Abstract

This study aims to determine the policy implementation of the Sulawesi Utara Hari Ini’s news program on TVRI North Sulawesi. This research was conducted from January to March 2023. This research used a qualitative design with descriptive analysis, in order to be able to reveal, describe, and understand the phenomena that occur in the setting and object of research. The research focus consists of communication, resources, attitudes/dispositions, and bureaucratic structure based on the policy dimensions of George Edward III. The results showed that the communication between team leaders and news contributors was not effective due to the lack of face-to-face meetings, the lack of human resources in the news unit so that officers held multiple jobs, the disposition did not yet have a standard reward and punishment standard for news unit employees, and bureaucratic structure There is no detailed organizational structure regarding the 14 news unit professions, so that the implementation of policies and standard operating procedures in the news unit for Sulawesi Utara Hari Ini broadcast program must be maximized.

Abstract

This research aims to analyze the implementation of recruitment and selection policies for legislative candidates in the Regional Executive Board of the National Awakening Party of North Sulawesi Province in the 2019 elections. This research was conducted in approximately 4 months from January to April 2023. The research was conducted at the DPW PKB Office of North Sulawesi Province located in Lingkungan I, Tikala Ares Village, Tikala District, Manado City. Data collection techniques used in this research are observation and field studies, interviews, literature studies and qualitative, audio and visual documents. This research uses two sources of primary data and secondary data. Primary data is collected from the first source. The primary data sources in this study are informants who have been determined, while secondary data sources are collected as support from the first source. Secondary data sources can also be said to be data arranged in the form of documents consisting of documentation, articles, magazines and others that can support the primary data that has been obtained. Data analysis conducted in this research is by reducing data, presenting data and drawing conclusions or verification. The research on the implementation of recruitment and selection policies for legislative candidates at the DPW PKB of North Sulawesi Province shows that communication aspects, human resource aspects, disposition aspects, and bureaucratic structures in the recruitment and selection of prospective board members from the North Sulawesi PKB have not been carried out optimally in each process carried out.

Abstract

This study aims to analyze the effectiveness of the pre-employment card program for fresh graduates in Manado City. This research was conducted from November 2021 to February 2022. This type of research used descriptive qualitative methods. The results showed that the pre-employment card program did not run effectively and optimally. This is because the program is not running on target, the data verification and control process is not accurate and up to date so that participants who are not actually included in the requirements can pass and receive incentives. In addition, the socialization process by the North Sulawesi Province Manpower and Transmigration Office was not optimal and only relied on socialization from the central Pre-Employment Implementing Team and Management. The tendency of participants is only on incentives. Incentives are only used for daily needs and lead to consumptive behavior. The certificate of training results does not guarantee participants to easily get a job. The training is only in the form of videos and is not given live. The lack of control and supervision affects the level of discipline of the participants. There is no room for interaction and discussion when there are participants who do not understand the training material. The absence of continuous assistance to participants causes this program to not show satisfactory results. Based on the results of this study, it can be concluded that the pre-employment card program for fresh graduates in Manado City is not running effectively and does not show maximum results. So it is necessary to evaluate and improve management regularly and continuously, starting from the data verification process, socialization, program implementation results, as well as in program monitoring.
