Abstract

The purpose of this study is to find out the meaning of online media audiences about Instagram. The role of mass media communication technology is developing rapidly and playing an important role for society in everyday life. The internet is very helpful in the field of marketing (online marketers). One form of online promotion that is currently developing is via Instagram, based on the photo sharing append commonly found on smartphones. As a start-up business company, the Instagram application has emerged, because of the internet phenomenon that has emerged recently, many new products have been marketed. For this reason, this paper can define how to share photos based on the Instagram application, especially for people who respond to start-up business promotions

Abstract

Penelitian ini bertujuan untuk mengkaji Implementasi Kebijakan Program Beasiswa Pemuda Tangguh di Kota Surabaya, untuk meningkatkan sumber daya manusia dengan memberikan beasiswa kepada pemuda berbakat namun kurang mampu secara ekonomi. Studi ini menggunakan pendekatan kualitatif dengan metodologi studi kasus untuk memahami bagaimana kebijakan ini diimplementasikan di lapangan dan dampaknya terhadap penerima beasiswa. Data dikumpulkan melalui wawancara mendalam dengan berbagai pihak terkait, termasuk penerima beasiswa, pengelola program, dan pihak Pemerintah Kota. Hasil penelitian menunjukkan bahwa program tersebut berhasil meningkatkan akses pendidikan serta meningkatkan motivasi dan prestasi akademik generasi muda yang sebelumnya terkendala biaya. Namun, beberapa tantangan masih dihadapi pelaksanaan, seperti kurangnya sosialisasi program dan keterbatasan anggaran. Solusi perbaikan program antara lain memperluas penerima beasiswa, memperkuat mekanisme pemantauan dan evaluasi. Implementasi kebijakan ini menunjukkan potensi besar dalam mengembangkan sumber daya manusia yang lebih berkualitas di Surabaya.

Abstract

This study examines the implementation of the SP4N-LAPOR! Application using the E-GovQual model to enhance public information disclosure at the Pamekasan Regency Communication and Information Office. Employing a qualitative research method with a descriptive approach, data were collected through interviews, observations, and documentation. The study's analysis followed the data reduction, data presentation, and conclusion process. The research framework was based on the E-GovQual model, which consists of four key variables with 21 attributes. The findings indicate that the implementation of SP4N-LAPOR! Aligns with Pamekasan Regent Regulation No. 19 of 2022, which governs the Public Service Complaint Management Action Plan for 2020–2024. The analysis of the four E-GovQual variables reveals that: (1) Efficiency—SP4N-LAPOR! has enhanced the effectiveness of complaint handling and overall public service improvement; (2) Trust—the commitment of the Communication and Information Office ensures data security and proper application use; (3) Service Excellence—the system provides efficient and timely services to the community; and (4) Citizen Support—employees actively manage the application, delivering responsive and user-centred services. Overall, the implementation of SP4N-LAPOR! has significantly contributed to broader and more equitable public information disclosure, supporting sustainable governance and improved public service delivery in Pamekasan Regency.

Abstract

This study aims to determine the Bhbinkmtibmas strategy in increasing community participation in maintaining security and order in the Jambangan District area. Because from the end of 2022 to the beginning of 2023 several cases were recorded in Jambangan District, namely persecution, disputes, unpleasant acts, theft, alcohol and gambling.The research method used is a type of qualitative research. Informants in this study were Bhbinkamtibmas Polsek Jambangan, Bhbinsa Polsek Jambangan, Staff of the Jambangan Village and the Jambangan Village community. Data collection techniques in this study were interviews and documentation. Data analysis techniques used in this study are data reduction, data exposure and decision making. The results of this research show that: (1) The strategies implemented by Bhbinkamtibmas to increase community participation in maintaining security and safety include the partiality approach strategy, strategy for sharing participation and strategies for granting limited authority, (2) Obstacles faced by Bhbinkamtibmas in fostering security in the community include the competence of Bhabinkamtibmas services, community understanding, facilities and infrastructure, (3) Efforts carried out by Bhbinkamtibmas to maintain security and order in the surrounding environment, namely Pre-Efforts emtive, Preventive Efforts and Repressive Efforts. It is better for every community, regardless of social status, to be aware of the importance of maintaining security and order in the environment, to be able to maintain kamtibmas

Abstract

Global tourism is now leading to authentic and cultural experiences, with urban heritage tourism as a growing trend. Surabaya, as a historic city, has great potential in history-based tourism, especially in Kampung Peneleh. This study analyzes the implementation of urban heritage tourism policies in Peneleh Village, focusing on the challenges and opportunities for its development. The method used is descriptive qualitative through in-depth interviews and document analysis. Results show four main challenges: (1) ineffective communication between governments, communities, and tourism actors, leading to program overlap and low community participation; (2) limited resources, especially funds, which hinder the provision of supporting facilities; (3) the attitude of the community is less proactive; and (4) a complicated and slow bureaucratic structure. This study concludes that increased coordination, resource support, and community participation are very important to optimize the potential of heritage tourism in Peneleh Village. It is recommended to improve communication mechanisms, find alternative funding, and reform bureaucracy for inclusive and sustainable tourism development

Abstract

One way to reduce the birth rate is community participation in family planning (KB) programs. To control population growth and improve family welfare, this program is very important. By actively participating, people better understand the importance of family planning (KB) programs and are better able to take advantage of the services provided by the government. The purpose of this study was to determine the type of community participation shown by young couples in running family planning (KB) programs, what factors hinder community participation in family planning (KB) programs, and how to increase community participation in family planning (KB) programs. in the Sidoarjo area. Qualitative methods are used. Information is gathered through interviews and documentation. Data analysis involves data reduction, data submission, and conclusions. The results of research and discussion showed that young couples in Sidoarjo Regency were quite active in participating in family planning (KB) programs. Factors that hinder community participation include cultural factors, partner beliefs, and health factors. Therefore, it is necessary to increase community participation to be more active in participating in family planning programs. About how important family planning (KB) programs are for society, especially young couples, because it gives them more time to prepare for the future of their families

Abstract

This study was conducted to determine the effect of digital transformation and service quality on community satisfaction at the Probolinggo City Food Security, Agriculture and Fisheries Service. This research method uses quantitative research. The population in this study is the community around the probolinggo city food security, agriculture and fisheries office using a saturated sample technique of 60 respondents. The data sources used are primary data and secondary data. The data was collected using the distribution of questionnaires which were managed with validity tests, reliability tests, classical assumption tests, multiple linear regression tests and t tests. where it was found that digital transformation and service quality had an effect on community satisfaction. Through the results of the calculation of the digital transformation variable that has been carried out, it is obtained tcount> ttable or 2.214> 1.673 with a sig value of 0.031 <0.05, meaning that the digital transformation variable has an effect on community satisfaction at the Food Security, Agriculture and Fisheries Office of Probolinggo City. While the results of the calculation of the service quality variable obtained tcount> ttable or 8.594> 1.673 with a sig value of 0.000 <0.05, meaning that the service quality variable has an effect on community satisfaction at the Food Security, Agriculture and Fisheries Service of Probolinggo City. Thus it is hoped that the Probolingo City Food Security, Agriculture and Fisheries Service will maintain service quality and continue to update digital transformation by presenting features that can facilitate community access. Abstract

Program Peduli Dilan (disabilitas dan lansia) merupakan suatu inisiatif yang dirancang oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sidoarjo untuk memberikan layanan administrasi kependudukan yang inklusif dan mudah diakses bagi kelompok penyandang disabilitas dan lansia. Penelitian ini bertujuan untuk menganalisis bagaimana public value dalam program Peduli Dilan (disabilitas dan lansia) di Dispendukcapil Sidoarjo. Penelitian ini menggunakan metode penelitan kualitatif dengan tipe deskriptif. Teknik pengumpulan data dilakukan dengan wawancara dengan beberapa informan dan dokumentasi. Adapun informan penelitian ini meliputi sub koordinator pengelolaan data dan dokumen kependudukan, sub koordinator identitas kependudukan, kepala bidang pendaftaran penduduk,dan tim ULC Peduli Dilan Teknik analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa public value dalam program Peduli Dilan di Dispendukcapil Kabupaten Sidoarjo telah terciptanya nilai publik dengan menggunakan tiga (3) segitiga strategis menurut Mark Moore yaitu 1). Legitimasi dan Dukungan, 2). Kemampuan Operasional, 3). Menciptakan Nilai Publik. Terwujudnya layanan kependudukan yang adil dan memenuhi hak-hak semua masyarakat tanpa diskriminasi dalam kepemilikan identitas kependudukan. Dengan demikian, diharapkan program peduli dilan memberikan manfaat nyata bagi penyandang disabilitas dan lansia dan dapat menjadikan program yang berkelanjutan

Abstract

Penelitian ini bertujuan merumuskan model pengembangan pariwisata berkelanjutan berbasis urban heritage tourism di Kampung Peneleh sebagai bagian dari pelestarian identitas Kota Surabaya. Urgensi penelitian terletak pada ancaman hilangnya nilai sejarah kawasan heritage akibat modernisasi kota, sehingga dibutuhkan strategi pengelolaan yang mampu menjaga autentisitas sekaligus memberi manfaat ekonomi dan sosial. Kampung Peneleh memiliki potensi besar sebagai cagar budaya dengan aset sejarah fisik dan nonfisik, namun terkendala keterbatasan fasilitas, atraksi yang kurang variatif, dan agenda wisata yang belum konsisten. Penelitian ini menggunakan metode kualitatif deskriptif melalui wawancara, FGD, observasi, dan studi dokumentasi dengan informan dari pemerintah, pengelola, komunitas, UMKM, dan wisatawan. Hasil menunjukkan pengelolaan wisata heritage bertumpu pada empat pilar: pelestarian autentisitas, penguatan daya tarik, partisipasi masyarakat, serta peningkatan aksesibilitas dan keberlanjutan. Penelitian ini terbatas pada lingkup lokasi Kampung Peneleh dan belum mengkaji dampak kuantitatif. Ke depan, riset dapat diperluas pada kawasan heritage lain serta mengintegrasikan pendekatan kuantitatif guna memperkaya model yang ditawarkan. Implikasi penelitian menegaskan pentingnya kolaborasi multi-pihak, kalender wisata tahunan, dan integrasi UMKM untuk memperkuat dampak ekonomi, sosial, serta memperkaya kajian urban heritage tourism.

Abstract

Tujuan dari penelitian ini adalah untuk (1) mendeskripsikan pengelolaan surat masuk dan surat keluar berbasis website e-buddy pada kantor sekretariat DPRD Kabupaten Sidoarjo, (2) mengetahui apa saja saja faktor yang mempengaruhi pengelolaan surat masuk dan surat keluar pada kantor sekretariat DPRD Kabupaten Sidoarjo, (3) mengetahui Upaya pada kantor sekretariat DPRD Kabupaten Sidoarjo dalam pengelolaan surat masuk dan surat keluar berbasis website e-buddy jika mengalami kendala. Penelitian ini menggunakan metode kualitatif dengan menggunakan metode penelitian deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah Wawancara, Observasi langsung, dan Dokumentasi. Teknik analisis data pada penelitian ini menggunakan reduksi data dan verifikasi data. Adapun teori yang digunakan dalam penelitian ini adalah teori sistem informasi manajemen menurut stoner. Hasil dari penelitian ini menunjukkan bahwa pengelolaan surat masuk dan surat keluar yang dilakukan oleh pihak pada kantor sekretariat DPRD Kabupaten Sidoarjo telah memenuhi standart SOP dari Peraturan Bupati Nomor 46 Tahun 2018 yang membahas mengenai surat menyurat pada Kabupaten Sidoarjo. Namun pihak pada kantor sekretariat DPRD Kabupaten Sidoarjo menemui beberapa kendala dalam pengelolaan surat yakni pada listrik, jaringan internet, dan sumber daya manusia. Namun pihak pada kantor sekretariat DPRD Kabupaten Sidoarjo telah melakukan upaya dalam menangani masalah tersebut yakni pelatihan pegawai dan penambahan peralatan serta perlengkapan.Kata kunci: Surat, Pengelolaan, E-Buddy
