Abstract

The purpose of this study is to analyze the process of implementing the policy implementation of Gorontalo City regional regulation no. 12 of 2017 concerning Waste Management in Hulonthalangi District. This research was conducted by a qualitative method, the data collection techniques used were using interviews, observations and documentation. The data analysis technique is interactive data analysis. The results of the research as indicators of the success of policy implementation used in this study, both in terms of socialization, the availability of supporting facilities, and factual budget support are not available or can even be said to have received full attention from the Gorontalo City local government. As suggestions and recommendations that can be given by researchers as part of constructive things, the importance of education that is continuously carried out massively by local governments, the need for full penetration from local governments on the availability of supporting facilities and infrastructure, the availability of sufficient budgets as part of policy financing also needs to be prepared by local governments, communication and coordination across sectors, addition to temporary waste collection points at each point in each sub-district in the Gorontalo City area.

Abstract

Abstrak Kelompok Peternak Muda ‘Bulalo Cerdas’ di Desa Bulalo memiliki potensi sumber daya alam yang sangat mendukung kegiatan peternakan, seperti padang rumput yang luas dan ketersediaan bahan pakan lokal. Namun, potensi ini belum dimanfaatkan secara optimal karena sebagian besar peternak masih menerapkan metode konvensional tanpa dukungan teknologi tepat guna. Tantangan yang dihadapi antara lain kurangnya efisiensi dalam pemanfaatan pakan, manajemen pemeliharaan ternak yang belum sistematis, serta lemahnya sistem pengawasan kesehatan ternak. Masalah utama yang kerap muncul adalah kekurangan pakan berkualitas, terutama saat musim kemarau, yang berdampak pada penurunan produktivitas ternak sapi lokal. Program PkM ini bertujuan meningkatkan kapasitas peternak muda melalui edukasi dan pelatihan pembuatan silase pakan komplit berbasis bahan lokal. Metode pelaksanaan PkM meliputi tahap persiapan dan observasi lapangan, implementasi program berupa penyuluhan dan pelatihan, serta kegiatan monitoring dan evaluasi. Sebanyak 15 anggota kelompok “Bulalo Cerdas” berpartisipasi aktif dalam pelaksanan program ini. Hasil kegiatan pengabdian menunjukkan peningkatan signifikan dalam pengetahuan dan keterampilan mitra, khususnya dalam pengolahan silase pakan komplit sebagai solusi cadangan pakan saat musim kering. Selain itu, silase ini terbukti dapat disimpan dalam jangka panjang dan memiliki nilai ekonomis tinggi, menjadikannya alternatif pakan strategis yang mendukung keberlanjutan usaha peternakan sapi lokal. Kata kunci: pemberdayaan; peteranak muda; pelatihan dan pendampingan; silase pakan komplit; produktivitas ternak. Abstract The ‘Bulalo Cerdas’ Young Breeders Group in Bulalo Village has potential natural resources that are very supportive of livestock activities, such as vast grasslands and the availability of local feed ingredients. However, this potential has not been optimally utilised because most farmers still apply conventional methods without the support of appropriate technology. Challenges faced include a lack of efficiency in feed utilisation, unsystematic livestock rearing management, and a weak livestock health monitoring system. The main problem that often arises is the lack of quality feed, especially during the dry season, which has an impact on reducing the productivity of local cattle. This PkM programme aims to increase the capacity of young farmers through education and training in making complete feed silage based on local ingredients. The PkM implementation method includes preparation and field observation stages, programme implementation in the form of counselling and training, as well as monitoring and evaluation activities. A total of 15 members of the ‘Bulalo Cerdas’ group actively participated in the implementation of this programme. The results of the service activities showed a significant increase in partners' knowledge and skills, especially in the processing of complete feed silage as a feed reserve solution during the dry season. In addition, this silage is proven to be able to be stored in the long term and has high economic value, making it a strategic feed alternative that supports the sustainability of local cattle farming businesses. Keywords: empowerment; youth; training and mentoring; complete feed silage; livestock productivity.

Abstract

This study aims to examine the implementation of Village Regulation Number 01 of 2021 concerning Animal Control in Pasalae Village, Gentuma Raya District, North Gorontalo Regency. The background of this research is based on the ongoing problems related to freely roaming livestock, which potentially disrupt public order, safety, and community comfort. This study employs a qualitative research approach, with data collected through interviews, observations, and documentation. A total of eight informants participated in this study, consisting of village government officials, policy implementers, and community members. The results of the study indicate that the implementation of Village Regulation Number 01 of 2021 has not been carried out optimally. In terms of communication, the process of information dissemination and coordination among implementing actors conducted by the village government remains limited, resulting in uneven public understanding of the village regulation. From the perspective of resources, the village government faces limitations in human resources, particularly technical personnel responsible for animal control and public socialization activities. Regarding the disposition or attitude of implementers, although there is a commitment between policy makers and implementers, its realization in the field is still not optimal. Furthermore, from the bureaucratic structure perspective, the Standard Operating Procedures (SOPs) owned by the village government have not been adequately socialized to the community. Consequently, the community does not fully understand the procedures and provisions stipulated in the village regulation. Therefore, improvements in communication, strengthening of human resources, and continuous socialization of SOPs are necessary to enhance the effectiveness of the implementation of the village regulation on animal control.

Abstract

This study aims to examine the implementation of the Women-Friendly and Child-Caring Village (DRPPA) program in Tinelo Village, Tilango District. This research employs a qualitative descriptive approach with a case study method. The results indicate that the prevention programs for violence against women and childre conducted through communication, information, and education by the DRPPA in the form of socialization have been implemented effectively. Furthermore, the overall implementation of policies regarding the prevention of violence against women and children in Tinelo Village’s DRPPA is proceeding well. This is evidenced by the effective communication established between policymakers and policy implementers, as well as among the implementers of the child violence prevention program within the DRPPA of Tinelo Village.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas dan efisiensi kebijakan distribusi pangan di Kabupaten Gorontalo Utara, Indonesia. Metode campuran (kuantitatif dan kualitatif) digunakan dengan menggabungkan data sekunder dari Badan Pusat Statistik (BPS) untuk 2024-2025 dan simulasi data primer dari 150 responden dari empat kelompok. Statistik deskriptif menunjukkan dikotomi: Akses Fisik ke makanan dinilai tinggi (rata-rata 4,2), tetapi Stabilitas Harga (rata-rata 2,4) dan Keterjangkauan (rata-rata 2,5) dinilai rendah. Analisis Regresi Linier Berganda membuktikan bahwa Stabilitas Harga (β=0,452) adalah faktor paling dominan yang menentukan kepuasan publik. Kegagalan ini disebabkan oleh lonjakan harga yang ekstrem (cabai mencapai Rp 69.800/kg) dan tingginya kesenjangan harga antar kecamatan pedesaan. Rekomendasi kebijakan utama adalah penerapan Subsidi Logistik Terfokus untuk menghilangkan ketidakadilan harga di daerah terpencil dan penguatan Cadangan Pangan Pemerintah (CPP) untuk komoditas volatile food.
