Abstract

Newly stated Indonesian Qualification Framework (IQF) set as a background to develop the curriculum andtherefore students of Faculty of Social and Political Sciences (FISIP) at Udayana University as part of active populationdo intenship to recognize the government institutions work patterns. The textbooks become ‘social spirit’ (Etzioniin Poloma, 2013: 355) in Works Integrated Learning/WIL as research methodology. The internship evaluated tomeasure workers well understood taxes and procedure of political parties’ accountability. This 2016 year, there were62 students from departments of Public Administration, Political Sciences and Sociology at Udayana University tostudy two textbooks of ‘Population & Taxes’ and ‘Political Parties’ Accountability’ in order to do the internship tenhours at each institutions after their middle exam. The internship was measured by survey of student’s perception,so as pre and post test before and after they go to the internship places. Hypothesis test shows that internshipsignificantly influential to increase student achievement to understand the pattern of work at each institutions by TPaired Test resulting mean deviation 2.46 before internship to 4.66 after that. Male students (34 students from threedepartments) are having better scores for both pre and post-test in comparison to 28 female students. The score ofpost-test was the combination of score from lecturers and adjunct team from each institutions (Madya Tax Office and 4 Pratama Tax Offices together with the city of Denpasar Commision of Election and provincial Commission ofElection offices). Student’s perception of 78. 9 percent was said that fiscal desentralisation was based on the Law No.22 year 1999 and 86. 8 percent perception of students stated that low obedience of tax payer’s cause by combinationof population dishonesty on income reporting, apatism and low tax socializing toward social welfare. Internshipat the Election Commission offices resulting 76.9 perception of student stated that depolitification of parties takenplace while 42.6 percent intern’s perception was said that no political parties had giving public information northere was political education taken place perceived by half of interns. Unlike the internship in 2015, there was 85internship participants involving 10 adjunct institutions, this year, internship taken place in the provincial tax offices(5 KPP), the Election Commission at city of Denpasar so as provincial office. In the future, it was recommended thatinternship length will be longer to increase professional competence of FISIP Udayana University students. Thus,beside the obedience of tax payment of students will be increasing, those alumni of FISIP Udayana University canbecome the tax or political paarties consultants that put ahead the welfare of population.

Abstract

Social harmony is a necessary condition for creating social stability in a plural society. Social stability will encourage the emergence of positive social interactions. This study examines the involvement of the Muslim community in participating in Hindu community rituals. This type of research is qualitative with the hermeneutic and verstehen methods. The theory used is symbolic and structural functional interactionism by developing the concepts of tolerance, solidarity and social harmony. The findings in the field are that the involvement of the Muslim community in the rituals of odalan (temple festival), cremation and mapag toya (welcoming the flowing of water) are form of social awareness of their existence in an area that shares the goal of social stability. To achieve this they develop a tolerant attitude and then manifest solidarity in their activities. From this understanding emerges social stability which shows social harmony in the region.

Abstract

Desa pakraman merupakan lembaga tradisionil di Bali yang mempunyai pengaruh mendalam di masyarakat. Desa pakraman dengan banjar parkaram yang ada di dalamnya, merupakan pusat dari jalannya ritual masyarakat Hindu. Akan tetapi, searah dengan perubahan sosial di Bali yang didorong oleh industri pariwisata, masyarakat mulai banyak mempertanyakan sikap rasional desa pakraman terhadap situasi sosial yang ada. Banyak anggota masyarakat yang merasa tersita waktu, tenaga dan biaya akibat berbagai aktifitas ritual sosial di desa. Penelitian ini bertujuan melihat langkah modernisasi yang terjadi di desa pakraman serta melihat faktor pendorong dan penghambat modernisasi tersebut. Penelitian dilakukan di Denpasar, Gianyar dan Tabanan karena tiga daerah ini merupakan wilayah yang paling besar terpengaruh laju pariwisata. Teori yang digunakan adalah teori-teori modernisasi, dengan metode penelitian eksploratif kualitatif. Temuan yang didapaatkan adalah sikap rasionalitas merupakan pendorong utama kemajuan-kemajuan yang terjadi pada desa pakraman. Sikap dan nilai-nilai tradisional merupakan penghambat utama modernisasi desa pakraman.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menjelaskan jejak diplomasi publik Cina dan pengaruhnya pada kehidupan masyarakat di Bali. Diplomasi publik saat ini sering menjadi sorotan di kancah politik dan kebudayaan karena memiliki pengaruh terhadap kehidupan sosial di negara lain. Penelitian ini dilakukan di berbagai tempat di Bali yang mempunyai jejak pengaruh Cina seperti di pantai di Singaraja bagian timur, Pura Besakih, Pura Batur dan menyelusuri tulisan-tulisan yang ada yang memuat tentang pengaruh kebudayaan Cina di Bali. Metode yang dipakai adalah kualitatif eksploratif serta melakukan wawancara dan penggalian sumber sejarah di buku dan tulisan yang ada. Hasil yang didapatkan adalah bahwa Cina sesungguhnya telah sejak berabad lalu telah menanamkan diplomasi publik di Bali karena warga Cina telah ada yang mendarat di sejak berabad lalu. Diplomasi ini dilakukan secara langsung oleh orang Cina dan membawa pengaruhnya di Bali. Ini dilihat pada pemukiman penduduk Cina di pegunungan bagian tengah di Bali, pengaruh kebudayaan yang terlihat pada tempat sembahyang, Pura Ratu Subandar, serta berbagai unsur seni yang ada di Bali. Abstract

The social interaction between Bugis Muslims and Hindus in Bali has long been known to be harmonious. This interaction can become a role model for religious interaction in Indonesia. This paper aims to explain the practice of menyama-braya (brotherhood) as a cultural system and its relevance to the integrative social interaction between the Hindu and Bugis Muslim communities in Bali. The research was conducted in the villages of Serangan, Kepaon, Tuban, Suwung, Tanjung Benoa, and Angantiga. The research is qualitative in nature and draws on interviews and the broader literature. The study reveals that a successful harmonious social life cannot be separated from the adoption of menyama-braya culture, which combines the attitude of solidarity and tolerance. The practice of the menyama-braya cultural system has been maintained for generations through various methods, such as socialization, rituals, the use of the same symbols, and formal educational institutions.

Abstract

Social conflict in Bali frequently involves public prayer area (Pura), can last in several days and leads to disputes between family within same community. Therefore, the community who perform prayer in the Pura was prone to disengagement caused by conflict. The purpose of this article was to understand the relations between social conflict in Bali which related to ownership social identity and tourism development in Bali. The research method used to approach was conducted in qualitative way in order to shows positive correlations between social changes and the conflicts. The social change in Bali was caused by economic factor to the social tradition factor, directly faced with identity in each community which have responsibility to protect the temple. Tourism is the basic factor for the social change in Bali. Tourist industry make the existence of hotel and restaurant increased. By the local goverment, the tax of these hotel and restaurant were allocated a fund for desa pakraman, the locus of cultural tourism in Bali. But in any cases, most of community members in desa pakraman make a decision to use this fund to develop the temple. Different opinion in community to use this fund could cause a conflict because the community in this temple has different identity.

Abstract

This article describes the existence of democracy at a traditional level in Desa Pakraman in Bali. In Balinese society, Desa Pakraman is the root of social life, where people make interaction in culture and religion. Desa Pakraman is an organization underlies the life of Balinese society. Desa Pakraman has traditional instrument, called awig-awig. Awig-awig is an instrument of customary law in the society where the people have to obey the norms of the traditional law institution. Democratic practices and norms are apparent when people at Desa Pakraman build the awig-awig. Freedom of opinion can be found when people deliver their opinion we can find the equality of the human being. The research held in Desa Pakraman Penyalin, Tabanan, Bali, with qualitative method research. This research used democratic theory and participant theory. The research found that democracy has been practised at traditional society in Bali especially when people build the instrument of customary law. In Bali, this is called awig-awig. The awig-awig contains democratic instruments like equality before the law, human right and regular election to vote Desa Pakraman’s officials.

Abstract

The purpose of this article was to observe the development of the social meaning derived from penjor (bamboo decorated with flowers as an expression of thanks to God) for the Balinese Hindus. In the beginning, the meaning of penjor serves as a symbol of Mount Agung, and it developed as a human wisdom symbol. This research was conducted in Badung and Tabanan Regency, Bali using a qualitative method. The time scope of this research was not only on the Galungan and Kuningan holy days, where the penjor most commonly used in society. It also used on the other holy days, including when people hold the caru (offerings to the holy sacrifice) ceremony, in the temple, or any other ceremonial place and it is also displayed at competition events. The methods used were hermeneutics and verstehen. These methods served as a tool for the researcher to use to interpret both the phenomena and sentences involved. The results of this research show that the penjor has various meanings. It does not only serve as a symbol of Mount Agung and human wisdom; and it also symbolizes gratefulness because of God’s generosity and human happiness and cheerfulness. Penjor is a Tri Hita Karana (harmonious relationship between humans, humans with the environment, and humans with God) symbol.

Abstract

This research aimed to make description on alternative way to press terrorism in Indonesia. Some approaches are adopted, especially by the government, to eliminate the terrorists, namely: a firm approach by attacking the terrorists, legal remedy by bringing them before the court and giving punishment. However, such efforts still not able to maximally pressing the terrorism. Terror in Jalan Thamrin Jakarta in the early 2016 showed that terrorism still cannot be pressed. This research aimed to give additional approaches in combating terrorism by using local wisdom. Bali as one of tourist destination in Indonesia, had twice experiences of terrorist attack with many casualties. Bali has a lot of local wisdoms which meanings can be explored. Some of it are menyama braya, mesegeh ritual, okokan arts performance and Tat Twam Asi. Therefore, there are several methods and steps which can be used to press the terrorism by exploring the meanings contained in such local wisdoms. All of that local wisdoms contains the meanings of cooperation, alertness and togetherness. The terrorists are expected to stop their terrorism attack by implementing such local wisdoms.

Abstract

This research describes a community participation in the preservation of a tradition that is still maintained in Padang Bulia Traditional Village, Sukasada District, Buleleng Regency. This research aims to determine the process of implementing the Meamuk-Amukan tradition and the form of community participation in the preservation of the Meamuk-Amukan tradition, as well as knowing the meaning contained in the Meamuk-Amukan tradition. The results of this study revealed that the implementation of the Meamuk-Amukan tradition was carried out after performing the pecaruan ceremony in Suter and after the community paraded the ogoh-ogoh. The form of community participation in the implementation of this tradition is in the form of money participation, property participation, energy participation, and skill participation. The Meamuk-Amukan tradition has its own meaning for the people of Padang Bulia Traditional Village, namely social meaning, religious meaning, and cultural meaning.
