Abstract

Employee performance is a result achieved by employees in their work according to certain criteria that apply to a particular job. Employee performance is a function of the interaction between ability and motivation. The purpose of this paper is to analyze the performance of employees at the Regional Secretariat of the Riau Islands Province during the COVID-19 Pandemic. The research method uses descriptive qualitative. Data collection techniques using secondary data and data analysis using a triangulation approach of relevant facts and logic. The analysis shows that employee performance is not optimal due to the lack of supporting facilities that are not focused on performance budgeting. Because during the COVID-19 period, the focus was only on recovering the national economy so that services at the Provincial Secretariat were not optimal. Then the change in performance culture during the COVID-19 pandemic made employees have to understand information systems and technology in providing public services as a form of service innovation in the future.

Abstract

The Creative Economy is one of the economic activities that have an essential meaning in supporting the financial resilience of the people of Bintan Regency, developing innovation, creativity, and competitiveness, realizing economic growth, and creating job opportunities in Bintan Regency. The purpose of this study is to analyze several potentials during the COVID-19 pandemic in the Creative Economy sector in Bintan Regency, which prioritizes the Need for Human Resources and Natural Resources that have the opportunity to be appropriately managed. The research method used is descriptive qualitative with a case study approach in Bintan Regency. Secondary data regarding the Creative Economy are collected and subsequently studied in depth. The findings show that the Creative Economy in Bintan Regency is in bad condition. Due to the prevalence of tourism activities that attract tourists as targets for expanding the Creative Economy in border regions with neighboring nations, it has become identified that there is neither a strong appeal nor a substantial market. In addition, there is a need to strengthen capital and identify potential, lay the economic base, and support future policies for the Creative Economy during the COVID-19 pandemic in Bintan Regency.

Abstract

Introduction/Main Objectives: Model The leadership style of regional heads during the COVID-19 pandemic requires a compelling lead character because to deal with the problems felt by each region, and it must be different so that public responses and criticisms must be carried out quickly and accurately has a priority scale for work effectiveness. Novelty: This study analyzes the leadership style of the regional head in Indonesia, namely the Governor, by taking a case study in the Riau Islands Province (Kepri) during the COVID pandemics. Research Method: The research method used is qualitative with relevant secondary data. Finding/Results: The results of data analysis with software NVivo 12, so that obtained are easy to explain descriptively by analyzing the theory and concept triangulation approach. Conclusion: The results show that the determination of Secondary Data Coding is more on the leadership of Ansar Ahmad in the COVID-19 pandemic as Governor Kepri. In addition, researchers also found that Ansar Ahmad’s leadership style as Governor Kepri greatly influenced the characteristics of leadership style and influential leadership style, which tested with the Jaccard Cluster approach on the strong relationship between communication, awareness, and integrity in carrying out the vision and mission as regional head during a COVID-19 in Kepri Province.

Abstract

Disaster management is an early awareness to reduce the risk of potential disasters, especially floods in the community. This study aims to analyze implementing policies in Tanjungpinang Flood Disaster Risk Reduction. The research object was chosen because Tanjungpinang, on a land geographical location, is smaller than the sea area and can potentially be a disaster threat in an archipelagic area. Analysis of Policy implementation using Edward III Model. The research method is descriptive qualitative with a case study approach—the data obtained using secondary data with analysis of relevant training techniques. The study results indicate that four factors in the Edward III model have several weaknesses in the Tanjungpinang Flood Disaster Risk Reduction findings. The factors in question are the lack of cooperation in the bureaucratic structure on a large scale. The resources used have not met the standardization with the minimal involvement of resources in improving the quality of both technical and non-technical. Communication still has a good intensity between the stakeholders involved, so the participating actors are still running fast following the flood disaster management program in Tanjungpinang City. Furthermore, lastly, the attitude of the implementer or disposition has their respective ego-sectoral so that the participation between stakeholders in its implementation is less effective. Researchers provide additional recommendations or alternatives that need to strengthen policy implementation with a community empowerment approach so that people gain insight into disaster awareness involved in disaster management programs, primarily floods in Tanjungpinang City, for the future on a sustainable basis.

Abstract

Artikel ini membahas program Kelas Politik Cerdas Berintegritas yang dirancang untuk meningkatkan kesadaran politik dan integritas generasi milenial di Kabupaten Bintan menjelang Pemilu 2024. Program ini, hasil kolaborasi antara Universitas Maritim Raja Ali Haji dan Bawaslu Kabupaten Bintan, bertujuan untuk membekali generasi muda dengan pengetahuan dan keterampilan dalam berpolitik secara cerdas, etis, dan transparan. Melalui pendekatan pendidikan politik yang mencakup seminar, diskusi, pelatihan keterampilan, serta aksi sosial, program ini diharapkan mampu menghasilkan pemimpin muda yang berkarakter, anti-korupsi, dan berorientasi pada kesejahteraan publik. Artikel ini juga mengeksplorasi dampak positif dari program ini terhadap peran aktif generasi milenial dalam mengawasi dan berpartisipasi dalam proses demokrasi, serta upaya menciptakan budaya politik yang sehat di Kabupaten Bintan. Dengan demikian, program ini berfungsi sebagai langkah strategis dalam membentuk pemimpin masa depan yang berintegritas di Indonesia.

Abstract

The development of the Galang Batang Special Economic Zone (SEZ) is a strategic effort by Indonesia to boost its Blue Economy, leveraging its coastal resources for sustainable economic growth. This study aims to explore the effectiveness of Galang Batang SEZ in advancing Indonesia's Blue Economy by analyzing the zone's infrastructure development, investment climate, and regulatory framework. The research employs a qualitative approach, examining reports, regulations, and investment data collected from government agencies, SEZ administrators, and key stakeholders. Findings reveal that Galang Batang SEZ has successfully attracted significant foreign direct investment, particularly in the alumina refinery and supporting industries, positioning it as a critical hub for marine-based industries. Additionally, the SEZ's focus on sustainable infrastructure, including environmentally friendly power plants and modern port facilities, aligns with the principles of the Blue Economy. However, challenges remain, such as environmental compliance issues and the need for improved local accessibility. The study concludes that while the Galang Batang SEZ shows promise in contributing to Indonesia’s Blue Economy, it requires ongoing policy support, infrastructure enhancement, and environmental management strategies to fully realize its potential. This research underscores the importance of strategic SEZ development in achieving sustainable coastal economic growth and offers insights for future policy implementations in similar zones.

Abstract

This study aims to analyze the role of local government in utilizing marine capture fisheries potential to increase regional revenue in Bintan Regency, Riau Islands Province. Employing a descriptive qualitative approach, the study illustrates the current conditions of marine and fisheries sector governance, while identifying institutional challenges and opportunities for trade system reform. The findings reveal that although capture fisheries production has steadily increased, its contribution to regional revenue remains significantly low. This is primarily due to suboptimal local governance, the absence of Fish Auction Centers (TPI), and the dominance of a closed distribution system controlled by middlemen (tauke), which weakens fishers’ bargaining power and eliminates potential local revenue from levies. The local government faces multiple structural challenges, including weak regulatory frameworks, lack of integrated production data, and the institutional disempowerment of fisher communities. Nevertheless, there are strategic opportunities that can be leveraged through the professional development and management of TPI. These centers can serve as critical instruments for ensuring price transparency, strengthening production records, increasing local revenue through levies, empowering fishers' cooperatives, and breaking the dependency on the tauke system. The study recommends the need for integrated, institution-based, and context-specific policies to support a sustainable and inclusive reform of the capture fisheries trade system in Bintan Regency.

Abstract

Pengembangan ekowisata berbasis mangrove di Desa Kelumu, Kabupaten Lingga, menjadi perhatian utama dalam program pengabdian masyarakat ini. Desa ini memiliki potensi ekowisata yang besar, namun pengelolaannya masih belum optimal akibat keterbatasan sumber daya manusia, pemahaman yang kurang tentang ekowisata, serta keterbatasan akses teknologi. Tujuan dari program ini adalah untuk meningkatkan kapasitas SDM lokal dalam mengelola ekowisata mangrove secara berkelanjutan melalui pendekatan holistik dan terstruktur. Metode yang diterapkan adalah pendekatan partisipatif yang melibatkan masyarakat secara aktif dalam pemetaan potensi ekowisata mangrove, pelatihan, dan implementasi lapangan. Pemetaan ini melibatkan identifikasi kawasan strategis untuk pengembangan ekowisata, sementara pelatihan meliputi manajemen ekowisata, konservasi lingkungan, dan pengembangan produk lokal. Tahap implementasi melibatkan kegiatan langsung di lapangan, termasuk pembukaan jalur wisata, jasa pemandu wisata, dan konservasi mangrove. Hasil dari kegiatan ini menunjukkan peningkatan keterlibatan masyarakat dan pengetahuan teknis dalam pengelolaan ekowisata mangrove dianalisa dengan pendekatan PESTEL. Kesimpulan dari kegiatan ini menekankan pentingnya kerjasama lintas sektoral yang erat untuk mengatasi tantangan yang ada dan memastikan keberlanjutan ekowisata mangrove di Desa Kelumu.

Abstract

Kecamatan Belakang Padang, yang terletak di wilayah kepulauan Kota Batam, menghadapi berbagai tantangan dalam penyelenggaraan pelayanan publik yang efektif dan manajemen kinerja aparatur pemerintahan. Wilayah ini terdiri dari pulau-pulau kecil yang tersebar, dengan akses transportasi dan komunikasi yang terbatas, sehingga memengaruhi kualitas dan kecepatan pelayanan kepada masyarakat. Permasalahan utama yang dihadapi adalah belum optimalnya sistem manajemen kinerja aparatur dan rendahnya partisipasi masyarakat dalam evaluasi pelayanan publik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur sipil negara (ASN) dalam menyusun indikator kinerja individu, mengimplementasikan prinsip Total Quality Management (TQM), serta membangun sistem evaluasi kinerja berbasis data lokal. Pendekatan yang digunakan adalah partisipatif-kolaboratif melalui tahapan observasi, Focus Group Discussion (FGD), pelatihan teknis, dan pendampingan intensif. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman ASN terhadap indikator kinerja, penyusunan standar pelayanan minimum, serta kemampuan penggunaan aplikasi evaluasi sederhana berbasis digital. Selain itu, kegiatan ini juga berhasil membangun sinergi antara aparatur kecamatan dan masyarakat dalam mewujudkan pelayanan publik yang lebih transparan dan responsif. Kegiatan pengabdian ini membuktikan bahwa penerapan prinsip-prinsip TQM dalam konteks wilayah kepulauan dapat dilakukan secara efektif apabila disertai dengan pelibatan aktif komunitas lokal dan dukungan kelembagaan.
