Abstract

Dalam penelitian ini, untuk meningkatkan kinerja OHMS yang karakteristiknya lebih kompleks, digunakan soft systems methodology yang banyak membantu para manajer untuk menyelesaikan masalah yang bervariasi dan kompleks. Permasalahan tersebut sering menemui kegagalan dalam penyelesaiannya ketika pendekatan system engineering (SE) digunakan. Penelitian menunjukan gambaran aktivitas lebih jelas, dan penentuan indikator lebih terstruktur dengan mengkombinasikan IDEF0. Melalui soft systems methodology yang dikuantitatifkan pada langkah debating menunjukan aktivitas A4, yaitu membuat produk, paling penting dengan bobot 35,32%. Dari hasil dekomposisi aktivitas kritis meliputi A12: merencanakan program produksi dengan bobot 9,17%, A41: mengendalikan produksi dengan bobot 9,17%, A32: mendapatkan kapasitas produksi, dengan bobot 8,72% dan A45: mengetes rakitan akhir dengan bobot 8,72%. Selanjutnya kinerja yang perlu dicermati pada ICOM’s (Input, Control, Output, Mechanism), lebih banyak pada input aktivitas kritis.

Abstract

The IDEF0 (Integration Definition Language 0) developed by Douglas T.Ross and SoftTech.Inc is a procedure for modeling functionality as part of the Air Force programmed on computer-aided-manufacturing which based on SADT (Structured Analisys and Design Technique). Wang and Smith (1988) suggested that IDEF0 could be combined with SSM. IDEF0 is used to analysis manufacture systems, in this case OHMS. Data from research (Budiarto, 2005) on Division of General Engineering at PT.PAL use OHMS further analyzed in this study. Data analysis shows that IDEF0 can be used to mapping activity system, both at the global as well as detail views, and performance indicators for each detail activities can be developed trough IDEF0. In addition IDEF0 can be used as a tool in providing recommendation of performance improvement of manufacturing systems.

Abstract

The analysis is done by upgrading the priority, first create a model of activity with IDEF0 (Integrated Definition Language 0) To The Smallest activity. Verification is done by field officers, while the validation is done by software IDEF37. With regard that the activities that the model is a map of the activity. Then the next step don is weighting the importance of existing activities. Once the performance indicators of each activity is determined, then the analysis is then performed through the sorting and defining the activity of ICOM’s critical to determine which will be upgraded. Of data and processing is done, there are 627 ICOM’s are analyzed on the basis of performance indicators on a specific output. And consists of 15 stages are recommended for improved performance, assuming a single phase which comprises 30 ICOM’s performance will be improved within six months. The priority of upgrading is begined to upgrade technical specifications, human resources, and facilities at the activities planned production program. However, in general the activity plan programs and activities planned production capacity and desired material is the activity that most often experience upgrading in the first stage. Continuous performance improvement can be made with reference to the upgrading priority of phase II, III and so on. Evaluation upgrading needs to be done after the implementation of upgrading stage 3. It is useful to decide whether to do the upgrading stage IV or re-analyze priority.

Abstract

Background: Over the past decade, private investments in health care including hospital have grown significantly, more than doubling. As the number of hospitals in Indonesia increases, a competitive business environment develops. Identifying hospital market structure can help various stakeholders to optimize the hospital's performance. Aims: This study analyzed the market structure and concentration of the hospital industry in Indonesia. Methods: This study used hospital characteristics data from Ministry of Health of Indonesia that retrieved in October 2020. Market concentration is determined by the number of industry players operating in a market, the distribution of services, and the types of services offered. The hospital market concentration was identified by measuring the Concentration Ratio (CR) and the Herfindahl–Hirschman index (HHI). Results: The results showed that the market share of hospitals in Indonesia was still dominated by government hospitals, which represent 51.4% of the market share. The concentration ratio of four companies (CR4) remains <40, indicating that competition remains relatively open among private hospitals at the national level. Conclusion: Several cities have established hospital markets that are characterized by robust competition, whereas in other cities, the hospital industry remains oligopolistic or monopolistic. It is important to note, however, that this does not imply that the market structure is ineffective on account of competition; rather, it is the result of a scarcity of hospitals in a number of Indonesian cities.
