Abstract

The purpose of this study is to analyze the policy of simplifying the bureaucracy for local governments including the analysis of organizational transformation, transformation of positions and transformation of performance management. The research method used is descriptive qualitative. The results show that the implementation of bureaucratic simplification is faced with several things: (1) organizational design has not been designed to accommodate the performance of functional positions (2) functional position management is not yet professional in some coaching agencies, types of functional positions that are not yet available, competency gaps, and patterns of relationship governance. not optimal work. (3) individual performance appraisal has not been aligned with organizational performance. Strategies that must be carried out to support the effectiveness of bureaucratic simplification include: (1) adopting the professional bureaucracy model by improving the weaknesses of PP 18 of 2016. (2) developing the competence of functional officials, as well as improving the quality of functional office management, (3) Creating management policies performance that can measure individual performance appraisals in line with organizational performance, and leads to high-performing organizations.

Abstract

The practical problem that arises is the existence of a village head/village apparatus in charge of a political party or has committed violations in the Presidential/Vice Presidential elections, Regional Head elections, legislative / DPD elections, and even violations of village head elections. The method used literature review, which is accomplished by compiling articles from newspapers or web media related to the Neutrality of the Village Head and Village Officials. The results showed that the village head/village apparatus had a mass base in the area, so it was often used to support or participate in elections. On the other hand, the village head/village apparatus also strives to carry out practical politics to get closer to and get more attention from regional heads, political party elites or the Central Government in budget allocations or financial or development assistance for their regions. There was also pressure, intimidation or promises directed at the village head to commit a neutrality violation. To achieve neutrality for village heads/village officials, it is necessary to increase Regional Heads, Heads of Service and District Heads in fostering and supervising village government through socialization and prosecution for those who commit violations. It is also necessary to formulate regulations regarding a code of ethics for village heads/village officials to control. Regional heads, career officials and related officials must also provide an example by being neutral during the election.

Abstract

This research is to see the extent of planning and implementation of development in the context of a peaceful and just village in Wirajaya Village, Jasinga District. The purpose of this study is to see how the efforts of the wirajaya village government in implementing dignified government program policies towards a peaceful, prosperous and just village. This study uses a qualitative descriptive method with data collection techniques through observation, interviews, documentation and triangulation to answer research problems. The results showed that the implementation of village government policies towards a peaceful and just village in Wirajaya village was not optimal due to lack of communication, coordination, socialization, inadequate budget, and lack of community participation in realizing village development policy programs.

Abstract

The Covid-19 pandemic has become a multidimensional problem, no longer a health problem. The increase in residents exposed to COVID-19 in the working area of the Tanah Baru Health Center UPTD continues to increase and efforts to prevent and handle COVID-19 cannot only be handled by the Puskesmas, but require collaboration between stakeholders from elements of the community, business actors and the government. The method used is a qualitative approach with an analytical knife is Collaborative Governance. Sources of data obtained through primary data and secondary data, while data collection techniques were carried out through in-depth interviews, literature review, and observation. The results showed that the collaborative governance approach was effective in preventing and handling COVID-19 as long as the resources owned by the stakeholders involved were still able to contribute and provide services in handling COVID-19. However, the implementation of collaborative governance began to face various obstacles when there was a radical surge in residents exposed to COVID-19 which resulted in health facilities being unable to carry out treatment, referral hospitals were full, many health workers were exposed to COVID-19, and the ambulance fleet was limited. This condition resulted in various complaints from the public. To overcome these problems, it is necessary to optimize the participation of 3 elements, namely the government, society and the business world. Forms of optimizing these roles include increasing capacity, resources and health infrastructure, complying with 5M, reducing mobilization, and carrying out vaccinations.

Abstract

The purpose of this study was to analyze the implementation of brewed coffee or online KTP messages delivered at home in Cibinong District. The method used is a qualitative approach with an analysis of the policy implementation model proposed by Grindle. The results of the study show that: brewed coffee is able to create population services by utilizing the whatsapp facility as a solution in the midst of the covid-19 pandemic. There are a number of challenges and obstacles in implementation including limited facilities and infrastructure, dependence on the district level in printing e-KTP forms, new services for printing and recording e-KTPs. The strategy for improving the implementation of brewed coffee is through: (1) improving service facilities and infrastructure (2) developing types of services (3) building mobile services for people with disabilities and the sick (4) building good communication and coordination with stakeholders (5) Establishing SOPs with service targets 1 day to 14 days (6) services in order to pay attention to the dimensions of the quality of public services. Tujuan penelitian ini adalah menganalisis implementasi kopi seduh atau KTP Online pesan di rumah diantar kerumah pada Kecamatan Cibinong. Metode yang digunakan adalah pendekatan kualitatif dengan pisau analisis model implementasi kebijakan yang dikemukakan oleh Grindle. Hasil penelitian menunjukkan bahwa : Kopi seduh mampu menciptakan pelayanan kependudukan dengan memanfaatkan sarana whatsapp sebagai solusi di tengah pandemi covid-19. Terdapat sejumlah tantangan dan hambatan dalam implementasi diantaranya sarana dan prasarana yang terbatas, ketergantungan pada level kabupaten dalam pencetakan blanko KTP-el, pelayanan baru sebagai pencetakan dan perekaman KTP-el. Strategi perbaikan implementasi kopi seduh melalui : (1) peningkatan sarana dan prasarana pelayanan (2) pengembangan jenis layanan (3) membangun layanan mobile bagi disabilitas dan masyarakat yang sakit (4) membangun komunikasi dan koordinasi yang baik dengan stakeholder (5) Penetapan SOP dengan target layanan 1 hari sampai dengan 14 hari (6) pelayanan agar memperhatikan dimensi kualitas pelayanan publik.

Abstract

Tujuan penelitian ini adalah mengevaluasi implimentasi kebijakan disiplin PNS daerah yang meliputi evaluasi summative, evaluasi proses, dan evaluasi konsekuensi. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan library research. Hasil penelitian ini menyebutkan: (1) evaluasi summative menunjukan empat regulasi yang mengatur disiplin PNS sejak tahun 1952, (2) evaluasi proses menunjukkan variasi implementasi yang disebabkan lima hal, dan (3) evaluasi konsekuensi. Strategi perbaikan meliputi perbaikan kebijakan disiplin melalui sanksi bagi kepala, perubahan mekanisme pemanggilan, pemeriksaan atasan dan dan perbaikan dalam implementasi yang mencakup keteladanan, pemahaman peraturan, dan pembinaan disiplin. The purpose of this study was to evaluate the implementation of regional civil servant discipline policies, including summative evaluation, process evaluation, and consequence evaluation. The research method used is a qualitative approach with library research. The results of this study indicate that: (a) The summative evaluation shows that four regulations have governed civil servant discipline since 1952, (b) The process evaluation shows that there are variations in implementation due to the commitment of regional heads and direct superiors, the capacity of direct superiors, exemplary to officials, weakness evidence, as well as variations regulated in-laws and regulations, (c) Evaluation of consequences. First, the improvement strategies are the improvement of disciplinary policies through the need for sanctions for regional heads who do not impose disciplinary penalties, changes in the arrangement of summons, and inspection mechanisms by direct superiors. Second, improvements in implementation, namely the need for exemplary from the leadership of the agency, the need for socialization to all superiors about a comprehensive understanding of disciplinary regulations, and the importance of the stages of disciplinary development for civil servants who violate discipline.

Abstract

This study aims to analyze the implementation of the SI-CANTIK application as an employee management innovation in the Bogor Regency Government. The research method used is descriptive qualitative with data collection techniques using observations, interviews, and literature studies. The results show that implementing the SI-CANTIK application has effectively impacted local governments and ASN. In an implementation, there are still problems such as: (1) the SI-CANTIK application has not been integrated with other personnel service applications. (2) ASN individuals have other smartphones and leave them for attendance. (3) Attendance data for employees who do not come to work without information on the application have not been followed up by their direct supervisor. (4) the input of the team member's daily work reports has not been able to describe the achievement of organizational performance. To overcome these problems, several strategies can be carried out: (1) integrating the SI-CANTIK application with other applications to make the implementation of personnel management more comprehensive. (2) It is necessary to revise Bogor Regent Regulation Number 42 of 2019, which regulates superiors who do not take action against disciplinary violators, and the disbursement of TPP is postponed. Another thing that needs to be regulated is categorizing the behavior of leaving smartphones for attendance as a form of disciplinary violation, subject to disciplinary sanctions, and not being given TPP within a specific time, (3) the SI-CANTIK application's development by considering the organizational performance targets contained in the RPJMD and the organization's Strategic Plan associated with team member performance targets.

Abstract

This study aimed to analyze the able people of the Cirimekar Community Health Center, Bogor Regency, in the Prevention and Handling of Covid-19. The research method used is qualitative, with data collection techniques using observation, interviews, and literature study. The survey results stated that Able People at the Cirimekar Health Center had not been built because team member recruitment had not used a merit system, and there were limitations to developing team member competencies. This has an impact on efforts to build innovation that could be more optimal. In terms of prevention and handling of the Covid-19 pandemic, there were several complaints, including exposed residents who were not handled optimally, ineffective communication of health workers in handling Covid-19 services, and the inconsistency and commitment of puskesmas in conveying vaccination targets. Improvement strategies include: (1) filling the shortage of health workers with a merit system (2) In the recruitment of BLUD employees, which is preceded by job analysis and workload analysis (3) maximizing existing resources (HR, facilities/infrastructure and budget) to improve service quality. (4) building and developing innovation and cross-sectoral collaboration in carrying out tasks. (4) Consistency and commitment to service, as well as building good communication with the community.

Abstract

Cases of violence against children during the Covid-19 Pandemic are increasing. Therefore, it is necessary to analyze an appropriate policy to overcome it. The purpose of this paper is to conduct a policy analysis of the problem of violence against children carried out by the population control service, family planning, women's empowerment and child protection in order to obtain policy recommendations to minimize these problems. The data collection method used in this research uses literature study techniques. The author collects various journals, research reports and news related to violence against children. There are several alternative policies that have been formulated, namely prevention and education campaign policies, policies for establishing a child protection task force and policies for developing children's help line services for child protection. Meanwhile, the policy recommendations formulated are kids help line service policies. This policy will be able to develop mechanisms for prevention, early detection and reporting of violence against children. So that in the end this policy will increase social supervision of children. Cases of violence against children are increasing every year. Therefore, appropriate policy interventions are needed to overcome them. The findings of this study included several alternative policies that were formulated, namely the policy of prevention and education campaigns, the policy of establishing a task force for child protection, educational activities in women-friendly spaces, (b) meetings with village government, traditional leaders and community leaders to synergize prevention and treatment efforts. cases of violence against women, (c) family economic development

Abstract

The hybrid learning model, also called "mixed learning," is a way to move towards an efficient new normal. Hybrid learning includes both in-person and online meetings that are planned ahead of time so that learning goals can be communicated directly during face-to-face learning. So, the goal of this study was to look at how the hybrid learning model could be used as a way to get post-pandemic students interested in learning and improve their understanding when using full distance learning mode. This was a descriptive, qualitative study that used an open-ended survey method with a Google Form questionnaire that was sent out online through a WhatsApp social media group. There were 126 students from the 11th grade at a state senior high school in Denpasar who took part. The results showed that when the mixed learning method was used to get students interested in learning Indonesian, math, and religion, and when it was used in the learning process in class, the average learning outcomes changed for the better. This is because of a new way of learning called "hybrid learning," which makes it easier for students to catch up if they miss class for some reason. The distance to school saves a lot of time because they don't have to go every day. This can make students more interested in learning.
