Abstract

Pulmonary tuberculosis is a disease caused by the bacteria Mycobacterium tuberculosis. These bacteria generally attack the lungs, such as lymph nodes, skin, digestive tract (intestines), the lining of the brain, and so on. Tambusai Public Health Center is the lowest suspected pulmonary tuberculosis finding, where data on pulmonary tuberculosis suspect findings in 2019 was 215 (21.2%) cases, in 2020 there were 198 (20%) cases, while in 2021 it was 140 (16%). The purpose of this study is to determine the analysis of health personnel resources on the discovery of suspects in the pulmonary tuberculosis control program at the Tambusai Health Center, Rokan Hulu Regency in 2022. This type of research is a case study with a qualitative method. The research subjects were the head of the puskesmas, the person in charge of the pulmonary tuberculosis program at the puskesmas, laboratory staff, and the families of patients with pulmonary tuberculosis. Research Time April-June 2022. Data collection was carried out by in-depth interviews, document searches and observations. The results showed that the determination of human resources was not in accordance with education in the tuberculosis control program while laboratory human resources were in accordance with their education, for the obstacles faced by human resources in carrying out suspect examinations in the tuberculosis control program itself but they could still be overcome, while for human resources training, it was carried out once in a week. 1 year, for the infrastructure is quite complete. It is recommended that the puskesmas should look for human resources personnel in accordance with the field and education of the pulmonary tuberculosis program, and conduct human resources training at least 2x in 1 year on a regular basis, as well as for infrastructure facilities in controlling the tuberculosis program in more detail, provide reports to the Department and as soon as possible get a TCM tool from Service for the fastest tuberculosis examination

Abstract

Penyakit Demam Berdarah Dengue (DBD) merupakan salah satu masalah kesehatan masyarakat di Indonesia. Salah satu upaya penanggulangan DBD tersebut adalah dengan melakukan penanggulangan kasus sebagai upaya pemutusan rantai penularannya. Meliputi: Penyelidikan Epidemiologi (PE) serta tindakan penanggulangan. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan Penyelidikan Epidemiologi dari aspek SOP (Standar Operasional Prosedur), ketenagaan (SDM), sarana, kompensasi dan penatalaksanaan program DBD. Jenis penelitian ini adalah deskriptif dengan metode pendekatan kualitatif. Analisis dengan menggunakan analisis isi (content analysis). Teknik pengumpulan data dengan wawancara mendalam dan penelusuran dokumen. Ada 6 orang informan yaitu: 2 orang Kepala Puskesmas, 2 orang Pemegang Program DBD, dan 2 orang Petugas Surveilans. Lokasi penelitian di Puskesmas Payung Sekaki dan Harapan Raya yang merupakan dua Puskesmas dengan kasus DBD tertinggi Tahun 2016 yaitu sebesar 145 dan 92 kasus, dengan jumlah kematian 1 orang untuk Payung Sekaki dan 1 orang Harapan Raya. Hasil penelitian menunjukkan bahwa Puskesmas Payung Sekaki belum memiliki SOP, petugas PE belum berlatar pendidikan epidemiologi. Untuk buku catatan harian, senter, formulir PE sudah lengkap. Dalam pelaksanaannya juga sudah memiliki surat tugas dan Dana BOK (Bantuan Operasional Kegiatan). Sedangkan untuk Puskesmas Harapan sudah memiliki SOP tetapi baru diterbitkan 2016, petugas PE sudah berpendidikan epidemiologi, dibantu oleh pemegang Program DBD, untuk pemanfaatan dana menggunakan dana BOK. Masih tingginya angka DBD di kedua wilayah Puskesmas tersebut dikarenakan belum optimalnya penatalaksanaan manajemen dan prosedur penanganan DBD. Perlu kewaspadaan dini pada kasus ini, para pejabat dan pihak kesehatan terkait dapat diandalkan dengan cara pengembangan program kapasitas (capacity building) di bidang persepsi dan penilaian risiko (risk perception and risk assessment) terhadap kasus DBD ini.

Abstract

The School Children Immunization Month program aims to protect children against Immunization-Preventable Diseases until school age. In percentage terms, BIAS achievement is far from the target, with the highest immunization coverage of only around 18% Measless Rubella, and the lowest 6.3% Diphterie Tetanus 2. Sidomulyo Community Health Center and it was the lowest coverage in the city. The success of the BIAS program policy implementation is influenced by various interrelated factors. This study aims to analyze the implementation of the School Children Immunization Month Program at the Sidomulyo Community Health Center in Pekanbaru City in 2025. This qualitative study was conducted in July 2025 with 14 informants. Research variables include communication, resources, implementer attitudes, bureaucratic structure, environment, and policy standards and targets. The results show that communication is not optimal even though the program is running, good technical implementation is supported by adequate facilities and professional staff, and the attitudes of officers influence parental trust. The program involves the Community Health Center, Health Office, Education Office, schools, and community leaders, but participation is still low due to religious, social, cultural, and hoax factors. Despite clear SOPs, vaccination targets have not been achieved for the past three years. It is recommended to improve interactive communication strategies, strengthen education and cross-sector coordination, and map areas for evaluation and improvement of program implementation.

Abstract

Kepuasan pasien adalah suatu tingkat perasaan pasien yang timbul sebagai akibat dari kinerja layanan kesehatan yang diperolehnya setelah pasien membandingkannya dengan apa yang diharapkannya. Berdasarkan survei awal menurut pasien pelayanan di Poli Umum Puskesmas Siak Hulu II cukup baik, namun belum merasa puas secara keseluruhan, kurangnya dari segi sarana dan prasarana serta kecepatan dalam memberikan pelayanan. Tujuan penelitian ini adalah untuk menganalisis mutu pelayanan terhadap kepuasan pasien yang berhubungan dengan Bukti Langsung, Kehandalan dan Daya Tanggap. Penelitian ini merupakan penelitian kualitatif yang bersifat deskriptif untuk mendapatkan informasi dengan metode wawancara dan observasi lapangan dimana penelitian ini dilakukan di Puskesmas Siak Hulu II pada bulan Mei - Juni 2017. Subjek penelitian ini berjumlah 6 informan 1 diantaranya kepala Puskesmas dan 5 pasien Poli Umum. Variabel dalam penelitian ini yaitu Bukti Fisik, Kehandalan dan DayaTanggap. Hasil penelitian menunjukkan dari 3 variabel 2 diantaranya masih belum sesuai dengan keinginan pasien, dilihat dari bukti fisik, masih kurangnya sarana dan prasarana seperti kursi tunggu, tv, pojok baca dan alat-alat kesehatan, dilihat dari kehandalan petugas kesehatan terkadang tidak berada ditempat sehingga pasien harus menunggu untuk pemeriksaan. Sebaiknya pihak Puskesmas member sanksi kepada petugas kesehatan yang tidak disiplin dan melengkapi sarana dan prasarana yang masih kurang di Poli Umum Puskesmas Siak Hulu II.

Abstract

The Riau Provincial Health Service Health Training Center UPT Institute has an important role in improving the Training Institute using the Learning Organization method. This research uses the Watkins & Marsick Approach model which includes seven dimensions of Learning Organization. At the individual level there are two dimensions, namely Continuous Learning and Inquiry and Dialogue. At the team/group level it is reflected in Team Learning. At the organizational level there are four dimensions, namely Embedded System, Empowerment, System Connection, and Strategic Leadership.  There were 8 informants. Triagulation is used in sources, methods and data. The research results show that the three dimensions of the Learning Organization have been running, with several obstacles. The other four dimensions, namely Organizational Culture, Embedded System, Empowerment, and System Connection are still not optimal. The main obstacles include ineffective communication, low motivation, limited understanding of technology, and lack of infrastructure support. Strategic Leadership alsoneeds to be improved to provide better guidance and resources. This research highlights the importance of improving communication, motivation, and understanding of technology to achieve better organizational performance. Apart from that, the implementation of the Embedded System, Empowerment, System Connection, and Strategic Leadership also still requires improvement.  Overall, this research concludes that the UPT Health Training Center has the potential to become a more effective Learning Organization, requiring more comprehensive efforts in increasing human resource capacity, building an organizational culture that supports learning, and aligning leadership strategies with Learning Organization principles. Recommendations for UPT Bapelkes Riau Province to strengthen continuous learning, inclusive dialogue, team learning, and technology-based systems for efficiency.

Abstract

The Laboratory Installation is a supporting unit that plays an important role in clinical diagnosis through specimen examination. This study aims to analyze the management standards of the Medical Laboratory Installation at X Hospital Pekanbaru in 2025 based on four aspects: human resources, facilities, infrastructure, and standard operating procedures. This qualitative research used a descriptive approach through in-depth interviews and observations involving six informants (medical support service manager, laboratory analysts, unit head, and patients). The results showed that the number of laboratory analysts was insufficient to support 24-hour services, resulting in high workloads and multitasking. This condition is influenced by limited hospital funding due to a decrease in patient visits to the laboratory. In terms of facilities, the laboratory lacked essential equipment in accordance with standards, such as an autoclave, biosafety cabinet, and spectrophotometer, and quality control was not carried out routinely. Regarding infrastructure, deficiencies were found in active protection systems such as hydrants, automatic sprinklers, and evacuation routes, as well as the absence of accessibility facilities for persons with disabilities. This is due to the laboratory being located in an old building not designed according to current technical standards. Although standard operating procedures are available, their implementation remains suboptimal, as some staff members do not fully use personal protective equipment, and several work processes are still conducted manually. It is recommended that the hospital increase budget allocation proportionally to hire more analysts, complete laboratory equipment, conduct gradual infrastructure renovations focusing on safety and accessibility, and strengthen supervision, monitoring, and evaluation—while enforcing discipline for staff who fail to comply with PPE protocols—to ensure safety and service quality in the laboratory.
