Abstract

This study explored the entrepreneurial behavior among students at Kudus Regency, Central Java, Indonesia. One hundred students from STAIN Kudus and Muria Kudus University (UMK) were selected using cluster-sampling technique for the investigation. Descriptive statistics and t test technique were used to analyze data. Results revealed that both students at STAIN Kudus  and UMK have high motivation in entrepreuship, however Students at STAIN Kudus have higher motivation than UMK. Implication, limitation and suggestion for future research are discussed.Penelitian ini ingin menguji perilaku berwirausaha diantara mahasiswa di kabupaten Kudus dengan cara membandingkan motivasi berwirausaha mahasiswa ekonomi Islam STAIN Kudus dengan mahasiswa ekonomi UMK. Sebanyak seratus orang dari dua lembaga tersebut diambil menggunakan metode cluster sampling. Hasil penelitian ini dianalisis dengan diskriptif statistik dan t test. Hasilnya menunjukkan bahwa baik mahasiswa STAIN Kudus dan UMK sama sama meiliki motivasi berusaha yang tinggi, tetapi mahasiswa STAIN Kudus memiliki motivasi lebih tinggi. Implikasi, keterbatasan dan saran untuk penelitian selanjutnya disajikan dalam artikel ini.Kata Kunci:  Pelatihan, Budaya organisasi dan efektifitas Kinerja

Abstract

Abstract

Background: The implementation of the land cadastre system in Indonesia presents complex social, economic, and political implications. Despite its formal establishment, the system continues to face substantial challenges across various regions. The persistently low levels of land registration in certain areas underscore significant deficiencies in the system's execution, potentially heightening legal ambiguities and intensifying agrarian conflicts.Purpose: This study analyzes the issues of Indonesia's cadastre system and evaluates its implementation across various regions from the perspectives of land valuation, technology utilization, and stakeholder involvement.Design/methodology/approach: This study employs a qualitative approach. A total of 428 respondents, all of whom represent state officials within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) at various levels, participated in the study. Data analysis was conducted using descriptive analysis by comparing the issues and implementation of the land cadastre system across the Western, Central, and Eastern regions of Indonesia.Findings/Result: The national cadastral system in Indonesia is plagued by five primary issues: overlapping land certificates, outdated and inaccurate land data, incomplete land registration, imprecise boundary mapping, and inconsistent coordinate measurements, which are also prevalent at the local level. These challenges are exacerbated by significant regional disparities, with Eastern Indonesia showing the lowest levels of land registration and technology adoption, in stark contrast to the more developed Western and Central regions.Conclusion: Indonesia's cadastral system faces critical challenges, including legal uncertainties, overlapping land certificates, and outdated data, which are exacerbated by significant regional disparities, particularly in Eastern Indonesia. To address these issues, it is essential to implement targeted reforms that enhance local government capacity, integrate advanced technology, and ensure public participation, thereby improving cadastral accuracy and equity across regions. These efforts are crucial for ensuring legal certainty, reducing agrarian conflicts, and supporting sustainable land development nationwide.Originality/value (State of the art): This study comprehensively maps the issues related to the cadastral system and evaluates the level of cadastral implementation across different regions of Indonesia, categorizing them into Western, Central, and Eastern regions. Abstract

Abstract: Agrarian reform without interaction between the state and society only addresses temporary issues. The implementation of agrarian reform in Indonesia has been overly focused on achieving outputs based on easily measurable quantities, leaving social problems unaddressed. The aim of this research is to elaborate the implementation of agrarian reform, particularly in the management of assets in the Mekarsari Agrarian Reform Village. The method used is a quantitative approach using questionnaires and in-depth interviews with 50 respondents who are beneficiaries of agrarian reform. The data were then analyzed using descriptive statistics method. The results of the study indicate that the implementation of management at the planning, implementation, and monitoring and evaluation stages shows that the interaction between the responsibility of state actors and community participation is low. As a result, the implementation of agrarian reform is still one-way, limited to completing the output targets of land redistribution and granting access decided by the organizers. Without meaningful community participation, it will be difficult for the community to take control to decide on the appropriate use of resources. For this reason, the implementation of agrarian reform in Mekarsari Village still needs to be contested. Keywords: Agrarian reform, Contested, State-society interaction

Abstract

Background: In Indonesia, land acquisition policies prioritize providing compensation in the form of cash. This policy allows the community to obtain replacement land, investment, business capital, etc. Entrepreneurship is widely recommended as a more sustainable solution for the livelihoods of peasants who have lost their agricultural land. Entrepreneurship is a strategic solution for unemployment and employment discrimination of land-lost peasants. Purpose: This research examines the entrepreneurial actions of peasants who lost land due to land acquisition in Indonesia. Design/methodology/approach: The entrepreneurial actions of peasants who lost land due to land acquisition were revealed using questionnaire survey data from 125 farming households relocated due to the construction of an international airport in Kulon Progo, Yogyakarta. Finding/Result: The research results show that entrepreneurial actions after land acquisition are significant with the variables of intention (feasibility), age, income, and understanding of land acquisition policies. Displaced peasants who have the confidence to conduct entrepreneurship are primarily in their older age with higher incomes and better acceptance of land acquisition policy.Conclusion: Job/business training must continue on an ongoing basis, and mentoring and supervision must be carried out until people feel capable of becoming independent entrepreneurs. Originality/value (State of the art): This research was the first study on land-lost peasants’ entrepreneurship due to land acquisition in Indonesia. The research results were expected to provide new evidence and understanding regarding the influence of land-lost farmers' knowledge of land acquisition policies on entrepreneurial actions. ABSTRAK Suku Bajo, yang dikenal dengan keterikatan mereka pada laut, menghadapi tantangan hukum signifikan terkait hak atas tanah di wilayah pesisir. Meskipun memiliki warisan budaya yang kaya, undang-undang pertanahan Indonesia saat ini tidak secara memadai mengakui ruang hidup berbasis air mereka. Kebijakan pemerintah sering kali lebih mengutamakan eksploitasi ekonomi daripada perlindungan hak-hak masyarakat adat, yang mengakibatkan gangguan pada praktik tradisional dan krisis identitas. Penelitian ini mengidentifikasi kelemahan dalam kerangka hukum yang ada, termasuk ketidakselarasan antara Undang-undang Pokok Agraria dan peraturan lainnya, yang menciptakan kebingungan hukum bagi Suku Bajo. Selain itu, peraturan yang tumpang tindih memperburuk konflik dan menghambat pengakuan hak. Harmonisasi peraturan dan pengakuan terhadap hukum adat sangat penting untuk melindungi hak-hak Suku Bajo dan mendukung keberlanjutan ekonomi mereka. Penelitian ini juga merekomendasikan integrasi praktik terbaik internasional dalam pengelolaan sumber daya pesisir untuk memperkuat perlindungan hak masyarakat adat di Indonesia. Despite their rich cultural heritage, current Indonesian land laws inadequately recognize their water-based living spaces. Government policies often prioritize economic exploitation over the protection of indigenous rights, leading to disruptions in traditional practices and identity crises. This study identifies weaknesses in the existing legal framework, including inconsistencies between the Basic Agrarian Law and other regulations, which create legal ambiguities for the Bajo. Additionally, overlapping regulations exacerbate conflicts and hinder the recognition of rights. Harmonization of regulations and acknowledgment of customary law are essential to safeguard the Bajo's rights and support their economic sustainability. The research also recommends integrating international best practices in coastal resource management to enhance the protection of indigenous rights in Indonesia. Abstract

Implementing Social and Environmental Responsibility (TJSL) is an obligation for State-Owned Enterprises (BUMN). To increase value for the Company, implementing TJSL should be carried out with the Company's business approach. Pertamina, one of the BUMNs, is implementing the TJSL program with this approach through the pinky movement program. This program is a funding and business development program for Micro, Small, and Medium Enterprises actors with the primary objective of switching from the use of subsidized LPG to non-subsidized LPG, which is right on target and provides access to the marketing of non-subsidized LPG for the community. This program has been running since 2020, but program development is still needed so that the conversion of subsidized LPG to non-subsidized LPG is optimal. This study aims to formulate a strategy for developing the Pinky Movement program. The research method used qualitative methods for data collection to formulate strategies using design thinking methods. The results at the final stage state that the proposed program development is feasible to run to optimize the program.

Abstract

The rising demand for non-subsidized mortgages in Indonesia has intensified competition among banks, necessitating improvements in credit approval efficiency and risk management. This study evaluates the business model of PT Bank Tabungan Negara (Persero) Tbk (Bank BTN) in the non-subsidized mortgage sector using SWOT analysis and the Analytical Hierarchy Process (AHP) to prioritize strategic interventions. The findings highlight decision-making conflicts, weak initial verification processes, and fraud risks as critical weaknesses, with AHP results ranking Credit Decision-Making Integration (0.54) as the most urgent strategic action. Digital transformation (0.52) presents the greatest opportunity, while competition from more efficient banks (0.49) is the most significant external threat. Managerial implications suggest the necessity of process standardization, AI-driven credit risk assessment, and automation in document verification to enhance efficiency and mitigate fraud risks. Benchmarking against leading competitors like BCA and Mandiri underscores the importance of real-time verification and centralized decision-making in reducing non-performing loan (NPL) ratios. The study provides a data-driven roadmap for Bank BTN to enhance its competitiveness, optimize risk management, and improve operational efficiency. However, limitations include the study’s focus on internal process improvements without extensive consideration of external macroeconomic fluctuations and regulatory changes. Future research should incorporate predictive modeling techniques to refine credit evaluations and explore global best practices in mortgage lending.

Abstract

Background: Social enterprises (SEs) in Indonesia had increasingly played a significant role in addressing multidimensional societal challenges through innovative, community-based approaches. Despite this progress, their development remained constrained by the absence of a coherent legal and institutional framework.Purpose: This study aims to critically examine the extent to which Presidential Regulation No. 2 of 2022 on National Entrepreneurship Development supports the growth and institutional legitimacy of SEs in Indonesia.Design/methodology/approach: Employing a comparative interpretive approach, the study combines critical legal document analysis with qualitative data from in-depth interviews involving twenty SE practitioners across various regions and sectors.Findings/Result: The analysis reveals a significant policy–practice gap. While SEs are referenced in the regulation, the absence of operational definitions, hybrid legal forms, incentive structures, and ecosystem support limits their recognition and functionality. In contrast, SE practitioners operate in informal and adaptive ways, innovating within fragmented institutional contexts and often without formal policy guidance.Conclusion: The findings underscore the need for institutional innovation and the co-creation of legal and policy mechanisms that are reflective of the hybrid realities of SEs. The study proposes the establishment of a dedicated legal framework, the development of tailored incentives, and the strengthening of a collaborative SE ecosystem in Indonesia.Originality/value (State of the art): This research contributes to the global discourse on social enterprise and open innovation by providing context-specific insights from a non-Western setting. It highlights the need for adaptive, inclusive regulatory approaches that bridge the gap between policy narratives and field-level realities in SE development.
