Abstract

Penelitian ini mengkaji dinamika akses dan kontestasi kepentingan aktor dalam perebutan lokasi pertambangan rakyat di Provinsi Jambi dan Bangka Belitung. Fokus kajian meliputi kondisi lapangan, faktor ekonomi yang mendorong partisipasi masyarakat, serta relasi kekuasaan antar aktor. Pendekatan kualitatif diterapkan dengan pengumpulan data melalui observasi, wawancara purposif, dan studi dokumentasi. Hasil menunjukkan pertambangan rakyat berkembang pesat karena tingginya potensi sumber daya alam dan kebutuhan ekonomi masyarakat, meskipun sebagian besar kegiatan masih berstatus ilegal. Ketidaksesuaian regulasi dan praktik perizinan menciptakan ketidakpastian hukum yang mengancam keberlanjutan aktivitas tersebut. Pertambangan rakyat menjadi sumber utama penghidupan dengan dampak positif pada pendapatan dan kualitas hidup, namun juga menimbulkan tantangan keberlanjutan, ketimpangan sosial-ekonomi, serta risiko lingkungan. Kontestasi kepentingan memperlihatkan konflik struktural antara masyarakat, elite politik, dan pemilik modal yang didorong oleh lemahnya tata kelola dan regulasi. Dominasi perusahaan besar dan keterlibatan aktor lokal dalam praktik rente memperkuat perebutan sumber daya sebagai arena kekuasaan. Studi lanjutan disarankan untuk mengkaji narasi dan wacana antar pemangku kepentingan guna memperdalam pemahaman pembentukan kebijakan pertambangan rakyat di tingkat lokal.This study examines the dynamics of access and the contestation of interests among actors in the struggle over artisanal mining locations in the Jambi and Bangka Belitung Provinces. The focus of the study includes field conditions, economic factors driving community participation, and power relations among actors. A qualitative approach is applied, with data collected through observation, purposive interviews, and document studies. The results show that artisanal mining is rapidly developing due to the high potential of natural resources and the economic needs of the community, although most activities remain illegal. Regulatory mismatches and licensing practices create legal uncertainty that threatens the sustainability of these activities. Artisanal mining serves as a primary livelihood source with positive impacts on income and quality of life, but it also poses challenges related to sustainability, socio-economic inequality, and environmental risks. The contestation of interests reveals structural conflicts between communities, political elites, and capital owners, driven by weak governance and regulation. The dominance of large companies and the involvement of local actors in rent-seeking practices strengthen the competition over resources as a power arena. Further studies are recommended to examine the narratives and discourses among stakeholders to deepen the understanding of artisanal mining policy formation at the local level.

Abstract

Land conflicts in Indonesia, especially in Jambi Province, have become an urgent issue affecting the ownership and management of agricultural land, forests and natural resources. This problem involves various parties and requires serious handling to reduce social tensions, increase justice, and ensure environmental sustainability. This research aims to explore trends, obstacles, and adaptive solutions in resolving land conflicts in Jambi Province, Indonesia. The research method used is qualitative, involving data collection stages through interviews, observation, and documentation of land conflict cases from various official sources. Nvivo 12 Plus was also used in this study to help code the data. The research findings highlight the complexity and escalation of the urgency of land conflicts in Jambi Province, which are widespread in the plantation and forestry sectors involving a large number of companies in various industrial sectors. The main obstacles faced in resolving conflicts include social tensions, legal uncertainty, lack of coordination, limited resources, lack of public awareness, rapid economic growth, and policy complexity. To overcome this challenge, adaptive and sustainable steps are needed, including strengthening the legal framework, increasing coordination between institutions, and community participation through inclusive dialogue. In addition, human rights and justice-based approaches are integrated to support sustainable conflict resolution while strengthening local capacity to be actively involved in the conflict resolution process. This research provides important insights for future policymakers, researchers, and practitioners. This research also provides important insights for formulating more effective and sustainable policies in dealing with land conflicts in Jambi Province, by integrating approaches based on human rights, justice and community participation.

Abstract

Bank sampah memainkan peran penting dalam mengelola sampah dengan cara berkelanjutan. Masyarakat dapat menukarkan sampahnya dengan imbalan berupa uang atau barang berguna. Hal ini tidak hanya membantu mengurangi jumlah sampah yang mencemari lingkungan, tetapi juga merangsang kesadaran akan pentingnya daur ulang dan pengelolaan sampah yang bijaksana. Desa Simbur Naik dipilih sebagai lokasi pengabdian dikarenakan Pemerintah Desa sebagai mitra pertama menyadari bahwa simbur naik merupakan daerah pesisir yang berpotensi mendapatkan sampah kiriman dari daerah lain, selain itu kesadaran masyarakat dalam menjaga lingkungan masih rendah sehingga Pemerintah Desa Simbur Naik berkolaborasi dengan Program Studi Ilmu Pemerintahan Universitas Jambi dan TPBIS Omah Sinau Jambi sebagai mitra kedua yang sudah berpengalaman dalam mengelola bank sampah di Kota Jambi. Adapun metode yang dilaksanakan pada pengabdian ini tahapan pertama memberikan sosialisasi edukasi dan berdiskusi sebagai pengetahuan awal, menggiring pemahaman masyarakat agar peduli terhadap lingkungan, kedua pendampingan pendirian bank sampah diawali penandatanganan perjanjian kerjasama dan nota kesepahaman sebagai bentuk landasan komitmen pelaksanaan pengabdian secara berkelanjutan di Desa Simbur Naik. Hasil evalusi kegiatan menunjukkan bahwa aparatur desa dan peserta yang mengikuti kegiatan pengabdian mendukung penuh proses diskusi serta pembentukan bank sampah. Harapannya dapat menciptakan lingkungan yang bersih, sehat dan dapat mengelola sampah dengan bijak.

Abstract

In today’s digital era, television stations face competition not only from other traditional broadcasters but also from the growing presence of social media and digital platforms, which are increasingly favored by the public. Digital transformation has become essential for maintaining relevance in a highly competitive broadcasting landscape. This study explores how LPP TVRI Jambi’s digital transformation enhances public broadcasting services, examining both supportive and hindering factors in the process. Using a descriptive qualitative approach, data were collected through interviews, observations, and documentation, and analyzed through the stages of Data Collection, Data Condensation, Data Display, and Conclusion Drawing/Verification. The findings indicate that LPP TVRI Jambi’s digital transformation, aligned with Mergel’s theory, encompasses motivations, objectives, processes, and outcomes. Key drivers include external factors such as government policies and increased competition, along with internal initiatives driven by team creativity. Transformation efforts focus on establishing new policies, procedures, and public service programs, along with broadcasting on social media platforms like YouTube and Instagram, helping TVRI Jambi sustain its public broadcaster role through digital engagement. However, limited resources for live broadcasts and a shortage of skilled personnel pose significant challenges to full implementation in the field.

Abstract

Pelaksanaan agenda reformasi birokrasi dalam manajemen dan tata kelola Aparatur Sipil Negara (ASN) menggunakan sistem merit yang telah ditetapkan dan diatur secara tegas dalam UU No.5 Tahun 2015. Sistem merit mengatur tentang pengangkatan, mutasi, promosi, penggajian, reward dan pengembangan karir pegawai dilakukan berdasarkan penilaian kualifikasi kompetensi dan kinerja pegawai. Sistem merit yang diterapkan dalam pengisian jabatan pimpinan tinggi pratama di Pemerintah Propinsi Jambi tahun 2019 untuk melakukan mutasi enam pejabat tinggi pratama mengalami polemic hingga adanya pengaduan ke Komisi Aparatur Sipil Negara (KASN) terhadap Gubernur Jambi. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan analisis deskriptif untuk menjelaskan hasil temuan penelitian penerapan sistem merit di pejabat tinggi pratama di Pemerintahan Propinsi jambi. Hasil penelitian menunjukan adanya terindikasi pelanggaran dalam penerapan sistem merit terutama berkaitan dengan penetapan hasil seleksi terbuka hingga terjadi pengaduan ke KASN, adanya tumpang tindih kewenangan antara tim seleksi, Kepala Daerah dengan KASN,serta adanya ketidak sepemahaman antara institusi pengelola kepegawaian dan pejabat-pejabat yang telah menduduki jabatan, terkait penafsiran proses jobfit, mekanisme seleksi terbuka, dengan dengan keberlangsungan jenjang karir sebagai bagian dari sistem merit.

Abstract

This research aims to develop the comprehensionof the presence of an Islamophobicoutlook in counter-terrorism measures in Indonesia. Thisoutlook affects both the process of formulating and implementing counter-terrorism policies.This undergoes a process of institutionalization by interpreting terrorism in statutory regulations because it crept through a formal structure whileformulating the policy.By using a qualitative approach, and content and critical analysis, this research investigates three cases of the implementation of the counter-terrorism policies:the screening of Muhammad and Alis names at Soekarno Hatta airport, contradiction in the status of the bomber by Leopard at the Taman Anggrek Mall, and the identification of Siyono as an extreme Islamic activist.We argue that the implementation of counter-terrorism policies encounters accountability issues, especially regarding the emergence of authority abuse and double standards during implementation. It confirms the public perception that the counter-terrorism policy is imbued with hostility towards Islam.

Abstract

The background of this research is related to two things, namely: how the impact of globalization on the political system and how the impact of globalization on governance in Indonesia. The purpose of this study is to analyze The impact of globalization on the political system and governance in Indonesia. Talking about the impact of globalization has given a big debate for globalization scholars, some say that globalization has too much negative impact and some argue that globalization has brought many positive impacts. This study uses a qualitative approach by analyzing data and literature sources related to The impact of globalization on the political system and governance in Indonesia. The study results show that the Positive impact of globalization on the political system in Indonesia is the increase in political participation, while the positive impact of globalization on the government system in Indonesia is the existence of an electronic government system (E-Government).
