Abstract

The purpose of this research is to analyze the implementation of policies in one of the National Strategic Projects (NSP) the Serang Panimbang Toll Road. located in Banten Province. The implementation of the NSP policy for the Serang Panimbang Toll Road aims to improve accessibility to the Special Economic Zone (SEZ) in the tourism sector in Tanjung Lesung. Additionally, the Serang Panimbang Toll Road serves as an effort to optimize transportation infrastructure, enhance the smoothness of economic connectivity for communities, including those from the industrial and tourism sectors in Banten Province. Using the qualitative-descriptive method and the six aspects of Van Metter and Van Horn as indicators, this research will capture the implementation of the National Strategic Project, the Serang Panimbang Toll Road policy. Data obtained by the researcher will be from desk study, questionnaires, and/or interviews with Implementers consisting of the Ministry of Public Works and Public Housing, PT. Wijaya Karya Serang Panimbang as the Business Entity, and the Community of Cibadak Sub-district, Lebak Regency, located within a 5 km radius from the Rangkasbitung Toll Gate, which is the endpoint of section 1 of the Serang Panimbang Toll Road. The research findings indicate that the implementation of the National Strategic Project policy for the Serang Panimbang Toll Road has not yet achieved the set targets. Although coordination and communication among implementing agencies have been effective in finding solutions to address arising conflicts, the implementation of this NSP policy has also experienced delays of approximately two years. These delays are attributed to issues regarding the legality of land owned by the community and problems with financing for section 3, which originates from lenders in China.

Abstract

Dalam rangka percepatan penurunan tengkes/stunting, Indonesia diharapkan melakukan collaborative governance dengan pemangku kepentingan yang telah diatur dalam Perpres Nomor 72 Tahun 2021. Pertanyaan penelitian ini adalah bagaimana perkembangan riset collaborative governance dalam program penurunan stunting, bagaimana dinamika, proses dan model collaborative governance dan bagaimana pelaksanaan aksi konvergensi. Metode penelitian yang digunakan adalah systematic literature review. Dari penelusuran literatur yang dilakukan didapatkan 19 artikel yang memenuhi kriteria inklusi dan eksklusi. Artikel tersebut dipublikasikan antara tahun 2020-2024 dan scope penelitian dari tingkat desa hingga tingkat kabupaten serta penulis artikel antara 1-5 orang. Dinamika dan proses collaborative governance ada yang sudah berjalan dengan baik namun ada yang belum efektif, demikian juga pelibatan pentahelixada yang sudah baik namun ada yang belum optimal. Pelaksanaan aksi konvergensi di sebagian daerah sudah melibatkan aktor pentahelix, namun di sebagian daerah lainnya masih perlu dikelola. Diperlukan kepemimpinan yang fasilitatif dan peningkatan kapasitas daerah untuk mendorong dinamika, proses collaborative governance dan pelibatan pentahelix untuk mendukung percepatan penurunan stunting.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan penyelenggaraan perpustakaan DPR RI melalui aplikasi DPR E-Library berdasarkan teori Edward III, di mana komunikasi, sumber daya, disposisi, dan struktur birokrasi termasuk. Melibatkan pengelola perpustakaan, anggota DPR RI, dan masyarakat umum, pendekatan kualitatif deskriptif digunakan melalui observasi, dokumentasi, dan wawancara mendalam. Studi ini membantu orang lebih memahami bagaimana menerapkan kebijakan digital di lembaga legislatif dan menawarkan saran tentang cara mengoptimalkan layanan informasi publik. Hasil penelitian menunjukkan bahwa E-Library DPR RI telah membantu meningkatkan akses ke informasi dan meningkatkan budaya literasi di dalam DPR RI. Namun, tingkat sosialisasi yang rendah masih menghambat program, yang mengakibatkan rendahnya pemanfaatan masyarakat umum. Kelancaran layanan terhambat oleh keterbatasan infrastruktur teknologi dan sumber daya manusia, sementara inovasi dibatasi oleh regulasi yang belum diperbarui. Keberhasilan pelaksanaan kebijakan dipengaruhi oleh komunikasi yang buruk dan disposisi pelaksana yang berbeda.

Abstract

The role of the Sharia Supervisory Board (Dewan Pengawas Syariah, DPS) is a crucial element in maintaining compliance with sharia principles and strengthening the governance of Sharia people’s Economy Banks (Sharia BPRs). The background to this research stems from the issuance of Law Number 4 of 2023 concerning the Development and Strengthening of the Financial Sector (UU P2SK), which places the DPS on an equal footing with directors and commissioners. This provision is expected to strengthen the institutional sharia supervisory function and increase the effectiveness of the implementation of sharia principles in the banking sector. However, this change in position also poses new challenges, including independence, limited resources, concurrent positions, and remuneration disparities for DPS members. This research aims to analyze the implementation of the DPS regulatory policy in the UU P2SK Law on the governance of Sharia BPRs and examine how this equalization of positions is interpreted as a form of strengthening the DPS 's role. The research uses a descriptive qualitative method through literature review, observation, and in-depth interviews with five informants consisting of the Financial Services Authority (OJK), the association of Sharia Rural Banks Throughout Indonesia (HIMBARSI), and Sharia BPRs. By using policy implementation analysis based on Grindle’s theory, the research results show that the policy of strengthening the DPS has a positive impact on increasing legitimacy, public trust, and the effectiveness of sharia governance. However, successful implementation is still influenced by management commitment, institutional capacity, and support from the Financial Services Authority (OJK) and the National Sharia Council (DSN-MUI). Optimizing the role of the DPS requires appropriate remuneration, restrictions on concurrent positions, and ongoing support to ensure the integrity and sustainability of sharia governance.
