Abstract

This study aimed to assess the production process of biofertilizer Bio-SRF and determine its effectiveness on the growth and productivity of shallot plants. The Study of biofertilizer Bio-SRF production covering the cultivation of microbial cell biomass, granulation, and formulation of  biofertilizer products. Testing the effectiveness of biofertilizers on shallot plants using a randomized complete block design (RCBD) with five replicates, involving nine biofertilizers treatments and one control. The results showed that the population of cells on the granulated biofertilizer Bio-SRF was Corynebacterium sp. 4 x 107 cfu/g, Lactobacillus sp. 3.8 x 107 cfu/g, Burkholderia seminalis 7.4 x 108 cfu/g, Pseudomonas stutzeri 4.5 x 108 cfu/g and 60 mycorrhizal spores/g products. The effectiveness test showed that the biofertilizer treatments significantly affected plant height, the number of bulbs, weight of wet and dried bulbs produced. Application of biofertilizer Bio-SRF on shallot plants gave the best results of plant height 34.80 cm at harvest time, the number of bulbs per plant 4.78 bulb, weight of wet bulbs 3,81 kg/m2, weight of dried bulbs 3,27 kg/m2 and increased the yield of shallot production by 55.71% compared with no biofertilizer application. Keywords: Biofertilizer, Bio-SRF, production process, effectivity test, shallot plant ABSTRAKBio-SRF merupakan formula produk pupuk hayati yang mengandung campuran beberapa jenis mikroba penyubur tanah.

Abstract

In a country, land is regarded as an integral part of human life. Land becomes one of the essential things needed to sustain their livelihoods as humans require housing or a place to reside. As time goes by and their living needs evolve, humans not only utilize land as a place to live but also see it as an investment due to its high economic value. This situation leads to an increasing land price each year as more individuals require it. Such land-related investments attract foreign nationals to visit or settle in Indonesia for a certain period to balance their investments in the country. To facilitate this, the government establishes legal provisions for foreign nationals with connections to land in Indonesia through various regulations, particularly the Agrarian Law as the legal framework. In reality, many buying and selling activities are conducted through a borrowing agreement between Indonesian citizens and foreign nationals. Therefore, the purpose of this article is to discuss the rights over land in Indonesia for foreign nationals. According to the Agrarian Law, foreign nationals can possess land in Indonesia through the rights of use and leasehold for buildings. However, in practice, ownership rights (Hak Milik) are also highly coveted by many foreign nationals. Therefore, to fulfill their desires, various covert practices are carried out by foreign nationals through legal circumvention, such as borrowing agreements or nominees with Indonesian citizens.

Abstract

The Basic Agrarian Law is a legal reform in the agrarian sector. In the utilization of islands, especially the management of small islands, permission must be obtained. Management Rights are partially delegated to government agencies including Local Governments, State-Owned Enterprises, Regional-Owned Enterprises, PT.Persero, Authority Bodies and other legal entities to be used according to their respective duties. The existence of Land Management Rights (HPL) does not guarantee an island to be utilized by interested parties, including the utilization of Rempang Island which will be used as a National Strategic Project (PSN). The existence of regulations governing special provisions in the management of small islands must also be considered and examined so that some parties do not feel disadvantaged. This research will answer the questions of (1) How is the legal certainty of the Batam Concession Agency's Land Management Rights in the utilization of Rempang Island, (2) How is the Batam Concession Agency's problem in the management and utilization program of Remapang Island. This research uses normative juridical research by reviewing the applicable laws and regulations and using secondary data as the main data.
