Abstract

ABSTRACT The study aimed to analyze the organizational capabilities of the Jasinga District, Bogor Regency, in fostering the administration of village government with a broader scope of tasks and extensive budget management. The method is a descriptive qualitative approach with data collection techniques using interviews, observation, and literature studies. The analytical knife used is the concept of organizational capability put forward by Neo and Chan. The study's results stated that there were obstacles in the aspects of able people and agile processes, including limited staff, barriers to competency development, team member recruitment that could have used the merit system, substandard educational qualifications, and limited resources. This condition results in flawed thinking ahead, thinking again, and thinking across, which must be developed within the organization. The recommendations proposed are improving able people and agile processes by increasing educational qualifications, competency development programs, and merit system-based recruitment. Districts must also apply thinking ahead, thinking again, and thinking across in building dynamic organizational capabilities. Meanwhile, in the context of optimizing the development of village government administration, it is necessary to develop competence in the field of village administration for sub-district officials.

Abstract

Sidomulyo Tourism Village, located in Jember Regency, has undertaken various initiatives to enhance its appeal as a tourist destination. One such initiative is establishing a new restaurant, Astana Joglo, with a village café concept. Positioned near the Sendang Tirto Gumitir spring, with scenic views of rice fields and coffee plantations, Astana Joglo represents an innovative addition to the village’s tourism offerings. However, to ensure its success, thorough preparation is essential before its operation, particularly regarding human resources and product offerings. This service project aims to enhance the management of Astana Joglo by providing training in service procedures and local-based product development. The training program is structured in four stages: preparation, socialization, training, and evaluation. It covers two main areas: service sequence and local-based product development. The primary beneficiaries of this program are the young, productive-age members of the Sidomulyo Tourism Village management team. The outcomes of this initiative include improved knowledge and skills among participants and the creation of Standard Operating Procedures (S.O.P.) for services at Astana Joglo. The average pretest score for the knowledge component was 3.65 while the posttest score was 6.2. On the other hand, the result of the skill pretest score was 2.7 while the result of the posttest was 5.8. To ensure the long-term sustainability of the training, a medium-term evaluation and monitoring process will be implemented, with active involvement from the young managers to support the ongoing development of the tourism facility.

Abstract

Professionalism is a cornerstone of success in the tourism industry, underscoring the need for targeted skill development among students pursuing tourism-related education. Recognising this, Politeknik Negeri Jember (Polije) launched the Edu tourism teaching factory. This innovative initiative integrates Tourism Destination Study Program students into real-world industry environments, fostering professionalism through experiential learning. This effort aligns with Polije’s outcome-based education framework, emphasising the production of industry-ready graduates. A critical component of this initiative is the development of structured teaching materials that address the specific aspects of professionalism required in the tourism sector. However, identifying these components necessitates comprehensive research into students’ perceptions and industry needs. Grounded in the context of global tourism, where professionalism directly impacts service quality and customer satisfaction, this qualitative study explores the requirements for teaching materials that promote professionalism. Using simple random sampling, 125 students were surveyed, complemented by interviews with program managers, Edu tourism administrators, and student representatives. The Miles and Huberman technique was employed for data analysis, integrating triangulated survey and interview data. Key findings revealed that students prioritise politeness, communication skills, and respect, followed by attention to detail, helpfulness, and consideration. Preferred teaching tools include bilingual video tutorials on service excellence, reflecting the industry’s global nature. This study has significant implications for global tourism education and practice. It addresses the critical need to standardise professionalism training. By aligning teaching materials with real-world industry demands, this research supports enhancing service standards and fostering a globally competitive tourism workforce.
