitPolair are already at the stage of stabilization. Priorities of government agencies in managing conflict consists of monitoring and evaluation, communication and coordination, staff appreciation, control systems, tasks and authority. Strategies institutional security apparatus consists of participation in decisions, planning participation and conflict management training.Key words: capacity, conflict, goverment, institutional, strategy-------ABSTRAKDiberlakukannya Undang-Undang No. 32 Tahun 2004 tentang Pemerintah Daerah, memberikan keleluasaan dalam melakukan pengelolaan sumberdaya perairan teritorial. Tantangan terbesar di Kabupaten Tanah Laut Kalimantan Selatan adalah konflik antar pengguna perairan. Penelitian ini bertujuan untuk: mengetahui status kelembagaan pemerintah dan mengetahui prioritas kerja kelembagaan pemerintah dalam pengelolaan konflik pengguna perairan teritorial. Penelitian dilakukan di Kalimantan Selatan. Metode penelitian menggunakan Institutional Development Framework. Teknik pengambilan data dengan purposive sampling terhadap institusi pemerintah yang berperan dalam pengelolaan konflik. Hasil penelitian menunjukkan bahwa kapasitas kelembagaan pemerintah mendekati tahap pemantapan, sedangkan TNI AL dan DitPolair sudah berada pada tahap pemantapan. Prioritas kerja kelembagaan pemerintah dalam melakukan pengelolaan konflik terdiri dari komponen monitoring dan evaluasi, komunikasi dan koordinasi, penghargaan staf, sistem pengendalian, tugas dan kewenangan. Strategi kelembagaan aparat keamanan terdiri dari partisipasi dalam keputusan, partisipasi perencanaan dan pelatihan pengelolaan konflik.Kata kunci: kapasitas, konflik, pemerintah, kelembagaan, strategi

Abstract

This study aims to obtain scientific data related to the effect of the moon age to R.argyrotaenia fish catches in the river Barito South Kalimantan. The method used in the study is the experimental fishing by fishing operations when the full moon and deadmoon, and to confirm the significance of the effect of different fish catches by using analysis of variance (Anova). The research results showed that the catches at the time ofthe operation in the full moon of 20.2 + 0.8 kg (68% of total catches) while catches in the dead moon of operation time of 9.5 + 0.2 kg (32 % of total catches). Results of Anova analysis showed that the value of F group (12.286) > F group at the level of error 5%(4.60), indicating that different groups have real impact on the amount of fish catches or reject H0. Value of F replications (1.20) < F replications at the level of error 5 % (2.48), indicating that the different treatment did not significantly affect the number of fishcatches or accept H0. The conclusion of this study is the number of fish caught during fishing operations in the full moon more than fishing operations at the time in the deadmoon.

Abstract

The purpose of this study is to analyze the biological parameters of the fish resources Seluang red tail (R. lateristriata) the fish sex ratio parameter (sex ratio) and the parameters of the population dynamics of the growth parameters of fish resources Seluang red tail (R. lateristriata) in the upstream region of the Barito River in South Kalimantan Indonesia. Methods of data collection are done by collecting samples at fish landing sites and fishing operations and held for 2 (two) months with a fixed time interval decision namely1 (one) week. The sex ratio of fish in the analysis by using chi-square analysis of the end.The growth parameters were analyzed fish-Walford Plot method, while theoretically Agefish when a width equal to 0 (t0) was performed using empirical equations Pauly (1984).The expected outcome of this research is the availability of scientific data related to thesex ratio comparison of fish and fish growth parameters Seluang red tail (R. lateristriata)in the upstream region of the Barito River in South Kalimantan. Comparison of the gender (sex ratio) Seluang fish red tail (R. lateristriata) of malesand females in the upstream region of the Barito River in South Kalimantan is 2: 1. Condition population dynamics parameters in the Barito river R. lateristriata South Kalimantan covering the theoretically maximum length parameter ( length infinity/108.15 mm, coefficient of growth (per unit time / K) of 0.350/ year, the parameters of thetheoretical age at the time of a length equal to zero (t0) of -0.14.

Abstract

Penelitian ini bertujuan untuk memperoleh informasi ilmiah terkait penilaian stok (stock assessment) sumberdaya ikan ikan Gabus (Channa Striata, Bloch 1793) Di Kalimantan Selatan dengan Pendekatan Model Holistik (Equilibrium - Non Equilibrium State). Data yang digunakan dalam penelitian ini ialah data sekunder berupa data time series produksi dan upaya penangkapan ikan Channa Striata yang bersumber dari Dinas Kelautan dan Perikanan Provinsi Kalimantan Selatan. Estimasi hasil tangkapan lestari (MSY) ikan Channa striata dilakukan dengan menggunakan model produksi surplus melalui pendekatan equilibrium state model dari Schaefer (1954) dan Fox (1970) dan pendekatan non equilibrium state model dari model walter-hilborn (1976). Hasil penelitian model Schaefer (1954) menunjukkan bahwa status pemanfaatan tahun 2016 tergolong moderate exploited dengan Tingkat Pemanfaatan (TP) sebesar 74%. Status pemanfaatan berdasarkan model Fox (1970) pada tahun 2016 tergolong fully exploited dengan Tingkat Pemanfaatan (TP) sebesar 90%. Sedangkan status pemanfaatan berdasarkan model Walter-Hilborn (1976) pada tahun 2016 tergolong moderate exploited dengan Tingkat Pemanfaatan (TP) sebesar 62%. Potensi stok cadangan lestari sumberdaya ikan Channa Striata saat ini (Standing Stock) ialah 10.838 ton/tahun.

Abstract

Keputusan pengelolaan perikanan harus didasarkan pada bukti-buktu ilmiah,diantara kelemahan pengelolaan perairan umum di dunia saat ini ialah terbatasnya informasi-informasi ilmiah dan tidak meratanya upaya-upaya konservasidi semua wilayahtropis. Tujuan penelitian ini adalah untuk mendapatkan data-data ilmiah tentang kajian dinamika populasi ikan Mystus nemurus (parameter pertumbuhan, rekrutmen, mortalitas, laju eksploitasi) dan status penangkapannya. Metode penelitian yang digunakan untuk parameter pertumbuhan ikan menggunakan metode von Bertalanffy, komposisi umur (kohort), rekrutmen di analisis dengan program FISAT II, estimasi nilai t0 berdasarkan model Pauly (1983), pendugaan mortalitas alami (M) berdasarkan model Pauly (1980), pendugaan mortalitas total (Z) berdasarkan model Beverton dan Holt (1996) dan status penangkapan dengan membandingkan ukuran panjang ikan pertama kali tertangkap (Lc) dengan pertama kali matang gonad (Lm) berdasarkan Sparre dan Venema (1999).Hasil penelitian menunjukkan Nilai parameter pertumbuhan ikan M. nemurus ialah K sebesar 0,8/tahun dan nilai L∞ sebesar 28,35cmdan nilai t0 -0,08 tahun, persamaan pertumbuhan ikan metode Von Bertalanffy ialah Lt = 28,35{1-exp-0,8(t + 0,08)}, rekrutmen terjadi sepanjang tahun dan puncaknya terjadi pada bulan Juni, laju mortalitas total (Z) ikan sebesar 2,42/tahun, laju mortalitas alami (M) 1,59/tahun,laju mortalitas penangkapan (F) 0,83/tahun, laju eksploitasi (E) 0,34/tahun dan status penangkapan ikan M. nemurus di hulu sungai Barito tergolong growth overfishing. A fisheries management decision must be based on scientific evidence, among the weaknesses of freshwater management in the world today are limited scientific information and unequal conservation efforts in all tropical regions.The purpose of this study was to obtain scientific data about the study of the dynamics population of the Mystus nemurus (growth parameters, recruitment, mortality, exploitation rate) and fishing status.The research method used for growth parameters used the von Bertalanffy method, age composition (cohort), recruitment was analyzed by the FISAT II program, estimated t0 value based on Pauly's (1983) model, estimation of natural mortality (M) based on Pauly's (1980) model, Estimation of total mortality (Z) based on the Beverton and Holt (1996) model and fishing status by comparing the Length at first capture (Lc) with Length at first mature (Lm) based on the Sparre and Venema (1999). The results showed that the growth parameter value of M. nemurus was K of 0.8/year, L∞ value of 28.35 cm and a value of t0 -0.08 years, the equation for the growth of fish using the Von Bertalanffy method was Lt = 28.35 {1 -exp-0.8 (t + 0.08)}, recruitment occurs throughout the year and the peak occurs in June, the total mortality rate (Z) of fish is 2.42/year, the natural mortality rate (M) is 1.59/years, the fishing mortality rate (F) 0.83/year, the exploitation rate (E) 0.34/year and the fishing status of M. nemurus in Barito upstream are classified as growth overfishing.

Abstract

Tujuan penelitian ini yaitu, untuk mengidentifikasi dan menganalisis elemen sistem perikanan tangkap Kabupaten Tanah Laut, serta merancang dan membangun sistem informasi perikanan tangkap Kabupaten Tanah Laut berbasis web. Penelitian ini dilaksanakan pada bulan Maret-Oktober 2020 di Kabupaten Tanah Laut. Bahasa pemograman yang digunakan yaitu PHP. Pembuatan database dan desain sistem informasi menggunakan aplikasi XAMPP dan Sublime Text. Metode dalam membangun sistem ini dilakukan dengan menggunakan The Waterfall Model, adapun tahapannya yaitu 1) Analisis kebutuhan, 2) Tahap perancangan sistem informasi, 3) Tahap implementasi sistem informasi, 4) Tahap validasi sistem informasi, dan 5) Tahap pemeliharaan (maintenance). Hasil Penelitian menunjukkan bahwa elemen sistem perikanan tangkap di Kabupaten Tanah Laut yaitu terdiri dari nelayan, Dinas Ketahanan Pangan dan Perikanan, Pelabuhan Muara Kintap, dan Pengusaha Perikanan dan sistem informasi ini yaitu Sistem Informasi Perikanan Tangkap Tanah Laut (SI-PTTL) dengan 5 komponen yaitu SI-PTTL, admin, database, informasi, dan user . Menu yang ditampilkan pada SI-PTTL ialah menu profil admin, data master, data transaksi, dan grafik The purpose of this research is to identify and analyze elements of the Tanah Laut district capture fisheries system, as well as to design and build a web-based capture fisheries information system in Tanah Laut District. This research was conducted in March-October 2020 in Tanah Laut District. The programming language used is PHP. Database creation and information system design using XAMPP and Sublime Text applications. the method of building this system is done by using The Waterfall Model. The stages include 1) Requirements analysis, 2) Information system design stage, 3) Information system implementation stage, 4) Information system validation stage, and 5) Maintenance stage. The results showed that elements of the capture fisheries system in Tanah Laut District consisted of fishermen, the Department of Food Security and Fisheries, Muara Kintap Port, and Fisheries Entrepreneurs. The menu displayed on the SI-PTTL is the admin profile menu, master data, transaction data, and graphics

Abstract

Mining results in infertile soil, acidic pH and lack of nutrients. Reclamation activities are one way to restore the benefits of land to be better and more productive in solving this problem. Assessment of reclamation success has been carried out on 8 (eight) IUPs, one of which is PT. Amanah Anugerah Adi Mulia (PT. A3M) in Tanah Laut Regency, South Kalimantan Province. Status PT. A3M has entered the post-mining stage and has rehabilitated mining-affected areas through reclamation and revegetation on the inpit dump land which is divided into three areas, namely the AR-05 area of 3.26 ha of the 2011 Planting Year, the AR-07 area of 3.61 ha of the 2014 Planting Year and the AR-07 area of 3.27 ha of the 2017 Planting Year. Therefore, the purpose of this study is to analyze the status of revegetation success related to the growth and health of revegetated plants in PT. Amanah Anugerah Adi Mulia and identified the factors causing the non-success of revegetation related to the characteristics of post-mining revegetation land. The results of the revegetation analysis regarding the percentage of plant growth and health: the percentage of growth was 96% (2011), 100% (2014) and 100% (2017), with a success value of > 90% (successful category) and a percentage of plant health of 91.14% (2011), 99.2% (2014) and 89% (2017), with a plant health value of > 89% categorized as healthy (normal height, fresh leaves and not yellow).

Abstract

One of the local fish resources in South Kalimantan is Anabas testudineus fish. It is known that A. testudineus fish mucus has antibacterial activity, but this study only looked at the inhibitory of fish mucus. Until now, there has been no test for the Minimum Inhibitory Concentration (MIC) and Minimal Bactericidal Concentration (MBC) of A. testudineus fish mucus. One of the bacteria that infect wounds is S. aureus. MIC and MBC obtained are used as a reference in determining the concentration of A. testedineus fish mucus gel for wound healing activity test. This study aimed to determine the MIC and MBC of A. testudineus fish mucus in S. aureus and analyze the wound healing activity of A. testudineus fish mucus. MIC and MBC using turbidity test. In this research, 3 fish mucus gel formulas are made. Wound healing activity test on Wistar rats that were given wound initiation with a diameter of 1.5 cm, and were observed after 7 days of treatment. Observations were made covering the area of the wound using image J and histology of rat skin. The results showed that MIC and MBC of A. testudineus fish mucus were 21.875%. Fish mucus gel formula was made into concentrations of 10%, 20% and 40%. The results of the wound healing test showed that giving A. testudineus fish mucus caused a decrease in the area of the wound but based on histology of the skin, the inflammation still occurred.

Abstract

Freshwater potential in South Kalimantan is one million hectares and 140 species of fish are exploited. One of the fish resources in the intensive exploitation in South Kalimantan is Seluang Batang fish (Rasbora argyrotaenia). The purpose of this study was to obtain scientific data related to the sex ratio of fish and length-weight relationships of R. argyrotaenia in Barito upstream at South Kalimantan. The study was conducted in the Barito upstream in South Kalimantan, on location 2o57'36.10'' S 114o5'37.92'' E; 3o01'07.86" S 114o45'29.28'' E. Taking of samples by the method of Ford-Walford plot lasts for one year with a fixed time interval decision which is one month. Data obtained by comparing the sex ratio between the number of male fish with the number of females and multiplied by 100%. To test the hypothesis difference in the number of male and female fish used chi-square analysis of the end. Analysis of length-weight relationship of fish with regression test and were calculated using a cubic pattern. The results showed that the ratio of fish R. argyrotaenia male and female is 3: 1 and the growth pattern of male and female fish are negative allometric.

Abstract

Background:  Anabas testudineus fish scales are part of the fish that has not been used optimally. Fish scales contain chitin. Chitin which undergoes deacetylation, produces chitosan. Chitosan is an efficacious compound for antibacterial and diabetic wound healing.Objective: This study aimed to extract chitosan from fish scales and test the diabetic wound healing activity of fish scale extract gelMethods: Extraction of fish scales using 0.3 M NaOH, 0.55 M HCl, and 50% NaOH. FTIR will analyze the extraction results to see the functional groups of the extract. Activity test of fish scale extracts diabetic wound healing gel was carried out on Rattus novergicus Wistar strain for 14 days. There were five treatments: negative control, positive control given octenillinR, and fish scale extract gel conc. 5%, 10%, and 15%.Results: The results showed that the fish scales extract contained chitosan, and gel extract fish scale conc 5% have diabetic wound healing activity better than 10% and 15%. Conclusion: A. testudineus fish scale extract contains chitosan, as seen from the FTIR results.
