Abstract

The background of the Lamongan Regency area which has tourism potential in the natural sector (marine, limestone mountains, and forestry), religion, culture and its location which is a downstream area of ​​three (3) major rivers in Indonesia makes it one of the tourist destinations in East Java province. This economic potential is in tandem with potential problems that arise (excessive reclamation, spatial planning violations, etc.) so that Lamongan Regency regional regulations are needed, so that their use can be felt in a sustainable manner, especially the strengthening of the smallest government in Indonesia, the Village Government, with the allocation of village funds that are comes from the APBN (State Revenue and Expenditure Budget). The number of tourism objects in rural areas that have become village icons or referred to as tourist villages without any regional regulations in the Lamongan district, makes the function and implementation less than optimal. The author uses a normative juridical approach to examine the legal rules related to tourism villages, both regarding the principles, objectives and functions of tourism, strategic goals, determination, submission, partnership and supervision.

Abstract

Indonesia has a lot of potential tourist objects scattered throughout the region that can be relied on to become a tourist attraction that is able to attract local and foreign tourists. Bangkalan Regency has a very potential area in the tourism sector because it has many interesting tourist objects. Telaga Biru village has a very interesting tour, pristine nature, a calm and comfortable atmosphere, namely blue beach tourism. Blue beach tourism is always developing to increase tourist visits. Indicators of the success of a tourist attraction can be measured by the number of tourist visits. This research is a qualitative research, while the type of research used is a qualitative research with a descriptive approach. Data collection was carried out through research instruments in the form of interviews, observations, and documentation. Then check its validity using the triangulation technique. The results of this study are: 1. tourism development strategies in an effort to attract tourist visits, in developing tourism by adding tourist attractions such as photo spots, swimming pools, water bikes, plastic flower trees, flower tunnels, and fish therapy, air bicycles, and air balloon. The promotions used are through social media, Facebook, Instagram, YouTube, and websites. 2. Factors that support the development of blue beach tourism, namely, natural resources, good security, a comfortable atmosphere, the role of social media, a supportive community. While the inhibiting factors for the development strategy are, internal factors have not been well organized with tourism potential as well as facilities and infrastructure, while external factors are the lack of road access for bus vehicles because this tour is located in community settlements, and also there is no budget from the government.

Abstract

Latar belakang wilayah Kabupaten Lamongan yang mempunyai potensipariwisata di sektor alam (bahari, pegunungan kapur, dan kehutanan), religi, budaya danletaknya yang menjadi daerah hilir tiga (3) sungai besar di Indonesia menjadikannya salahsatu daerah destinasi wisata di provinsi Jawa Timur. Potensi ekonomi tersebutberiringan dengan potensi permasalahan yang muncul (reklamasi berlebihan,pelanggaran tata ruang, dll) sehingga memerlukan aturan daerah Kabupaten Lamongan,agar pemanfaatannya bisa dirasakan secara berkelanjutan, terlebih semakin diperkuatnyapemerintahan terkecil di Indonesia, Pemerintahan Desa, dengan adanya alokasi danadesa yang berasal dari APBN (Anggaran Pendapatan dan Belanja Negara). Banyaknyaobjek pariwisata di pedesaan yang menjadi icon desa atau disebut sebagai desa wisatatanpa adanya aturan daerah kabupaten Lamongan, menjadikan fungsi danpelaksanaanya kurang optimal. Penulis menggunakan pendekatan yuridis normativeuntuk mengkaji aturan-aturan hukum terkait dengan desa wisata, baik tentang asas,tujuan dan fungsi kepariwisataan, sasaran strategis, penetapan, pengajuan, kemitraan danpengawasannya.
